Arena Lawsuit
- Northwest Side Ald. John Arena filed a complaint with the Civilian Office of Police Accountability alleging Chicago police officers may have violated the department’s code of conduct by making racially charged online comments about a controversial Jefferson Park apartment development plan that includes affordable housing.
Arena made the complaint in mid-January, amid a long-running fight over the project in which supporters have claimed opponents are trying to keep minorities from moving into the bungalow belt neighborhood.
The 45th Ward alderman said his office had presented the City Hall inspector general’s office with numerous examples of people identifying themselves as police officers in their online profiles or appearing in profile photos in police uniforms while using “racially charged language” to oppose the building on social media. The inspector general’s office told Arena to take the complaints to COPA because it potentially involved police officers.

One of the pro affordable housing activists that collected comments off of social media is an attorney by the name of Sara Gronkiewicz Doran. She presented the comments to the Zoning Committee downtown. She was working closely with Jill Arena.
He should concentrate his efforts on the City Council, there's plenty of corruption there. They need a civilian review board. Remember when Sandy Jackson was a Chicago alderman but was living in Washington DC. The voters should demand the politicians wear body cameras.

I commend the FOP for finally using the Court as an asset to pursue justice, and I hope the named officers are consulting with physicians over the stress and physical effects of the intimidation, fear and slander that the Alderman has caused them. I think what Alderman Arena is trying to do is lower your property taxes. Five years after this section 8 housing is built, your property will not be worth anything. Hence the lower property taxes. He’s thinking ahead.

First these are allegations against officers while off duty. Past cases of off duty members are not covered by FOP legal funds?
Second this now becomes a point of procedure when other off duty members are made part of any CR ALLEGATION. Like drunk or domestics. Will they receive legal defense?
Third was there a vote by the defense board or rank and file on this legal retainer?
We are spending a lot of legal defense funds on non duty related matters.

So.....for this sequence to result in an actual benefit to those residents currently being taxed exorbitantly, the following must occur, in the order stated:
1. Alderman succeeds in importing Riff Raff in sufficient quantities to achieve lowered property valuations.
2. Crook County Assessors authorities produce accurate reassessments of said targeted properties.
3. Said lowered assessments actually result in lowered property tax billings.
4. Riff Raff, having served the purpose of their importations, then are deported, via whatever effective means achieves the desired result.
5. With lowered property values = lowered Crook County assessments = lowered Crook County tax billings, it can be seen that, to retain these lowered tax billings, property owners must counter the effect of removing the inducers of said lowerings, the formerly present, now thoroughly absent Riff Raff, to prevent property values from rising.
6. This can be accomplished only by property owners making choices that do not increase the market values of their properties.
7. Since #6 is in direct conflict with the very impetus inspiring the objections to the importations of the Riff Raff, it can be seen that the alderman's strategy, as proposed by the original post, will be a tough bill of goods to sell.

First these are allegations against officers while off duty. Past cases of off duty members are not covered by FOP legal funds?
Second this now becomes a point of procedure when other off duty members are made part of any CR ALLEGATION. Like drunk or domestics. Will they receive legal defense?
Third was there a vote by the defense board or rank and file on this legal retainer?
We are spending a lot of legal defense funds on non duty related matters.
Will there be funds when the city throws you under the bus for duty related incidents?

Sworn do not have fewer rights than other citizens of this country and this issue is ALL about Constitutional rights.
And then there's that little matter of abuse of power and invasion of people's privacy. Unless you're the criminal who ran the plates for Arena, you have a vested interest in this matter being defended, aired out and adjudicated.
We have the right NOT to be intimidated and stalked by someone who disagrees when we voice our opinions.
Only people who will come out of this with any significant dough are the lawyers. This stuff is no different then divorce court or probate, where people fight over petty assets.

I am going to assume that Arena provided screen shots of the allegedly racists posts. If a Sworn Affidavit has already been signed Arena cannot "withdraw" it. If it hasn't been signed, even if he signs a Letter of Declination" COPA will still go for a Sworn Affidavit Override based upon the screen shots being evidence of misconduct. Just read an article in the Tribune, I know papers lie, but comments are all true, and in the article Arena did make the complaints against the police. He further stated he identified them by viewing their Facebook pages and either having them identify themselves as police or were wearing a police uniform that appeared to be a CPD uniform. Who said misuse of license plates, where have you read it, heard it any place besides here. If there was any misuse of the plates, as you say it is not hard to find and takes a few minutes to see who ran it. If it did happen, it will be easy to trace. Read the article in Tribune today where it was said the comments were made on social media by people who either identified themselves as police or were wearing what appeared to be a CPD uniform. Very careful wording

