It's been an absolute shit show ever since they created the make believe captain rank. Multiple merit incompetent morons, criminals, degenerates and shameless sycophant kiss asses. Then they all fight and claw past each other trying to get the gold star pension before they have to bail out to avoid prosecution. It’s bad enough that great men and women who actually pass the promotional exams are robbed of the opportunity to advance while they pad every promotion with these insufferable golems. Then these dolts are set loose in the real world with their spurious resumes further denigrating the reputation of our department.
When you said there were morons on this list you could not have been more correct. Not sure which are worse, the ones that have been promoted already or the ones that haven't. We are doomed.

When you are asked what is wrong with the Chicago Police Department, show this picture as Exhibit A.
The Dept is going to fall back on the part of the Captain SES order that says something to the effect of going to training does not guarantee promotion. They can sue for past practice but that’s a difficult case to win when there is a written directive covering said practice. Past practice cases a rarely won and when they are is when a “past practice” takes place of the LACK of a written directive. Almost never does a past practice trump the written word. It’s like trying to overturn a written contract with a verbal contract. What the city may do to avoid an injunction on the new list is to take the remaining 16 and put them directly into the pool to be made and top off the pool with the ones they want to make. Since there is no rank order in the pool they can promote as they see fit and as long as the 16 are still eligible they have no lawsuit.

Ot I've been retired for 4 yrs I tried to get a prescription filled today and was told the city terminated our prescription coverage as of 31oct18. Of course it's Saturday and I can get ahold of nobody to help with this matter. Anyone else aware of this situation?

Yes, under Uncle Terry, they eliminated the promotion test for captain and instituted a political appointment system that is based on clout, politics and racial preference. But, even though this is an exempt appointment, it is not exempt for captains belong to a union and if they are demoted they can grieve this and demand a hearing.

The working coppers left on that list know this trickeration is meant to screw them. Cheater Fenner was a Lt. for a month before she was "selected" to go to Boston for leadership training. After 20 working days, she was able to so impress everyone, that she was fast tracked. Thanks Eddie. You didn't killed this department, but you sure crippled it for years to come.
Keep Captian get rid of commander. Make Captains district and unit commanders. Pay them OT for any “extra” duties they attend, actually attend. The department will still come out ahead. Take all company cars from the do nothing non field unit commanders, finance, personnel, etc. It’s not like they are called out to cut a check or do a background check at 2am. Get rid of XO job.

Paul Vallas On Merit Promotion
In regards to the questions on my position related to Merit Promotions please consider the following.
RESPONSE
The high percentages of merit promotions in the contract are a BIG morale killer as these promotions are for the most part devoid of real substantive criteria and are perceived as being largely political. There is no specific criteria for selection other than having passed the multiple choice “basic job knowledge” section (Part 1) of any promotional exam.
As Mayor, I will immediately instruct the Superintendent to limit merit promotions to no more than 20% of all open positions while exploring a further reduction with the union leadership. Drivers for exempt members, secretaries and non-field personnel would not be eligible to receive a merit nomination. Additionally, civilian exempt members would not be allowed a merit nomination selection.
Individuals selected for a merit promotion should come from the field. This means recruiting Officers from the field ranks of distinguished sworn personnel. This will be much like the military granting a Battlefield Officers Commission.
A Possible Model
What follows are my “initial thoughts” on what a superior Merit Promotion Policy might comprise. This would be a possible “starting point” for discussing criteria for Merit Promotions.
Patrol District Commanders, Detective Division Commanders, Bureau of Organized Crime Commanders would be eligible to nominate candidates for Merit Promotions as would Deputy Chiefs of Patrol, the Detective Division and Bureau of Organized Crime.
Nominations would only be made by the field Commanders and Deputy Chiefs. The Commanders could nominate a maximum two candidates and the Deputy Chiefs could nominate 1 candidate, although additional nominees could come from those Commanders with a larger number of personnel.
Civilian Directors and Assistant Directors etc., WOULD NOT be allowed to make nominations. Non field personnel and Police in administrative positions, WOULD NOT be eligible for Merit promotions. Merit Promotions should be for Police WORKING THE STREET, PERIOD!
The Merit Review Board would be comprised of the Chiefs from the three Bureau’s Patrol, Detective and Organized Crime Division. The Chairman of the Board would be the 1st Deputy Supt. The Superintendent would make the final decision on who will receive Merit Promotions.
Anyone serving on the Merit Review Board, as well as the Superintendent, would be ineligible from making nominations.

Patrick Conroy IS WAS and ALWAYS will be The Real Police. As a Patrolman he locked up bad guys and ran into whatever he was assigned. Throughout the years and assorted ranks ,that he EARNED he’d STILL be the first guy through the door with you. It was MEN like him next to you in a squad car that made sure we all went home at the end of the night.
The only guy I can personally vouch for is KM. Even if he does have a phonecall, this guy deserves the boost. In the 21 years I was on the job, he is one of the few individuals who actually DESERVES rank. He's smart, he paid his dues, he has the education, and will definitely not fuck you for some petty bullshit. Keith, I hope you make it to the absolute top of this department one day. You ARE worthy and capable. I only hope you never get caught in the whoredom this department seems to love to force people into accepting.

Hillard doesn't care. He sleeps just fine. Per court order, before they came up with meritorious, they jumped over people to make him a sergeant and a lieutenant. Marine hero, yes. But above benefitting from being given a leg up, no. Making scads of dough in the private sector, fuck yeah. As long as out LT RM on 3rd in 008 doesn't make it. That would only make his head get bigger and match his waist, which has its own orbit. We all get tied of hearing him talk jibber jabber about himself at roll call, and on the radio.
Is that the same RM that fell asleep working his part time security gig at the bank which was robbed while he was asleep? Such a tool.
Paul Mack is a pompous tool , don’t believe what he says and he screwed over many qualified candidates for the mounted unit who had more experience on horses than most of the people there !

My 02 cents with 18+ years: I haven't seen a boss like Jerome is some time. A street guy not blessed with fancy units etc. I dont use the word "boss" very often either. He didnt do roll calls like a robot, always knows whats going on and really cares for the troops. Capable and really just seems to get it. I know there are others, but few left. That said ,Captain and Commander are redundant positions imho. Happy Thanksgiving!

I worked for Jerome and Conroy when they were in 025. Both of them could take things way too seriously. But just because I wasn't on the same page as them I always felt like we were in the same book. Both of them have went to bat for me when it involved situations that they weren't involved in and they could have just kept their mouths shut. Whatever their faults I've never seen them fuck over another copper. Especially Conroy who was the Lt in 025 for over ten years. Sad to say but in this shitty police department that means a lot. You could do far worse then having them as a boss.
