A Voice of Reason

We would like to tell those reading today that Commander Bauer held a rare position in regard to this website:
  • He rarely, if ever, appeared here in print, whether it was a post or in the comment sections.
Think about that for a second. We've been around in one form or another under assorted management for almost twelve years now. And coppers like to complain - it's a national pastime. The number of high ranking bosses who haven't felt the lash of the blog are few and far between. And we can't think of a single significant instance where he was the target of someone's ire. That, ladies and gents, is a rarity and it speaks to the type of decent, hard working, appreciative boss he must have been to those he worked with.

Part of the reason - he thought like a lot of us do. Here's an article from the CWB blog from a few months ago. We aren't going to borrow the whole article, but some highlights to show what we mean:
  • Arrests are up from last year but what happens after an arrest is what frustrates the commander of downtown Chicago’s 18th police district.

    Commander Paul Bauer says there is a “high bar to prosecution” in Cook County, requiring Chicago police to get approval from the Cook County State’s Attorney’s Office before a suspect can be charged.

    “Sometimes they want to come out and...talk to the victim,” said Bauer at the annual meeting of River North Residents Association. “If you think about it, we’re sometimes victimizing this person twice. You just got your phone snatched from you. You got knocked down. Now you’re going to be in the station. You got to stay here for another couple hours until the State’s Attorney gets out here.”

    [...] According to Bauer, 75 percent of the crime in the 18th district is theft-related, whether it’s theft from a building or theft from a person, including a suspect who, while riding a bicycle, recently swiped mobile phones from people in River North.

    “We caught that guy,” recalled Bauer. “and we figured he did about 30 [robberies] over the course of a couple months. We were only able to charge him with one felony theft [because] victim identification was a little hazy.”

    [...] “Even when we catch somebody,” says Bauer, “there’s still a long way to go to get them off the street.”

    In August, Chief Judge Timothy Evans replaced all the judges who presided over bond hearings in Cook County and directed new judges to set bail in amounts more affordable to defendants. This is at odds with Chicago police, who would prefer to see higher bail amounts for career criminals.

    “That guy, Willie, he’s a case in point. He needs a high bond. We got him for a number of burglaries. He’s on parole for burglary. He needs to sit. We got to get him off the street. It’s just like if you have kids, if there’s no consequences to your action, those actions are going to repeat.”

    And when they do go to jail, they need to stay there longer.

    “The Sheriff of Cook County, for whatever reason, is very proud of the fact he has reduced the population of the county jail. Maybe I’m jaded, I don’t think that’s anything to be proud of.”


    Bauer would like to see more career criminals in jail. “You can say, we don’t know if that’s going to reduce recidivism. This is how I look at it, I want them off the street. We’re not talking about the guy that stole a loaf of bread from the store to feed his family. We’re talking about career robbers, burglars, drug dealers. These are all crimes against the community. They need to be off the street.”

    It is frustration police deal with every day as they try to make communities safe, says Bauer.

    “This has been going on for quite some time but it’s getting worse.”
We've been saying exactly this for years, and Bauer obviously saw the same things and wasn't afraid to call it like he saw it. It's certainly a refreshing honesty not often seen on this Department nowadays. And now it's silenced.

He will be missed.

I remember that column and being impressed with the commander and his views. Said what needed to be said, and said it with dignity. I am so deeply sorry to hear of his passing. Sounds like he was a good boss, a good cop, and a good man. My deepest sympathies to his family and friends, and to the CPD.

Took the words right out of my mouth SCC. The only time that I can remember him being a subject of a thread, was after you highlighted him after that interview. Only about 30% of the comments about him were negative, the rest positive. Given how many negative, complaining coppers there are, I figured he must have been a decent guy.

Given his actions that led to his fatal demise today, along with all the positive comments I've read, he will be missed by many.

To me it's quite obvious that the reason the Cmdr was murdered is because he was the "REAL" police. Cmdr Bauer responded to a call out of District and Off-Duty. The Cmdr didn't have to do that, but his "REAL" police instincts kicked in and off he went to catch a bad guy, unfortunately that POS got the drop on him and he died a HERO, doing what came naturally to him, the "JOB".

All I have to say is Thank You Boss! You died a HERO, God Bless You and I pray for your family! You died fighting the fight and serving this city proudly!

May you rest in eternal peace with the Lord!

