Damned If You Do
- The mother of a 24-year-old man shot and killed by a Chicago police officer during a foot chase last year is suing the officer and the city, according to court documents.
Lashundia Key’s lawsuit says Officer Julio Garcia was careless when he shot and killed her son Aquoness Cathery in November. Key also accuses Garcia of improperly using his body camera.
The shooting occurred around 2:15 p.m. Nov. 29 in the 6100 block of South King Drive. Cathery, of 7200 block of South Eberhart Avenue, ran from the officers while holding a handgun, according to police reports and statements at the time. After a brief chase, an officer fired his service weapon and hit Cathery on the back porch of a building.
Cathery was rushed to Stroger Hospital, where he died the next day. A loaded 9 mm Glock handgun was recovered from the scene.
There is video at the link. Lots of video. You see the gun, see him raise it up at least once, hear the officers order up an ambulance, etc. Textbook case that cameras were explicitly designed for. So why the lawsuit (besides the fact that lawyers are scumbags at should be drowned at birth)?
- The shooting was captured on the officer’s body camera. The footage, available on the Civilian Office of Police Accountability website, shows an officer entering an apartment and moving through a living room and kitchen after Cathery, who exited through the apartment’s back door. As the officer pursued him on the back porch, Cathery appears to have an object in his right hand.
The officer raises his gun and fires as Cathery turns to run down a flight of stairs on the back porch.
There’s no audio in the moments leading up to the shooting or immediately after. The audio kicks in once the officer reaches the bottom of the stairs, where Cathery is lying on the ground bleeding. At times, the view from the camera is obstructed by the officer’s arms.
The officer tells Cathery to “relax” and calls for an ambulance.
The lawsuit claims that the missing audio and obstructed views were intentional.
And there you have it. Anything CAUGHT on video is explained away or claimed not to be the gun (that was located at the bottom of the stairs where the subject collapsed). Anything NOT CAUGHT on the video is "intentional" a cover-up and (no doubt) will be called part of the "Code of Silence."

Meh... let the cop be the subject of a hospital investigation and miraclously IAD and COPA will have all the video. 5 million and 100k punative damages there you go, just don't have Rahm or Kidney stone report to court and give statements. Vote for Rahm and tell your friends
Well those attorneys are gonna have a bad day when they find it that the first 30 seconds of video never have audio. Good job officer and welcome to the age of body cams where civil lawyers are going to start drying up on cash cow cases. Nobody is doing anything anymore and if they are it’s all being confirmed on video for all to see. The well of free money is drying up quick. Cases have two years to be filed.. that puts us at Mach of 2016 when body cams started rolling out. The stay fetal movement started about 3 months before that with JVD. Already Corp council said that filed major cases has dropped significantly. The only arrests coming in these days are traffic and Dis along with petty stuff that isn’t a big money maker anyways. Bye lawyers.. maybe go to Indianapolis or something where u can scam another big department without cameras..
cameras are not your friend unless you purposely take your camera and film fresh evidence. nothing you say matters. Its only film. Need more studio film training,,,,,,
Gotta say, season 2 of Z Nation is pretty good. I think I might have been watching Season 3 OR 4 of GOT during all that proactive "porch chase" policing. Anyway, life is still great even tho Netflix now charges me $11.99, but in the end watching Netflix for $11.99 beats paying punitive damages.
GO GET EM BOYS!
What local did Aquoness Cathery belong too? I see he is wearing construction boots. Also if you pause the video when he is exiting the second door-- bling-- gun in clearly visible in his right hand. My bets is his momma gets paid and copper is retired on duty
Pretty simple then: don’t do anything. Let Rahm try and talk his way out of rising crime rate endangering lives of others. A lot of us get it.
-not a cop
Well, why was he chasing a bad guy in the first place? How did he think that was going to end?
We are not the police anymore !
What is it going to take for coppers to understand this new reality ?

Basically same ol' same ol' so what's the beef SCC? Anyone who would put any thought into this knew this would be the result. You knew it SCC. Cameras would save us on maybe 10% of filmed incidents and the rest would be same ol'.
Recall that this guy is the aspiring rapper called “Extendo” because “He always got that extended clip!” Get his Facebook profile photo out again - the one where he is crouching on top of a washing machine while brandishing a weapon. Just funnin’ down in the laundry room.

