No Swiping?

And the rumor mill erupts:
  • swiping delayed indefinitely;
  • swiping done;
  • swiping can't account for court hours;
  • swiping can't track about 80 different starting times and a dozen day off groups, combining for about 1,000 different combinations;
  • Vanecko Swiping Incorporated is bankrupt;
  • swiping exposes the city to actually having to make pension contributions based on hours worked;
  • swiping civilians filed a grievance;
  • swiping can't differentiate between hourly employees and salaried employees;
  • too many bosses' side pieces would get docked for the regular "nooner;"
  • tact teams threatened to go back to the watches en masse
Once again, untold hundreds of thousands of dollars, probably a few million (all unrecoverable from some connected crooked contract) spent on a system that was never going to work as envisioned....and was outlined here in numerous discussions.

No it’s still here they are just working on getting it tied to payroll and are going to roll it out at once because the pilot programs have them enough info already. Not a huge success but in 2019 it will be rolled out with the connection to payroll

They know all of this already from all of the other city departments. It is simply a money grab for some donor, just like “share spotter” is, or all of the latest software for (fill in the blank) that they will use for three years, elect not to do the maintenance, and then some other jamoke will come in to head the (fill in the blank) department and make changes, rendering the most recent ones more obsolete or just downright useless.

That’s what happens when you have the people Rahm hires to lead (fill in the blank) department. More strokes from outside of Chicago who learn everything from books, but have no common sense (take a look at our traffic and roads).

Well all you need to do is FOIA the past investigations by the city and CPD.

Theses IAD and IG investigations show the reasons for the past timekeeping system not to function correctly.

Yes the CPD has tried this swiping thing before. And the department charged Several department members with allegations.

Not just blue shirts but a few high ranking supervisors along with City hall managers.

Only to have cases thrown out. Since the investigations could not prove who was at fault for the failure of the timekeeping system.

Simply a computerized system does all the things you want it to do but it also proves many other things you do not want recorded.

Sorta like body cameras. Just with more twists?

From day one, almost 20 years ago, the vendor of this system has been made aware of this systems flaws and shortcomings. Timekeepers have spent more time processing swipe correction forms on this "automated" system than they did when they manually prepared timesheets. And then after the scanners were all installed in all the citywide locations, the original vendor went out of business and a third party vendor came in to service the readers. Almost as screwed up as the parking meter fiasco.

Everything I've read mentioned is true. That being said the CPD brass never wanted this. They have told 9.5 time and time again it won't work and that working officers will quit on them. I'm a Sgt, how am I supposed to reward good work without being able to taking care of the workers????? Clout rules promotions and units. Giving a worker a duck is the most appreciated thing I can do. TACT, Gang, SAT, etc, and etc is finsihed without ducks. The city wants those units regardless of what anybody says. They need the power to move people around. Should all officers be on just 1st, 2nd, and 3rd watch in districts the city would be screwed!!!

Someone at HQ totally skipped the AREA detectives to investigate this and had a clouted secret unit handle the case.

Why do exempts think that everyone onboard for clouted getting a pass?

Don’t get too happy. It’s only delayed because they are tying computer systems together to interact with payroll which is not a good thing. It’s actually a bad thing because with getting it tied to payroll it will be rolled out quicker. Early to mid 2019 I am told the whole system will roll out.

Assistant state’s attorney leaves abruptly
Top Foxx deputy says he achieved final goal with murder conviction

Cook County State’s Attorney Kim Foxx’s top deputy left his position abruptly this week after nearly a year and a half overseeing day-to-day operations at the prosecutor’s office.

Eric Sussman’s last day as first assistant state’s attorney was Wednesday, he confirmed to the Tribune. He had been Foxx’s second-in-command since she took office in December 2016.

“Eric was instrumental in helping my transition into office and establishing and implementing our priorities,” Foxx wrote in a statement Thursday thanking him for his efforts.

Sussman, a former federal prosecutor, said he never intended to stay in the high-stress post long. He will be taking the summer to consider his next career move, he said.

“I wanted to make a difference, I wanted to make changes, work on bond reform (and) conviction integrity,” he told the Tribune.

Sussman said he accomplished his last goal when he joined in the prosecution of a murder case that wrapped up Tuesday at the courthouse in suburban Markham.

“(The defendant) was convicted, so I kind of felt like it was as good a time as any to kind of make a transition,” he said.

