Do the teams that write these memos in its pieces ever actually read the entire thing?
The contradictions, the repitition, the nonsensical backwardness is astounding.
It is almost like a bad translation from chinese to english.
Its true that simply leaving an area that a officer occupies -even outright rejecting a contact attempt that is consensual ahem- isnt a crime. Officers DO have to respect that.
But lets be honest. Who actually thinks cops go out on patrol to just pick out someone to chase for no reason? Well, besides media pundits and lawyers who make money peddling that idea?
Sounds good. Have the Officer stay off the air so people not involved can announce to the world they are responding and the supervisor can coordinate the foot chase. Lt Benigno, with his costume jewelry glasses and neck tattoos, really put out a marvelous piece of work. He was probably in a lot of foot chases when he worked at CPIC. He’s a good test taker though, so that should make everyone happy.
Police work has been over for some time now. Why risk hurting you knees running after some bad guy. With charges to be dropped when you get to court. It's all just a waste of time.
Only a fool would chase anyone. We have the worst medical insurance when we retire. Thanks to Rahm. You get injured you are FUCKED!! Oh just in case I forgot to say; injuries can FUCK YOU for rest of your life!
No need to read. My personal order is more restrictive. Unless the asshole subject just shot or killed a cop, I'm not chasing anyone on foot....or in a car, etc
There you have it. “Consider your own safety”. =don’t chase bad Gus with guns. Not Safe!!! Now just wait for the order that matches it. Or throw this shit away. Cause then it doesn’t reflect the current law about stopping fleeing felons. Police work is inherently dangerous if you subtract that from the mix the bad guys won and run it. Bad guys are the over all majority cause of the officers safety.
It’s not an order. But it does put the civil liability in you if someone gets hurt. Because it’s noted as training material. FOP better step up. People get hurt during police work. It’s not pretty and cut and dry. Criminals do everything and anything to get away including intentionally hurting police officers and other citizens. So when u are being served and sued cause someone was shot including the criminal. This will bite u in the wallet. But u won’t get fired cause u didn’t violate any orders.
Anonymous Anonymous said... Now that they have policy YOU, can be fired or take time if you violate it or something goes wrong!
You young guys better use your brains. Supervisors will only get promoted on your backs.

