Catch and Release Continues

  • Dozens of juveniles were charged last year in Chicago for allegedly pointing guns at motorists and stealing their cars, but most were not detained longer than 24 hours, according to court records obtained by the Sun-Times.

    Armed carjackings have become a major political problem for Mayor Rahm Emanuel. Almost every part of the city has been plagued by the brazen holdups. There were almost 1,000 of them last year, compared with 663 in 2016.

    Last week, former Chicago Police Supt. Garry McCarthy, who’s considering a run for mayor, criticized Emanuel for failing to take control of the problem. McCarthy said “criminals are getting released immediately after arrest. Many times, they’re not being prosecuted. If there’s no sanction, what the hell?”
We've been asking that since before Kim Foxxx got elected. We even pointed out that when Quinn released about 1,000 felons who barely served half of their sentences, crime skyrocketed.

The media has even taken notice of juveniles getting arrested for carjacking, then being re-arrested less than 24 hours later for the EXACT SAME CRIME. Or worse:
  • About 700 juveniles were arrested in Chicago in connection with all types of gun-related crimes during the first seven months of 2017. Those crimes ranged from murder to armed robbery to carjacking to unlawful possession of a firearm.

    Of those 700 juveniles, 42 percent were arrested again. Of those arrests, half were for offenses involving guns.
The system is broken. Badly.

Why every five minutes there needs to be changes with the laws! We never had issues before. Now suddenly the laws that are in place doesn't stop anyone. It's always in Chicago. The same people stand in front of the cameras and say we need the laws changed to stop this xyz crime. No wonder everyone is leaving.

Again with the "cosmic justice"... why does asshole commit crimes? Why don't asshole gets convicted? Why isn't asshole shuffled away to down state IL? The set of similar questions I have always had about the cosmos, let's look to the stars and ask... Is there life on other planets? Will we discover life elsewhere in our solar system? Where did Stephen Hawking get that wheel chair from? At the end of the day, I think there are educated answers for the questions about outer space rather than the cosmic justice questions

I’m glad that this story is coming out but why stop with this? I know “carjackings” has been a big catch phrase lately in Chicago but let’s show the numbers for other felony crimes like robberies. Not just armed robberies but agg and strongarm robberies. How abou PSMV?? You wanna see some massive catch and release and then reoffend numbers then look at those categories. The amount of arrests after robbery and PSMV offenders are released is rediculous. Carjackings may sound good but look at these other catagories because they are staggering and that is what is driving crime. Remember before automatic transfer that 17 was an adult for pretty much every felony. Kids actually had to worry about getting locked up in county. Now it’s a joke. Look at how many 17 year olds are arrested for felonies these days and continue to commit crimes while 17. Nothing happens now as before if they were 17. If they were 17 and were caught then to county they go and no more chance to reoffend for a few months. Now at 17 they are let right out and reoffend up to a dozen times more while they are 17 with nothing happening. Look into some of these kids who have caught double digit arrests while being 17 and you will realize why all crime is up since this law went into effect. All I can say is I’ve been retired for exactly 6 months and it was the best decision ever. It’s only getting harder for you guys now. Best of luck with this mess of a city

I left the juvenile system last year because it’s a joke. When they do actually make it to one of the IYCs they pretty much run the place. The only facility that is doing anything is Harrisburg where the state’s attorney down there is actually charging the pieces of shit that are over 18 as adults if they assault staff or other youth and the ACLU is throwing a fit over that.

A waste of oxygen I had was sent down there, was charged with assault, and now gets to spend the next 4 years in Menard.

Saw the news conference on this one. They only showed the 90yr old F/1 who was carjacked and the retired CPD guy from Texas and how there's that loop hole, I didn't know the vehicle was stolen bullshit. But there was Raccoon eyes looking over the shoulder of tank head Eddie. They focused on the F/1 being carjacked, why, because it doesn't fit the narrative of the poor M/1 being incarcerated, where he should be sat down with a victim to somehow make the offender feel guilty. There changing the law to criminally prosecute these juveniles with Kimmy in officer? WTF happened, the Black Community is crying uncle that's what happened. I think a combination of staying fetal and Kimmy not prosecuting is really taking it's toll. Sit back and enjoy the Circus.

If the System being broken is the enforcement, adjudication and resultant outcomes, then, no, that system is not broken.... It is just not the system masquerading as that system which is being imposed upon the inhabitants of this city and county.

The system being imposed is also not broken, as it is running as smoothly as a system assembled with pieces of shit, by assholes, can run.

Also, since both the system intended to effectively enforce, honestly and accurately adjudicate and properly produce just outcomes AND the intent of the imposed system is precisely what the intenders intend it to be, neither system is, in fact, broken; the former is being rendered inactive and the latter is being actively shoveled upon all of our city and county inhabitants. Ya know......like the bullshit it is.....