The Corp Counsel has a specific amount that they can settle without City Council approval. I am told it is $100,000. All the plaintiff's attorney has to do is: 1. File the lawsuit. This is virtually a Boilerplate Form, that only requires that you fill in the blanks. 2. Subpoena records, including the video. The P.D. will comply and give you everything needed, so there is no need to even pay for a private investigator. 3. Bring the cops in for depositions, a fishing expedition, which if the cops slip up, can give you more ammunition. In addition the deposition affords the attorney an opportunity to size up how well the cops speak and their appearance. 4. Then negotiate for a specific dollar amount. THE CITY WILL USUALLY SETTLE, MOST CASES SELDOM GO TO TRIAL, especially if the deceased, now considered a "Victim" is a Person of Color! Many members of the public Mistakenly believe that attorneys have to fight these cases in court. Civil cases, that go to a jury decision, , are determined by Majority Rule. Unlike criminal prosecutions where the jury must be unanimous in their decision. Civil cases do NOT determine Guilt or Innocence. So the "Shitty" will usually Settle out of Court for a specific amount, rather than face a hostile Jury OF COLOR, willing to add zeroes to the original amount sought. These lawsuits cost the attorneys nothing but a few hours of time and reap 33 to 40% of the settlement. Rahm wants all of these cases settled, especially in a time when he is running for another term AND DESPERATELY NEEDS THE SUPPORT OF VOTERS OF COLOR. Remember, the McDonald case netted the Virtually Estranged family, Millions of dollars before the video was even made public, and cost McNumbnuts his job. And it may yet cost Van Dyke his freedom. Supt. Weiss wanted to fight these frivolous litigations, but Rahm wants to Roll Over. Democrats seldom mind spending someone else's money! So at some point, after the officers involved sustain emotional and psychological torture; the case will settle and the attorneys will profit. Cook County Justice is about COLOR, NOT JUSTICE.AND THAT MEANS THE COLOR OF MONEY AND THE COLOR OF THE COP AND THE "VICTIM"! Stay Safe and do NOTHING more than answer your radio. Avoid Foot Chases and Vehicle Chases. Give the Public what it wants, and that is a Docile and Polite Police Agency. BE PART OF THE "CHANGE"! Baby "G"
Fuck the scumbag mother and her bottom feeding lawyer. Her piece of shit son got what he deserved. One less predator on the streets is a good thing.
Focus on the good news.
One less illegal gun toting
Asswipe around.
The officer tells Cathery to “relax, the next person you'll meet will be Satan he may look like rahm emanuel but his tail is much longer"
Slow down, take a slow roll with lights and siren blaring. IT WORKS.
Is his daddy part of the lawsuit? I would like to hear what he had to say raising up his shorty to be a responsible man like himself and the like.
Maybe the better idea is for Springfield to pass a law that requires gangbangers to wear body cameras at all times, 24/7/365. Then the public can actually see the caliber of person that the police have to deal with on a daily basis. You can see and hear how they talk to each other, how they treat the mothers of their various children, how they discuss guns and drugs and constantly show zero regard for their own people let alone the rest of Chicago or the police. How they have no value whatsoever for human life. It would be enlightening for the public, especially snowflake Susie and Sam out there. Maybe then the public can finally see the type of people that Toni Preckwinkle and Kim Foxx are trying to make into sympathetic heroes.
Lashaundia Key should be sued for failing to raise her 24 year old child in a responsible manner teaching him right from wrong. Think of all the pain and suffering the officer's family must endure because Miss Lady Key's growed-up son wanted to be a thug and play with guns. Turn the tables and sue her for naturing a monster or a menace to society.
The city and officers are sued for their training. How about parental training and let's mommies reponsible. Her failed parental training should make her accountable for her 24 year old dependent child. If Miss Lady Keys had raised her son right, he would have been an entrepreneur by now, a baby daddy of at least six shorties with different baby mamas and completed a post education G.E.D. Certificate.
Another great "mother" looking to score a huge payday off of her dead criminal son.
Par for the course.
Sue the mother for raising him. Its her fault the poor officer had to discharge his weapon. The officer is emotionally scared by this incident and can't sleep at night. It's the mothers fault for raising a person who would point a gun at a police officer. Sue her after the city pays her. Sue for everything she got from the city.
Attorney looking for a nuisance suit payout.
the union should file a lawsuit against the mayor and the dept for placing and allowing the officers of cpd into a hostile work environment. the code of silence is a made up front by the mayor to get votes. those kind of politics puts every officer and their families in the most serious of hostile environments. Compensation is necessary for that work environment and also some kind of protection is also necessary. enough already.
See baby G's above post. Burn it into your mind forever.
Ghetto lottery!!!!
And Phather Phuckstick wants The President to come to Chiraq and talk about gun violence ???
How about the Feeb's and the DOJ come instead and start with the Judiciary System and work their way on thru now before it's gets warm out ?
slow the video down in slow motion as he opens the back door to the apartment there is a 1/10 second u see the gun in his right hand as he is ruuning down the long balcony u see the gun again in his hand along with his cell phone, If you dont think you can hold both try it youreself. and as he starts to go down the stairs he levels it at the Police... The city should have slowed the video down and highlighted this stuff
Anybody besides me remember when Dick Daley wouldn't settle any of these and the suits would disappear?
Careless? How can that be? That PO hit the target!
You said it brother - unfucking believable. As the city continues to pay out more to lawsuits, unscrupulous lawyers will convince these knuckle draggers this is the way to "hit the lottery".
At least the officer is alive.
Fuck that counter sue the estate of the shithead. The more we start doing that maybe these money hungry leaches will get the hint.
I’m a CPD of 20 years. My wife is an attorney who defends Chicago police officers (among others) facing these exact lawsuits. She has successfully defended hundreds, if not thousands of officers in her career. Your comment that lawyers are all scum bags that should be drown at birth is offensive. Rather than throwing pea-brained insults at an entire profession perhaps you should narrow the scope of your ire instead of insulting those who work so hard at defending us. When people (or folks) paint our entire profession similarly with a broad brush we don’t like it, do we? Not cool, SCC.
Anyway, life is still great even tho Netflix now charges me $11.99, but in the end watching Netflix for $11.99 beats paying punitive damages
T mobile offers free net flix. Bam
Wondered what it's like to be perfect all the time like the lawyers, "the community" and Rahm himself.
I feel sorry for the officer. I remember years ago when these SOBs went "after the most money" meant to read: cities, government, state, business, whatever. Well, that wasn't enough. Now, go after the officer, the employee at the store, the person in the home defending themselves.
Well, she can wear the shirt with the picture of the kid "who was turning his life around" I'm sure or was "an aspiring rapper." No parenting skills. Nothing.

