Number Games?

An interesting article along with a whole bunch of charts, graphs and statistical interpretation that leaves the lib-tarded narrative screaming for mercy:
  • A year after Illinois Attorney General Lisa Madigan sued the city of Chicago to prevent the city’s police department from engaging in a “pattern of using excessive force” and racial bias against discriminatory misconduct African-American and Latino residents, her office is wrapping up the process of foisting a consent decree on the Chicago Police Department (CPD). Doing so, I argue, undermines public safety — especially for communities of color. Today is the last day the public can add their input. The basis for bringing this $10-million-a-year consent decree is founded almost entirely on a 2016 city report and 2017 federal report on Chicago policing that sparked international headlines from The New York Times to The Guardian.

    However, the police data used within those reports focused on stops and use of force, but omitted arrest, offender and victim data. This is essential context intentionally ripped out of these documents that are a combined 182 pages. The media followed suit, painting Chicago’s police force as one of the most violent and racist in the nation, reflective of their historical reputation. They wrote the CPD regularly uses force that is “unjustified, disproportionate and otherwise excessive” and the department is “plagued by systemic racism.” Utilizing the statistics that have been publicly available this past year — as well as during the review process by U.S. Justice Department and mayor-appointed officials — some clear facts come to light that have yet to be mentioned:

If these numbers hold up to scrutiny, Chicago Police actually use less force than the national averages.

How does the old saying go? "Lies, damn lies and statistics"?

Speaking of numbers, the NYPD has 77 precincts (districts). In a comparison of 2018 murders through last Sunday, the highest NYPD MURDER count is within the confines of the 73rd Pct (Brownsville) in Brooklyn with only ELEVEN murders.

Twelve of the CPD's 22 districts surpass Brownsville with 011 leading the way with FIFTY (50) MURDERS.. Distant CPD runner-ups are 005 (36); 007 (33); 015 (32) and 006 (30).

Furthermore, none of the LAPD's 22 divisions (districts) can touch 011. Therefore, out of the 121 districts (precincts, divisions) in the nation's three most populous cities, 011 has a virtually insurmountable lead in MURDERS.

Now's CPD's chance to become part of the problem. By being transformed in "mobile report takers"/"secretaries on wheels", you can help keep statistics on the crimes that occur, rather than get all involved in taking an active role in preventing it.

This is the police department that a vocal minority wanted, and Emanuel is willing to take advantage of this opportunity in order to save his political ass. The rest? Those that support you? The majority? Well they don't have time to be out protesting. They're doing the same things that you do; working, maybe working a second job, going to school, raising their families.

Unfortunately their voice will not be heard. Not until it is too late. Emanuel is willing to sacrifice their safety for the election AFTER this, or perhaps even his next one, his "Law & Order" candidacy.

If we back up a minute, to Travon Martin, to Ferguson, Missouri, to the "gentle giant", to Philadelphia States attorney Moseby, we can see where all this bullshit originated. From Obama's statement the Trayvon Martin could have been my son, to Eric Holder's perpetuating the "Hands Up Don't Shoot" fiction that ruined the careers of Officer Wilson, its been a propaganda shit storm reflecting leftist ideology. And its not over yet by a long shot.

The lying, pandering, over the top efforts by the democrat party of today to erode middle class values into something more akin to the thinking of radical leftist extremists (Dohrn, Ayers, Alinsky, Weathermen, George Soros and all the rest). All of these pandering activists serving up their bullshit only to point a grubby finger at the police as being responsible for crime, social and economic inequality. Unfortunately our department allows it to happen for the personal advancement of a few.

A few years ago when the Abbatte incident with the female bartender on Belmont hit the news, columnists decried the "code of silence" and Blue wall. Almost every district has an asshole or two and everyone in that district knows who they are. Then I suggested that a copper isn't going to risk his career, his pension and reputation going to bat and lying for an individual they know to have issues. They're just not going to get involved in covering up for someone they know to be a jerk.

I might as well have been speaking to an ashtray. Bottom line is people are going to believe what they're going to believe regardless. That's their problem, it shouldn't be ours.

While six of the seven latest grant recipients are independent neighborhood businesses or nonprofits, one is a larger, albeit local, chain — Home Run Inn Pizza. Kotak said the pizza chain’s $1.59 million grant would go toward expanding and updating its Little Village location, including the addition of a new banquet room.

“Home Run Inn is that typical neighborhood place where you go to hang out with your family,” Kotak said in explaining the grant.

*So it looks like you give the mayor $1000 and he gives you back to million dollars in tax payers money that works out well G where do you donate I know many Chicago police officers would be happy to donate and many businesses on the west end of the eighth district, 16th district, and the 22nd district would be happy to give $1000 to get the grant money to expand or build would be happy because the people that live here support law and order, respect the law, pay their taxes which are just skyrocketed as the mayor gives away tax money to his rich friends! Nothing like pandering and buying votes which is exactly what he’s doing;

On late Friday, Emanuel’s campaign reported the mayor’s most recent round of campaign contributions. Included in the batch of money: a $1,000 contribution dated Friday from Daniel Costello, president of Home Run Inn.

