Department Stonewalls

  • As CBS 2 reported earlier this month, nearly 800 Chicago Police officers are not on the streets fighting crime, but rather working desk jobs.

    CBS 2 [...] has been trying to find out why CPD isn’t using those officers to do the job they were trained for, given the crime in Chicago. The number is likely much higher than 800 officers, as originally reported. CPD does not want to respond as to why the officers are being kept inside at CPD headquarters and at districts throughout the city, rather than fighting crime on the streets.

    Tuesday, CPD welcomed another graduating class of more than 200 officers, but Chicago Police Superintendent Eddie Johnson declined multiple requests for a one-on-one interview.

    [..] According to a 2013 analysis of 30 CPD units by the Inspector General’s Office, more than 300 of those “administrative support officers” were doing jobs civilians could do, at a savings of $6.4 to $16.6 million dollars.
There are plenty of spots handling sensitive information that have to be manned by sworn officers - some governed by State Law. But there are probably twice as many spots that don't need an armed secretary. And the made up spots are just ridiculous nowadays.

Yes please put the 3 trained ETs the commander has in his office back on the street. The 3rd watch has 21 total ETs working the street covering the entire city and this jag who should've retired 7 years ago has more people hidden inside than those working the streets at any given time. The sensitive information jobs aren’t what they used to be. With computers and shared information with other agencies, very little is private or sensitive. You make an arrest and the info goes to the clerk of the court which is all civilians, ASA all civilians, PD’s office all civilians, probation dept all civilians just to name a few and not to mention who they give their information to. Also include city hall

Kill the school spots NOW once and for all. Restorative justice= no arrests ever. Let the CPS principal/ administration earn thoose salaries along with the security team and deans . Hiding and killing crime. Over 200 police sitting around MON.Thru Friday doing nothing. Sent them back to the streets we can use the help. Is the intergovernmental agreement still in force or is CPD just eating the cost?

this conversation has been going on for decades. I am an old timer, long retired. When I started in 010 in 1968, there were two police officers working in the commander's office and two civilians working in the time keeper's office. Two officers in the review office and a sergeant and two officers behind the desk. That was it. When I retired I was in 007 and there were at least 25 working in the commander's office and community service office and five behind the desk.

Absolutely ridiculous is right SCC.
Last year we lost 2 full duty officers from our watch to go to HQ to work in “CompStat Unit”...... WTF is that about?
Our district has a DIO and 2-3 “CompStat” officers who do very little and don’t even show up every day and now there’s a unit just like that at HQ??

Patrol could surely better utilize these full duty officers.
I’m not a big fan of CBS but they’re on to something here and hope the fact that the department is stonewalling them only makes them dig deeper.

Correct.
Our previous DC had so many tucked away in made up positions that he took over our Quiet Room in order to create more cubicles.
There’s enough full duty officers in do nothing, or very little, jobs in my district that they could man an entire roll call. Somethings very out of whack with that.

All these so called “ investigative” news reporters have to do is walk into any district station and watch the desk crews for awhile. Go on various days on various watches. You will seem the civilians the city wasted money on, at the desk along with the the same POs working the desk too. The civilians were supposed to replace the POs so they could hit the streets but that never happened. The front office is just as wasteful.

There’s a lot of incompetence out there and some are too dumb to be out in public or a risk for the department. On the other side if the coin, there’s just as many incompetent civilians, too. One hour of work turns into eight hours. Can’t work any slower. And the worst of it is at HQ. The union garbage gets in the way and you can’t get rid of them. Supervisors turn a blind eye, too. It’s a mecca of idiots.

The superintendent has One guy on afternoons who's only purpose is to trained EJ in the workout room then is "DONE" ,guy only works 4 hours and 2 of them are "workout hours",dont believe me go check out workout room at 35th between 4/6 pm,plus on days ej has a nurse(po) if she isnt "picking up her kids at school she is on "her own sch." take both of these "too the bank"....

Yesterday morning at 07:07am a radio call went out in 016 or 017(can't recall now, sorry) about a Stabbing that occurred in a Parking Garage for Commercial Hi-Rise Buildings near the Kennedy X-Way -- All the cars were down.

A Sgt came on and told Dispatch to start Clearing cars that were assisting on other calls pdq. It was a pretty hectic few minutes until you guys were able to get Cleared from jobs and on scene. The frustration / aggravation in the voices was apparent over the air.

The ambulance arrived pretty fast and the victim was taken to the hospital in 'Grave' Condition. The Suspect was described as a Hispanic Male -- Covered In Blood! A manhunt of the Garage and surrounding area ensued, you guys looked everywhere and IMHO it was an outstanding effort -- but there weren't enough officers to cover all that ground, which included the EL platforms down on on the Kennedy.

