One Shoe Drops

The wiretaps must have needed tickling again, so the first two indictments were announced:
  • A Chicago police sergeant and an officer who works for him on a West Side gang squad have been indicted on federal charges alleging they lied to judges to obtain search warrants and then stole cash and drugs from properties they raided.
The linked article outlines the charges.

This is unsurprising once again:
  • [The indicted sergeant], 45, was hired in May 1996. He received a merit promotion to sergeant in February 2014.
Another "merit" promotee being indicted and bringing discredit to the Department? What is it going to take to get rid of the entire "merit" process?

In almost every scandal involving a supervisor, there's at least one subject with the "merit" label hanging around their necks. It's a broken system that crooked exempts use to promote crooked nominees who learn that if you're part of the clique, you're never held responsible for misdeeds as long as the misdeeds don't become public knowledge....and even then, the odds of you escaping accountability are better than average. Some serial offenders manage to score additional promotions even after being caught dirty.

Gosh, unbelievable!

Hard to believe we still have officers out here pulling this type of crap.
It sure took long enough to charge them, these guys were pulled off the street a few weeks ago.

I saw kidney-beans talking tough in front of a few recruits. What a complete goof.

When he said "I want my police stars back" I almost spit out my soda. That was epic funny.
What a tool!

Then he tried to walk away all tuff lol. Don't blow out that bad kidney.

We will see if he gives his police star back when him & his wife get charged with that cheating scandal.

Scumbags. Another black eye by a bunch of idiots.
And the sad thing is, that a handful of years from now someone reading this blog right now will give us all another black eye.
Everyone thinks they are so smart and will never get caught- and they trade their honor and integrity for foolishness and greed.
Such a sad, sad thing.

But now off topic, can we finally get rid of Gang Enfkrcement?
It’s a bunch of tact kids running around puffing their chest out saying “I work gangs!”

Listen, they don’t conduct operations of any kind, even short-term.
They don’t target specific gangs, or gang members.
They don’t attack the problem from the scope of the bigger picture- as the unit was idealistically designed to in the beginning.

Nowadays, the teams work the same district every day. They are in a deployment box, and hunt for a “head.” Any head will do.
I’m sorry, but that’s called TACT, and you can do that while reporting to a district.
You know, just like the gang teams did in the district before GEU was brought into existence in 2009.

De-centralize it and get the manpower back to the districts.
Do that unit a favor and put it out of its misery.

Another Metit under none other than our guy Big Ed.

I can't wait for fast talking Eddy Johnson to go!

The Superintendent wouldn't know how to spot corruption if it were right in front of him. They promoted this guy to Sgt with knocking down the wrong door and than going next door and giving the woman 1,000 bucks to fix it with the drug guys money. This is straight up crazy!

Keep working it's all legit.

This place is seriously messed up. The best will be when the Superintendent has to turn in his star. These two guys were all over the radar and everyone looked the other way and even gave the one a merit spot. I'm sure that's what he needed all the money for. Merit spots obviously don't come cheap!

Let's do some car chase :P

It sure looks like most merit promotions are people with a lot of baggage in their background. I guess I will be a 9161 until I retire. With merit and answers givien to the connected. That leaves not much for the working Police. I hope both guys get the maximum prison time.

This department blows.

Well if the CFD can promote a convicted ARSONIST meritoriously, I guess it’s ok for the CPD to promote FELONS meritoriously.
Because in the Chicago promotion dictionary, words like ARSONIST, FELON, & MERITORIOUS, all mean pretty much the same thing.
“One who takes a out of rank promotion for a position that they have no business being in, thereby destined to fuck up, while also denying a promotion to a person that studied and actually earned the promotion that they were denied.”

Reminds me of the Miami corrupt cops scandal due to lowered hiring standards.

Police Agencies asked to lower requirements, excuse drug abuse and criminal histories on recruits.

A new move toward national standards on Policing would have devastating problems for Police and Citizens.

In what appears to be a counterproductive move the Obama administration has asked Police Forces across the nation to lower standards of applicants to their forces in order to become more diversified as outlined by President Obama’s Task Force on 21st Century Policing.

While the nation struggles to cope with the tensions that have been created by media, politicians and those seeking to gain monetarily by creating a negative narrative between Police and the communities they serve a very questionable request has been made by the President Obama’s Task Force on 21st Century Policing.

The request is that Police Forces across the nation actually LOWER their standards in every aspect for hiring purposes thus allowing people who have drug and alcohol histories, criminal histories and are physically unable to complete standards that have been set to enter the field of Police work.

The request is that Police Forces across the nation actually LOWER their standards in every aspect for hiring purposes thus allowing people who have drug and alcohol histories, criminal histories and are physically unable to complete standards that have been set to enter the field of Police work.

From: The Reverse Racism Effect: Are Cops More Hesitant to Shoot Black Than White Suspects? A study by Lois James, Stephen M. James and Bryan J. Vila of Washington State University

The report that request agencies now hire these individuals who would not have been previously been hired due to “Certain barriers – including background investigations that treat all arrests and criminal convictions alike regardless of type of offense or how recent the occurrence, or even screen out those voluntarily admitting to drug use alone (without any conviction) – can prevent the agency from hiring the diverse officers it needs to connect with and serve the entire community.” has been obtained by Judicial Watch.

