Amazing what the job has become in just a few short years:
- Can anyone shed any light on the [r]umor that a handful of our newest finest, had an offender that they were trying to place in custody and the offender fled to the police car and tried to drive off. He didn't have keys to drive the vehicle off so he locked himself in and when he tried to exit the vehicle to either fight with these new police officers they locked the door and wouldn't let him out. They then called a field Sgt. to assist and the Sgt. had to show them [how] to take a shit head in custody. If this story is true and if it in fact happened the way I heard it, the dept. certainly has, Be The Change, well in hand. That policing thing, not so much.
Someone did answer the comment and claimed it happened in that haunted Indian burial ground of 025.
Then on the west side, we have e-mails about two coppers getting into an actual fight on first watch over who would get to drive the car that night. One of them had to leave a south side district a short time ago because of all the drama that he created, filing numerous complaints on other officers.
And just so you don't think it's only the new guys, when is Channel 2 supposed to do their multipart series on the SWAT scandals?

The REAL story is how this shithead pushed, shoved and battered THREE uniformed police Officers on scene BEFORE making his way into the police car. Each officer refused to step up and arrest the bad guy. The bad guy walked around and Continued hitting officers without so much ANY OFFICER on scene DOING ANYTHING. All the best and brightest in 025 on first watch. All of this was caught on video. Basically all 3 officers FAILED to take any action. When it was finally.brought in all THREE officers were overheard arguing on how the paper should be written and what was incorrect. ALL 3 SHOULD BE dumped to a district far, far away to learn basic policing skills.
But keep telling yourselves that you did nothing wrong. All 3 are huge Morons!!!!!

I don't think k this is really new, people have always fought over who would drive, they all want to drive. I was taught when I came on, you drive one day, I drive the next. I have people asking me, when I ask for the keys, on a car I worked on for months, was I actually assigned to the car. I have 22 years on

These comments all show what has gone wrong with this department!! The department has lowered the standards SOOOO Low that regular qualified people won't / don't nor want this job. The quality of "candidate " that are being hired have such F'd up backgrounds , but since the mayor and his B.S. I want to hire 1000 this year -2108 they're hiring the best of the worst (majority of ) 1000 just to make #'s , yes #'s. you would be appalled at the quality of these people, Well just take a look, evidenced by the few comments I just cut and pasted. Keep in mind the U.S Supreme Court still says you can do this. Navarette v. California, 134 S.Ct 1683 (2014) (April 22). Until the U.S Supreme Court overturns this is the law of the land. The difference in the U.S Supreme Court case and the Illinois case is that there was no reliability that could be attached to the tip in the Illinois case. This has not changed anything. If the tip is recent, and explains in detail the suspected offense the stop can still be made baseed on the totality of the circumstances. Subtle difference, but if you not the law and can articulate your stop, this still can be done. The key is knowing the law.

If they tried to arrest this fellow, and he resisted, then they would be in a pickle. If you were one of these so-called cops would you trust the other two to back you up if you made an arrest?

1. We have almost no standards in the academy. Recruits are rarely let go. They cheat and some of the instructors help.
2. PPOs have gotten reassigned after being failed by their FTOs for ever until they get a pass.
3. There have been quite a few FTOs that shouldn’t have even been the police much less TRAINING police officers.
4. The merit system ensures that we will continue to hire, retain and promote problem children. Just get used to it.
This has always been the CPD way. Keep yourself safe and try to leave with your sanity.
Everyone says stay fetal and don't do anything. Then when a officer does that everyone complains they didn't do anything. Make up your mind. They did the smart thing. Then theres the flip side of this like the guy in 010 everyone is talking about who recently transferred from 014. Guy with less than 2 years on gets in 30 mins early so he can always get keys and not let anyone else drive, then actually tries to pull rank on people. He rides on peoples jobs hoping to get on paper, will go lights and sirens across the entire district if he even hears the mention of a weapon. Few weeks ago he stole a dog from someones yard in the district then lied when confronted about it, little did he know the owner had surveillance cameras and he was forced to admit it and give the dog back and now has a CR number. No officers want to work with him so the PPO’s unfortunately get stuck being forced to go with him. He’ s been telling everyone his main goal is to get on a TAC team. HAHA...perfect fit!

