Looks like CPD is getting help from unlikely sources:
- Talked to a buddy who is a copper in a city on the East Coast. Apparently the CPD has put out a request for assistance to other police departments in the nation for help during the JVD trial. My buddy said his agency is sending 12 PO’s, 2 Sergeants and a Lt. to Chicago for the duration of the trial. No word yet on who is paying for this or the logistics of where they will stay, etc. I guess calling in the National Guard would be too intimidating.
This is from someone pretty high up in the food chain, so they would know things.

An 18 year old girl gets a work visa to come to this country, gets a job, takes the train to work everyday and is followed by a 5x convicted felon who happened to make bond for child sex crimes days prior... This predator stalked her throughout the CTA and a “nice” neighborhood. This predator beat and raped her for over a half hour with no one calling 911. She’s left to die. Left for hours. This is barely covered by the media. A quick blurb. The fact that this girl is still alive is a miracle, no one survives beatings this brutal. This girl is still fighting. In over 20 years, this is the worst crime I’ve seen on the job. Barely a whisper in the papers after he’s caught on the west side within a day. I guess no one in the media will look into why this predator was free on bond.
The NYPD will be sending about 500 officers, 70 sergeants and 7 lieutenants. All will be provided with cocobolo nightsticks in the event they have to deliver "Bronx party hats".

What I’ve heard is that this is the most absurd crock of shit in history. What are cops with no local arrest powers and no knowledge of IL specific statutes going to do? Who would insure their acts, their workers comp claims, etc. And how does anyone think that 9.5 would humble himself by saying he needed help not from outside local agencies (who are at least sworn in IL), but from out of state agencies?
People should at least spread credible rumors. This is just silly.
The Tribune has an article and an audio (29 Aug 18) of Officer VanDyke speaking out for the first time since the incident. Listen to him it is really moving and makes you think it could have been anyone of us. Was a group defendant in a federal civil brutality case some years back. The jury found for the plaintiffs and we were railroaded. The jury doubled the compensatory and punitive awards. The City appealed to the US Appellate Court and the decision was reversed on the grounds that our rights were violated especially by the federal judge. A lot of stress going through this just for doing our job and nothing more.The experience will change you forever. I can't imagine what VanDyke is going through.
I see that the protesters/activists are already complaining that the City is violating their First Amendment rights by restricting them to the lawn in front of the courthouse. So what do they want, to be in the courtroom during the trial? So every day we will see these groups stirring up everyone and the news media will be hanging on every word they utter. Now at this time we don't know if there will be a change of venue but is the FOP or anyone else going to provide any visual support to counter the activists or is VanDyke in this alone?

I think there was legislation passed that makes it easier for municipalities to call on the Guard for assistance to "prevent harm to the public". If I find the Senate Bill, I will post it.

You can withdrawal money from deferred compas soon as you leave the department regardless of age.you can also withdrawal prior to departure for hardship type scenarios.
Deferred comp - as soon as you leave the city you are allowed to withdraw from deferred comp regardless of age, with no penalty. You will be subject to taxes in the tax bracket that you fall into .The 59 1/2 rule is for other retirement plans like 401, 403, IRA etc.

True. Rahm ordered EJ to contact other democratic cities to assist and supplement CPD. He will also have the assistance of Cook County Sheriff Police, who have been flooding the 15th / 11th districts this entire summer to help give the illusion that we have enough PO and help reduce the surge in violence. The agencies from outside the state will come in and man post and protect important buildings, not enforcement. Rahm did not want to have to ask the state or feds for additional assistance, that could be used against him later. Just rely on the Democrats currently in office. He is also afraid that a large number of PO may hit the medical, don’t want the headaches of lawsuits that will certainly follow.
What has anyone else heard? I’ve heard nothing. But if you learn from LAPDs mistakes in 1992..... You better have a large force ready.

OT: you can withdraw frm Deferred Comp at any age w/o penalty as long as you are no longer on the job. The 59.5 YOA restriction applies to plans which are different from our Deferred Comp, such as IRA's.
Spoke with a gold star from HQ a few days ago and he confirmed we will be in “Cubs mode”....12 hr days with 2nd watch covering districts and 3rd watch deployed to soldier field on standby. All RDOs cancelled. Expected to last 2 weeks if it’s a jury trial. Buckle up boys and girls!!!!

The Tribune has an article and an audio (29 Aug 18) of Officer VanDyke speaking out for the first time since the incident. Listen to him it is really moving and makes you think it could have been anyone of us. Was a group defendant in a federal civil brutality case some years back. The jury found for the plaintiffs and we were railroaded. The jury doubled the compensatory and punitive awards. The City appealed to the US Appellate Court and the decision was reversed on the grounds that our rights were violated especially by the federal judge. A lot of stress going through this just for doing our job and nothing more.The experience will change you forever. I can't imagine what VanDyke is going through.
I see that the protesters/activists are already complaining that the City is violating their First Amendment rights by restricting them to the lawn in front of the courthouse. So what do they want, to be in the courtroom during the trial? So every day we will see these groups stirring up everyone and the news media will be hanging on every word they utter. Now at this time we don't know if there will be a change of venue but is the FOP or anyone else going to provide any visual support to counter the activists or is VanDyke in this alone?

