Stop Already

Remember this training bulletin?


  • A high-speed chase of a carjacked Mustang that lasted nearly 45 minutes early Friday resulted in the arrest of two people in the South Side Gresham neighborhood.

    The 2014 lime-green Ford Mustang was taken from two men, ages 21 and 22, in a carjacking at 9:14 p.m. at 116th Street and Church Street in the Morgan Park neighborhood, according to Chicago Police. They were sitting in the car when the suspects walked up to them and forced them out at gunpoint, then stole the car with their belongings inside.

    Illinois State Police troopers saw the vehicle at 1:13 a.m. and pursued it, but the Mustang got away near Grand Avenue and Lake Shore Drive, police said.

    CPD officers later spotted the car at South Blue Island Avenue and Damen Avenue in the Heart of Chicago neighborhood, police said.

    A chase led to the 8700 block of South Union, where the Mustang crashed into a parked SUV in front of a home, police said. The two people inside the car got out and ran, but were caught and arrested.
We're pretty sure the last CPD car with an actual pursuit rated engine was retired from the fleet in the 1970's. 99 times out of 100, you aren't going to catch a Mustang. And the odds of any sort of crash, whether incidental or catastrophic, are almost as good given that these are
  • winter streets, 
  • untrained criminal drivers (usually in their teens or early twenties), 
  • hopped up on something,
  • and looking no further than the likes or eyeballs they can get on social media.
Balancing Test people. This one screams "NO!"

I thought this was an on and off type pursuit. They picked a lime green convertible Mustang to jack. The car was anything but low profile. All the same best not to endanger actual citizens with this nonsense.

After state terminated the chase and news anchor called 911 stating he found the mustang and was following it which led to the send pursuit that involved ph1. Should have told that anchor man, sorry we don’t chase.

In my opinion nice job officers. Just sayin, I know 100 percent what your talking about with pursuits and I’ve been jammed for a few and they are very dangerous but there is a flip side here. First, you are still police officers. Unfortunately in some instances you are gonna get into a chases.. how far it goes is the big question. 2nd agg veh hijackong is an allowable reason to chase. If you are going to chase you better be within department guidelines and state law. Don’t lie aboutspeeds and don’t act like an idiot. If you get burned by the other car then so be it but be safe. Document everything you see and are doing on the radio. Keep saying traffic and pedestrian traffic and road conditions and speed etc. don’t lie camerasare everywhere. But if you are legit then chase correctly and let the camera roll. Wait for your supervisor to terminate or determine yourself. You are still the police.

Chasing is dangerous to be certain, but so is not chasing criminals who commit crimes. They're dumb but not stupid - they know the cops aren't going to chase them, so they take that as free license to commit crimes w/a greatly reduced chance of ever getting caught.

Personally, I believe that the law ought to say that the criminals who run from the police are 100% liable and responsible for any injuries they or others incur as a result of their fleeing, and that they're also 100% responsible for any damages to any one or anyone's property as a result of their fleeing.

Start suing their vehicle insurers, yank their "Entitlements" cards, yank the free rent, seize any bank accounts or any other assets they have, take those damn gold grills and melt that shit down to pay the debt.

But it's about damn time the cops stop getting blamed for doing their jobs, and we blame the people at fault - the criminals.

It wasn’t just a stolen car that someone ran and decided to chase. The vehicle was taken in a forcible felony (Armed Robbery). Think that changes the playing field a bit. Seeing that Armed car jackings are up, ridiculously, just maybe they should be taken more seriously.

While I am generally in the “don’t pursue” camp, this was a forcible felony for which pursuit is allowed. You point out the mustang and the winter weather, but if the pursuing officer was in an AWD explorer he had many advantages. It takes more than horsepower to successfully pursue. And I’m betting the cop is a far better wheelman than Dude Inc.

Something is seriously wrong when the written department general orders state there will be no car chases and officers still feel the need to chase a vehicle. They must not value their jobs, family life, personal finances, etc etc. If that Mustang would have struck and injured or killed someone what would consequences have been? Your argument has merit, but the Department, lawyers, and COPA, has months, even years to review your actions via the lens of liability, while your family may be wondering, "Was it worth it, to have to mortgage the home, just to catch a bad guy that the County will let off anyway"?

The decision is yours, but the decision to chase (unless murder, or P.O. involved) is usually one with undue risk. The order is written basically to resolve the Department of liability when it goes sideways.

I was on scene. It was ISP pursuing as the lead the entire time. CPD was “following” as they say now but ISP was the first 4-5 cars chasing.

