So maybe someone can answer this question:
- What changed in the car-jacking laws that Rahm and Special Ed have to call out Springfield to close some "loophole" that allows the criminals to escape the full weight of the law?
We have one part of the answer:
- Nothing
Sure they changed the part of the juvenile charging. But the biggest change was Toni Prickwrinkle deciding too many of one community were in Dart's jail, Dart deciding he wanted to stay in politics and agreeing with her, Evans making sure everyone could get bail for any offense (except airplane stowaways) and Kim Foxxx unilaterally re-writing State Law to undercharge repeat felons by setting the bar so high, almost no one could reach it.

Just want to throw this out there.. if you chase a carjack suspect you are nuts. I’ve been hearing it lately and for some reason officers think that because it’s a carjacker car, that makes it ok to chase. Don’t do it. It’s still just property and not worth someone’s life or you losing your job. Even if it’s my car, let it go. I’ll have my insurance replace it. I don’t want to see anyone getter harmed financially or physically over stupid mutts that steal a car and even if they caught caught will get released the next day. Not worth it. Don’t do it. Let it go!

Yes, blame goes to Dart and Preckwinkle, but the real blame goes to Rahm for putting us in this predicament in the first place. All Prosecutions are Discretionary! What is misunderstood by the Public is the Reality, that Prosecutors may choose, based on Politics, who they will prosecute and for what. Too many people learn the law based upon T.V. and movies, which are Entertainment not Fact. Prosecutors are Elected and they dare not anger their constituents, especially when they are Black. Cook County is infamous for reducing charges to get a "Deal". A case that is settled as a Plea Bargain Deal, is a Win in their stats. The victim is the loses twice. And the Juvenile System is designed to Rehabilitate, not Punish. So criminal activity is the new adrenaline fed sport, without consequences. And it is going to get More Absurd, because at some point, a Conceal Carry citizen, is going to shoot one of these Young Democrats; at which point the citizen/victim, will be prosecuted as a criminal! This is the result of the Toni Preckwinkle/Kim Foxx criminal justice reform agenda - plain and simple. They have ushered in changes in the law (no more juvenile auto transfers as one example), changes in bond court practices (not rooted in the law whatsoever but rather by an unlawful order from the Chief Judge who wants Preckwinkle off his back) and reluctant buy in from pols like Tom Dart who don't want to face the same political fate as Anita Alvarez. And let's not forget the ridiculous policy changes within CPD such as the no chase policy. As a result, criminals are emboldened, law enforcement is fetal and law abiding citizens and the economic potential of this city will suffer.

All the laws on the books the big problem is the judges are told what to do by their handlers their handlers are the alderman they put them in those nice wall paint spots where you make your own hours come and go as you please do whatever you want! I got the impression from the news Rahm wanted to take the "knowledge"requirement out of the PSMV statute. Glad I'm not the only one who thought that strange.

What I don't see is anyone drawing the correlation between what is going on at the JISC and the exploding juvenile crime wave. Not all felonies are being screened at this time. By not doing so, the juvenile does not run the risk of being housed or even sent to court at all. Furthermore, juveniles who were involved in a carjacking but not actually charged with that crime (PSMV, CCTV) are processed at the JISC. Once there the juvenile can potentially be sent home with their parents and still may not have to go to court. The potential for no assigned court is especially true if it is the juvenile's first arrest.
Misdemeanors are encouraged to receive a social adjustment known as SGA which is a farce. The victim never receives his day in court. What about the victim and his/her rights???
The Detectives there would like to do their part with the notable exception of a few. These conditions are being pushed from the top and the supervisors are following along.
You effectively have Detectives screening out cases from court. This is not their role. They need to be on the side of law enforcement.
Was a crime committed? Do you have a victim who is willing to prosecute? Yes to both??? Send that to court and let the lawyers do their job. If the ASA decides to screen the case out, that is their responsibility. Let them justify their decision later if need be. As is, they can always say, "We would have loved to bring that case to court. The Police chose to not make us aware of this crime."
When there are little or no consequences for a criminal's actions you foster the environment that encourages serious criminal activity. In Chicago, there is very little risk for being held accountable for your actions at this point in time. The Politicians and upper echelon have created this and now are giving lip service to the problem that they helped create. I only say "helped create" because you have to factor in the free will of the criminal who decides to break the law.
Why don't they see that this is a huge part of the problem? or is it that they choose not to. You decide.
Just an FYI to the many retirees out there. We're not 30 years old anymore, and surely don't look like it. A lot of us in retirement have treated ourselves to a nice car. ALWAYS carry your gun and be vigilant of your surroundings. We are at that age that we look like an easy mark for these shithead robber/carjackers. Let's let them be the one with the "Oh shit" Kodak moment on their face, not the other way around.

Just cause it’s taken in a carjacking your supervisor thinks it’s ok to chase? That’s where hopefully you’re smart enough to self terminate. There’s nothing that says just cause the car was taken in a carjacking that now it’s OK to chase it. You will get hung out to dry if anything goes south. Think about it, you are chasing someone at that point for property. You aren’t catching someone that just shot someone or killed someone. They won’t back you. I don’t know why you even have to wait for a supervisor to tel you know at this point. You should just self terminate everything unless it’s a murderer or something to that extent.