Someone needs to explain this to the 2 year wonders working the 06 on midnights in 003. They’re all smarter and better police than anyone, especially KM. And all brass are your friends and can do no wrong. Keep getting those numbers
After reviewing this information: 1) Consider CCSA, ACLU, COPA guidelines and then take action 2) Consider the CCSA established procedure on charging (there is none) 3) Consider CCSA alternative charging procedure (catch and release) 4) Consider Judicial & Jail Process (I-Bond, No pc, suspended sentence, parole...etc...
After review of these realities;
Any officer taking any action has A) got to be out of their fucking mind!!!! B) a fucking moron!!!! C) hoping to leave behind a survivor's pension for his widow and children!!!!
There he is! That infamous Beta Cuck Lt...Tirelessly writing important training bulletins from the safety of his wittle cubicle! Well, someone has to do it...but most of us wouldn’t. Thanks, i’m good.
2 months ago had an officer on Zone 4 chasing a homeless guy for taking a coffee from the counter in Starbucks. Other young officers running around looking for this guy giving out direction/description during the morning rush hour. The stolen coffee was found out 10 min into it, at which point I was just SMH.
"Squad I'm northbound on Ashland from 79...... I'm walking gingerly attempting to catch this shoplifter" Dispatcher: Are you in a full gallop yet officer? Sgt.: terminate that foot pursuit officer and request PH1......
So my son was approached by several "urban youth" at North Ave beach over the weekend. They wanted to "take a closer look" at his bike or so they said when one ignorant individual addressed him saying "Yo Whitey, let me see that bike." When the one with the big mouth got close enough, my son punched him and knocked him unconscious for a brief moment. I guess his skills from the last eight years of boxing kicked in. The aftermath of the incident may be on social media somewhere as there were tons of people around who saw what was taking place, yet some people were overheard saying comments like "why did he have to hit him so hard?" or that he has "anger issues." Not surprisingly, some comments were also being tossed was that it was racially motivated. Not quite the case, he was simply defending himself and preventing his bike from being stolen. Still, he and his friends were smart enough to know to get the heck out of there because they felt the crowd was against him. He casually mentioned the incident to me the next day like it was really no big deal. I told him he did the right thing and that if he was old enough I would have offered him a beer. Proud to call him my son for not taking any shit or being intimidated by anyone.
Isn’t this the same one that was released months ago? And it’s not an order and I don’t see any restrictions or termination wording there. It seems to be a refresher on why to run after someone and common sense guidelines.
Personally I agree with the above, unless a copper is hurt or endangered, no one needs to be chased.
Not chasing is the safest policy for all involved. Let Ed run them down or maybe the leadership that thinks Blue Lives don't Matter can show the peons how it's done. Why should any street cop do anything for these assholes anymore? The sooner the city is in ashes the better, let her burn!
Who cares. I don’t know why anyone would chase anyone anymore. Nothing good happens when the mutt is caught. Always leads to lawsuit. Unless the mutt cuffs himself and walks himself to the back of my squad I don’t give two shits what he does. Less work for me. Keep printing these orders that restrict my scope. Less work for the same pay.
Don't chase! if they are running, they are not a threat to you. This is what lawyers are telling juries, and it works. You will lose a civil law suit, and might even be convicted criminally. The narrative is that they ran, because they were afraid of the police. Police shoot people, especially young black men, which they are slaughtering in the streets everyday. If all these NFL players are kneeling because of it, it must be true. Right?
I have no idea what i can and can't do as a chicago police officer anymore. the dept has policies and rules but city hall and copa doesn't follow them and wrongfully disciplines officers. fop should be filing suits everyday against these fuckers. WTF already
Benigno just another effing lemmer spawned a-hole. Go back to your drinking a-hole at least then you never bother anyone, other than the Sgt's that had to cover for your ass.
The solution is simple.Don't chase anyone, in a vehicle or on foot. Why put yourself in jeprody for an injury to yourself that may follow you for your lifetime for a bunch of people that hate you. Stay fetal.
I agree, but today’s world unfortunately makes even just answering your calls impossible and a gamble each and every time. Especially in our most “difficult” and “under served” districts. An inside spot or on a team is the way to go. Not a tac team, a team in a unit. They are doing the absolute minimum to get by and don’t swipe or have cameras.
No Cook County judge is going to support an arrest that began because the subject ran upon seeing uniformed police. Should we next expect seeing IOD denied if the chase did not appear to be warranted? This is all the more reason, to just let them go. Wave to them as they flee, and make sure to use all five fingers, or you will be considered Racist!
The "Public" is on their own. Note: "Public", is not the same as "Da Community". The Public pays taxes, mind their own business and try to live their life in peace. The Public comes in many colors and genders including Black and Brown. However, "Da Community" iz Angry, and Entitled and are usually People of Color. Rahm is dependent on "Da Community" for political support and could care less about The Public. Rahm is an arrogant, Elitist Putz, who has no respect for The Public. Da Community does not like Rahm, but they need him. It is a Symbiotic Relationship. They feed off of each other, like parasites! Baby "G"
This shit is just common sense. But it is also extremely depressing. Anyone openly and freely admiting to being a Chicago Police officer today should be ashamed of yourself. And if you think this city is in trouble now... just take a look at who our next mayor will be. That mixed with recruits who are scared to death of using the radio because they don’t have the social skills needed to talk to other people. They text every single conversation they have with others. These kids are the future of law enforcement?? This placed is fucked.
That there, my friend, is a bona fide, 100% ACLU ass covering,TRAINING BULLETIN, nothing more. It is not an Order, just a way for the next guy/gal who gets into a FP and shoots/kills said offender, to get royally f%^ked by the Department.
I don't care anymore........... , but I care about the piss bums in our police stations, so I now advise them to go to StarBucks. where there's food and coffee. A much better environment for them, sofa's, air-conditioning, and a place to wash-up or not. This is my goal, to help the piss bums and make their lives a little better, thereby helping society in the process.