Sussman was the office’s point person at the Leighton Criminal Court Building in allegedly wrongful conviction cases from years earlier. In two cases last year in which Chicago police had initially refused to testify, citing their Fifth Amendment right against self-incrimination, Sussman told judges the office was forced to drop charges despite its continued belief in the defendants’ guilt.

Perhaps most memorably, he argued forcefully last year that a judge acted illegally in keeping a pregnant woman in jail for more than a month last summer after she was picked up for a probation violation. Sussman argued so aggressively that Judge Nicholas Ford threatened him with contempt of court.

Sussman was succeeded as top deputy by Joe Magats, a 28-year veteran of the office who most recently was head of its Criminal Prosecutions Bureau. Risa Lanier succeeds Magats, becoming the first African-American to lead that bureau, according to a spokesman for the office.

They tried this before and were told about the difficulties tracking starting and ending times and lunch for a job as unique as police officer. They were shown this in no uncertain and proven terms that the system won't work as constructed. The system could be modified if you get rid of certain parameters like starting 7 minutes early or leaving more than 7 minutes late. It could be like an a & a sheet where there is an assumed time unless it is changed, but Cit won't here of it. Millions wasted, again

As a Civilian with no dog in this fight I have a couple of simple questions.A quick search revealed that in all of the other Major Municipalities Overtime is pensionable.Why not here in Chicago?Fedral Labor Law is pretty clear on the matter regarding Municipal Employees "CLOCKING IN AND OUT"as a condition of employement,it mandates pensionable overtime.Has your union begun negotiation or litigation on this matter?

Watch secretaries and timekeepers will be overwhelmed and may have to stay a full 8.5.
General house mouse accountability isn’t feasible.

It’s back to the vendor/donor drawing board and another expensive commissioned study.

Here’s a cost saving idea:
Have everybody line up in the hallway and issue work tokens.
DSS collects them at the end of the tour.
Never been a problem for coal mine workers of West Virginia.

Actually downstate pensions are NOT eligable for a bump from OT. U of IPD pensions goes on the highest 5 yrs OT included.

This should be its own post. News says not enough black applicants taking the police exam. So today they had cops calling the applicants to remind them to show up for the test. Wtf is wrong with this Dept. And they had light-foot and a host of black aldermen saying how black applicants are at a disadvantage. Um. How is this unfair ; sign up (which is free now - I paid $25), take a remedial test of reading and writing - pass a background check - take a drug test - and pass a psysical ? If you have to be reminded to show up - you’re not what we’re lookmg for. - they are encouringing a future list of medical abusers Disgusting what’s going on.

Most other depts don’t have all these units, spots, different start times etc. This dept is such a clusterfuck it would take a NASA computer to be able to keep track of it all.

Would bankrupt the city. Some guys are getting paid OT equal to their salaries and u know they are not putting in the time. Administration sgts never leaving the office and making 8 hrs a day OT.

I don't tend to complain about the CPD much, but Come the Heck on.

98% of the rest of the City Departments Swipe in/out for work every day. OT? Fill out a CATA Edit, submit it to your supervisor and clock out when you leave. OT Shift? Swipe In/Out And do a CATA edit for the choice of Cash or Comp Time.

And more importantly, Payroll is discoverable under FOIA. So the Early ducks can make the Paper.

Pus tying it into the Bio-Metric Time Clocks prevents the 'privileged' from swiping other people in and out to cover their early ducks or late starts. And edits to the time cards with direct access to the software is Trackable via a specific log in ID and Password.

Fair Days work for a Fair Days pay.

Yes, you are right about this, time theft goes on and has always gone on. But, I can tell you for a fact, that the city has prosecuted, administratively, cases of time theft in the past and can do it again if they choose to do so. It is a firing offense and any arbitrator will uphold this in a grievance hearing. This is theft of time which equates to theft of money and you can be arrested if intent is shown.

Sleep in or get up early.

Take long, leisurely lunches.

What clearances?

Listen detective, you may have to actually work every minute you get paid for. And so should everyone else. CPD is the only police department where people regularly get “early ducks” and are paid for time they are not at work. And people wonder about the shortage of police.

Did you know that the 8088 which formed the basis for the IBM PC, had eight times more memory than Apollo’s Guidance Computer (16k, vs the Apollo’s 2k). The IBM PC XT ran at a dizzying clock speed of 4.077MHz. The Apollo’s Guidance Computer was a snail-like 1.024 MHz in comparison.

Maybe today's NASA computer, but certainly not the one that landed us on the moon. Think about that for a minute..........238000 miles to the moon, or 12000 employees. Which computer do you trust?
