- Chicago police officers would be required to document every instance in which they point a gun at someone under an agreement reached Wednesday between Illinois Attorney General Lisa Madigan and Mayor Rahm Emanuel, two sources familiar with the deal confirmed.
The new requirement, which will be agreed upon formally in a federal court hearing Thursday morning, marks a win for Madigan who had pushed for the new level of documentation as part of her ongoing negotiations with Emanuel on a federal consent decree that will govern sweeping reforms to the Chicago Police Department in the coming years.
Make no mistake, Rahm is going to fold on a lot more points before this "consent" decree takes effect. He has nothing to gain by siding with a Department that disliked him pretty much from day one and grew to hate him the more we got to know him. Rahm is a petty vindictive tyrant (which drove him out of the Sparklefart White House) and it's going to show up a lot more before he finally fades away. Cops know bullshitters and Rahm was a bullshitter even as a congressweasel.
In the meantime, the only thing this agreement does is keep more cops and their supervisors off the street for extended periods of time, during which patrol officers aren't visible, streets are undermanned, backup isn't available and supervision non-existent.
You know how to avoid useless paperwork? Slow roll, make a lot of noise arriving, cut a report, advise warrants, leave.

Wow, one more piece of paperwork for the lawyers to over scrutinize. Imagine this scenario: you conduct a street stop on a person with a gun call and perform a protective pat down. Offender takes off running, you give chase and during the pursuit shoot offender due to his actions (whether that’s pointing the gun or shooting it.)
Now you have to: justify the stop, justify the search, justify the chase, justify drawing your weapon from the holster, justify shooting your weapon. All the while perfectly following UOF guidelines and foot chase policies. Did you give verbal command? Attempt to deescalate? Accurately call out foot chase over the radio? You better hope so. .
EVEN IF lawfully all guidelines are met, and somehow administratively you managed to follow everything as written, what about the video camera? Does it match your version of events? If it doesn’t.....inconclusive! Conspiracy! List all your assets. Well, that’ll happen regardless — but now you’re undergoing more stress for yourself and family.
I hear all the same people claiming this will finally make them change their ways, but I doubt it. I live in the suburbs and the police here are pretty non-existent. They only have 2-3 cars on the street at night and are forbidden to pursue a person for any property crimes. Lots of break-in, cars and homes and the thief just drives away with no cops after them, at all. It is getting pretty pathetic just about everywhere. This is Mayberry out here, but the chief won't come out of his office to talk to any citizens. He is a grumpy old fart that has been here his entire career. You need a burglar alarm and a camera to protect your property.
How many police need to be killed before the democrat's see the error of their ways or a revolt from the police is seem, remember strength in numbers follow the lead from the black community scream loud and be proud. Give them what they want no police, let them police their own since there no criminals in the community just altar boys

The US Justice Dept. is not forcing this consent decree. It is a lawsuit by Lisa Madigan in Federal Court and will be agreed to by the City. It will take effect if the Federal judge allows it to take effect. The judge will appoint monitors which will report back to the court, but the city will pay millions for these monitors. This will go on for many years. The Los Angeles Police Department has been doing this for 10 years. Yes, your body cam video will be routinely watched to see if you are in compliance. And, you will be second guessed by Monday morning quarterbacks.

I wouldn't suggest writing too many of these "documentations," see, eventually you will be flagged as someone potentially dangerous to "community members." The department will more than likely strip you, afterwards send you to call-back for who knows how long and with than likely pending separation, or you'll just be psych'd at the recommendation of COPA.

