The contradictions, the repitition, the nonsensical backwardness is astounding.
It is almost like a bad translation from chinese to english.
Its true that simply leaving an area that a officer occupies -even outright rejecting a contact attempt that is consensual ahem- isnt a crime. Officers DO have to respect that.
But lets be honest. Who actually thinks cops go out on patrol to just pick out someone to chase for no reason? Well, besides media pundits and lawyers who make money peddling that idea?

Lt Benigno, with his costume jewelry glasses and neck tattoos, really put out a marvelous piece of work. He was probably in a lot of foot chases when he worked at CPIC. He’s a good test taker though, so that should make everyone happy.
Police work has been over for some time now. Why risk hurting you knees running after some bad guy. With charges to be dropped when you get to court. It's all just a waste of time.

Cause then it doesn’t reflect the current law about stopping fleeing felons. Police work is inherently dangerous if you subtract that from the mix the bad guys won and run it. It’s not an order. But it does put the civil liability in you if someone gets hurt. Because it’s noted as training material. FOP better step up. People get hurt during police work. It’s not pretty and cut and dry. Criminals do everything and anything to get away including intentionally hurting police officers and other citizens. So when u are being served and sued cause someone was shot including the criminal. This will bite u in the wallet. But u won’t get fired cause u didn’t violate any orders.

Someone needs to explain this to the 2 year wonders working the 06 on midnights in 003. They’re all smarter and better police than anyone, especially KM. And all brass are your friends and can do no wrong. Keep getting those numbers

2) Consider the CCSA established procedure on charging (there is none)
3) Consider CCSA alternative charging procedure (catch and release)
4) Consider Judicial & Jail Process (I-Bond, No pc, suspended sentence, parole...etc...
After review of these realities;

2 months ago had an officer on Zone 4 chasing a homeless guy for taking a coffee from the counter in Starbucks. Other young officers running around looking for this guy giving out direction/description during the morning rush hour. The stolen coffee was found out 10 min into it, at which point I was just SMH.
I read the steps in performing a foot pursuit Look out for barriers, give your location to OEMC etc, but one step is missing - STOP!
That’s right “ Stop and ask yourself is it worth loosing your job.”
It’s a knowledge resource.... not an order. Huge difference.

So my son was approached by several "urban youth" at North Ave beach over the weekend. They wanted to "take a closer look" at his bike or so they said when one ignorant individual addressed him saying "Yo Whitey, let me see that bike." When the one with the big mouth got close enough, my son punched him and knocked him unconscious for a brief moment. I guess his skills from the last eight years of boxing kicked in. The aftermath of the incident may be on social media somewhere as there were tons of people around who saw what was taking place, yet some people were overheard saying comments like "why did he have to hit him so hard?" or that he has "anger issues." Not surprisingly, some comments were also being tossed was that it was racially motivated. Not quite the case, he was simply defending himself and preventing his bike from being stolen. Still, he and his friends were smart enough to know to get the heck out of there because they felt the crowd was against him. He casually mentioned the incident to me the next day like it was really no big deal. I told him he did the right thing and that if he was old enough I would have offered him a beer. Proud to call him my son for not taking any shit or being intimidated by anyone.
Isn’t this the same one that was released months ago? And it’s not an order and I don’t see any restrictions or termination wording there. It seems to be a refresher on why to run after someone and common sense guidelines.
Personally I agree with the above, unless a copper is hurt or endangered, no one needs to be chased.
Not chasing is the safest policy for all involved. Let Ed run them down or maybe the leadership that thinks Blue Lives don't Matter can show the peons how it's done. Why should any street cop do anything for these assholes anymore? The sooner the city is in ashes the better, let her burn!

Don't chase! if they are running, they are not a threat to you. This is what lawyers are telling juries, and it works. You will lose a civil law suit, and might even be convicted criminally. The narrative is that they ran, because they were afraid of the police. Police shoot people, especially young black men, which they are slaughtering in the streets everyday. If all these NFL players are kneeling because of it, it must be true. Right?

I agree, but today’s world unfortunately makes even just answering your calls impossible and a gamble each and every time. Especially in our most “difficult” and “under served” districts. An inside spot or on a team is the way to go. Not a tac team, a team in a unit. They are doing the absolute minimum to get by and don’t swipe or have cameras.
We now need a training bulletin on something as fundamental as chasing a criminal? Holy fuckin shit, what the fuck happened to this department?
No Cook County judge is going to support an arrest that began because the subject ran upon seeing uniformed police. Should we next expect seeing IOD denied if the chase did not appear to be warranted? This is all the more reason, to just let them go. Wave to them as they flee, and make sure to use all five fingers, or you will be considered Racist!
The "Public" is on their own. Note: "Public", is not the same as "Da Community". The Public pays taxes, mind their own business and try to live their life in peace. The Public comes in many colors and genders including Black and Brown. However, "Da Community" iz Angry, and Entitled and are usually People of Color. In the report I will refer to this training bulletin number and document my reasons why not to chase, the hazards people,vehicles,potholes,fences etc..

To a good little follower of propoganda, yes, common sense. If you, however, know anything about reading between the lines, you will see the subliminal messages. ‘Listen for supervisor guidance’ while engaged in foot pursuit. What “guidance?” Supervisor to FP unit: “run left! Hike right! Oh shit, run heel to toe! Tactical summersault!” No, dumbass. Real meaning: supervisor: “terminate the FP.”
Also, FP officer responsible for resulting danger to public. Don’t think for one second this doesn’t also include the subject you’re pursuing.
The language is simply not specific yet. The evolution of this order is beginning just the same same as the vehicle pursuit policy. Vehicle pursuits are all but a thing of the past. FP soon will be as well.
Just a bit of advice to the new kids on the department.
When you have a Juvenile(under age 18) in custody, it does not mean that after you mirandize him/her that you can ask him.her questions. It is not the same as when you mirandize an adult(18 and over) and then question them?
When you have a juvenile in custody, do not ask them anything other than their name, address parental/guardian information and contact phone number, and seek medical attention if they are injured. A juvenile cannot refuse medical attention by the way, take them to the hospital. Make all reasonable efforts to contact their parent(s) or guardians, not the play uncle/auntie. Then make sure to contact the appropriate Detective unit and advise them of what you have. Let them know if you made contact and actually spoke with a REAL parent or guardian, and if they are on the way to your location with the juvenile.
Maybe the academy needs to address this regularly occurring mistake some officers are making with juveniles.
Best not to play Detective when you don't know what you are doing.
They forgot to add- At no time will the pursuing officer exceed the posted speed limit.

it’s just a matter of time until the “ran into the street causing cars to swerve and numerous unknown citizens to be alarmed” narrative is exposed for the bullshit that it is. All it’s going to take is one smart lawyer to get one exterior mounted surveillance camera. Then the officers and city will be sued. The city will have to pay out, and so will the officers.

In effect , they did not have a legitimate reason to chase and arrest the guy, who subsequently died. Be careful out there. If you chase some and catch the guy and he fights and something happens to him, they just might come and get you as they did in Baltimore. It is not worth it today. Think of your family.
