Clout = More Payouts

  • Chicago taxpayers will pay $20 million to compensate the families of two men killed by inebriated off-duty police detective Joseph Frugoli after victims’ attorneys argued that the Chicago Police Department’s code of silence allowed a cop with a history of driving drunk to believe he could do so without consequence.

    The settlement, first disclosed two months ago, is on the agenda for Monday’s meeting of the City Council’s Finance Committee. If, as expected, aldermen sign off on the pay-out, the latest in a parade of costly settlements tied to alleged police wrongdoing would be approved by the full City Council next Wednesday.
$20 million more pissed away. We've said it before, the so-called "code" isn't coppers covering for each other - it's politicians and connected bosses covering for the people they chose to hire, promote, employ. What copper possibly could have covered drunken misbehavior, hidden "investigations," excused/concealed CR findings? What's the link to everything?

Yes, regular coppers step into shit every so often and what happens? They get investigated, fired, sometimes jailed. But what happens when there's a corrupt team floating around, not for one incident, but for years with all sorts of allegations made, all sorts of hints, and a complaints that "someone should have done something." Hanhardt, Marquette 10, Miedzianowski, 002 Tact, 007 Tact, 015 Tact, SOS, Sgt Hicks, Downtown Brown, ExamScam, ExamScam II, etc. Each of these scandals (and others) ran for years on end.

Someone did "do something." But then, someone heavier made it disappear. And supposedly, there's more on the horizon, aside from the Gang Team brewing:

    Two dics in area 2 stripped this week....one for trying to pick up a hooker in suburbs and the other for drug test.

    Add that to the pending indictment of the merit sergeant and I would say the merit system is a complete joke
Time for a complete accounting of who recommends whom based on what standards - for promotion and for special assignment. Because from here, there don't seem to be any.

    The commander of 018 and his tact team in the early 70s. Both resulted in around 30 pleas and jury convictions. Oh, and don’t forget the Hit and Run Unit scandal and the license unit scandal from the 70s too.

    Did anyone think of the bigger picture? You have a full gold star command staff of merit picks that have never scored well enough to be promoted off score (without cheating).and they make and enforce the policies. So the state of the deapartment should be blamed of that. Why didn't the Doj figure that out?

    Let the CPD have complete transparency. Just get rid of all promotional tests. It would be so much easier! Individuals would not spend all the monies on examination prep., study groups, etc. For the average individual working the beat car, he/she realizes their career will rest dormant!

    Those of you Fat Fill fans: He was a huge backer of the "play for pay" system in Chicago. To your face and the media, he denies it. To those of us who know the man, he enforced it and encouraged it. He only promoted those who kissed his ass and those he could manipulate. He placed his soldiers strategically so they could and would protect his interests. If you deny this happened, then you were part of it. The only way he can make up for what he has done and gotten away with is to leave his many years of undeserved salary from cpmf to the cpmf upon his death.

    Wait till you see the story concerning the training SWAT Sgt. This particular wacko has been harassing and stalking female police officers for almost two decades. Not just one victim, not two, not even three. Five! The Dept took the CR #s and took no action. In a couple of cases, the female police officers were harassed by their supervisors to drop the CR#.

    This nut job just went fulll psycho on his new PPO girlfriend, who had no clue how unstable he was. This whacko caused serious problems at the academy with his ex, even threatening and harassing her male colleagues. Cover up after cover up, and the Dept did absolutely nothing to protect the female police officers on this job. Now the media is looking into this, not to mention the girls are gonna get a nice fat check.

    Frugoli’s behavior went unchecked for years because his brother in law, retired Sergeant Dan M. was the Department Advocate assigned to IAD. So every time Frugoli fucked up, he had a better than average chance that his family member who had tons of clout and influence on the outcome of iAd cases could quietly kill an investigation before it went anywhere. Nice to have that kind of juice.

    Consider the lawyers get no less than a third of the money. That's a cool 6.6 million for the now "successful" law firm. That 6,600,000.00 could have better be used to assist in no-charge low income school breakfasts, lunches, snacks and dinners sustenance for at risk school children. Instead the greedy lawyers will be elevated to the 1% enjoying caviar, brie and sauvignon on the yachts in the French Riviera.