I first met Paul Bauer back in the late summer of 2011. Shortly after my pet dog and I saw Mounted Unit horse "Mikey C" drop dead at North Avenue Beach, we went out to the South Shore CPD stables at 71st St., We met then Lt. Paul Bauer. A true gentleman, he gave us the grand tour of the stable. Both my dog and I love horses. Paul and I had some coffee and I found him to be a quite interesting and cordial fellow--a true credit to the CPD.

Then late last year, there were reports of shots fired in the predawn hours on my block in Lincoln Park. My neighbors and I were alarmed because our Beat 1814 was among four beats that were the safest in the entire city for violent crime. The other three beats adjoined the Northwest suburbs in 016.

I received a phone call from Commander Bauer. Among other things, he told me the facts about the gunfire, the circumstances being much less serious than our initial concerns.

Paul Bauer was an outstanding police officer and a truly decent human being. May our hero rest in peace. My condolences to Paul's family and the many officers who realize our enormous loss of a rarity: a great CPD boss.

Commander Bauer's message is not silenced, IT'S IMPORTANCE AND PRECISION IS MAGNIFIED BY THE FACT THAT THE SAME TERRIBLE CONDITIONS HE VERBALIZED HARSHLY AND UNJUSTLY TOOK HIS LIFE! This heinous act by a repeat offender is the final straw and should be the reason " EVERY DECENT CHICAGO VOTER" goes to the poles to eradicate the likes of Rahm, Kim, Preckwinkle, too many alder people to list, Dart, and most of the State Government!
We cannot afford to allow this shining light to go out with the same terrible "justice?" system to go on. A criminal is allowed to be judged by a jury of his peers! yet our city leaders, especially the Mayor, created COPA, virtual COP HATER"S, and empowered them to judge "OUR FINEST" and then expect justice and protection for the innocent law abiding citizens. The tragic death of Commander Paul Bauer is a direct result of the anti-police and pro-criminal climate in The City and fanned by Obama & his minions, including Pflakey Pfleger. It is tragic to lose a Hero in Blue and that tragedy is exacerbated by the current social climate where we live among savages who no longer respect the authority of Police. There are no consequences thanks to the likes of Timothy Evans, Kimesha Foxx, and Tom Dart who are empowered & fueled by Toni Preckwinkle's inflammatory racist rhetoric. We live in a society that creates excuses for savage behavior and quite literally stops Police from protecting themselves and citizens. It must come to an end! My heart mourns the loss of this Hero. Today's tragedy further reinforces my support, complete respect for and appreciation of our Police. The Thin Blue Line that separates civilization from anarchy got a little bit thinner Monday. May God protect each of you and may Commander Bauer rest in peace.

Anyone who votes in the upcoming election, after this horrible tragedy is voting for more HERO'S to be killed protecting the honest, decent humans in this shithole city. This idiot mayor should be forced to resign along with Tom Dart, Kim Foxx, Preckwinkle, and all of the current Cook County administration. The poster at 4:45am said exactly what I thought and the overall post. I as many remember watching the coverage a while back that included Bauer standing tall in his uniform at the horse stable and remember thinking then what a shining example of the CPD. He could have been a recruiting poster. We just cannot seem to find people in government to adhere to the will of the people; keep criminals locked in prison and not roaming the streets with us in bullet proof vests with guns that they possess illegally. If I find Dart boasting one more time about reducing the jail population I'm going to throw a pie at his face. We all grieve with you cops and especially his family for this terrible loss.

SCC first of all my deepest sympathy to Commander Bauer and his family, no wife deserves to lose her husband in such a tragic manner and no little girl should never have to grow up without her loving father. Commander Bauer showed his true colors yesterday, he assisted fellow officers in their time of need and gave his life, RIP Commander Bauer. SCC you did do a post on this commander on 11/25/17 labeled Cranky Commander. In that post you pointed out how he too was disgusted wit our legal system. Thank You SCC for your time that you take in managing this blog and my prayers also go out to you SCC and all our brother & sisters in blue. Be safe to all!!!!

It takes a lightning bolt like this to induce some semblance of common sense? Although I'm glad you're finally seeing the obvious, voters such as yourself are too late. This was years in the making and you contributed to it's demise.

The elected here like Toni, rahm, Kimmy, Tommy, Evans,and the rest like the 50 could not come close to being the leader he was, such a disgrace they all are as they bastardize the police and put the criminals back on the streets to cause more murder and bloodshed! I thought I would never ever say this thanks to chicago television media for interrupting programming and showing our hero being taken in that long procession and for using your assets like helicopters to show it all, that was touching as I watched in tears respect given to this true hero!