When you are a ppo then you have to walk on egg shells. Any complaint and you lose your job. You make a mistake then you lose your job. So I don't blame the officers for being too lenient on the offender.
Not too long ago, at one crime scene on the westside the offender walked past approx. 10 officers. He stopped and bent over slipping the knife he used into his sock. Not one officer stopped or questioned him. It was all caught on bwc. Offender was later placed into custody but the knife used in the attack is long gone!
I think the question should be, what in the holy H E L L are they teaching in the academy?
There are few like that in 11th on 3rd watch. They are afraid to raised their voice, approaching offenders during felony stops empty handed, letting shitbigs (greenshaw boys) physically pushing them and standing there with hands down and visibly shaking.
I've seen a PPO that was at least 50 pounds overweight. Not sure how he even got through the academy. How to take a out of control shithead into custody can't be learned in a classroom. Harsh experience is the only teacher.
I believe it. On my Watch the kids with 2,3,4 years on told the Watch Secretary that they don't want to work with any of the veteran Officers. Yet they can't fart without continually calling for a Sgt.

The antiquated residency requirement is deterring a large number of qualified applicants from the suburbs from applying. They just don’t want to be forced to live in Chicago. So they take their skills elsewhere. The applicant pool is weak. There’s no reason to have forced residency anymore. You can’t have the massive assault on policing in Chicago, and then force residency and expect to get a large qualified applicant pool too. And to the people that claim property values will decrease, your wrong. Just look around and see how many retirees with CPD and CFD that have never left.
There’s a lot of dumb assary going on in districts, much to chagrin regarding officer safety. Wake up boys and girls.
The disfunction in the CPD starts at the top. CPD needs a complete restructuring.

Former Two Six works in 008 on Midnites. I personally filled out a contact card on this asshole several years ago. He could be seen wearing his baseball cap to the right or drinking Modelos in the parking lot after work. BE THE CHANGE!!!
When in doubt call a supervisor, use force only to protect a person from Imminent danger. That's the new Reality of the CPD.
The SGT. will then notify the LT., and call SWAT, and continue making notifications until someone with BALLS arrives.

I suspect that this thread will turn into a bashing Commander Escamilla party. Sorry, but I am going to have to speak up. I've known Anthony Escamilla for a good number of years. We first met while he was a Sgt. for the elite TRU. He showed a strong work ethic and strong leadership skills. After some hard days at work, he would often invite us troops back to his home for beers and we would watch the movie called The Great Santini together. It was one of those nights that I broke down while we were talking and told him about how my grandparents died during a tragic ski lift incident. It was after that night we spoke that I pledged to be the best officer to ever serve under his command.
Actually, I'm just kidding around. The guy is a complete and total loser. They have a special place in the after life for clowns like Escamerit and all the pieces of trash that helped promote and keep this goon as a Commander. Escamerit is a joke and so is CPD.
When are these new Sgt’s class hitting the street? Want day off without having to use a Pday.

Have you seen the freaks coming out of the academy in the last 5 years? (Don’t get me started on the instructors.) At a crime scene they stumble around with their hands in their vests like pissed-on chickens. I was there when her gun was inspected. IT WAS EMPTY. Dangerous officers need to be made known
Bosses had a meeting about SWAT, pissed off that they are complying with the GO that forbids you to answer your department phone off duty. In fact there is a form at the end of the order that you have to sign, guaranteeing you won't answer the phone. Swat wants a formal on call system, for some reason the department is fighting that. So dept doesn't want a system in place that ensures a set amount of people will respond to an incident. But imagine one of the guys getting married, most the team goes and has a drink. Now they are all out of play, but with no system in place how do you govern who has to come and who doesn't. The department has been relying on the dedication of the guys, and it's worked most of the time. But being on call all the time is stressful and horrible for family life. Never mind that no system is a horrible way to run a call out for a swat team. Is it unreasonable to want a time where you aren't on call, able to have a beer, spend time with the kids without having that worry that the phone will ring and you have to go. Keep in mind this is the dept that felt that the swat team didn't need take home cars until 2 years ago when the union went to the media. This isn't being prima donnas, it's common sense.
We welcome an expose on the SWAT team. It needs new leadership. Well, this whole dept, city, state does too. But baby steps, baby steps. The blonde, stupid haircut, and threesome guy need to get launched. Morale would improve instantly.
Don’t forget about the two dumb assholes on 3rd watch in 025. P.O J.k and P.O a.g. They pretty much did the same thing. Caught on bwc and lt. k.s told them how ridiculous and stupid they looked.
Keep in mind the U.S Supreme Court still says you can do this. Navarette v. California, 134 S.Ct 1683 (2014) (April 22). Until the U.S Supreme Court overturns this is the law of the land. The difference in the U.S Supreme Court case and the Illinois case is that there was no reliability that could be attached to the tip in the Illinois case. This has not changed anything. If the tip is recent, and explains in detail the suspected offense the stop can still be made baseed on the totality of the circumstances. Subtle difference, but if you not the law and can articulate your stop, this still can be done. The key is knowing the law.