In the report I will refer to this training bulletin number and document my reasons why not to chase, the hazards people, vehicles, potholes, fences etc..
Makes it much better less "stress" on the body, lower blood pressure, more relaxed feeling don't knock it,they pay us and this is what they want easy to comply! Thank you for finally documenting my daily practice, guess many of us would of been considered "pioneers" back in the day!
Stay safe, don't chase vehicle or on foot, best bulletin ever nice and official!
Well when something goes wrong on this foot chase like followed by taser deployment and smashing his face on the concrete as dead weight. Well a search of CPD records will turn up this foot pursuit document. Let the cross examination began?
12:07 asks if you can even look at suspects anymore.
Well, i remember the David Westerfield trial where a Father of a murdered 7 uear old girl was removed from a courtroom by a judge who said that the father LOOKING AT the accused prevented him from getting his fair trial.
Yes, damon was really removed from the courtroom for LOOKING AT the man who brutally raped, murdered (and then burned) his little daughter.
So the answer is negatory. Soon you wont even be able to accuse, much less look at, criminals. And westerfield was a white guy!!!!
Coming next week, things to consider when “Fasting Walking” to put in your patrol handbook. In between writing this stuff do they work beat cars? If not, why not? Are they paid the same wage as a working P.O. Please tell me they’re not making wages of a supervisor.

To a good little follower of propoganda, yes, common sense. If you, however, know anything about reading between the lines, you will see the subliminal messages. ‘Listen for supervisor guidance’ while engaged in foot pursuit. What “guidance?” Supervisor to FP unit: “run left! Hike right! Oh shit, run heel to toe! Tactical summersault!” No, dumbass. Real meaning: supervisor: “terminate the FP.”
Also, FP officer responsible for resulting danger to public. Don’t think for one second this doesn’t also include the subject you’re pursuing.
The language is simply not specific yet. The evolution of this order is beginning just the same same as the vehicle pursuit policy. Vehicle pursuits are all but a thing of the past. FP soon will be as well.
Just a bit of advice to the new kids on the department. When you have a Juvenile(under age 18) in custody, it does not mean that after you mirandize him/her that you can ask him.her questions. It is not the same as when you mirandize an adult(18 and over) and then question them?
When you have a juvenile in custody, do not ask them anything other than their name, address parental/guardian information and contact phone number, and seek medical attention if they are injured. A juvenile cannot refuse medical attention by the way, take them to the hospital. Make all reasonable efforts to contact their parent(s) or guardians, not the play uncle/auntie. Then make sure to contact the appropriate Detective unit and advise them of what you have. Let them know if you made contact and actually spoke with a REAL parent or guardian, and if they are on the way to your location with the juvenile.
Maybe the academy needs to address this regularly occurring mistake some officers are making with juveniles.
Best not to play Detective when you don't know what you are doing.
it’s just a matter of time until the “ran into the street causing cars to swerve and numerous unknown citizens to be alarmed” narrative is exposed for the bullshit that it is. All it’s going to take is one smart lawyer to get one exterior mounted surveillance camera. Then the officers and city will be sued. The city will have to pay out, and so will the officers.
Come on, boys and girls! This morale(less) department keeps feeding you this BS about E-learning, training bulletins, and Ethics training because once YOU screw up, these ball(less) Supervisors aren’t gonna cover up for you. And will tell you straight in your face “ I TOLD YOU SO!! “ without hesitation..
So, let this be a bloody summer. Let the kiss ass and “know it all” young college degree guys/gals learn from their own mistakes. Your Sgt/LT will never accompany you to corporate counsel to answer your lawsuit.
PS. That Search Warrant class weeks ago was a total waste of time. But hey, some guys got to leave early. What a joke this Department is!
RELAX...It's a silly Training Bulletin. Fake news. I'm more worried about the consent decree.A "be careful when you chase people" memo is the least of our worries
Like the taser and vehicle pursuit orders, this language puts the liability on the officer if anyone gets hurt. Absolutely no backing from the department for anything you do; so why do anything?
After the huge increase in car jackings that resulted from the no car chase policy, you would think they learned, but no, let's open the other half of Pandora's Box. No wonder this city isn't safe.
This is insane. Whenever an organization starts creating shit like this, you know they have:
* Too many regulations * Regulations being abused to push an agenda * Communists running the show
It's readily apparent that the ACLU is behind this idiocy. You're arresting someone, they run - you chase. Get the clown, cuff it up and process. I don't buy any of that bullshit about them running because:
* The cops are evil * The cops beat people * He was afraid he'd get shot by the evil policees * He didn du nuffin....and was being harrassed
Behave and you won't likely ever encounter the cops - regardless of your color. Don't behave, and well, we know what happens.
But letting them run? Trying to consider all that idiocy in the directive while chasing after some criminal in the heat of the moment? Yeah, not gonna happen when you're just trying to keep track of the 20# of crap hanging on your belts while you run after the clown. And they know it's impossible - which is the point, they want to force you into a trick bag so you get jammed up instead of the clown.
Don't fall for it. Stay fetal. Let the City go even further to shit than it has already. When the whole thing's done, cooked, burnt to a crisp, and the criminals turn on those who defended them - then maybe, just maybe they'll let you do your jobs the way they ought to be done... but you know libtards, so probably not gonna happen.
Who gets into FP? Why are you doing it? I guess you still think policing is a career. Maybe these fools will wake up one day. Start getting their resumes up to par, get some higher education and leave this dying job. being fetal allowed me to do just that.
Do not forget what happened to those cops in Baltimore. They chased the guy, for what the mayor and prosecutor said, was not a crime, not a good reason to pursue. In effect , they did not have a legitimate reason to chase and arrest the guy, who subsequently died. Be careful out there. If you chase some and catch the guy and he fights and something happens to him, they just might come and get you as they did in Baltimore. It is not worth it today. Think of your family.
Why would anyone in there right mind chase anyone? People who chase anyone are the ones who will lose there job and homes all for what? For a liberal who hates you!