Did you see the roads that night? They were icy and slick and snowy and whomever that CPD supervisor was he was taking a big chance on his career "depending on clout" and those coppers chasing were taking big chances with both their careers and health. Call back, in the old days, used to be like Monty Pythons Ministry of funny walks due to these car accidents. Yes there were fuck ups there, and malingerers , but mostly there were guys and Gals fucked up by these cars.

And then they made the chases basically illegal and fire-able. But did a lot of guys listen? I once saw a bunch of covert Dick cars chase a guy thru 4 districts because he was the guy that was taking those car converters in a case they were working on. They were chasing in coverts and our SGTs/LTs were all screaming on the radio's not to help them. There was a guy who called off a chase on the radio when they guy went east in the W/B lanes of the Ike and then said "fuck it" and took off after him anyway. All of it recorded. LOL I worked one district full of young knuckleheads who would chase off radio communicating with those Nextel radio phones.

So Ive come to the conclusion many cops they hire are basically retarded. This hand puppet we work for loved this chase cause he has all these Hacks looking like South American Generals in town in awe of him for reducing the murders to only around 800 or so. But were getting killed by car jacks so they will let this go on until one of you fuck up and kill someone and then they will step on your guts, "depending on clout".

SCC, the heading on that Training Bulletin shouldn't only read "Motor Vehicle Pursuits", it should also say "Proactive Policing of Any Kind". And beneath should be that photo of Kimm Foxx and Special Ed in an Unholy Embrace that you ran on this site some time ago.

Balancing test should also include who victim is and circumstances of the initial incident. Throw those factors in and you'll find that over 50% of our so-called "victims" out here are really only victims of their own bad choices and decisions, including the company they keep. Hence, not worthy of our best efforts.

Yes, ideally an asshole who commits armed vehicular hijacking should have the book thrown at him: charged with any collateral damage as a result of the pursuit, assets seized, gubment aid stopped, etc. But this is Crook County guys, and the body politic is in the hands of a dangerous corrupt group of social justice race baiting slobs with an agenda to prosecute coppers for doing their job. Back in '05 the academy actually had us do a mock chase of an unmarked vehicle through the busy streets of the west loop. The FTO we were chasing in the scenario actually was driving his vehicle from the passenger seat. What do you think would have happened if a civilian was injured in a crash while this took place? Also, my partner fired his cap gun in our vehicle, just to see if it was loaded before the chase began...lol

Buy into this no pursuit policy. This wasn't a taillight it was a robbery, which I think is still a felony. But there are felonies and then there are Cook County felonies. These two folks are not going to prison, so why risk YOUR pension to chase them? Back in the day pursuits were really pretty rare. That's because when you ran from the police the judges and the DA would throw the book at you. Not the case today, so the criminals run. Why not? They like the rush as much as the young cops who are chasing them.

Two guys sitting in a lime green hotrod? Local boys? Lucky they only took their car.

They can open all the casinos they want, and I won't give them a dime of my pension pay. Why? Not because I don't enjoy the rush of winning, it just that I know that the odds are against me and I can't win. I suspect that's what it like to be on the CPD today, you can't win, so why play.

I will keep this true story as short as possible. It does have a message.
Years ago a small town in New York state was the victim of a bank robbery. The robbers were from out of town. They attempted to escape via several motor vehicles. The police and several good citizens, became involved. The whole thing became a Giant "Cluster----"! Several Police, Citizens, and Offenders were seriously injured. Lots of property damage. This all resulted in multiple law suits, that far exceeded the costs of what the money taken from the bank, would have been. At a summary town hall meeting this issue, was brought up to the mayor. Would not have it been better, to just let the offenders escape, with the money ?
The mayor's response was; Were either running a town, or not ! We are either the Police or Not!

If you have not heard, the Mayor of Baltimore fired the white police chief and installed a black police chief because of the continued violence in the city. In our (Chicagoland metro) area carjackings seem to be on the rise.I guess itz the easy prey.Some of the carjackers,children,teens or whatever are as young as 18.No descriptions.They usually come up to your car while you look busy(IPhone, IBook, IShow or what ever)and are preoccupied.
Always when in shit areas of cities be aware, never relax.I know itz tuff to do all the time but you're in there only a short time.It might mean driving an additional four miles to escape the shit but worth it.

If insurance companies wanted to address vehicle thefts, all they have to do is provide a tracking device for free. It shouldn't be on coppers to chase anyone for anything. The only thing coppers should be doing is a theft and recovery report once it is tracked and found.