A bit more precision in your assessments and conclusions here would be appreciated.

Rahm is just playing games by asking for stiffer sentences, but laying it all on the Illinois Legislature. Lest we forget that if he didn't persuade Anita Alvarez to go along with his whole McDonald thing, we would not have Kim Foxx, and we would not have these assholes who put guns to peoples' heads back on the street after being caught, red-handed, carjacking people. It's time for the Police to get out and vote and stop the bullshit of "the devil you know." Rahm has had seven years to fix each and every one of the problems facing our city, and he hasn't done shit, except for turning us all against one another.

So, screw Daniel Biss, screw JB and vote for Kennedy, because, as of yet, he has been the only one to call Emanuel out onto the floor for his bullshit, and the only one who cited Chicago Cops getting out of the game for fear of being hung by an impromptu jury, while at the same time, pointing out that Rahm has completely turned his back on the black community. Say what you will but, Rauner would pay us pennies on the dollar, Biss introduced legislation to reduce pensions and JB is in the pocket of Rahm.

Vote Vallas and vote Kennedy and maybe, just maybe, we might get our city back from these parasites.

The antiquated justice system has been designed to keep minority offenders to continue to repeat crimes. It's not their fault, Dart and Foxx are correcting the wrongs that have perpetuated for so many decades. It's going to get worse before it gets better but eventually those who've been discriminated will blend well into the melting pot of Chicago along with their offspring. Trust and have faith that our elected leaders know what they're doing. This is an honest and worthy government who's earned the benefit of the doubt. Just look at all the progress we're making and continue to do your jobs with effort and zealousness of the past few years. Soon Chicago will be crime free, all the extra chances given to those will also realize they've chosen a different path than what they should have. What we really need is to bring low income housing into all areas of the city to make things fair for everyone. It's reasons like these we have twice the alderman that New York has. We likely need about 15 to 20 more to give that extra effort and make this a safe haven for everyone. Will end with, you're a fucking idiot if you actually believe any part of the above. Snowflake.

Look at the way even the media softens these crimes. They don't call it vehicular hijacking, or even armed robbery.

When the vehicular hijacking statute was developed, it was in response to a big, big problem. It was already against the law to take something by force, or threat of force. The politicians went ahead and made another law making it "more illegal" (well OK, enhanced penalties), to make it appear that they were "doing something" about the problem.

A lot of good that's doing these days.

Maybe we need another law.

We have laws covering about everything. Enforcement (CPD) alone isn't enough. You need vigorous prosecution (CCSAO) and firm punishment (Courts).

Without those three things in place, we're just pissing in the wind.

I can still recall the first arrest I had for a stolen car.

The kid driving was only 14 years old.
It was the kids 5th arrest in less then 6 months.

The felony review asked me if the kid knew the car was stolen?
I replied that he admitted to me he took the car.

Felony review refused to press any charges and was knocked down to CTTV.

The following night the ked gets chased all over 24th district and bails out of stolen car again......

But this time he stole the car of a secretary to the current Cook County States Attorney.
When we got denied the felony the secretary called her boss at 3 am.
He came out and approved charges.


That was 20 years ago. And last time I chased anyone?

It was the only time I saw felony charges approved for stolen vehicle....

...and when they are not carjacking citizens, they are snatching iPhones in the loop. It’s sickening! The last time I went to juvy court, the juvy arrived late and without a parent. Court personnel referred to the juvy by her street nickname. The juvy asked the court personnel to hurry up and call her name because she “had things to do and places to be” after court. They called her name and the Judge walked around the bench and gave her a big hug and said “see you later, be good out there.”

The juvy barely wanted to hug the judge. This juvy gets arrested 3 times a month. Her latest arrest involves assisting two males in robbing a cook county sheriff’s 19 year old daughter of her Mercedes Benz during her college break.

Let’s not forget that it was the mayor that opened the door for this anti-police sentiment. That was his way of shadowing over the fact that he covered up the shooting and the video until he was reelected. Then he hires a person who is nowhere near qualified to be the superintendent. So from my perspective and from the perspective of many others the mayor is responsible for the rise in crime. It is truly a shame that I am ashamed to be from this once great city. Part of the problem is the court system. I was in court the other day and a officer locked someone up delivery (weed). Three transactions were caught on camera. The judge said No PC. I know weed is a ticket now ,but that was a delivery charge all day.

Two changes in the law contributed to this juvenile epidemic crime. First off, armed robberies are no longer automatic transfer crimes. So no juvenile armed robber can be charged as an adult. Second, the age from a juvenile was raised from 16 to 17 years of age. The Legislature will not change the age of a juvenile but they need to be pressured to bring the offense of Armed Robbery back as an automatic transferable offense for 16 and 17 year olds.