OT- Today you lost a good cop. A man who truely believed in the job, to serve and protect. A man who has put in many years to this job and city and has always done his best. Many awards and acts of bravery as many of you yourselves have and have done. It is amazing how little this department and its unions backs and protects its officers nowadays. It is all politically motivated as not to upset potential voters. I saw my husbands spirit broken today. Something I thought I would neer see in him. He no longer sees the good in this job. The unions, the Department and the City all need to step up and stop pandering to the media and protect officers from media and law suits. You lost a good man today.Luckily he has his family who loves and admires him greatly. This culture needs to change.
Wife of
Officer Garcia is clearly a hero who within legal bounds prevented the death or great bodily harm of subjects. Good job stopping a dangerous person who had a deadly weapon.
Thanks to the "quality" of the City's lawyers pretty much any scenario = payday. Time to outsource the entire department to a law firm that will actually do the job and be accountable to conduct basic civil defense litigation. There are scores of insurance defense firms out there.
OT: When is the JVD trial going to begin?? Will it be in the heart of summer time? Is the upper brass planning how to deal with a not guilty verdict? Sociology 101, the more segregated a city is the more likely of rioting. It will be the the Bulls riots. Of course, we will have to stand by and watch them loot the liquor stores, weave shops and CVS's. Although I don't think the heroin hypes even bother with pills anymore.
Normally when an offender or his family is shown a video of himeslf he/ they vehemently deny their identification, "That ain't me" or "He never even been at that place", until the offender's life is conveyed to hell and the family finds the right bottom feeder to cash in on the savage city ghetto lottery, gladly paid out by the shity council...
This is why I tell anyone who has CCL, if they are involved in any kind of shooting, if there is a change to leave, leave the scene. If you are tracked down you can deal with it in many way's, but if you stay on that scene you're going to be subjected to all sort of bullshit. Your gun will be taken, you'll spend hours giving a bunch of different people statements, the family of the person you shot will attempt to sue you, and there's the Corner hearing that will have family members attending. Just get into the wind, fuck the system.
Don't believe your lying eyes. Good shoot office. You deserve a medal.
Well, at least this settles the argument. Hair gel > Aquanet.
😂
Baby G nailed it, That's exactly how the Ghetto Lottery racket works.
I wonder whether the plaintiff's attorneys are expected to "contribute" to key Democratic campaigns in exchange for the privilege of having city lawyers intentionally do a piss poor job defending these cases and allowing for an easy settlement?
Rahm will order eddie burke to "write that check" for a few million as he does all the time with "our money" "taxpayers be damned!"
here is an idea now that president trump is meeting with the "rocket man" from North Korea soon, maybe he could ask kim if we could ship some of our elected criminals, to his prisons, that way after they are charged they could be put into "work camps" why not? It would be great fun to watch rahm, kimmy, tommy, toni the 48 (2 are pro law and order the rest lock them up),then we could send hillary and bill, and the rest of the "destroy America" crew this would make Chicago great again,we dump the anti-law and order pandering to thugs and illegal crew and then we could rebuild this once proud city! as soon as the trash is thrown out the people would rejoice state wide!