It seemed interesting when one of the “experts”on the 1968 Chicago Police riot, who was interviewed on wgn. He said that one of the main reasons that the Police rioted, was the disproportionate number of Catholic members on the department at that time! Now there’s some scientific proof right there, LOL. They really had to go out of their way to find the asshole “experts”, that agree with their anti Police and anti Catholic views.
Like under a rock on any college campus nowadays! Just rewriting history....

In a rare act of journalistic due diligence, the data on 73% of crime suspects being black I only saw reported a single time: By WBEZ (Chicago Public Radio) on a now-deleted (archived) web page. This data is directly referenced on WBEZ’s audio clip of the story where the ACLU of Illinois dubiously dropped the bomb that Chicago cops were more racially biased than NYC cops at the peak of stop-and-frisk. ....

According to WBEZ reporter Katie O’Brien:

“I have some doubts that the ACLU [ran all the corrections for stops and controls]. If there is supplemental information, say, in a CASE REPORT that would explain why someone is stopped, that would augment the information we have. I did hear from [CPD Spokesman] Martin Mulroney, who says racial profiling is strictly prohibited, but as far as the CONTACT CARD numbers and demographics, he said they closely mirror what’s called their CASE REPORTS. Like when someone calls in and they say ‘Someone is stealing a car, they look like this.’ That profile goes into their CASE REPORT. You can see on WBEZ.org [again, not anymore] that they’re very close to the percentages found in the CONTACT CARD.”

This data is corroborated only one other time, also by WBEZ in a 2013 story focused on ACLU’s critiques, where CPD defended their stop percentages and it was reported, “The demographic stats from those [case] reports is on par with those stopped for suspicion.” This is a key linchpin to the argument that no racial bias is taking place systematically by Chicago police.

Again, the ACLU only released the contact card data, and purposely omitted crime report data.

Read this article that someone shared on Facebook a few days ago. It's a nice bit of work on the part of the author, however, the DOJ, City, State, & Feds...even the media, already knows these facts! That is the sickening part. As was pointed out in the case law " statistics are not needed to prove that there is an inherent bias" on the part of CPD. The facts show that the narrative doesn't hold water, but Facts be damned! Never let the Truth get in the way of a good story!

One of the basics of the Fundamental Changed America essentially was to Consent Decree the entire law enforcement system from courts, prisons, prosecution and the basic reasonable suspicions of the lowly beat officer.

If there’s nothing to complain about that needs fixing and endlessly pouring money into, then the Democrat party wouldn’t exist.
An arsonist would start a fire and watch someone else put in the effort to put it out.

Remember the pending 10,000 gym shoe giveaway in the underserved community to be hosted by some vagabond wrapper...well, it didn’t take Rahm long to upstage that event with his own Re-Election popularity booster.
Giving $8 million to the community that doesn’t reinvest any of their own money.
$8 mil to be dumped into crime and violence ridden areas that are unsafe at any time of day.
$8 mil is only part of the $23 mil collected so far from the taxpayer fund.

Why the beef?
Just got a flyer in the local neighborhood Nadig where Ald Naps (R41) and Laurino (D39) urging the Ward residents come out and support the local businesses affected by side street closures due to sewer replacement.
This is the Only help the Ward gets....No Rahm handouts, No Rahm makeup cash or deferments, No Rahm cash for new business starts in all the empty storefronts.
No business help in the 45th either.
But if ever there’s a remap (and it’s likely) annexing the Section8’Arena boundary, then Devon-Central would be leveled and replaced with “senior” affordable housing.

While true, back in the late 80's and early 90's with the crack epidemic certain L.A. "precincts" were much worse than anything Chicago had.

Why are there so many store front church's on Clark street?
This was identified in the Clark street vision plan as causing the greatest economic leakage to the corridor.
Open only 6-20 hours per week and producing 0 revenue or taxes.
A couple have water and electric shut off notices posted but services are seemingly still held.
Who can address this overabundance that is continuing to contribute to the blight of RP?

Sales void (also called “sales leakage” and “sales
gap”) measures the difference between what
households spend and how much businesses
capture, in a given trade area.
The business mix on Clark Street fulfills a small
portion of the retail and retail-services needs
of the neighborhood, with additional day-to-
day needs (like full-line groceries) available at
Gateway Centre Plaza. Even with Gateway,
however, the neighborhood leaks the equivalent
of 70% of available spending. That is, businesses
in the neighborhood capture an estimated $245
million in total sales, while household demand
is $826 million. Total sales includes purchases
made by people who come to Rogers Park (or
Gateway Centre) to shop, though the proportion
of “imported sales” is not known. It is clear that
a large portion of Rogers Park expenditures are
being made outside the neighborhood.2
All major retail and retail-services categories
show sales leakage outside Rogers Park. The
Food & Beverage category shows leakage of
32%, despite the presence of Jewel-Osco. The
subcategories of Specialty Food and Beer/
Wine/Liquor perform better, with about 18%
leakage each. The restaurant category is
performing poorly, despite the large number of
restaurants on Clark Street, with sales at 42% of
available household spending. Drinking places
show a sales surplus of 56%.

