I work in 025 and the things this Sgt was getting away with was absolutely disgusting. He had the Lt’s afraid of him and he was out of control and running wild in 025. Several veteran officers saw him on many occasions talking to young Hispanic boys in the areas of Riis park and Blackhawk park, knowing dam well what he was up to. He would constantly be involved in some kind of drama, he was worse than a girl in HS.

That damned RV of doom took up about 10 parking spots in the 025th district parking lot. When I complained I was told he had permission to park it there. It was there for close to two months and then after he got stripped, 'poof' it was gone. Never found out if IAD towed it or if Elkins cleaned the insides with bleach and dumped it in a lake.
Maybe the feds should be involved, another pos that is propped up by the elected and the police exempt clown club,another sickening display of clout on an offender who is a criminal and should be "in custody!" Where was he not turned in? He got busted in Michigan and when 911 was called, “our own” showed up and did the right thing, arrested and charged him with a serious crime. “Our own” went to court and spent extra time to make sure there was prosecution. He, undeservedly so, was given a plea deal. That’s a states attorney issue, that’s not the police “not turning in your own”. IAD has an investigation open against him, and he was taken off the streets until investigation is complete. He was arrested by police, put on probation and supervised by probation, taken off the streets by police, and is being investigated by police. Where in this process are we not “turning in your own”? IAD process has taken way too long and he should’ve been fired long ago, not promoted. But the reason he was promoted and hasn’t been fired and the reason IAD takes so long is due to merit morons, not police “not turning in your own”. Just because your dumbass is just hearing about it seems more like yet another failure of our jokes for journalists that couldn’t uncover a real story to save their lives. And finally, what makes you think we want your trust? Nothing happens to criminals in cook county courts even when they are convicted. Why would I care if you trust me or not. Doesn’t make any difference in my work. So why would I want your trust? I worked a single tour with Roy when I was a PPO in the mid 90’s. It was fucking crazy. He was grooming little blond blue eyed boys all over the district. I’m still freaked out by it.
Sorry if this sound stupid. Why does IAD have to wait to conduct their administrative investigation until after the criminal investigation is concluded? I do understand that IAD hopes that this pervert is criminally charged with a sex crime, which would make it easy for IAD to justify firing him. But can't IAD conduct a parallel administrative investigation and try to fire this pervert for violating numerous CPD rules and regulations without waiting for the criminal case to be over?
I came on the job in 1989 and NEVER heard about stuff like this ~ it would never of been tolerated by the guys I worked with. We had a gay guy on our watch but he never really "came out" and we had guys that cheated with the prostitutes on Lake Street but never anything like this!
How did he last almost 20 years on the job? Promoted twice and now is sitting around till he makes 20 and can retire with a nice life long pension. The Police in Michigan did there job but the CPD did nothing and are still doing nothing just waiting for him to retire is not doing your job. Just another example of why the public thinks all cops are corrupt. Not true but you reap what you so and by doing nothing you own it.

IAD conducts their investigations on a case to case scenario. They take into account the rank of an officer, the clout an officer has and how much media attention the case received when deciding at what point they move to start interviews and dole out punishment including moving to fire an officer. Many times, the clouted will sit in call back for years until they have enough time on the job to resign and collect a pension. Other times, they will never dole out punishment and make the case go away until it's brought to light by the media. The department will say things like, it was "lost" in the shuffle or they are waiting for the criminal court process to conclude. Take for example, former Sgt. S.L. from 017 and the suspicious death of a woman with his duty weapon. CPD hid him in call back for years until the case died down and returned him to 017. The Slum times did a 4 page expose on the incident and only then did they move to fire S.L.

IAD does conduct an investigation while the criminal case is pending, but cannot talk to the accused. His administrative statement is compelled testimony. Therefore, all the asshats on the blog complaining about IAD don't know shit. If they held onto the case after the criminal proceedings were completed without sending the case through command channel review (which can take months), then the keyboard warriors would have a complaint.

IAD Won't talk to him until the criminal trial is over. Its standard operating procedures. Garrity prevents a statement from being used. The DUI incident is another thing entirely. The courts ruled that the blow ticket can be used, because it was not compelled testimony. Any statements he may have given could not. I think the court ruled wrongly, due to the fact that the blow ticket evidence was compelled, but I don't know if there is any appeal pending.