Honest to God, why do you guys keep doing what you do? Seems to me you're screwed no matter what! Please be careful out there!
"I don't know why they call it hamburger helper, it sure does fine by itself". Don't fuck with cousin Eddie.
I've always contended that the body cam's are a trickbag because they only show one view. Honestly, who gives a shit if the audio cut out - unless the copper is an electrical engineer, how the hell does he know if the audio/video isn't working properly? And when chasing after shithead who has a weapon - do you really think it's reasonable to believe that the cop should be worrying about whether or not the fucking camera is pointed at his arm, flopping around, etc?
Forget all this nonsense - STAY FETAL, STAY EMPLOYED, KEEP YOUR ASSETS. Remember the Foghat song: SLOW RIDE....
Pull up, get out, take the report, hand them a receipt, call whatever other services are needed paramedics, fire, and then leave.
Don't chase anyone - it's what da communitie wants! Let em stew in their own shit, and stop getting caught up in the Ghetto "My Baby Din' Du Nuffin" Bullshit Lottery.
I don't know any other way to get this information out. If this is the wrong way, please excuse me.

Cramer: The most bullish thing about police tech play Axon isn't its guidance. It's how the CEO gets paid
"Mad Money" host Jim Cramer wakes investors up to hidden winner Axon Enterprise and shows support for the CEO's new compensation package.
Cramer says that more CEOs should be paid based on how their company performs.

Even CNBC's Jim Cramer was taken aback by the blowout quarterly earnings report from Taser maker Axon Enterprise.
Shares of Axon roared 28 percent the day after the report and another 14 percent in the next week, making the "Mad Money" host wonder how Wall Street managed to underestimate it so dramatically.
But Axon, which changed its name from Taser International 11 months ago, hasn't exactly been sitting still.
A law enforcement technology company, Axon has broadened its specialty from non-lethal weapons like tasers to evidence capture technology, specifically audio recorders and body cameras complete with evidence management and computer-vision software.
Axon is also in a unique and beneficial position when it comes to law enforcement, Cramer said. In April, CEO Rick Smith told Cramer that Axon would give away free body cameras to every police force in the United States.
While that may have seemed like a publicity stunt, it was actually a network-building move; once Axon got police to use its hardware, they had to get the matching software to make it functional.
"The company basically traded its lumpy hardware sales ... for higher margin, recurring subscription revenue from the software side," Cramer said.

There is a saying, "If the shoe fits, wear it.", which, were you to indulge yourself in engaging in the process known as "thinking", also called "pondering", a lovely word, indeed, you would arrive at the additional, companion phrase of " If the shoe does not fit, don't fucking wear it, dummy!!!!".
Thus, your offensive choice of being offended can be seen to be a function of your own....Failure To Ponder.....
Ask your wife what the preceding words, forming sentences, thus, expressing thoughts of things to ponder, mean.
She, as you say, is quite a bit more experienced at thinking/pondering than you are.