We have one in 011 on days that was brought in for the 06 team. Hes a puts scared of his shadow. Wont answer the radio for his calls on madison Ave until they assign them to someone else. Then says I had my radio low squad. During the 12 hr days we had a lot of those puts not answering their radio on the 20 sector. May they was just clowning. But the rest of us would of gotten red lined. Dont get me started on 1143 "ain't having that today".

Its to late for even the old Task Force types. This job is finished, trying to revive some old aggressive and effective units will never happen. Even if they formed such a unit you would have to be nuts to consider such a move. I have 32 yrs on, and me & my old partner would argue (good-naturedly) about whose turn it was to drive!
We'd come off our rdo's and it was "did you get the keys? Nope, I drove the last day we worked, its your turn. F that, I drove the last day we worked". We'd laugh, and it was a running game!
Why so many people have such a hard-on for driving is beyond me!

SWAT issues
1. 2 armored vehicle (1) is a first generation POS that breaks down the other the MRAP has the same issue. For a big Metropolitan City the standard is at least 4.
2. No on call system, every full-time team has a on call system not this team. So the city is basing it off the guys on SWAT to put their personal lives on hold 24/7 to answer the call. This is putting other officers at the district and civilians in danger.
3. Piss poor leadership or should I say lack of, Hroma and Lamb is destorying SWAT from within just because they both want to get promoted so bad. Especially lamb that two time merit.
4. Old rifles/handguns that's dated back to the start of swat being full time. BCG exploding on swat dudes, shot out barrels you name it. Next time look ask a SWAT dude to show them their rifle. Majority is rusted
5. Lack of training, cancelled training to man events. Lack of other important capabilities that a full-time swat time needs
This is just the tip of the iceberg, those wanting to test out for SWAT be careful 3 watches are in the works and this isn't even a real SWAT team.
A complete joke like the rest of the department.
I can understand wanting to avoid the liability for a lot of shit and put it on a supervisor- who wants to be the subject of an investigation or get brought up on BS charges? But I can't understand letting some mope put his hands on me, other cops, and then letting him just do whatever he wants. That's the day I'd rather take a job stocking shelves at night...

As a PPO that actually wants to be the real police, most of my peers embarass the hell out of me. It doesn’t help to hear all the old timers say “just answer your calls and that’s it.” But it is what is it is and I understand why they’re saying it. But if I, as a PPO, want to be aggressive and know how to articulate everything I am doing, why bash me?

Bosses had a meeting about SWAT, pissed off that they are complying with the GO that forbids you to answer your department phone off duty. In fact there is a form at the end of the order that you have to sign, guaranteeing you won't answer the phone. Swat wants a formal on call system, for some reason the department is fighting that. So dept doesn't want a system in place that ensures a set amount of people will respond to an incident. But imagine one of the guys getting married, most the team goes and has a drink. Now they are all out of play, but with no system in place how do you govern who has to come and who doesn't. The department has been relying on the dedication of the guys, and it's worked most of the time. But being on call all the time is stressful and horrible for family life. Never mind that no system is a horrible way to run a call out for a swat team. Is it unreasonable to want a time where you aren't on call, able to have a beer, spend time with the kids without having that worry that the phone will ring and you have to go. We have an officer in 003 first watch who was bit by a person. This person was not arrested even though the person broke the officer's skin on his arm. Why? Officer didn't want the person arrested. Officer said it wasn't a big deal. 19P