    Its time for tort reform in the name of the children, the schools and the diverted financial assistance to those in need. Instead, a legal system has been created for lawyers in greed.

    I am not totally sure on this, but in a recent conversation I had, it was brought up that the city has insurance and these settlements are paid by that. I'm sure if that is true, the Insurance Rates keep going up and that is something the city does have to pay.

    There has always been a pattern in IAD.

    Where investigation on clout heavy cpd members just disappear.

    Look at the special units and how long it took and how many times the same accused were named?
    Like Majanoski or Finnegan????

    Look at Koschman case. And how the original criminal investigation of a murder was buried and hidden so long the victim gets no help. And offender get a joke of sentence. And who was responsible for cover up?

    was caught in conflicting statements with Deb Kirby IN Court so who was Lying? As to what charges were originally asked for? Even better IAD had to go re arrest the guy and gets caught on video not using cuffs?

    How about the Detective who killed two on Damen ave after being on video buying shots in bar. When case went to trial IAD could only prove he was only buying water? Bad investigation or trying to lose case?

    How about Gerry Callahan? Another great long term cpd member that is always in trouble for being drunk and always back on job? How many times 5 or 6 times?
    Best one is locking up bartender for gambling in 016 while off duty until they smelled his breath and watched video???

    How many cpd members are still on job after making false statements like covering up on victims of sexual assault charges? And they are still doing cases
    Where they testify in court? IAD continues to say that's alright?

    And then there was Sgt Matt Brown. He worked in IAD falsifying time sheets to gain overtime???? He falsified residency investigations to gain overtime????
    And then they hand him exam scam 2 where he finds no evidence of any cheating after 2 days of investigation. No money in finding the truth?

    There were plenty of IAD investigation that were just smoke and mirrors.
    Just to claim they did the job.
    And others where cpd members were doing criminal acts. But never touched.

    We all suffered for this inattention to duty of false statements.

    Then you have Van Dyke case. IPRA said good shooting? Mc Carthy said good shooting?
    Even Eddie Johnson said good shooting?

    And we all see how that has worked so far?

    The original act is bad enough but the cover up is much more criminal.

    Always earned never given right?

    IAD has been a joke for a long time. Take the conduct of Cheri Hendricks, the detective who got caught 2 times for retail theft. Back in 2009 she was inched in an incident where she rammed a friendscar over and over and only caught 3 days. She is a friend of some boss who she runs to. Never did her job as a detective. Eddie wants to fire her and the case is before the board. Let's bet now to see her back.

    The merit boards who interview the nominees are all single or double merit bosses themselves. Nearly all commanders or deputy chiefs got where they are at because of one or two merit bites. Another percentage cheated their way thru with super secret study groups headed by SME’s or just given the test by one of the experts. It’s a sad day when you have people running this department who can’t pass a promotional test.

    As a side note Mark Thanasoraus died of lead poisoning (shotgun) in the 20th district after he was released from prison. That case is unsolved.

    The academy is lost with Calloway in charge. The last 5 years of Calloway has been just sad. He protects horrible instructors, especially is political favors. He actually has some staff members hidden away from recruits because they cannot teach. Imagine staff that cannot teach assigned to the academy? And the sexual abuses by a few instructors.     He sexually harassed me over my CPD sibling’s hospital bed after an on duty injury and he showed up as the street deputy. Luckily, even back then I read the blog and knew what DT Ernie Brown was all about, so I kinda led him on. Walked out to the hall at his request, let him think he’d charmed me and agreed to his request to let him know I’d I needed anything. Walked back into my sibling’s room and laughing my ass off and recited the conversation. Sibling said it almost made the (short) trip to the ER worthwhile.

    From what I've seen in my carrer (26 years otj)clout isn't a predictor of whether someone is going to be a fuck up or not.The problem is the unclouted fuck ups get fired or after a hefty suspension start behaving,while the clouted,untouchable fuck ups just keep getting into worse misadventures. Every district I've been in had at least 1,but usually more PO's who should have been fired many times over but instead kept embarrassing themselves and the department because of clout or heavy family.