I read some of the transcript. I have yet to receive any of this training articulating that I can reasonably fear for my life and that of others while a guy with a knife is walking away from me and all the others. Apparently all the other POs on scene either missed said training as well or just cowered under the immense pressure of shooting a man who was not an imminent threat. Could he have become an imminent threat in seconds? Absolutely. Was he one when JVD fired? Absolutely not. We are in an all out image war and we have no allies who will actually save the day for us. While there are clearly nonsensical allegations in shoots like the suicide out west, just as crazy as they look digging for imagined misconduct...we look equally stupid digging for an imagined justifiable shoot. Not sure where you guys worked, who trained you, what legal updates you've followed up on but JVD was the worst shoot I have ever seen. It's not a railroad with him. With several other coppers it is. He effed up. Plain and simple.
All it takes is the "wrong" verdict and a couple of folks to throw a brick through a storefront window and it's off to the races. There will be blood and 9.5 will excuse it cuz the folks are frustrated.

To answer your question, in order to make withdrawals tax free, you must be 59.5 years old. However, one huge advantage to a 457b (which we have) as opposed to a 401k is that early withdrawals don’t incur a penalty from the IRS so long as you’ve left the job. So in your case, your withdrawals at age 50 would simply be taxed as ordinary income. Obviously this isn’t ideal from a tax planning point of view, but it’s also not worth thinking of as part of your overall retirement plan.

Everyone who should have the green suit will wear it or have it nearby.
All Dets will be in the clown suit (aka uniform) on the line or as processing teams.
All will have helmets, gas masks and stuff available.
The 2nd watch and the rest will have staggered start times. Deal with it.
The city may try to go cheep and leave the districts on normal 8 hr shifts
for the first few days of the trial. However, something could be said in or out
of the courtroom that sparks outrage by the community. 12 hr shifts may be
the prudent move.
Obviously, the big day is V day.
Unlike the Bulls games the exempts don't know what day or time the verdict will
come in, so CPD could be on 12 hr shifts for weeks. If there is a hung jury expect

The 457 plan ( Deferred comp) is governed by federal law. If you withdraw before 59 1/2 you will pay a penalty. I left at age 55 and rolled over all of my deferred comp to Chas Schwab where I have better choices. It was a good move

Retired at 50 years old with 20 YOJ. Do not touch the Def comp. The tax penalty is too high. Wait until your 59 or older. Consider it emergency money. You can take a loan against it (to yourself with interest) for up to $50k and its paid back in installments. Listen, the best advice is to weather the storm. Healthcare is brutally expensive and unless you have a skill or education in medical or engineering you aint gonna make anywhere close to what you make at CPD. Plus, you'll actually have to work for the money you earn. I never realized how good I had it.

You can take money out as soon as you're retired, left at 55 and took $$$ out for the down stroke on the new house until the ChiRaq one sold. No penalty, no state tax BUT you do have to pay Federal Tax on the amount you withdraw.

In the past few years it became possible for out-of-state agencies to request and provide assistance in major situations. For example, cities from across the nation sent officers to the Republican and Democratic national conventions in 2016.
One of my favorite examples was when Minneapolis sent officers to Cedar Rapids, Iowa after major flooding. (Note: There was ONE incident of looting during the flood emergency -- somebody stealing booze from a liquor store.) Some drunk came up to a checkpoint blocked by MPLS squad cars and became even more disoriented. Legend is that he asked the officers if he was in Minneapolis and they told him that he was. Hopefully that led the guy to AA.
I would much rather have out-of-town officers instead of the national guard in most situations. They are more likely to know the drill, etc. Frankly, the fire departments have well-tuned mutual aid capability (MABAS) and maybe city and suburban law enforcement should look at that as a model. Boyz in the hood might be totally freaked out dealing with Kenilworth coppers.

You must work on the west side. Meanwhile, in districts where good citizens live, there's not even enough manpower to handle regular call volume. There's absolutely no way we have the manpower to handle any sort of widespread riots, nor the leadership required to plan and implement a response. JVD getting exonerated and the city burning in the aftermath would be gift to the GOP for the mid terms.

Now look at who protested on the Dan Ryan, LSD, south shore or any other noteable event. These groups aren’t rioting. They aren’t destroying the community or doing anything other than more expressway shutdowns. Do we really believe gangs that cant even unite one block to another over a one day cease fire will collectively express outrage over a guilty JVD verdict....and riot? I just don’t see it

OT: can someone tell me if there’s a minimum age to start withdrawing from our deferred comp plan? I want to leave at 50, but I was wondering if I can start making withdrawals, penalty free, at that age. I know a lot of tax deferred plans u have to wait until 59&1/2 to withdrawal without a penalty. Thanks. Can’t stand it here anymore and looking for anyway to get out as soon as I can.