Long answer. STFU till you learn the job thru experience, because the police academy is a controlled environment where the problem is in front of you. The problems on the street are all around you and moving like a CAT 5 hurricane. You need to go to work to help the survivors and victims of the hurricane. The swat scandal is going to bring to light the inept leadership of merit promotions. Lt Lamb, is a double merit hack and now looking for Captain bars has run the swat team to the ground. A PO from swat was promoted by merit after he sold out his team concerning a safety grievance that the team had filed. This clout heavy PO, has continued to keep his take home car and swat equipment while going through the Sgt’s class. He has even bragged that he is so critical to swat that he won’t be in Patrol for very long.
The swat scandal will bring to light how the “training sgt” has been a serial domestic abuser, stalker and harasser of police officers of both genders. .The Dept has known this for years but his “clout” has covered for this mentally unstable sergeant who continues to abuse copious amounts of steroids. Under his direct supervision a swat candidate ended up in the hospital with two black eyes, fractured ribs and a collapsed lung. Just two months ago, this “training sgt” had a “road rage” incident in an unmarked take home vehicle in Lake County. This has been the reason for the delay by the media. Thousands of pages from IAD investigations will show the cover up concerning the mental instability of Chicago’s very own Drew Peterson.
The swat scandal will show how number #2 Sgt JH, made more then 248k in bogus overtime initiatives that do zero to protect the city. Videos of swat officers sleeping in SORT cars, playing on their phones and absent from their posts during these sports overtime initiatives. Wasted money producing little results for the citizens of Chicago.
The swat scandal will compare CPD swat to other major cities as far as capabilities, resources and equipment. In-depth reporting into the dept covering up gross negligence of HBT jobs to include losing hostages, shooting a hostage and escalating use of force on barricaded subject that could have been resolved if manpower was available. Just last week the swat team let a grandmother bleed to death after being shot. Swat Lt told the chain of command they were “negotiating.” Truth is there was not enough swat officers on scene to make entry for a hostage rescue. Swat has lost four hostages by letting them bleed to death.

The merit swat hacks in charge worry only about the next promotion. Sgt DP does not care about making Lt. The rest of the Sergeants keep their mouths shut so they can be promoted.
Terrible idea to be aggressive now and in any foreseeable future, learn the job, how to do it right, not the bs your ex classmates are putting together. Try and learn from somebody who actually did things right, not the newest and brightest that want to shortcut everything and literally make stuff up and charge people regardless what really happened. I have seen it many times and read it also.

To the aggressive ppo. Stfu you have two seconds on the job and you should be smart enough to read the writing on the wall cpd is done.

More swat stupidity. The second in command makes over 200k a year. Now the rule is if you go on the medical or go iod you have to complete a set amount of training days in order to be deployable or work overtime. Industry standard for training is 40 hours per month. Supreme Court says if something bad happens because of a failure to train it becomes criminal. Back to the second in command, he trains an average of one day a year, and he has this pesky habit of shooting other swat guys. If he shoots other POs during a low stress training exercise, uniformed guys, what will happen in a real job? What the CO doesn't understand is if JH does fuck up, and they check his training records, both of them will be held accountable. Why two sets of rules? Just poor leadership. To those thinking of trying out, I hope you like working midnights.

Its to late for even the old Task Force types. This job is finished, trying to revive some old aggressive and effective units will never happen. Even if they formed such a unit you would have to be nuts to consider such a move. Billy Boy, it's fucking over and its very sad that a trick baby was able to destroy law enforcement in only eight years.

do not forget JVD, now and in the future. Donate to the family and to the prison commissary account, now and over the next years of his sentence. Maybe write him a letter to buck him up. JVD did not go to work that day with the intent to shoot anyone. I am long retired but I will support this officer.His life is ruined by one fateful mistake .

That officer that had to leave a south side district was trying to fight with a female officer. It happened in 010 last year. And he definitely filed complaints pretty much against the entire watch. Unbelievable.