It is not a culture.
It is a calamity, designed, implemented and promoted by those who, even were they to have acknowleged the inevitable nature of death, choose to grab the substance of the world as if they actually think one tiny partcle of this world can be taken with them when they are removed from it.
They, these miscreants, relish each and every feckless effect of their intended perfidities.
That is not a culture; it's an abomination.
The nature of this world has been designed, created and implemented with more than enough hardship; knuckleheads adding to that huge quantity are no more worthy of being given a different fate than the fate of any other form of virulent pest.
Far too many tolerate the infestation, most often because it has yet to kick down their own door. Thus, the infestation breeds, multiplies and spreads out from the areas from whence it was spawned.
Sorry, but a culture this is not.....other than as a culture refers to bacteria grown in a petri dish.
Remember when a super told the ghetto lottery The City will fight all frivolous law suits....and they virtually stopped?
A super with a pair would implement that policy!
This is for you,not for printing. Every time i try to post something encouraging for JVD you never print it. Not cool
and then this......After consulting national experts and holding well over 100 meetings, the coalition of community organizations drafted an ordinance that, Sawyer said, calls for carving the city into 22 districts and electing one representative from each district.
The elected council would interact with district commanders and form a selection committee that would solicit applicants for a commission empowered to oversee the Chicago Police Department, the Police Board and the Civilian Office of Police Accountability.

Now that is incredible! You talk about a slanted pandering for the female vote I wonder if either someone higher up in the police department or one of our or all of our elected officials have been involved in a sexual scandal? Is this video and I’m sorry moment to show that they are pro female because we know the Democrats are pro anything but police this is a very strange video who produced it why was it produced which strongly bet now that it appears on the number one blog in the nation someone will pull that video!
If you vote Democratic you are part of the problem.

OT: When is the JVD trial going to begin??
Good question.
It is totally obvious that NO ONE, other than a very small number of community activists and some media, want this trial to happen at all.
The trial will be a media circus. Community mugging for the camera, calling "No justice, no peace." Media stroking them and the trial for ratings.
The State's Attorney and judges don't want it. The reason Alvarez shelved the case is because she saw it was not winner.
Rahm and the bossholes that OKed are going to be exposed for their role.
The outcome is not a slam dunk either way. Statutory and case law considered.
The "victim" is no prize. Drugged up and armed. Took 13 rounds before he went down.
I feel terrible for the officer and his family. Either way their lives are changed forever.
I think Rahm would like to push this case to after the 2019 election. He has his third term or not… but he gets to ride off.
And the bosses have NO plans for unrest during or after the trial.
Anybody besides me remember when Dick Daley wouldn't settle any of these and the suits would disappear?

I used to say fight the frivolous vexatious law suits but now I say just pay em Otherwise you could wind up bankrupt because of a Crook Co ignorant jury thru punitive damages even though you did absolutely nothing wrong. Police need Limited Liability when acting in go faith Good luck getting that law passed in Terminally ILL inois

Officer, Officer
Scot Peterson
"Stay 500 feet back from building X,
Stay 500 feet back from building XX"
(Warnings over radio while AR-15 shots rang out)
Result: $85 K/yr pension
(I hope you see the 17 in your nightmares, Mr. Florida
jag off)
He knew it was coming from the building. Also he said might be firecrackers which puts to rest the argument about him confronting an offender armed with an assault rifle. He had no idea of what type of weapon the offender had. Last, just his appearance could have set the coward running because the shooter snuck out of the school with the other students. He wasn’t ready to fight to the death, but was a coward who had a long gun and was shooting unarmed students. Big difference between that and engaging a police officer
amazing what can happen in that initial 30 seconds before the sounds kicks in. Feel bad for the Officer, who did nothing wrong.
I thought the shooting of those that shall not be named was automatically grounds for a lawsuit. Only surprise here is the city has not bowed down and offered millions of tax payer dollars to the family bawling eye fulls of crocodile tears.

Off Topic. Lake County sheriff's deputy chsrged with four felonies for blowing off a domestic?
3/09/2018 04:24:00 PM
Read the order. There are actually laws outlining what you must do on a domestic that they refer to. I think since they charged this guy with official misconduct, this isn't the first, or second time this guy has stepped in it.
"Lashundia Key’s lawsuit says Officer Julio Garcia was careless when he shot and killed her son Aquoness Cathery".
From what I've read it sounds like the officer did exactly what needed to be done to go home safe to his family and protect the community from this little angel.
One issue that I've noticed though, is that the body cameras have a tendency to be blocked by officers arms or are not facing the right way depending on how the officer is standing. It would be much better to have some sort of eye glasses with a camera built into the frames so it points in the same direction that the officer is looking.
I really hope you are kidding. are you a Hit and Run driver too
The solution for CCL people is to buy the NRA CCL insurance three levels Best is about $500 a yr

I really hope you have being retarded as an excuse for your assinine analogy.
Were you a doctor, your reasoning would recommend amputation for a hangnail.
The "relax" suggestion should count in favor of the
officer, suggesting no malice or ill will.
When prison inmates want to off a guy, they get him
in a fast paced basketball game, then shank him so
that he bleeds out quickly with the heart pounding.
She, as you say, is quite a bit more experienced at thinking/pondering than you are.