No. Illinois needs no new laws. In fact, it needs a moratorium on new laws until prosecutors learn to enforce the existing laws. The existing laws pretty much cover every crime anyway.

We know the other 58% (294) haven’t been caught yet or worth chasing.
They just don’t go away.

Rahm is just now stumping for “enforcing the laws on the books”...only after being called out by GMac-2019.
Rahm hasn’t approached KimmJongFxxx, he decided it’s less community confrontational and takes the Springfield route to re-word the offense just for PSMV, not Robbery or Armed Violence.
“Knowingly” never was an issue to all of us who remember the old Auto Theft Court.

More Rahm diversion. He’s likely to keep bringing this up, all the while the feral urban youth continue the crime sprees.

PrickWanker won’t establish an Auto Theft Court, Teabag Evans won’t lockup an adult or allow a juvenile system to hold one nor will KimmJong ever approve a charge. Community Immunity.

Nobody questions all the paper generated to process a juvenile or all the time spent tracking down kinfolk.
If it were really a true Catch and Release System, the PO and the Det would be back on the street getting more District statistics before any of the arrested feral urban predators ever left the building.

If and when they change the PSMV law, will RestoJust Us KimmJong be looking at all the past PSMV cases and piling on the POs that made those arrests?

Why is anyone talking about new laws in Springfield? Kim Foxx announced that she is not going to enforce a whole host of laws that are on the books because too many black and brown people are in jail. When she ran for State's Attorney, she bragged that she led the fight to abolish juvenile automatic transfer laws along with Preckwinkle and Elaine Nekritz.

I feel like saying to the voters of Cook County, "YOU WANTED FOXX, YOU GOT HER - GO FUCK YOURSELF YOU IDIOTS, YOU'RE GETTING WHAT YOU ASKED FOR AND ITS NOT LIKE YOU WEREN'T WARNED!"

That's just smoke and mirrors. PSMV's are not and will not be a Federal offense. Why not make a law where the parents of these JUVY's are held responsible.

Having been in law enforcement for 30 years I know one thing, the problem is NOT the police. The police arrest the bad guys like clockwork. The problem starts with the courts. The judges give the criminals a slap on the wrist and they are out in no time and start committing their crimes all over again. Then the politicians are there coming up with all sorts of laws that will get them reelected instead of looking out for the safety of the public. Term limits are needed.

012 District 3rd watch situation.

I would like to bring up an issue that is going on in the 3rd watch in 012. Until the recent influx of PPO's, we were always short of man power(as in no bodies to fill cars) and to see a Rapid car was unheard of. Now that we are full of PPO's to spread around the watch to ease the manpower shortage, and clear up the constant Backlog of jobs. What does LT M.P. do with all these PPO's that are on the watch? He puts them on Rapid Response cars and are told to only do TSS card's and are not to answer calls with the exception of a 10-1. So now we have a full compliment of Rapid Response cars that are totally useless, and only do TSS cards.
And if the zone assigns one of LT M.P's Prima Donna Cars a job he will get on the air and say, "Squad, My Rapid Response cars are on a Traffic Mission and are not to be assigned any jobs".

So what is the sense of putting up Rapid Response cars if they cant handle jobs? Put up a few traffic cars LT M.P. and let them get you your "Quota" of TSS Cards.

Just to refresh your memory LT M.P..
Back in 1998 2 young officers were put together and it did not turn out well. You need to put theses PPO's with experienced officers for safety.

Two changes in the law contributed to this juvenile epidemic crime. First off, armed robberies are no longer automatic transfer crimes. So no juvenile armed robber can be charged as an adult. Second, the age from a juvenile was raised from 16 to 17 years of age. The Legislature will not change the age of a juvenile but they need to be pressured to bring the offense of Armed Robbery back as an automatic transferable offense for 16 and 17 year olds.

You could try to sue her but "prosecutors at all levels of the criminal justice system enjoy this absolute immunity from lawsuits. It’s a sweeping bit of judge-made law that essentially shields them from any civil liability for even egregiously bad behavior, even when said behavior results in a wrongful convictions. Judges enjoy the same sort of immunity, and the cities and states that employ both are protected from “sovereign immunity,” which doesn’t prohibit lawsuits outright, but still sets a pretty high bar to get into court."

If you notice even in wrongful conviction cases only the CPD and the city get sued. Even in the ASA approved the charges. Even with the ASA misconduct, recently when they withheld information and reports they may be censured and in some cases forced to resign, but not sued

This is one of the reasons I moved out of Cook County years ago. That and if you wanted anything done it was like pulling teeth, unless you "donated to the cause". I was never "connected" therefore, I was a nobody. Getting rid of Madigan would be a good start. Then one by one, bounce out the rest. Time to Drain the Swamp!!!!

these criminals have to be removed from family , sent to a facilty in another state , maybe Utah,Arizona ,Wyoming ,New Mexico , kept until they are 21 .
