- Democratic gubernatorial candidate J.B. Pritzker has promised a number of new spending programs as well as closing Illinois’ current structural deficit. To finance these promises, Pritzker has proposed a progressive income tax hike.
But how much would these promises cost? And how high would taxes need to be to finance them?
Reasonable estimates show the cost of Pritzker’s spending promises demand an income tax hike of $13 billion to $18 billion. This would require approximately doubling the state’s personal income tax to 9.95 percent on the high end and 8.51 percent on the low end from the current 4.95 percent income tax rate.
That means within the existing flat income tax structure, which would remain in place until at least 2020, the typical family in Illinois making just over $79,000 would pay an additional $2,500 to $3,500 in income taxes in order to finance Pritzker’s spending promises.
Anyone here expecting the FOP to hit one out of the park and get us a raise big enough so that we can continue to tread water in this sinking ship? We don't.

The swat scandal will show how number #2 Sgt JH, made more then 248k in bogus overtime initiatives. OT at SWAT is lucrative and takes precedence over training but does zero to protect the city. Videos of swat officers sleeping in SORT cars, playing on their phones, getting autographs, and being absent from their posts. Wasted money producing little results for the citizens of Chicago.
The swat scandal will compare CPD swat to other major cities as far as capabilities, resources and equipment. In-depth reporting into the Dept covering up gross negligence of HBT jobs to include losing hostages, shooting a hostage and escalating use of force on barricaded subject that could have been resolved if manpower was available. Just this week, the swat team let a grandmother bleed to death after being shot. DO NOT let them BS you into taking massive cuts. We’re no Detroit and when Detroit went bankrupt, there were zero cuts/no reduction in monthly pension checks for police & fire. The only reduction they had was the yearly COLA. It went from 2.25% to a little over 1% each year. Don’t let those good for nothing tricksters hoodwink you.

A few days ago I got a call from a Polling Company, the guy on the phone said he was a college volunteer. Based on the Poll's questions I'm pretty sure it was paid by Rauner or another Illinois GOP politician. Plus the college kid was very polite and spoke perfect English, so it had to be for Republicans.
This poll was different from all the other Phone Polls I've taken part in, as after answering all the 'Who will you vote for' questions, all Republican, natch. He asked if I had a comment to include in the Poll, I said: Yes, to help make sure no Democrat is Elected, anywhere! ... in the Country! The kid got a good laugh at that. But I was serious as a heart-attack.

To go to a progressive tax requires a constitutional amendment. When that can of worms is opened up will the J.B. people play with the pension provisions? Eliminating or changing those provision can save the state a bunch of money - as it screws the pension recipients. Organized labor better be careful what they wish for. It may not be what it seems.

Illinois retirees could soon be granted new protections from the state income tax under a recent proposal in the Illinois House of Representatives.
House Joint Resolution Constitutional Amendment 44, filed April 17 by state Rep. Allen Skillicorn, R-East Dundee, would modify the Illinois Constitution to explicitly prohibit Springfield from making retirement income subject to taxation.
The proposal would amend the state Constitution’s revenue article, establishing that the state’s income tax “does not include retirement income,” further mandating that “there shall be no such tax imposed by the State” that reaches the income of retirees.
While the state does not currently collect taxes on private or public retirement income, the increasingly precarious condition of Illinois’ finances has led some to eye Illinoisans’ retirement income as a possible source of tax revenue.
Skillicorn’s constitutional amendment would block those efforts.

retirees who signed up for Aetna and have been paying there exorbitant rates should start looking at other “advantage” plans out there. Found another “advantage” plan with zero cost to me that includes drug coverage. Is the deduction on your taxes really worth it. Not saying to change, but it’s worth a look.

The legislature would have to amend the state constitution to change the state income tax formula from a flat tax to a sliding tax. The last time the democrats talked about this was before Rauner was governor and Quinn was in office and they wanted a sliding scale that would go to 13% on the top end and would tax all pensions and social security payments over $50,000. While the legislature is changing the tax structure by amendment I believe they will also try to change the pension clause of the constitution. The amendments would have to be placed on the ballot, a super majority of voters approve of it and then a super majority of legislators also approve of the changed and signed into law by the governor. JB refuses to give specifics about his plans.Wonder why?

I think that you are a little off on your comments regarding pensions and bankruptcy in Detroit. The police fared the best here, but still got a haircut and that was only through the generosity of the federal judge and nothing cut in stone or federal court precedent. Bankruptcy for Chicago would be a roll of the dice for all pensions.

How about 256 bucks for 20 acres in Elko Nevada. Nothing on it but nice climate, gorgeous mountain vistas Yellowstone to the North, Bryce and Grand Canyons to the South and firearm friendly. I loved the State I was born in but this place sucks. As soon as the kids are out of HS...just have to convince the wife.

Actually those are Gomer Pyle uniforms. I was in the last boot camp class to be issued those things. The D.I.’s called them “pickle suits”. I would stay out of SWAT because of them.

If they implement a tax on retirement income, and your Pension check is generated in Illinois, you will PAY the State taxes of Illinois No Matter Where you live.

False!! California was doing that and it was overturned by the US Supreme Court. California was loaded with military retirees and high paid government employees who left the state soon after retirement. The state tried taxing the retirement income because it was earned while living within the state. The Supreme Court said a big NO to that and that was over 15 years ago.