First, hats-off to each of you who had the stones to enter this noble and dangerous profession. There are multiple generations of my family who did so in other towns and cities. The Thin Blue Line makes it possible for the rest of us to safely do our jobs and live our lives.
Second, my apologies for what has happened to the CPD. I wish there were a modern-day O.W. Wilson who could come in and fix all the harm that's been done to it by Richie, Rahm, Lisa, and "the community" in all of its forms (whether defined by politics, race, or geography) - the pacifying of which has twisted the CPD into a virtually unrecognizable shadow of its former self.
Third, regardless what the Tribune and the Sun-Times headlines would have others believe, the law-abiding citizens of this city support you 100%. They might not know how to communicate it. They might not know how to be of practical assistance. But you have their support.
Fourth, FOP leadership ought to be doing what every other advocacy group in this country does. The FOP ought to put together a massive, sustained PR campaign that gets its message out to the public. Like him or not, Trump's presidential campaign taught the country that it is possible to get your message out without help from - even with opposition from - the mainstream media. The FOP's PR campaign needs to give law-abiding citizens a way to show their support of the police AND a way to put it to effective political use. Technology, mobile apps, social media are all tools the FOP should be harnessing to get its story out to the citizens of this city and to mobilize them in support of the police.
Fifth, it is impossible to overestimate the fear and anxiety law-abiding citizens feel over what this city has become. Even our most liberal neighbors here on the north side have woken up to the fact that violent criminals roam our neighborhoods with little fear of being apprehended and virtually no fear of being prosecuted. Our neighbors now realize that not only are there not enough police to go around, but that they have been stripped of the authority needed to do their jobs. Which is why so many of our neighbors have, like my family, gotten their CCWs - and regularly carry. Interest in CCW has grown so widespread that a local hall in our neighborhood is opening its doors next month to a group of LEOs who will be conducting the Illinois CCW class.
In conclusion, the FOP has an opportunity to give itself a real voice in this election - and amplify that voice by educating the law-abiding public, enlisting the support of the law-abiding public, and mobilizing the law-abiding public. If the FOP doesn't, then the CPD and law-abiding citizens across this city will continue to be pawns to another mayor who cares more about having a stranglehold on power than fixing what's broken in this once-great city.

The company has already joined the Everytown Business Leaders for Gun Safety, a Bloomberg front group. The CEO and President of the company says he is not for the repeal of the Second Amendment and does not think gun owners are irresponsible. Well, he needs to check the organizations he has gotten in bed with then because they are for repealing the Second Amendment and do think gun owners are irresponsible. Then everyday we each will be in the station for at least one hour if not two typing it up and getting it approved by sgt then lieutenant. It will be nice not to have to go from job to job nonstop all day long minus a half hour lunch when we get it. Anyone know the answer to this question.. federal labor laws mandate that employers give two 15 minute paid breaks with half hour lunch unpaid so do we fill out a overtime slip for half hour a day for the missed breaks we don’t get? In the 21 years I was a P.O., easily 95% of the time, as a guard officer, my weapon was in my hand, not necessarily visable, but there. That was the way I was trained. I never discharged my weapon on the street in the same 21 years. I was not, however, EVER going to have to worry if I could outdraw badguy. FUCK THAT. This is not and was not ever a video game. I worked somewhere that had this policy. Luckily not somewhere as sporty as Chicago, Baltimore, etc. I say luckily because I know this sort of policy gets people killed. It gives just that one moment of hesitation. It's not something you think about, but it's there. And that will get someone killed. But don't worry, the paperwork will alllll be in order.
I’ve said it before and I’ll say it again, DEAD COPPERS will always be cheaper for the city than an officer shooting someone. The stress on this job continues to rise. Officers aren’t going to make it to pension or will quit well before 20 years saving the city even more money. PTSD will be the new disability instead of an actual physical on duty injury from a police action being taken. The people will cry that the police don’t do anything. Lisa Madigan should be the first name on any lawsuit filed by a spouse in the event of an on duty death where the officer was hesitant to pull their firearm.

New message from Johnson is a complete lie. He says a notification to the zone with your beat number is sufficient for pointing your handgun at someone. Guarantee this will change by 7/19/2019. Every one of us who works the street in the ghetto should start our tour with a traffic stop every day, pull it, and spend as much time as possible writing the report. Every day. Have half the watch at any given time down on this dumb sh!t. Give them over 1,000 reports per day and let them deal with it.
Just have to notify the zone. I mean how many times have you had to point your gun at person. Take it easy everyone.
How about getting on the air when I get out of my cruiser? That would be just once a night, at check off. ROTF...

Anyone who thinks a notification to the COS will suffice doesn't know how the logging system works.
The operator who takes the notification and enters it the system automatically makes a number made up of the year, date, time and sequence.
To log the incident they will need the officer's ID. And all other info. Like RD#, etc.
This will come back to bite you.
If this is such a great idea, Lisa, why not have "Daddy" introduce legislation mandating this across the state?

Maybe if all those assholes dealing with the consent decree spent the time on officer's well being, like all the accountability reports say, then we wouldn't be leading the country's police departments in suicides. All this shit just leads to more frustration and stress and we're all paying for it both physically and mentally.
Suggestion... unholster weapon upon starting shift. Weapon remains in hand the remainder of shift. Reholster weapon at end of shift.
One report to fill out per shift.