I hope the intern that wrote this letter never becomes my lawyer. What an awful legal document. The bottom line is it is unlikely anybody ran any plates illegally as someone would have to have and ID and a password to do so and it would be very easy to check on. My guess is the cops that were dumb enough to write on their own personal Facebook pages things that offended this guy basically revealed themselves to him. It really isn't that hard to backtrack from a Facebook page in most cases.
As for whether there's an actionable case here it is doubtful given that no one has been harmed. You can't just sue somebody because they do something you don't like you have to incur some harm or some damages. No one has been harmed or damaged.
The plates were supposedly ran at the meeting last year that actual residents were trying to get in and arena would not let them in. Admittance was to be restricted to 45th Ward residents, as identification was checked at the door. Arena bussed in people from other parts of the city to fill in the spaces. That's when his minions were getting the license plates
I was fortunate and didn't receive a 'holiday' card (via taxpayer $). It was probably because I cast a Republican ballot in the Presidential primary.

His campaign materials stated that he went to HS in Hanover Park. He lived in the neighborhood for about 15 years before getting elected alderman. There were eight candidates the first time he ran for alderman. He was a leader of the Portage Park Neighborhood Association and had been involved in some political activity in the area. People from that group helped him out and he came in second place. John Garrido came in first. The two faced each other in a runoff since neither got 50% of the vote in the first round. Arena got backed by the SEIU and they went heavy on Garrido's Republican background. They made some false accusations and sent out dozens of mailers. They also provided Arena with some boots on the ground in addition to his friends from the PPNA. Garrido was outspent and didn't have as many foot soldiers. He lost the election by 30 votes. After a remap, he fared worse losing by over 1000 votes. More conservative/white areas of Forest Glen were partitioned into the 41st and 39th wards, Independence Park, that is less affluent and more heavily diverse was added to the 45th. Arena lives in Portage Park which is adjacent to Independence Park. As much as we dislike him in Jefferson Park, he has a strategic advantage because of his home base and the fact that the ward is at least two thirds democrat. As soon as I get my retirement papers in order, I'm outta here. I may not be around the third time he runs.

John Arena's parental unit moved the family to Aurora from Jersey. After NIU, he moved to the east end of Portage Park about 20 years ago where he allegedly ran a graphic design "business" out of his house & engaged in rabble rousing as an organizer with the then newly established Portage Park Neighborhood Association. Through that Arena formed relationships with people in the leftist wing of the Chicago Democrat party, which he used as his stepping stone to alderman.
Why doesn't someone in this ward FOIA the records for contributions to Arena and Rahm and Preckwinckle, and trace this particular real estate developer's financial contributions to Arena and Rahm. There's a high probability that said developer is a significant financial backer of someone in political power, probably higher-up the Arena, who's probably just the water-boy for the team. I worked for a prominent real estate developer, and in the late-80s and early-90s, was repeatedly ordered to solicit "dinner ticket purchases and table sponsorships" for Mike Madigan fund-raisers, and track monthly building material purchases from Daley's then Chief-of-Staff's building supplies company (where he was silent partner). Unfortunately no politician here in Chicago is motivated by "what's good for my constituents"; it's all "what's good for ME".
Secondly, there's an editorial on-line on Crains Chicago, from a black woman now residing in north-shore suburb, formerly a tenant in mixed-income housing development at 35th/State, who moved soon after woman was killed at 35th/State Starbucks. She describes living in a mixed-income apartment building held hostage by some of its low-income subsidized residents, who bring their "public nuisance" lifestyle habits of loud partying, public drinking, drug dealing, and gang-banging home to her doorstop. It's important to note that black middle-class folks don't want to live cheek-to-jowl with low-income folks, just as white and brown middle-class folks don't want to live with them either. "Mixed-income housing" developments only benefit the real estate developer and the politician sponsoring it. Local residents who want to block this development need to stop attending Arean's meetings, and hire a legitimate (read: expensive) REAL zoning law attorney, and put on a genuine legal challenge to this proposed development. Our Machine aldermen have ZERO MOTIVATION to serve their constituents; the Democratic Machine assures reelection to them, sending cash, foot soldiers to work city-blocks, but the apathetic and/or naive residents are equally to blame when these issues appear to be "unfightable". They are, but it takes money, and genuine legal maneuvering.

And after taking everyone’s plate number at the meeting and running them, he got their names and then checked their Facebook page to see if they posted anything thing. 31 police at meeting and all posted. I’ve been at the meetings and I doubt there were 31 police there not to mention that all would have had to had Facebook and all posted. You might be right, just doesn’t seem to make sense
