More on the disaster that is 017:
- Last year we had zero isr’s for the month in 17. We were over worked from being in a back log everyday. Never having all two man beat cars for the day without any rapids or traffic cars it’s hard to fit a mover, Parker, anov, a blue card, bus check, a marijuana ticket, an arrest, and a isr for the day into our schedules. These are all things were told we are short on.
After the month last year we had zero isr’s this same lieutenant thought outside the box like so many great supervisors... he told the entire watch that if we don’t do four isr’s a month we will be denied any time off work regardless of rank and then made to stay till the very last second they could keep us till everyday since. He even said to go ahead and post it on the blog and spelled out his last name and star number. This was his genius plan and him showing off his great leadership to the watch and motivational skills. Who wouldn’t be motivated by such a great speech.
All is po’s felt a sense of unity and loved this idea so much that 95% of us didn’t get a single day off for the next 6 months. Just a few planned ahead for their children’s birthdays and family events by stopping citizens only to get their 4 isr’s so the following month we could see our children blow out their birthday candles.
The motivation skills of the bosses are something to behold. And if this Lieutenant is so proud of his demands to violate citizens Rights just to get numbers for downtown, we certainly won't be shy about publishing it. That number "four" is a quota, and the denial of time off is a Contract violation bordering on "hostile workplace."

- Procure a copy of those respective day(s) line-ups and A&A's to show he refused to grant elective time off to the up-to-15% allowed
- Grieve being harmed in this fashion every time you're denied by VR
- Initiate electronic To-From via department email to the DC, FOP, MLAS, et al delineating what's become a pattern of your contractual rights being violated by VR. Allude to the ACLU and the DOJ being interested in tales of how performance based policing oftentimes leads to bad things
- If the problem persists from this point, follow chain of command and schedule a meeting with the XO to obtain a CR on VR
- Consult with legal counsel in the event the Bossholes don't yank VR's leash to rein him in
It's easy enough to do. All you folks need to do is refuse to be treated like assholes and initiate some push-back. There's strength in numbers, and trust me when I say that is one thing even the hardest stupidvisors understand.
Just a suggestion for the IRS report. For the Resonable Articulation Suspicion box “Other” should be checked. In the Narrative, the first sentence should be. “I was order to Conduct 4 ISR stops this month of ______, by Lt ______, Star ____, in order for me to apply for Compensatory Time Due. This is my ____ ISR stop this month.......”
If asked why, these sentences are in your narrative, reply “I am accurately and legally articulating the events and circumstances for this Investigatory Stop, and to ensure I complete the total number of ISR as ordered by LT _____.”
I’m sure the ACLU would love to see these ISRs with this narrative.

Starting this week in 017 on all watches because of the ISR and blue card quota's not being met, we now must do a "check off sheet" on top of the daily humper. We are now being told that we can expect staying later than normal and reminded of our actual working hours. We are extremely short handed and it doesn't help when 6 tact guys go in on a warrant arrest. Make sure you take those personal's and lunch, I'm tired of getting screwed out of lunch because there are "no cars".

When Lieutenant VR was a Sergeant,he was detailed to the Near North Facility for the Terrorism Awareness Training and the Gas Mask Training..He burned that down with his "Do as I say,not as I do" attitude..He would deny time off to the Blue Shirts that worked for him,but he would disappear for hours at a time and no one knew where he had gone..The final straw had been when the group went to the Great Lakes Training Facility for training with the Feds..For unknown reasons,Sgt VR became angry about something and said he didn't need the training and he quit the training..Not surprisingly,the Feds got pissed and made a phone call to 35th Street and he was launched..The funniest and most weirdo thing he did at Near North was to run around the 1/4 mile track while using a Hula Hoop..Stay Strong 017 3rd Watch!

They contractually have to give up to 15% off now. So really, all they can do is split up partners and send non bid people to different watches at the end of the year. I never understood the idea of splitting partners to make you do work. If they split me and my partner I would imagine I’d be even more disgruntled and bring in less.