Huh??? Maybe lay off the heavy stuff until after dinner!?
The taxpaying fools lose once again, in ANY outcome.
Quit policing this trash that doesn’t want you, we welcome and thank good cops.

Where to begin...........
.......fuck.....so much stupid, no matter how well intentioned.....grrrrrrr........
Okay.
Video/Audio self-spying is likely not going where it should go, into a dumpster fire, anytime soon, if at all.
Too much kickback money, too many dumbasses cutting the actually necessary to cut corners to effectively stem the flood of shit actors acting shitty, way too much pimp hustlers pushing the "we ain't dun nuffins" bullshit & the "da PoPo be rasiss!!!!" garbage, too many ignorant, empty minded youtube addicts, believing that seeing is believing can actually be certain proof of any fuckng thing, etc.....
No, we didn't bring this on ourselves.
The pimp pandering politicians created this nonsense, by not merely acknowledging the occasional dumbasses doing the occassional dumbass quality of "police work", but by exagerating, in nasty harmony with the " community", said occasional dumbassery.
Thus, Big Nosy CockEyed Brother is here for awhile.
To acheive this commenter's implied goal of approaching having the perfect video/audio record of events which occur close to faster than the mere human attention span can perceive, a pair of peeper goggles would not suffice.
What would approach full measure Big Brother would be most effective and absurdly comical to observe:
Imagine a helmet, akin to, say, the ones football players wear, including the don't bust out my teeth guard.
Five, (5), video capture lenses, pentagon placed, mildly fish-eyed in aspect, in a crown of thorns position; also, each video lense mounted in self contained, self leveling assembly, securely mounted on said helmet. There's your 360 degree, steady and level video capture.
Audio, use three, (3), triangle mounted omni mikes, same general vicinity of video cams on helmet, with auto input level adjustment, both boost to low and attenuate to high volume of input.
Data input storage inner top of helmet, power source back of helmet, port connections like on cell phone.
Yes, we'd all look like fucking insect aliens from a 1930's era sci fi film.
No, there is no remotely perfect means to either gather Big fucking Brother spying vid/audio on anything, let alone every fucking thing we fucking do, have to do, choose to do or is done to us.
The Scheme is a SCAM and trying to figure out how to more effectively achieve the many fraudulently presented purposes, intents and, fuck me deeply, claimed benefits, to US, of this SCAM is worse than engaging in the proverbial circle jerk; at least the circle jerk offers the possibility of a satifying outcome.
So, improving the SCAM of the CAM is not helpful.

Mamma named her pride and joy after hair spray? And can't spell it right?
3/10/2018 05:38:00 AM
No, momma named her pride and join after his piece of shit father, who, like Little Aquoness (DOA)has a impressing criminal history of narcotics dealing, weapons violations.robbery and a lot of anti social activity. Both Aquoness and his father were police fighters; both were active in the 003rd District drug trade. The Aquoness apple didn't fall too far from the tree. In fact the elder Aquoness got in a big fight with some PO's over 15 years ago and took some prison time behind it. Check out their arrest histories via city and county records. impressive stuff.
Truths Regarding Lawsuits
You can be sued for merely showing up on a scene. And you can be found liable for doing absolutely NOTHING wrong.
If you arrest someone , the person gets acquitted and sues you, you can still win in federal court.
If you arrest someone , the person gets convicted and sues you, you can still lose in federal court.
Staying fetal will not save your job, or keep you out of federal court. Way back when ,Calumet City cops would not kick in a door while a little girl was being raped. They were sued . They might have prevailed.
You don't have to do any police work to be named and sued in a federal law suit. You can screw up and not get named. You can do absolute everything right, and still get named and sued and lose. And the city will settle 99 percent of the time. the way it is.
