She spent the weekend pouring over the draft, 225-page consent decree released late Friday by Mayor Rahm Emanuel and retiring Illinois Attorney General Lisa Madigan. On Monday, Lightfoot held a news conference to articulate concerns that go beyond the dispute over whether the police department should be required to document every instance in which an officer points a gun at someone.
Chief among those concerns is the 21-day period for public comment. Lightfoot said that’s too short to expect the general public to read and analyze the consent decree and should be extended to 45 days.
If you can't read this thing and form a cognizant opinion in a day or so, you really shouldn't be allowed anywhere near a computer. And she exposes her complete lack of anything resembling fiscal knowledge and responsibility:
- Equally troubling is the absence of “specific dollars.” Lightfoot pegged the annual cost for the monitor alone at $2.5 million and said the pricetag to implement the reforms is likely to be $10 million-a-year. She wants those dollar figures written into the decree itself.
That's a low-ball estimate. New Orleans, with a manpower count about one-tenth of Chicago's, spent something like $11 million in 2013. LAPD put their cost at $28 million way back in 1996. Seattle spent $40 million during its first year - 2012.

I have read $2.5 million to $10mil a year for ten years and until someone explains where that money goes, how it is spent and has a more defined total, fuck that consent decree. It is merely a rip off of taxpayers and anyone behind should be suspect in the eyes of the public as aiding and abetting corruption in my view. Mayoral candidate Paul Vallas on Tuesday questioned the need to require Chicago police officers to report whenever they point their guns at people, siding with Mayor Rahm Emanuel and Police Superintendent Eddie Johnson on an issue that has emerged as the main sticking point in their negotiations for a Police Department consent decree with Attorney General Lisa Madigan.
In a statement his campaign released Tuesday afternoon, Vallas mentioned slain Chicago Police Commander Paul Bauer as he said he worried “such reporting requirements could potentially inhibit officers when they have milliseconds to react.”
“One has to wonder if Cmdr. Bauer might still be with us today if he had had his gun drawn,” Vallas’ statement reads in part. Bauer was fatally shot in February as he struggled with a man during a foot chase near the Thompson Center in the Loop. Bauer, who was on duty and in full uniform, apparently never drew his weapon, according to police. Shomari Legghette, a four-time felon, has been charged with Bauer’s murder.
The proposed consent decree between the city and Illinois attorney general’s office, released Friday, eventually would serve as a court-enforced mandate governing reforms in the Chicago Police Department.
During a City Hall news conference earlier Tuesday to talk about the need for the Chicago Fire Department to deploy more ambulances, Vallas was asked about the proposed gun pull registry.
“I can understand the need to have data on officers who consistently draw their weapon, but I can also appreciate the officers’ concern and whether this will inhibit them,” he said. “So I need to see the fine line.”
While Madigan has said she believes the requirement is essential to making sure officers are properly using the threat of a gun, the Chicago Fraternal Order of Police has said requiring police to document each time they pull their weapons and point them at someone could endanger officers.
Vallas’ uncle and wife were police officers, and he has two sons who are police officers, he said. A onetime resident of the Southwest Side’s 19th Ward, where many police and other city workers live, Vallas hopes to do well with those voters as he tries to unseat Emanuel.
“For me, it’s not that I’m ducking the issue, I want to know what that means, what that means for reporting,” he said during the news conference. “Is that a checklist, or do you have to do a whole write-up about the fact that you pulled your weapon? Or is that part of your arrest report, for that matter? See what I mean? So I don’t really know what that means.”
The famously long-winded Vallas’ campaign later released what it called a “more concise statement” on the proposed registry. (John Byrne)

My father was a PO for 34 years here in Mass and I don't think he could have lasted that long now. Just read thru part of the consent decree and on page 222, #775 they define youths as being between the ages of 13 through 24. 24 years old! Are you freaking kidding me? I guess CPD must treat the majority of gang bangers with kid gloves. I am 57 and back in 1979 17 was considered an adult.
All right now attention north siders the south west side was just re-assessed, my taxes are going up 30% or another 2000 more per year! We live on 57th and Sayre beat 811, where the streets are full of potholes, we definitely do not have enough police presence the trees have not been trimmed in ages, the stop signs which are many are covered by trees people can’t even see the stop signs we get absolutely no services no wonder why Alderman Zalewski left so quick !

Consider yourself lucky. Mine went up 90%, no not a typo. 90% and that’s without any comps to justify it. No additions or improvements, assessor just decided to increase 90% on a home that still has original kitchen and bathrooms from the 60’s