But as of 07:40 the suspect was not in custody. K-9's from CPD & County were on the way to the scene to help in the search.

And all during this time of the search for the suspect I couldn't help but think of all the Officers Rahm ordered Special Ed to move to the ghetto 'from the low crime areas' -- like of this STABBING!

I looked in the Slum-Times & Trib this morning and there's no mention of this, naturally.

ps: any updates from you guys & gals would be appreciated. It sounded like a gruesome scene. I hope the victim survives.

pps: If the Suspect isn't caught I blame Tiny Dancer, period. And so should the Victim's Family!!

ppss: Have a Safe & Happy Labor Day Weekend everyone. Stay Fetal where & when required.

The 16th district desk third watch desk crew has three P.O working it almost everyday and 2 civilians. 16 is always short man power. These officers are taken care of on a daily basis and hidden on the sheets as station security or assigned 1611 and then called in and held down for the tour. Mean will 16 is in a rap and the criminals are stealing everything.

Too many full duty folks working inside. The department already has research, job analysis---whatever you want to call it---identifying spots that should be civilians. CPD will blame City Hall for not working with them to create civilian job titles and hire non-sworn....but thats bullshit....just like the sworn assigned to the SDSC rooms in the districts---have the ragbag lazy ass LT watch commander visit there throughout the shift and document/assess (whatever)---put sworn on the street----these rooms should be manned by analysts only.

The Stooges at City Hall should have hired back some retired CPD Officers part-time and Seasonal but instead piss away enormous amounts of Taxpayer Dollars on extremest Overtime Spending at Time and a half. This is typical of the mentality of City Hall and State & County Leadership, and why the entire State is sinking fast and its Taxpayers bailing out to other Cities and States. The already overburdened CPD Street Cops already have so much overtime they are sick of it, and are missing out on much of their personal & family life, which will catch up with many of them in the long run. Solutions are available, but City Leaders are just too lazy and stupid to implement them. They really don't think about what's best for the City and it's residents, just what's best for themselves and their crooked chronies. Trumplike Leadership is what is necessary to fix the mess that CPD & Chicago has become... The Demosocialists just don't have what it takes to run anything for an extended period of time.

It’s a rotten shame to have more folks inside the stations than on Beat cars.
Understanding that there isn’t nearly enough vehicles on hand is another issue.
Forget about the 2-3 reserved just for CAPS.

HQ has the biggest house mouse infestation.
Again, enough embedded to open at least 3 previously closed Districts.
At least we know where some of them landed.

Total mismanagement.
This is all the fault of the ineffective inefficiency expert The Right Man for the Right Time ™️ and his sponsor.

Vallas has a plan - but expect all house mice to vote Rahm2019.

Want to talk about waste. All these alderman we have collecting a good salary for part time job work with benefits and most of them don't do anything. We put our lives at risk, work messed up schedules and get thrown under the bus by the mayor and liberals. They refuse to shore up our pensions (that we pay into) and took away health care when we retire. The goal is the city hopes we die when we retire or never make it to retirement. Yet all you hear about is how the asshole politicians in this city getting three digit pensions, health care and then retiring into another cushy city job collecting another pension. We as police officers are fed up!!!! We need our fair share. We where guaranteed and promised our pension plus we earned it with all the bullshit we deal with. You can't run a city without any police protection. You don't believe me?! Then seriously shut down the department for 24hrs since everyone out there that is not the police seems they know whats best!!! As for these know it all reporters dragging the department through the mud I have one question. How many of you actually reside in the city? I bet most of them go home to their liberal wealthy white collar communities in the suburbs.

That's plausible. A ABC reporter was stopped by a boss for driving erratically out south. He stopped and admonished her and warned to have her issued a ticket. She is now running around her neighborhood accusing him of threatening her. He should sue her,and demand a polygraph and a drug test. See how she fares at both.

But yeah, way too many bodies hidden at headquarters.

How about reporting on all the men and women who have spent 90 percent of their careers inside . Only time on street was probation. Just examine commander and caps offices for starters. I’m sure it would be shocking to everyone other than their coworkers. Some foot guys who sit home all day and on same post for 10, 15, 20 years. Working officers with no clout are not afforded such luxuries.

That’s in every district. The city hired civilians to work the desk on all watches in every district and not one PO has hit the streets. Not one! Now there’s double the personnel at double the cost for no reason. This city burns money like it’s nothing!

