on public roads in the past (60s,70s,80s)
you would get a ticket for being a public
hazard or unsafe operation.
Bicycles are O.K. in closed environments
(College campus, retirement communities,
small towns - are there any left in America?),
but have no place on roads originally planned
for vehicular traffic. Screw this socialist,
European bike lane bullshit.

Now, I live in the city. I ride my bike as often as I can. I don't live in Wicker Park, but in the 22nd district. We don't have untold miles of bike lanes, so I haven't a clue about the privilege of riding in them. Down here, we have to follow the rules of the road.
I have never been clipped leaving any place of business because when I reach the street, I slow down and wait until there is an opening in the flow of traffic big enough to allow me to enter the traffic lane and accelerate to match the prevailing flow of traffic. This is called merging, and it is the polite thing to do. I also keep to the right edge of the lane in order to allow motor vehicles to easily pass me when I cannot meet the pace. Doing these things has allowed me to put on thousands of miles without even any hand gestures being directed my way.
A couple of other observations:
Wearing a helmet while out riding is always a good idea.
In 39 seconds, the van driver imparted more useful instruction then all 14 years the bicycle rider received under the tutelage of the Chicago Teachers Union.
The cyclist isn't entitled to have the rest of the world stop what they're doing to cater to his whims.
Stupidity usually hurts, as it should.
I'd also skip the ice while drinking until he heals up. Then again, he might need the recurring pain to reinforce the lesson to play nice while dealing with the public.

I read that the cyclist was exiting the ER parking lot and entering the street when he was "clipped" by the van. If thats the case then he , the cyclist was at fault for not yielding the right of way to the van. Cyclist's have to obey the Rules of the Road just as motorists do.
