Stopping What Now?

With "fact checking" and reporting like this, the Slum Times deserves to go under:
  • Mayor Rahm Emanuel and Chicago Police Supt. Eddie Johnson announced Sunday that the department has added 108 new officers and five new patrol vehicle equipped with license plate reading technology aimed at stopping carjackings and recovering stolen vehicles.

    The department also expanded license plate reading technology to a handful of new patrol vehicles, the mayor’s office said. The expansion builds on a program launched last year that supports the newly-formed local, state and federal Vehicular Hijacking Task Force. CPD has made over 20 percent more arrests for vehicular hijacking this year.
You'd think that perhaps the "reporter" might ask a few questions instead of regurgitating the City Hall press release. Maybe questions like:
  • How does the plate reader technology "stop" a carjacking?
  • Is this a "mind reading" plate reader?
  • Does it employ "predictive" technology like the old Crystal Ball Unit?
Because plate readers don't do anything preventative. Plate readers (when they work) read thousands of plates in a shift while the officer drives it around answering other calls. It even reads plates driving by while the officer is parked on lunch if the cameras are pointed into traffic. We think they fixed the glitch that "read" wrought iron fences as "1111111" a little while ago - that was a fun time. And if LEADS is running slow, you might pop a hot car five minutes after it passed you in traffic.

But it doesn't "prevent" a damn thing. In fact, if you just got carjacked and called the police, the cops still have to complete a report, call the Administrative Desk at OEMC, get them to put the plate in the system (if you have your plate number), and only then will the plate reader hit on a carjacked vehicle.

Trust us, they're great at finding hot cars on a stretch of road that would take an hour to run forty-five or fifty plates, but preventing?

find cars they want to repossess. The cops are
reimbursed.
Maybe Rahm has revenue streams on his mind.

I've been highly successful in recovering steals with occupants both as a patrolman in a fast district and as a detective. I referred to the old reverse side of the Daily Bulletin with hot plates listed as the "abandoned auto list".

The plates generally checked clear on the stolen vehicles with occupants. Aside from a theft and recovery situation, the only help is the owner gives the confirmed plate right after the vehicle was jacked and stolen and a prompt flash message on all zones and City-Wide and/or preferably, the jacked vehicle plate is entered immediately into the database for the plate reading devices.

Assuming that you're not dealing with a counterfeit VIN plate, the VIN is key in confirming a steal. If the offender(s) keep the steal for a period of time, even months, I assure you that the plates will be replaced and check "clear". One dead giveaway is if the "clear" plates on an expensive new luxury ride check out to an old beater. Run that VIN.

The plate reader doesn’t prevent a damm thing! But you know what does? A real states attorneys office, judges and prison system that is tough on crime. like nearly every neighboring county. How many car jackings do they have? Severe punishment is a deterrent.

And what are the coppers supposed to tell victims when confronted with “I thought you have technology to prevent my carjacking!” Will coppers get disciplined for telling the truth by explaining that the mayor and Supt lied? People have questioned the cameras with the shot-spotter crap on it. I’ve seen coppers request supervisors to answer to the citizens.

What a real leader needs to do is go to the CCSA Kim Foxx and encourage her to create a anti-armed robbery task force in conjunction with her office. Yoh can have 500 new officers but until serious punishment is meted out the crime wave will not stop nor slow down. I know Kim is considered crime family but we need a partner in the fight. If you can secure that partnership, the turn around could begin. Convincing her and her office that it would be politically expedient to be on the side of the people would be the first step. Getting good Officers,Detectives and seasoned prosecutors assigned to the task force would be another. Big task.

Not to stoleesdie at all but I will agree that plate readers are a great tool if used properly. Most of our robberies, carjackings and shootings are happening with stolen cars. If plate readers can find them and recover them parked before they can be used it may slow things down. I agree it won’t stop them... if they want to carjack they will find a away but I do think it will make it harder if their cars keep getting taken. My two cents.

If they really wanted to cut down on the number of carjackings I am a Wonderful idea.
When the police arrest a person for carjacking, don’t release them a few hours later
so that they can do it again the very same day. Or hope that the person being carjacked

Plate readers came out over ten years ago. They were not much good then and the program was abandoned. The reader is useless if the vehicle has just been stolen, They are only good if the license plate information is entered into the system, but the public will believe that it is a cure for the carjackings, because the Mayor said so. Many people don't know there License plate especially after going through stressful event. The 110 officers that are to be added to the force only take the place of the officers who have retired, about to retire or resigned, but it sounds good to the public. The mayor is betting the public will not put two and two together.

I have to take a plate reader out because there is gang conflict on my beat, I don’t know why that calls for a plate reader, but I pretty much ignore it because it mostly comes up with plates that are expired, suspended, or it just reads the plate wrong. Not one hit in two months has come up with an actual stolen vehicle.

CPD cannot chase the identified vehicles , offenders if apprehended will be charged with CTTV by our SA that says to many people of color in jail .

And the private company used to provide the plate readers boasts they have billions of records on law abiding Americans going about their business. These plate reading records are maintained by a private company to sell to anyone they wish to enhance their bottom line and make big profits. Records kept for eternity I might add. Must be a connected (wink wink) firm. And they get lots of public money to provide a "service".

The whereabouts of your legally registered car time stamped and geo coded, driven by a law abiding citizens, properly licensed and not in the commission of a crime is forever put on a "legally permissible criminal purpose" database complete with a photograph of the driver in the vehicle. East Germany and the KGB wished they had such a data base to identify enemies and to blackmail to achieve their nefarious objectives.

And for those who say "who cares" look at the abuse of power by the federal government via the FBI namely Comey, Lisa Page and Peter Strzok, to name a few. This database is regularly sold to private investigators, insurance companies, data miners, journalists, private attorneys all of whom pay big money and have "legally permissible" interests in such an intrusive database. And don't bother making a "not so legally permissible" inquiry in the information collected on you, the law abiding American. If you were illegal violating federal law and applied for a City of Chicago identification card, this "sharing" of information is prohibited and locked up tight like Fort Knox. In case you want to seek transparency from the collection of your data, your collected information is strictly off limits identifying those who have an interest in your private lives requesting information. Just think, we live in America not North Korea.

It’s great for recovering parked stolen autos, but that is more of a issue for the insurance companies.

However, if they hit in it doesn’t really matter. One of 2 things happens:
1) Dude hits the gas, and your stop is immediately terminated, or
2) Dude hits the gas, and like a fool you chase him and get jammed up.

Lose/Lose proposition. Invest that money into the pensions instead.

Plate readers didn't help much when my car was stolen. And it was missing for three weeks until by a stroke of dumb luck I found it myself after I went for a walk.
,three blocks from where it was stolen. After I called 911 and had the officer over, even he looked perplexed as he said why didnt those readers catch it too.

If you chase something went bad you loose your job and sued at the same time and also pray nobody died because you go to prison. If ever you were lucky enough you were able to arrest them, what now? States attorney's office won't approve any felony charges. So they are out in a couple of hours. If it's a juvenile, mom and dad gets to pick their honor child home. Their solution, federal taskforce they created so they can be charged federally because cook county asa are useless.

Reporters from the paper aren't bright enough to ask the obvious questions. So they get a headline, but no substance of any value in their stories.

I do agree with the anonymous comment part but they were both complete dogs at MSF. Let's not kid ourselves here.