Thank you Captain Obvious.
So...
If shit-head runs around in circles long enough,

"Why da Po-leece keep chasin' dat boy?

I'm sure this will help the bad guys lawyers when they come after your money.
Special ED messed this job up! Rahm messed the whole city up!
I don't do anything extra anymore. I only do what I'm paid for and required. That isn't much!

I only like doing parking tickets anyway. I love it.

Yeah, DoR douchebag, you've told EVERYONE by now.
And mayor ruhmbutt still hasn't noticed you exist.
Maybe if you paste a ticket on his foreskin, he might perk up and toss you a bone.
Coming next week, things to consider when “Fasting Walking” to put in your patrol handbook. In between writing this stuff do they work beat cars? If not, why not? Are they paid the same wage as a working P.O. Please tell me they’re not making wages of a supervisor.
Common sense
I see no difference as to what we’re already doing

They forgot to add- At no time will the pursuing officer exceed the posted speed limit.
My Lord, please bring back common sense to this place.
it’s just a matter of time until the “ran into the street causing cars to swerve and numerous unknown citizens to be alarmed” narrative is exposed for the bullshit that it is. All it’s going to take is one smart lawyer to get one exterior mounted surveillance camera. Then the officers and city will be sued. The city will have to pay out, and so will the officers.
It’s not worth it
LET UM RUN!

Do you know Missy?
Foot chase ! He's holding his side,When he pulls that gun out, if he doesn't aim it at you and you shoot COPA wants you Fired.
Not a cop - just a citizen who supports cops:
ARE YOU FUCKING KIDDING ME?
This is insane. Whenever an organization starts creating shit like this, you know they have:
* Too many regulations
* Regulations being abused to push an agenda
* Communists running the show
It's readily apparent that the ACLU is behind this idiocy. You're arresting someone, they run - you chase. Get the clown, cuff it up and process. I don't buy any of that bullshit about them running because:
* The cops are evil
* The cops beat people
* He was afraid he'd get shot by the evil policees
* He didn du nuffin....and was being harrassed
MR. T say's,
I pity the fool who chases anyone on foot.
Avoid being on copa's radar and just let them run like a Hyena.
Stay Fetal and be safe.
MR. T
PS, How is my good buddy the legendary 1020/1070 Sgt R.F.(ret) doing?
I know you read this blog Ramon

12:07- You may look at them, but not harshly.

You can also call them a bad name (under your breath), as long as you cover your mouth to frustrate any lip readers reviewing the footage.
I don’t plan on ever getting into a foot chase, so I’m just going to go ahead and not read this BS
Who gets into FP? Why are you doing it? I guess you still think policing is a career. Maybe these fools will wake up one day. Start getting their resumes up to par, get some higher education and leave this dying job.
being fetal allowed me to do just that.
This is plain old common sense. Is it the reason for publishing the fact the department has no comfidence in what they are hiring?
Remember WALTER KATZ? This has his fingerprints all over it. outcome based situation. . .
You boil a lobster by gradually raising the temperature, incrementally . . .
He will dismantle this agency before he is done, and before you realize it.
I thought about getting in a foot chase once.
After reading "The Knowledge Resource ..."
I'm feeling too dizzy and outta breath to chase.
Wow it works!
Why would anyone in there right mind chase anyone? People who chase anyone are the ones who will lose there job and homes all for what? For a liberal who hates you!
STAY SAFE STAY FETAL!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!