The mere fact that an Exempt Rank Officer, acting alone would engage a suspect, who could be armed, speaks Volumes to Commander Bauer being The Real Police. And what he stated about Felony Review, is something that the public must understand and confront. I can recall the State's Attorney running the social security number of VICTIMS, to see if they were GOOD VICTIMS! What Cmdr. Bauer said about Felony Review victimizing a victim for a second time, is True. Understand clearly; Felony Review does not exist everywhere in the U.S. Criminal Justice System. We have all seen victims waiting hours for the Assistant State's Attorney to show up, and virtually "Stage" a mini-trial, while the victim sits waiting in fear and confusion. Felony Review is the product of a time when cops were not well educated, and there was a Parochial View of Chicago based on geography and ethnicity. The world and Chicago have changed, and MAYBE IT IS TIME TO CHANGE FELONY REVIEW. OR has the Politics of Race made that impossible! Baby "G"

But very little news coverage on the POS offender. All I heard was he was in custody, taken to Stroger for treatment to his injuries, and has a long rap sheet.

On this job you meet people many people but rarely if ever a man like Paul.This man was not just a boss,a commander he was an original always smiling, cared so much for the maligned street coppers,who push that beat car day after day! If you looked at the definition of "real police" you would see this commanders picture, here was a man that stood tall in the face of obstacles put forth by the elected who attack the police and coddle and pander to the criminals everyday every hour for that almighty vote illegal or otherwise!

personally find it strange how the very people that let these criminals roam freely to murder,maim and cause bloodshed citywide, are now acting so sorry about our brother! You look at Lisa Madigan,Toni P,Tommy (wheres that pizza is it hot to go) dart, Timmy (Im going to replace all judges who do their jobs and set proper bonds with judges who will free the felons to cause more statistics) Evans, Rahm (this guy really mayor, all you have done against the police even so low to viciously remove retirees health care) who supports criminals even giving millions to protect illegal criminals), Then we have richie (dick) Durbin who sat with barry for 8 long years as crime in this city rose astronomically and did nothing but help put forth orders with that consent decree to hurt coppers, Then we have the 50 sheep who do nothing to assist the police or get on their connected democratic judges to keep the scum in jail long term! When they show up which they will to get tv time to this heros funeral and are escorted to front row seats I for 1 will turn away and not look at them what a pathetic bunch!

Commander paul knew what was wrong and tried really tried in the face of unbearable odds to do the right thing, even speaking out and identifying the problems while others elected and the clouted exempt ranks sit idly by protected in their offices,and while the mayor and so many elected are immured to all the violent crime being carted around by armed valets, as this man this hero did whatever he could to help the citizens and the working coppers! Godspeed to this great man, they say and it is biblical your there with Jesus in the twinkling of an eye which measured is about 1/128th of a second, as I type this with real tears in my eyes, this man was original 1of1 old school who knew how much he was liked by the troops and how much he was respected!

Please God help us bless police everywhere and protect us!

You need to do more than that. You need to protest the people who are putting you into caskets after releasing gun-toting felons onto the streets. Dart, Preckwinkle, Foxx, Mayor 9.5, Judges. Let's not politicize Paul Bauer's death. As Police Officers we have been killed standing up for the Law for over 100 years in this City, with over 400 Officers Badges retired at 35th st. Personally 4 Men and 1 Woman I have worked with, partnered on tact with, shared recruit training duties with, shared meals and family stories both on and off duty with have made the Eternal Sacrifice in the Line of Duty. While we can be bitter with Paul's death and I say this having known him from his time as a patrolman let's not mention those office holders with whom we disagree, because there has been such disgust of administrations and their action or in-action for decades as well as public apathy and disdain for the Police. Eddie Johnson's comments of “it’s a difficult day for us, but we’ll get through it” is bullcrap. Anyone who has lost a loved one is permanently scarred by a loss, especially a sudden loss, like this. You have been deprived of saying goodbye, seeing a man retire, ride off into the sunset. Where is this fair? I can guarantee many, many will be scarred by this for the rest of their lives. It's not fair and you don't just "get through it."

In our lives, many people form us and make us who we are: parents, people who took us under their wings, the few good/true/loyal/time-tested friends we have in life, a good boss here and there.

There is a ton of blood on a lot of people's hands. Watch for Rahm's crocodile tears, as the cameras pan services. (In a week, he'll be back to his anti-police rhetoric.)

