That's also approaching 1% of Chicago's population, though a few were shot in multiple different incidents. Factor out the much lower odds for older people, women, whites, asians and hispanics, and you have the ASTRONOMICAL odds of getting shot if you are a young black male in Chicago, particularly in neighborhoods around 007 or 011. Then factor that over a lifetime.
Basically, if you are trying to raise black sons in Chicago you are nuts unless you have no choice.
As bad as these numbers what's worse is homicide clearance rate. Hovering around 12%, including police and self defense, it is very easy to get away with murder in Chicago. Don't understand how top brass in this division has not been fired. Any top performing organization has outstanding leadership. Failing organizations fail from top down. This divisions failure can be attributed to those leading division. These number cry out for change, try another undeserving,clouted and merit promoted tool to see if they can get results. Probably not,but at least you tried and are giving the public the perception of proactive action. Elections are coming better beware the barbican are at the gate. Homicide rate for those hoods boils down to FIFTY per 100K.

Speaking of people being shot, this has spread and multiplied in the last twenty years due to the destruction of the projects on State Street, and Lake St., just to name a few. It would take ten years or so, to relocate the ex-project populations, so my proposal, is to identify the criminal element in this group and only offer subsides for work. Seeing there is no such thing as a work ethic in this group, they would flee to places like California. Baltimore shows 310 homicides for 2017 so far. Not counting the Detective recently murdered.
Baltimore has about 620,000 population to Chicago 2,700,000.
Baltimore murder rate more than double Chicago. If Chicago had Baltimore murder rate there would be close to 3,000 dead.