PH1 was following the car until the 2 occupants bailed at 87th/Parnell. Perimeter set up w/ PH1 giving updates of the offender’s location. There was no pursuit of this vehicle on the Southside, as the Mustang was going well over 100MPH. 6 different districts on scene.

The writing has been on the wall for some time now. Chasing cars is not in your basic work duties. Who cares if the car gets away. So what. Another day these rats will get caught when they can't get away. Your chances of getting fired or going to jail for doing police work have never been higher. Just do the job the city wants you to do. No more no less. Stay safe and look out after your fellow officers. Go home safe at the end of your shift to your family and friends. At some point in the future citizens will get tired of being victims and you will be allowed to do your job. Be patient that day is not far off.

remember that car jacking a few years ago where the police chased the two offenders in South Shore area? The two offenders bailed out, one was caught and one was shot in the escape and died. I can't believe how many comments are saying we should chase because 'we are still the police.' Yeah, that will go great as a defense in court. Have you seen or worked with some of the stellar individuals on our department? I'm leary of them just simply driving a car, much less getting into a car chase. Let's break down the reasons why not to chase:

1) No matter if you do everything right, another police vehicle involved in the pursuit can fuck it all up. You might not recieve the blunt of the blame, but will be jammed up none the less. The more millenials and minority hires that the police academy shits out, the more poorly trained officers are working the streets. What car chase training do they have? And no, driving around orange cones does not count in the real world.

2) Car jacking is a serious crime... unless you are in a court of Crook County. Then it turns into a slap on the wrist for the offender, especially if they are a juvie. Kind of pointless to chase, endangering yourself and other citizens, if the aspiring rapper recieves barely any jail time.

3) If a citizen does get killed, you will take the full blame in the media. Doesn't matter if you were chasing the resurrected ghost of Al Capone. The article in the Tribune a month ago focused on citizen deaths related to police chases. Completely biased and bashed the police with barely any mention of the offender's crimes.

4) The pursuit policy is written so that if you do the slightest thing wrong, the department can hang you. Now, with the COPA vulture waiting to chew on a police carcass, odds are really stacked against you.

5) The department does not have your back if things do go awry. That should be obvious.

Reasons to chase:

1) Duh, we took an oath. You can get an honorable mention.

Just like at work or on this blog, I can debate and win arguing the merits of getting in a police chase all day long. Millenial coppers are especially fun to put in place. I've been in a few chases myself. After one went hairy because of the stupidity of one officer involved, never again.

Unless some chicken hawk child killer abducts a kid off the street and puts the kid in their gray, rusty van, don't chase!!!

The criminals are going to continue stealing cars because there’s little risk and repercussion. It shouldn’t matter what manner the vehicle was taken. Cars fleeing for “ just traffic “ are rarely actually just fleeing because they ran a stop sign so calling a chase off immediately is kind of ridiculous. The pursuing unit should know and call it off if the individual fleeing is getting to reckless. Bad shit is going to happen but the repercussions should be on the offender, not the police. By immediately terminating pursuits just gives these guys more reason to continue stealing cars . Most importantly, guys are not using stolen cars to joyride. They are using them to commit forcible felonies up to and including murder.

I firmly believe if the offender felt the FULL repression’s of what occurred during a pursuit, word would get around and the vehicular hijackings would be lower. Currently they flee, we chase then terminate and they repeat. Additionally, most shootings involve a vehicle whether it’s stolen or not. Currently we’re giving everyone a pass on everything once they flee in a vehicle. The system is broken and until the police are allowed to do their job without paying the repercussions for trying to catch violent criminals, the police are going to continue to watch the city turn into Detroit. Until we get some support, I’ll continue to watch the shit show.

The dumb ass pursuit order does not allow you to "set a trap". The order states you can only have a primary and secondary unit. No paralleling, no road blocks etc. etc. Until the politicians and city attorneys rewrite the order by removeing restrictions and adding protections to pursuing officers, the perfect storm of car jackings will continue and intensify. Sure, I know, all you were doing is following and since you did not turn on the strobes, it was not a chase. You can state that while you are declaring your assets during the lawsuit. When I came on the job the General and Special orders were 2 binders when stacked were about 8 inches tall. Now that stack is about 3 feet. The "General" orders were guidelines to follow, now the orders are highly detailed and specific. Plaintiff's attorneys go through these orders with a fine toothed comb and list violations of policy and procedure in their lawsuits filed against you.