The tragic death of Commander Paul Bauer is a direct result of the anti-police and pro-criminal climate in The City and fanned by Obama & his minions, including Pflakey Pfleger. It is tragic to lose a Hero in Blue and that tragedy is exacerbated by the current social climate where we live among savages who no longer respect the authority of Police. There are no consequences thanks to the likes of Timothy Evans, Kimesha Foxx, and Tom Dart who are empowered & fueled by Toni Preckwinkle's inflammatory racist rhetoric. We live in a society that creates excuses for savage behavior and quite literally stops Police from protecting themselves and citizens. It must come to an end! My heart mourns the loss of this Hero. Cook County Board President Toni Preckwinkle offered her condolences to the family outside the County Morgue. Immediately after that she most likely went to her office to call Kimishea Fox to ensure an I Bond was provided the offender. Piece of shit Democrat who has always hated the Police and always will. She represents one, and only one, segment of our community and it sure ain't the Police. I had the distinct pleasure of working with Paul when he commanded the Mounted Unit. Class act kid. God rest his soul. Hopefully, his killer will meet his demise in the same fashion with a knife in his back while he's behind bars. The prospect that this killer would get three meals a day, TV and internet access, health care, workout rooms etc., all at the public's expense incenses me. I knew Commander Bauer and his beautiful family from their regular attendance and participation at the Police Mass at the Mercy Home. In fact, I was told that he did the readings at this past Sunday Mass. All I can say is that, while I can question most of their appointments to management positions, those who appointed him Commander of the 018th District got it right. He was an absolute class act.

Make this man's sacrifice stand for something then!

Now is the time to take this sadness, this depression, and emptiness and turn it into an action plan to rid Chicago of these politicians, judges, state attorneys and anyone else who is soft on crime in the next election.

Rid them. Vote them out. Do not complain anymore. Do not whine about unfair conditions. Do not "stay fetal". TAKE ACTION.

Next election create a campaign. Maybe even run some officers for Aldermen and other elected positions (like Sheriff). Vote the bad judges out.

If you do nothing, you will not be able to erase the hurt everyone has right now. It's time Chicago wake up and stop shedding crocodile tears (like some in the Media who now look like they care)for the real victims while they let go real criminals to roam the streets.

So, it seems that this very police commander had previously and pointedly made it clear that the low bails and revolving door jailing of repeat offenders in Chicago was a significant risk to public safety has been murdered by one of the very people he was referring to, a repeat gun offender who got out of jail after serving only fractions of his various sentences:

• Convicted in 1998 of armed robbery, gets a 16-year sentence, meaning he should have been in jail until 2014 with that, but . . .

• Charged in 2007 with being a felon in possession of body armor, possession of a defaced firearm and possession of heroin; received three years in prison on the gun charge, records show, so added to the original 16 that he should have served the remainder of as a parole violation, he should have been in jail until 2017, but . . .

• In 2011, was charged with resisting an officer and battery, and convicted of battery, so should have been a third strike (life in prison?) but given 30 days of community service, and then . . .

• Convicted of drug possession in 2014, received a two-year prison term, so a FOURTH strike, and thus again should be serving a life term, but at the very least should have served all of his previous terms as a result of the parole violations, and so should have still been in jail until 2019.

So, riddle me how this guy was even out of jail in order to commit a murder of a police officer, while wearing body armor and possessing a firearm, both things forbidden to felons, much less a repeated and multiple felon?

Maybe Rahm and company can help me out with the math here?

The loss of this dedicated commander is devastating. Being someone who is in love with a cop, I cannot imagine how Mrs. Bauer & their daughter are processing this horrific situation. I am extremely sad for the commander’s family & all of the CPD Family. I sincerely hope that new laws will be a result of this unnecessary loss...”a 24 year career criminal” shouldn’t have been roaming the streets as a free man - I am a firm believer of “commit the crime / do the time”. Why there aren’t stronger consequences given for repeat offenses/offenders is baffling. If an offender has used a gun in a crime once, I would imagine that they would prefer it & continue to do so. Currently there are 28 states with heavier sentences for repeat offenders. Massachusetts became the latest state to punish repeat offenders when it passed its own version of the law in 2012. The states which carry three strikes or habitual offender laws are: Arizona, Arkansas, California, Colorado, Connecticut, Florida, Georgia, Indiana, Kansas, Louisiana, Maryland, Massachusetts, Montana, Nevada, New Hampshire, New Jersey, New Mexico, North Carolina, North Dakota, Pennsylvania, South Carolina, Tennessee, Texas, Utah, Vermont, Virginia, Washington, and Wisconsin. The Supreme Court upheld the law, even when applied to minor felonies, such as stealing golf clubs.