To answer your question, in order to make withdrawals tax free, you must be 59.5 years old. However, one huge advantage to a 457b (which we have) as opposed to a 401k is that early withdrawals don’t incur a penalty from the IRS so long as you’ve left the job. So in your case, your withdrawals at age 50 would simply be taxed as ordinary income. Obviously this isn’t ideal from a tax planning point of view, but it’s also not worth thinking of as part of your overall retirement plan.

This is barely covered by the media. A quick blurb. The fact that this girl is still alive is a miracle, no one survives beatings this brutal. This girl is still fighting. In over 20 years, this is the worst crime I’ve seen on the job. Barely a whisper in the papers after he’s caught on the west side within a day. I guess no one in the media will look into why this predator was free on bond.

Jesus, was nobody here for NATO? I've been sent out of town to assist other agencies before. I was sworn is as a US Marshall for the time period (4 days, 7 days, etc). The out of town guys work under federal law and protection while here. They will sit on standby anyway, costing $ and not doing anything.
CPD does not need any outside help. We have the national guard if needed !!!!
If I get called down to 26 and Cal, I'm gonna detain the 1st person I can. Then hold myself down for an hour in the station doing an ISR.
You must work on the west side. Meanwhile, in districts where good citizens live, there's not even enough manpower to handle regular call volume. There's absolutely no way we have the manpower to handle any sort of widespread riots, nor the leadership required to plan and implement a response. It will be a shitshow, with a lot of police getting hurt or worse.
There is enough manpower to handle the calls. The commanders just don’t put the po’s on the beat cars. If the district was 7 beat cars down, there would still be a full compliment in the front office, CAPS, etc

Because there is a significant difference between disaster relief and humanitarian aid after the state and federal governments declared a state of emergency and out of state police and fire agencies who responded did so under the direction of FEMA. Chicago Police showing up, whether of their own volition with good intentions or as part of a publicity campaign by the city, were then covered under federal guidelines. And responding officers did little more than direct traffic and menial tasks - not affect arrests as would be necessary during a Chicago riot.
So unless Rauner declares a state of emergency and there is a federal response, no, out of state responding officers would not be covered by Chicago’s insurance nor would they be indemnified. That’s not saying they won’t come on their own - some cops can’t wait to play hero on the big stage so they can say they were there, take some photos with the local police, etc. But if they start making arrests,’putting hands on people, etc they better plan to be on their own. Their city won’t cover them and neither will Chicago. Other IL agencies can help - they are sworn in the state of IL. Same for the IL Guard. Dude from Florida that wants a photo to send his cop buddies is screwed.
Also before you worry about whether someone has enough time on, you should consider that some CPD went to NYC after 9/11 (17 years ago, is that enough time on for you, dimwit?) and might just know what they’re talking about.

This thing has the very real potential to turn into another Rodney King riot. Years of irresponsible social agitators stirring the pot for fortune and glory mixed with a police force heavily damaged by intra-department politics and a foundering mayor's desperate attempts to gain public support, quite like LA in the early 90s.

Police arrested them at the nearby redline stop after the victims pointed them out. South bound red line, don't ya know. TV interview of locals includes Susie Snowflake saying that there are always problems like this around Wrigley on game days. Hey Susie try this: "I think it sucks that a bunch of thugs come to our neighborhood to cause mayhem".
Also, there's video shown on the news. 13 yoa thugs throwing punches at the white folks. One punk was 10. Yea, it's the police at fault.
He wont be found guilty of murder, but he will be found guilty of 16 counts of agg batt with a firearm. Which if served non concurrent it could mean a lot of time. Feel bad for him, but he will be sacrificed sadly. There's a reason why he was charged with the agg batts, just so if hes found not guilty of murder, the over charge.

We don’t have a DA here. I’m going to give you the benifit of the doubt and chalk it up to a typo. The “S” and the “D” are next to each other on the keyboard.
The BS “wedding dress in the basement” residency scam he pulled should clear the way for anyone to challenge the antiquated forced residency policy if they get fired for it. His house was rental income. He lived in Washington DC with his family. His kids went to school there. To say he was still a Chicago resident is total BS. The residency rule is keeping away good workers that live in the burbs and driving many out of Chicago. I know 3 good cops and two teachers that recently resigned only because of the residency rule.
Get over it. The wedding dress in the basement happened 8 years ago. Didn’t and hasn’t affected our residency rule for the last 8 years, nothing is going to happen now. If there was a legal basis, a challenge would have happened already

You can't look at the current number of protests to test the climate for trouble after the VD trial. They're not the problem. What you have to watch is the wildings downtown and other places; the gangs that form at and disrupt crime scenes; the robbery sprees, etc. That's what happened in LA. The neighborhoods just exploded. That can happen here.

Sure, but 300 of them are in callback (stripped) and at least a thousand are taken care of inside jobs.
To those comparing G6 summit, NATO, and “other deployments”: read what was written. THOSE ARE FEDERALLY RUN. As one commenter said, even when under the direction of the US Marshalls he “sat around and did nothing.” They did not put hands on people and quell riots. Why is that so hard for people to understand? Unless it is federally run, (a declared state of emergency with federal support and direction) out of state agencies have no arrest powers, no indemnity, and will not be insured or legally protected.