The report further lowers recruit standards by eliminating written tests stating in part: ” The president’s task force has determined that certain written tests used as part of entry-level hiring in state and local law enforcement agencies are likely to create an unlawful disparate impact and are not necessary for selecting the most qualified candidates. “Reliance on these tests can create an unnecessary barrier to the hiring of qualified racial minority applicants,”

Correlation does not imply causation.

One can also argue the reason they did what is alleged is because they are males, or are Hispanic, or are male Hispanic. Or both drive Suv’s, or live in single family homes, etc.

Simply being merit does not increase the chances of being corrupt. And no, I am NOT merit. And I believe that merit needs to go.

There must be something more to explain why coppers continue to do these things. I don’t have the answer, but perhaps contributing factors-amongst many others-is that being a male with shitty supervision, with an out of control ego, with a desire for an adrenaline rush, contributes to the chances that a copper will engage in criminal activity.

Perhaps it is the same logic when guys who have a beautiful wife, great kids, and a wonderful home life, will risk it all to pick up a diseased, drug addicted, $5 prostitute.

Tact is a joke period. Chasing beat cars to take domestic arrests. When serious calls come out like person with a gun, narcotics, gangs they hide. Seriously the beat cars make better arrests.

5/11/2018 01:12:00 PM

It has always been like that, but they were racing to get that Part I shoplifter back in the day. And yes, patrol made better arrests back then too, due to the fact that then, like now, they were inside processing their b.s. shoplifting or one bagger arrests, and were up and available to get those nice on-views or in-progress calls resulting in good pinches.

Where do you find honest politicians in Illinois? There might be a few 6 foot under along with the ones that still vote every election.

5/11/2018 06:24:00 AM

You won't find one. They may start out honest but they shortly become corrupted. Just remember this, Politicians are like diapers, they should be changed frequently, and for the same reason.

Perhaps you’ll get the chance to cry on your former Governor current VP Mike Pence shoulder.

Just to have you clarify, how is it full of TRIPLE merit hacks? When there’s only a couple who are eligible for that to be the case? You’re numbers don’t add up

AH! Bobby Lopez, do nothing 023 Tact, merit promoted to Sgt., sent to the training academy for a few years. Once while in the academy I observed him in a hallway throwing papers and kicking lockers. It seems he wasn't on a Lt promotion list. He had been promised and threw a fit when he didn't make it. Not to worry he was on the next list! Complete jerk!

Why do people keep asking even merit is going to disappear, or ask when the dept is going to realize merit is a problem, when does this change etc.. it. Never. Will. The real function of the dept IS TO SERVE AS A MERIT BRANCH OF CITY HALL, just like any other city department. The connected lead. It’s simple. That is why we are so top heavy. Merit isn’t going away because it does what it is supposed to do- hook the connected up with a nice city salary. This is a symptom of a 1 party political class that cannot be voted out. Don’t overthink this situation.

I got news for you Pal your spending power is probably twice that of one of our retired guys getting double and living in this city, especially if he has to pay for his own medical. And most of us retiree's are still working to.

Anyway what does this have to do with merit promotions and why do you care.

NO ONE EVER SAYS INDIANA IS GREAT TO WORK IN! You know how many cops in the south burbs, I've even heard the north shore, live in Indiana? We don't understand you guys. Most of the guys I work with, all born in IL, live in IN and they talk about how they can't get Indiana guys to cross the border. We respect you guys. We also feel bad for you and know you don't have it good but the reality also is you guys choose for your own reasons not to make the switch. I just tried to recruit a female from Gary to the burbs. She seemed on the fence. I can't for the life of me understand what the confusion is about. Even our lower paying departments and details will put you in a better place. Speaking of...sarge you put 25 years in. If you're working PT security for $9/hr. you need to drive across the state line and help yourself and your family out.

Humm, let's see now. All of these history revisionists talking crap about the somewhat recent promoted Lts and or Sgts. Get rid of them because they're cheats, crooks and undeserving. That may or may not be the case. But Damn it,don't be silent hypocrites to the that Fat Phil's son and his son's entire tact team ( who are now upper management bosses)
We're somehow miracle test takers as well; and don't mention all of the detectives he merited. And HELL, Mauher and Townsend were just as bad or worse! A few of their so called wonder picks are still fucking shit up, even though a couple have retired, does Walsh ring a bell ! If you fucking biased selective, C.P.D. historical revisionist want to talk history on the undeserving promotions ddf one through the merit process. Include all of those names and many more. Not just the names of the ones you don't like or who won't grant you any favors. In the end , most of them behave the same way and repeat the same process. The merit process is only a small part of the problem. True transparency starts with posting everyone's test results from the 1st to the last in order on a list using the last 4 numbers of their social or fuck it, just list their names ,star and unit. If you did well or not so well. Don't hide the test results. And lastly, hire a true p rT omotional test creating company with absolutely no ties to Chicago or anyone with C.P.D., and not let any bosses or politicians see the test until after the test is given taken.

==============
according to their web site if you had 25 years in you would get 60% of your base pay from your final year of service. That would mean you were paid $3500/month as a sgt. That is $42,000/year.

another website says the average police sgt salary for gary is $70,000/year.

Unless you retired 20 years ago I think the numbers don't add up.