So long as you are taking lawful police action, the city will always be a defendant in the lawsuit. The order was written to stop unnecessary pursuits and reduce the total number of pursuits and the lawsuits which follow. The problem that the city finds itself in, is the explosion of auto thefts and car jackings that have resulted from fewer pursuits and apprehensions of offenders. As I said in an earlier post, the problem will intensify. The reason why we have a huge increase in car jackings is because modern vehicles require a key or a key fob to start them. You can't just peal the column or hot wire a modern automobile, the key or fob is necessary to allow the computer to start it. The only cars that are being stolen the traditional way are 20+ years old or somebody left the key in it. There are also high tech methods of receiving and then amplifying the signal from your key fob to start the automobile, which I won't get into.

You are, of course, correct. Except this won't teach that generation what cops are for. The moment a chase goes bad and people die, you won't hear that generation saying "well, it's a shame that those dumb criminals decided to flee in a vehicle and risk everyone's lives" you'll hear them say "Why were you chasing them and risking everyone's lives over a car!!"

The only way for people to learn what the police are for is to make them realize what it's like when police stop doing that. Cops still do a job- responding to calls, etc- but they can't do the job they should do until citizens let them and won't punish them for it.

That will only make a difference with charging the offenders IF it was even them. These cars get passed around as much as a joint in a Chech and Chong movie. Even if it was them, they went to trial and lost, the offenders would still only face a light sentence-maybe even time served.

Pure the balancing test, anytime the fleeing vehicle breaks a traffic law, you are to terminate the chase. Speeding, running stop signs and stop lights, going wrong way on a way one street.... terminate... in this day in age, you will be hung out to dry.

Then you have the ones that did this already 10 times with a happy ending, that are now on tac with under 2 years on the job, calling out the same thing, then chasing them in an unmarked sqd!!

all good until THAT ! that ends BAD and your sitting in front of jury that hates the police, trying to justify why YOU chased this car causing this criminal to crash and hurt or kill someone just minding their business, even if the only one hurt or killed is the criminal.

Why check your jacket? You have to be notified if a CR # is issued against you

Because it could take weeks or months to he notified, however a CR gets listed under the log tab in your employee jacket, once the log number is pulled. I'd rather know now than 4 months from now, cause once you get formally notified you only have 72 hours to respond, knowing now allows for better planning.

I do understand the notion of teaching the community a lesson BY giving them what they want...cops doing nothing. But you are missing something significant there- losing support police still have by people who already know what cops are for.

And they are the majority outside the chicago bubble.

I feel the plight, my own son wears a uniform and a badge. The point is you have to turn your backs on the politicians giving the backward orders and direction cops be thrown to the wolves, not the massive majority of people whos rights you swore to defend.

You just said it all my friend. This is not " 1985". Those days are gone ( and I don't mean the actual calendar year) forever. Those were good days to be the police, I know I lived through them. We got things done. The liberal political class does not want you to act the way we did, which is not saying we did anything wrong. protect yourself and your family, that is all that counts these days. The city would like it that way, but it seldom works out that way. Orders don’t help much. Look at the last few lawsuits. Code of silence, lack of training, etc were the reasons. Supervisors not calling off the chases. City always gets sued because they have the deep pockets and no matter how wrong or how many general orders the officer disobeyed the city in the end pats the bills

What would be much more useful than words would be to not only vote out every current elected county and city politician and judge, but to PUBLICLY SHAME THEM AND DEMAND THEIR PROSECUTION for their conspiracy to undermine public safety and collaborate with lawless dangerous destabilizing agitators and gangbangers.

We serve the city under rules and laws established by the people through their elected representatives who make the laws. You want us to police again? Get politicians in there who will back us and not paralyze or persecute us. In 20 years, the rules of the game out on the street have changed so much to the disadvantage of the people who have taken an oath to serve and protect that we really can't serve and protect effectively any more.

And the voters are culpable in this. When I see the police handling someone roughly, on the news or what not, the first thing I think is, "what did that asshole do to get himself in trouble with the police", not, "hey those police are using excessive force; they should be fired and prosecuted."

You go anywhere in the City, from snowflake whitey North side to "minority" majority south and west sides and they will overwhelmingly respond with choice #2 above.

If insurance companies wanted to address vehicle thefts, all they have to do is provide a tracking device for free. It shouldn't be on coppers to chase anyone for anything. The only thing coppers should be doing is a theft and recovery report once it is tracked and found.

How about adding the ability for the owner to disable the engine on every car. Yea you're gonna say when you shut off the engine you lose the power steering and brakes. You only lose the power assist, Not manual steering and brakes. It's much better alternative to high speed chases.
