- Three months ago, mayoral challenger Garry McCarthy accused Mayor Rahm Emanuel of being asleep at the wheel when it comes to stopping Chicago’s epidemic of carjackings, waking up only after the problem was out of control. Now, the embattled mayor is turning to technology — again — to shake that reputation and show he’s on top of the frightening problem.
City Hall disclosed Thursday it’s been quietly using license plate recognition technology on the 26 vans used by Department of Finance crews to put an immobilizing “boot” on vehicles owned by scofflaws with outstanding parking tickets or outdated city stickers. Cameras are mounted on both sides of the vans; each van can collect about 3,200 license plates per shift. The plate information is fed to databases on stolen cars and other crimes maintained by the Office of Emergency Management and Communications.
Although the Emanuel administration waited until Thursday to publicize the change, the vans have been used in the carjacking crackdown for a few months. Since March, boot crews have “identified and reported to CPD over 190 hits from the stolen vehicle list,” City Hall said. “By harnessing an existing city process, we are able to more quickly identify stolen vehicles on streets throughout Chicago, returning them to their owners and preventing these vehicles from being involved in other violent crimes,” Emanuel was quoted as saying in a press release.
So the boot crews aren't actually doing anything to "prevent" carjacking as the headline implies.Who authored this piece of crap......oh, Spielman. That explains the disconnect from reality that the headline reinforces.
McCarthy is making an issue of this and it's having an effect if Rahm is pushing his tame reporters and editors to move forward with this nonsense.

Woke up this morning to take the kid to school and noticed all the tickets and boots in 18.
No boots on fancy cars, just working class people. Thank G-d Rahm is looking out for the working class. It must be for the children or to pay for some cronie's jacked up building plans. Also notice most of 18 has construction all over the roads, making travel even more of a hassle. Must be an election year as we all arrive late to work. And we pay out the ass for this pleasure. I am outraged. Half the vehicles on the south and west sides are improperly tagged or have none at all making license readers useless. This discriminates those of us who are legitimate.

As far as the other claims which are probably true. 018 has also been a terrible district to find parking. It’s to concentrated and now all the construction makes it worse. Traffic is unbearable but that’s the case all over the city because of summer road construction
I may have posted this once before, but an old copper once told me regarding carjackings to keep some pepper spray handy, like within reach. If you happen to get carjacked he said to spray a good blast into the car as you exit (if you can) and the jacker won't be able to stay in there. Sounds plausible but these things happen so damn fast.... who knows. CCW may be an option but what if there are multiple assailants? Even off duty POs are getting jacked. The whole situation sucks.

Had a "disagreement" at fast food drive thru with a suburban PO who was in a rush,he didn't know how to go around a car waiting for an order. Saw him in my rearview mirror beeping his horn and making gestures with his hand. When he finally figured out to go around me he gave me the usual look, and I told him "the drive thru girl said to just pull up". Well he is obviously not used to anyone saying anything to him. So he slams on his brakes, exits his squad and runs up to my door with a piss poor attitude. Had I not been a LEO, he probably would have had a worse attitude. Working a 12 hours shift is not an excuse for having a bad attitude. I have worked 21 hours straight and still acted professional. Go back to working an 8 hour shift if you cant handle 12 hours. Just remember that when you are at a fast food restaurant, they all have numerous videos watching the drive thru lanes.
New Democrat plan: prevent carjackings by booting all high-end vehicles on the public way, whether parked illegally or not. Sure, people will have to pay for this great service but it’s to protect them. United Socialists for America (USA) 2018.

Same exact thought here. Sun-Times is taking on water, and they are trying to paint themselves as an alternative to the right-leaning Tribune and trying to start an old East Coast-West Coast Rap feud, but as an editorial, that was truly despicable. My guess is that Rahm sent two cartons of Virginia slims to Fran as a reward, which will be gone by tomorrow as she slaves away on her typewriter throughout the night even though Mayoral Spokesman Peter Giangreco gave her the electronic file to upload.

018? I don't want to hear it. CPD (apologies here SCC this one is LONG) Fights tooth and Nail to get Street Cleaning and Rush Hour tickets before Finance PEA's get to them. I've seen DOZENS of 9-64-100G (Within 30ft of Stop Sign/Traffic Signal) tickets written by 018 coppers in the areas of Chicago-North Ave/Halsted-LSD. When I worked 11-7, 018 was all over the Residential Permit Zones that start at 6pm in those areas as well. Plus I've Watched 018 foot patrols checking Meters in the Gold Coast. As well as Unit 211/212. 019, 020, 024, 017 and 014 come to mind as districts that Love Street Cleaning tickets.
You guys and gals want activity for VRI or w/e its called these days? I understand that Parking Tickets are a great way to Avoid Barry Manilow Issues. But how about going after the blatant idiocy?
Pick a Dealership on Irving in 016. Or on Grand in 025. Gold Coast Bentley in 018 (and I don't care that a Ex Cop is head of Security there, that dude is pompous). Or the Vehicles with No Plates and a Covered VIN? I believe thats a Tow to impound for Investigation? Or watch out for Nebraska Intransits and Texas 1 Trip Permits and Arizona Temps (some are 90 days some are Not Legit outside of AZ, or Michigan and Indiana Temps (Indiana Temp Plates are only valid for 45 days, do the math. Michigan Temps are 30 or 60 days, and again, do the math.).
Nebraska has a Fraud Alert out for their Intrasit Documents (INT plate if you're handwriting it). See them a lot in 024 and 020 and parts of 016 and 025. You have a better than 60% chance that the VIN is going to come back to Illinois, if not Chicago. There is a Dealership/Garage near Wrightwood and Cicero that is Photoshopping Wisconsin Temp Plates and using the photocopies for a "Plate" when they sell their vehicles to people in the area that are not likely to go to the police. I have pictures of a Wisconsin Temp Plate thats On 5 different vehicles with Expiration Dates that vary all the way back to 2015.

9-64-170A. Every Pickup Truck ( and it doesn't matter What Type of Plate in ON a Pickup, It is a Pickup Truck) that doesn't Have a City Sticker on it can get a Ticket for Parking on a Residential Street. Same restriction for Vans that don't have a current Chicago City Sticker.
Suburb Owned/Registered? They don't count because they don't live here.
Or how about Commercial Vehicle Enforcement?
Commercial Vehicles are not allowed to PARK on Any Residential or Business Street (definition 9-4-0101: 50% + 1 rule) when they are NOT working. 9-64-170 A & B. Taxi Cab Ban, Residential Streets. Taxi Ban, Business Streets between 2am and 7am. Junk Truck Ban. Semi Truck Tractor Ban. Semi Trailer Ban. Limo Ban. Motorhome Ban. Bus Ban.
Also Commercial Vehicles are not ALLOWED to have a Residential Parking Permit, Temp or Perm on their City Sticker. That is PER the City Clerk.
And Vehcies that are used for Commercial purposes are required under State Law to be MARKED with Biz Name and License #.
No Markings? Write the State Charge, get the Court Time, and Zero $$ to the City.
Vehicle Type Bans are the Easiest Title 9 tickets to Issue. I was averaging 120 per day from 4/17 to 12/17.
Loading Zone Enforcement? Send a Message to the Valets. All Loading Zones must be empty. If there is a vehicle in a Loading Zone it is now required by Ordinance (Change effective 1/1/18) to have its Flashing Lights ON the entire time the vehicle is in the LZ. Randolph from Halsted to Ashland alone on a Saturday or Sunday could provide enough activity for the whole District to qualify for VRI.