If given an illegal order, stop and document the applicable who, when, where, what, and why. Make sure to include the circumstance, and names of those that were present when the order was given. When the ass-hat white shirt states that he was only "suggesting", not "ordering", dutifully tell him you'll take his suggestion under consideration and move on. If the ass-hat is persistent and continues to make "suggestions", tell him/her to put those suggestions in writing. These are the times in which we live. I'm a retired CPD P.O. Familiarize and learn to use the contract, department resources, and need be, the legal system for your own and partners' protection, and possible advantage. Like they say, "knowledge is power". Joe is a prince, but I'm not going to do an ISR because they're a booby trap waiting to blow up in your face. It's a matter of trust you see. I will never trust the department and the white shirts when push comes to shove because they'll push you under the bus to save themselves. You need a parker, I'll keep an eye out for one. CTA check, no problem. Mover, I can do one of those from time to time. Blue card? Sure, until they want an ISR with those next or an explanation as to why you suspected that the guy went through the stop sign. I saw him do it. Not good enough, justify it for us...

What’s wrong with you? Nowhere does it say that we have to do isr’s. They didn’t even exist few years ago. The bosses are so scared to be made look like idiots at the meetings that they come back to districts and do anything to make the po’s writhe them. This is so juvenile. What the f*** is it with the isr’s anyway? It’s like they have some magical spell over the bosses.

The real problem on that watch are Sergeants CP and PE. They treat their people like crap and will never take care of them. They tell the officers not to do anything, so they don't have to do anything. It's not the lieutenants, it's those two clowns.
They split me and my partner up constantly. So.I bring in zeros and so does he. So all they did was get even less. These bosses can go screw off. I also turned in my papers so I'm leaving soon.
There is no unity in the CPD beginning with the FOP. It is every man for himself. Until you realize there is strength in numbers things will only get worse. Organize and fight back as a united front.
Where is all the legal eagles out there. How can a law enforcement official demand quota stops when the cpd is under aclu watch for having so many illegal stops in the past. Is it true this lt wants only certain races stopped. Someone file a formal complaint before the fbi takes over the dept.
You guys got a great beef. 50 coppers telling a federal judge - lietenant so and so demanded illegal quotas and if we didn't break the law by following his illegal order he would punish us. What a second, didn't a federal court just hand down punitive damages to a sgt. and group of po.'s. keep it up lietanant , maybe you'll pay 500k in punitives (grossly willful and wanton misconduct) damages. Not so far fetched on your big salary.
I remember a true tale from the crypts of 025, back in the good ole days, back in the bad ole days. A certain sgt. was picking on a copper unnecessarily, constantly. This was the result of vindictiveness for personal reasons over a personality clash. The men asked the sgt. repeatedly to lay off, enough is enough. The sgt. feeling entitled because of his rank continued. The men banded together and became one; one fist and struck a blow that echoed through 025. At the precise day and time , every car went in with a tvb and processed those tvb's for the next 90 minutes. Supervisors were assigned jobs and the message was sent. The end result was the sgt. backed off and was eventually transferred by down town. Morale- stay strong , become one after all quotas are illegal.

Like working on the Southside isn't bad enough when this stroke was there he was impossible to deal with and routinely went out of his way to try and just mess with people while middling other Supvs and destroying morale.It was blatantly obvious he would never do himself what he ordered good people to do under threat of illegal discipline. This is the goof who belittled his watch for calling a legitimate 10-1 and told them not to do it again. 017 needs to stay the course this guy is bad news and could get GOOD people sued or seriously hurt.

That's been true in the past but today is a different day.
As a Supv with him in 024 I found him to set the bar for obnoxious behavior. If he wasn't unnecessarily messing with his watch he would also create controversy with the other Supvs. I'd like to break with the Supvs normal protocol of standing with the other White a Shirts and encourage the 017th Dist to tell him to pound sand.
What so I get assessed punitive damages by backing someone up on a bullshit illegal stop that was just documented in writing. No thanks.

Just a suggestion for the IRS report. For the Resonable Articulation Suspicion box “Other” should be checked. In the Narrative, the first sentence should be. “I was order to Conduct 4 ISR stops this month of ______, by Lt ______, Star ____, in order for me to apply for Compensatory Time Due. This is my ____ ISR stop this month.......”
If asked why, these sentences are in your narrative, reply “I am accurately and legally articulating the events and circumstances for this Investigatory Stop, and to ensure I complete the total number of ISR as ordered by LT _____.”
I’m sure the ACLU would love to see these ISRs with this narrative.

CPD has to stop with the merit promotions. They need to lower it drastically, and you will see a better checks and balance system take place. Relax Mr. Southsider, there's a lot of us coppers from up North that work in the South and West ghettos. We know how it is.