I read the University of Chicago Crime Lab 2016 gun violence report.

I was bothered by the fact they had such granular demographic data on pages 13 and 14 of the report with regards to the victims. And on pages 15, 16 and 17 they had statistics with regards to the suspects age, if they had a prior arrest (including for gun or not), gang affiliation, etc. But, suspiciously no demographic data on the suspects.

I directly emailed the research director thanking him for the great report, politely stating my interest as a citizen and seeking that missing set of data.

He happily provided the data the very next business data. It arrived with such little friction, I didn't bother chastising him for leaving out this data, or even asking why it was excluded (we all know why).

Race of homicide suspects in 2016 was as follows:

African American: 77% (75% in 2015)
Hispanic: 19% (same in 2015)
White: 3% (6% in 2015)

Why the beef?
Just got a flyer in the local neighborhood Nadig where Ald Naps (R41) and Laurino (D39) urging the Ward residents come out and support the local businesses affected by side street closures due to sewer replacement.
This is the Only help the Ward gets....No Rahm handouts, No Rahm makeup cash or deferments, No Rahm cash for new business starts in all the empty storefronts.
No business help in the 45th either.
But if ever there’s a remap (and it’s likely) annexing the Section8’Arena boundary, then Devon-Central would be leveled and replaced with “senior” affordable housing.

RepaIrs are stalling. This should have been completed months ago. This is turning into a siege. On a side note a request for a 4 or 4 flat was made in the middle of the business area and approved. Maybe a start for apartment buildings. Once you change zoning for one how can you refuse others

011 is not a neighborhood. It consists of the east Garfield park, west Garfield park, a huge chunk of what consists of the humboldt park, part of north lawndale, and a small piec of Austin community areas. 015 only consists of the Austin community area. 007 consists of the west englewood and englewood community areas. Yes Fillmore nn ranger, 011 has led the city in homicides the last few years. Before that it was interchangeable with 007. 011 is larger than both. Extend 007 four blocks south to 79th and four blocks north to 51st and you have a district the size of 011. They're all dangerous areas. What matters is you all STAY SAFE! And take care of each other, most people think we're just a necessary evil.

In area, both 007 and 011 are approximately six square miles with comparable populations. The north half of the Austin Community Area is CPD District 025, not 015. CPD crime tallies were always reported by police district, NOT the misleading boundaries of community areas.

In aggregate murders, 011 handily leads all other districts over the past half century. Give notoriety where notoriety is due.

Using your "expansion" of 007 for a half mile to the north and south is absurdly irrelevant. What if you were to do the same to 011 making its south boundary 16th St. instead of Roosevelt Rd. and its west boundary Laramie Ave. instead of Cicero Ave.? What's your point?

To date, one in every seven city-wide murders occurred in 011 during 2018. 011 also has the dubious distinction of leading ALL CPD's districts in sexual assaults, robberies, aggravated batteries, shooting incidents and total Part I Index VIOLENT crimes. It's the only district in the CPD where the number of VIOLENT crimes surpasses PROPERTY crimes.

Check out and concede the above FACTS. Stop making this a pissing contest.

The Harrison district hasn’t been called Fillmore since the new station on Harrison was built back in the late 1970’s!
Why do people insist on calling themselves Fillmore rangers? Sounds idiotic to me? You put your time in that shit hole and learn the job, then you move on.

o In approx.. 1989 a police boss stated that while blacks made up 6% of Jane and Finch (an area in Toronto) population, they accounted for 82% of the robberies and muggings, 55% of the purse snatchings, and 51% of drug offenses in the previous year. Ontario police were then prohibited from keeping racial crime stats for the next 26 years.
o In 2015 Problems arose when some sought info on the race of Canadians killed by the cops, apparently to support the B Lives matter narrative.

Most of the CPD's 22 districts are named after the main neighborhood in which the station and boundaries are located. While "Harrison" is an insipid and bland name for the most bloody district in Chicago, The GARFIELD PARK community area comprises most of the district as well as the location of the 011 police station. 011 also has smaller community area sections of North Lawndale, Humboldt Park and a quarter mile strip on its west end that is Austin.

Should Englewood and Chicago Lawn be renamed "63rd St."? I think not.

Rename the current 011 to GARFIELD PARK.

Instead of having "duty availability" as a pay bonus, the monies should be used to pay officers who work the streets of the most violent districts during the hours of darkness. Every other major city municipal police department in the nation has shift differential. Why not the CPD?

I smell the filthy odor of clout politics in this most corrupt town.

I say end duty availability to shift differential. It should be for police officers that work the street , lock up or district desk duty .
It would be fair , because if all the old timers take it , younger officers will be assigned to the second watch .
All officers would have opportunity to work 1st or 3rd watch their last four years to get the pension benefit .
Maybe Officers would vote for 75% police officers rotate and the 25% that need a straight shift could bid .
It would be for money if 1/3 of the police assigned to second watch or clerical duties were not receiving extra pay .