My neighbor boasts about having her cushy job at HQ, mainly because of her costing the city too much $ in lawsuits.(She knows she is risky, and has serious issues) Some are just not fit, to be out in public society. GMW

Boo hoo always humorous to hear the whining about how hard the street coppers work while the desk dogs do nothing. Funny, I've worked in 015, 025 and now finally 016 - and I actually spent most of that time on the street - and, perhaps my memory fails me, but I recall plenty of times I sat in my squad and drank coffee and read the paper. Hopefully, some of you are bright enough to recognize sarcasm from your perch up on your high-horse. Don't be the pot calling the kettle black.
I will admit though, coppers shouldn't be allowed to spend there entire careers inside - if have enough time for a bid spot or a legit injury though, you should be able to go in.

To the couple of tools that complained that this was payback for a failed relationship STFU. Many times it takes revenge motives to break the Code and get at the truth. That's right Code (no cop can go bad and be called out by other cops), only this time it was not a cop nut someone with inside information and an outlet to share the information. Good to see the light of day shining on the CD, we need more of this.

I did 20 years on the street, all in ghetto districts. I bid to the desk and got the spot on seniority. I always made fun of the inside sucks, house mouses, but believe me, a busy desk is not easy. Actually had po's call the desk for my advice rather than call a sgt. Got as many CRs as when I was on the street, lol!!! I totally agree that HQs is overloaded with bullshit spots. I worked a light duty spot after a major surgery and met alot of bullshit officers in light duty spots, example: a bad back, but managed to reproduce a few kids!!!

Have you ever gone to ident and dealt with the civilians? Records to get a report? HR to answer the fricking phone?

Keep up your bitching, but you honestly do not want all of the admin positions filled by civilians. We need people with institutional knowledge to do things. Not steno pool secretarial stuff, but the actual work.

Sworn in an admin position (other than a bid desk spot) : Not doing your job, a total asshole, don't get along with the supervisors,get dumped. There is a reason they are all management.

Civilian in a position: Get paid crap. No opportunity for advancement as every title code is a new job. Takes and act of Congress, approved by God, to get brought up on charges to get fired. DHR lets them keep the job and tells you not to mess with them. Get someone else to do their work.

2 women once worked at HQ as civilians, The husband of one was a Sgt assigned to the Sups Office at the time. Sgt says, both of you take the police exam, after probation, both will be back at your jobs as officers making much more. The wife took the chance, the friend did not. The wife has been at HQ her entire career. The husband, then a Sgt has since retired. By the way he retired as a commander. True story. Clout is everything, what you know or how good an officer you are means nothing.

There needs to be a policy that no sworn personnel will be assigned to work an inside position with less than 10 yrs seniority or certified duty related disability on file Any reported and confirmed violations of this policy will result in a standard 30 day suspension without pay and a automatic demotion of the Commander of the unit/district in which the violation occurred. Period.

What HQ has a lot of BS IODs and light duty doing 1 hour worths of work. The bottom line, it’s always better to have them on the clock counting minutes versus at home screwing up our prension fund. Also, maybe these IODs or light duties should be working in a radio room, behind desk, caps, etc. Hidden or made spots are everywhere not just in HQ.

Is this the same person who is STILL working as a reporter? Who still has the opportunity to place their foot on ANY police grounds? I would be afraid allowing this person in any police restroom or facility with the age of microphones and cameras OR interview any police related stories from now on now knowing where this subject stands in relation to the police.


This is truly a disgrace of their profession, their place of employment AND themselves.

I knew news was FAKE but this is real life and should not try to single handedly take down the police department. This incident this sounds totally factious a story all concocted by someone who is desperate for a newsworthy story.

The 020th district has FIVE people working the desk on third watch!!! Of course they're on the sheets as "lot security" but they never step foot into the lot until it's time to go home early. Absolutely NO need for that many people on the desk. Oh, they also have two civilians to top it off. Insanity.

I read the entire thing. She's crazy. He should press criminal charges. Over 10k worth of items damaged because she was crazy and drunk. Plus, she lied and injured herself, video timeline proves it. CBS needs to get rid of that lying crazy bitch. Even COPA did the right thing in that one. And to the officer, if you have any sense do not contact her or let her back into your residence. If you had broken up several times before, leave it that way

Makes sense Aren’t they one of the busiest districts in the city? Right below 016. If you made it to 020 you have some juice and don’t want to work the street, they have to put you somewhere inside.

Many moons ago, thanks to a rocket scientist downtown, they created a new district. The scum (myself included), that were not part of the district cliques ended up moving over to the new district. Lots of stories, but my day off group ended up working the desk. (Never was behind one before) The Lt/WC had to do the A & As because none of us knew how.

Had a recurring problem at the desk. The Sergeant, an excellent man insisted on handling the bonds personally. We constantly ran into a cash shortage. The PO's assigned made up the $ for a while, then it became an issue when we had to pony up more that a sawbuck each, a CR was obtained.

GUess who got caught? The lone civilian female working the desk. Be careful what you wish for. Happily Retired!