I never met Commander Bauer but what a fine Father, Husband and Police Officer he must have been. He was Catholic as am I and my eyes teared up about his wife's description of his love for his daughter and fellow officers.

SCC, I occasionally comment on your blog and did so a week back when you published your story about carjackings. I live in Northwest Indiana and commute daily to work in the Loop, have done so for 23 years and have 2 more years until I plan to retire in Northern Arizona. My office is four blocks south on Clark Street.

Prior to my move, I lived in Lincoln Park for close to 10 years. I daily see POS like the murderer of Commander Bauer walking the streets in the Loop or slinking through the parking garage where I park. It scares the hell out of me and that is why I conceal carry, even though I have an Indiana permit but will never be able to obtain a Illinois CC permit because of the liberal BS toward out of state CC holders. The Democratic shit liberal politicians like Obama, Rahm, Foxx, Evans, Madigan, Dart and others have so destroyed what once was a great city.

My take is that Commander Bauer like other officers did his best but the ball is rolling too fast down hill to stop the continued decline in Chicago.

In closing, I own an engineering company and in 2014 I spent five months on a client assignment in South Africa. In that country during that short period, I witnessed such violence and shithole conditions and everyone who can afford it, carries a firearm, knife or other weapons, all of which are technically banned by the government, because of the high level of violence. The politicians who run the country are completely inept and corrupt and they have destroyed in 15 years what it took the Boer settlers 150 years to create. Chicago is on the same path.

RIP Commander Bauer, may God welcome you into Heaven and may your daughter be consoled by the fact that your love and parenting will positively guide her for the rest of her life.

Instead,we have commanders who are way meritoriously promoted over there heads and dummer then a stump. The camel riding moronic commander of the 2nd district last night during the tragedy that occurred went in2 the district parking lot and started putting impoundment stickers on police cars,including state police cars that were there assisting CPD during this tragic time. Rahm Emmanuel and Fathead ED in just over a year have damaged the police department to the point of no return with their exempt promotions of all meritorious promotees.At least U should have to be able to talk well enough that people can understand what is coming out of Ur mouth. CPD in a sad state of affairs.

This tragedy was 100% preventable. The offender should have never seen the light of day again. Gun laws didn’t stop him from having a gun and murdering one of the few bosses on this job that was worth those oakleaves. Justice is blind to all except here in Chicago where she tips the scales with politics. RIP boss.

All crimes against first responders should be filed in federal court to negate the PC pandering that Dart et al conduct at our family’s safety.

I'm sorry to say this but if he was able to survive this battle and take out this waste of humanity Rahm, Johnson, BLM, COPA and every other piece of excrement you want to add would be calling for his head. Been to way too many Honors funerals only to ask myself the same question each and every time; Was leaving their FAMILIES really worth it? I don't like Kaegi either, but I cannot imagine him being worse than Berrios as assessor. That role lends itself to corruption but less so to imposing liberal views and influence, compared to other political offices. Maybe Kaegi will be easy on the "Cha-Ching" if he is already a millionaire. And if Berrios wins, next election he will have another opponent whose fledgling political career would need to be nipped in the bud.

Get rid of Berrios already, if not now, then when?

For who ever wrote not a cop , just what is your definition.? Everyone who puts that uniform on is a brother or sister. Anyone, whatever their job is within the department , is the police. We may get upset when speaking of some of our colleagues, but in this case, Commander Bauer took action , when he didn’t have to by the way, and paid the ultimate price. So you are very wrong and ignorant to hide behind a computer and post that. Commander Bauer was a cop, I worked with him, I know. We may not of always agreed but he was A COP! True blue

Everyday a LEO due to the charge of his office faces the choice of how to respond to a situation and its potential danger: Do nothing “go fetal” , Do the minimum they can get away with with others watching, or engage to completion regardless. Again, correction to Baby G's post: Cmdr Bauer made statements agains Dart and Foxx, not Felony Review. Truth is, that Felony Review under Jim Murphy is much much better than Brasil and O'Brien. I'm sure Murphy's authority is limited by Foxx as well. I agree with Bauer's past statements regarding Dart and Foxx which are actually listed in the previous thread.

After reading comments about Commander Bauer it is obvious that CPD suffered a great loss as did every citizen of Chicago. The country has lost another defender of the weak to a POS that should have been behind bars.

NOT CORRECT. Ryan pardoned everyone on death row at the time. It was the legislature, led by the Chicago Democrats, that later abolished capital punishment in Illinois.
