Consent Decree Signed

  • Chicago survived three tumultuous years with the topic of police reform front-and-center — years that saw a federal investigation of its police department and the prosecution of one of its officers for murder.

    Now, a federal judge has taken a historic step in a city where relations between the police and community have long been strained. U.S. District Judge Robert Dow approved Thursday a long-awaited consent decree meant to govern police reform.

    And he ended his order with three striking words: “Let us begin.”

    “The court is under no illusion that this will be an easy process,” Dow wrote. “It took a long time to get to this place, and it may take a long time to get out of it.”
It took a long time to get the public to even believe there was a problem, because just about everything hinted at wasn't tried in a court, wasn't based in any sort of reality, and was painted with the broadest possible brush by leftist agitators:
  • Burge? never a scintilla of evidence tying him to actual torture - just reports based on innuendo,  falsified recollections and manufactured evidence. There are maybe one hundred cops left on the job who even worked during the Burge years, yet we're all paying a price;
  • "Code of Silence"? We can name thirty or forty cops who have served or are serving time after being criminally convicted - that some "code" that sends cops to prison. What is amazing is how few of the politically connected ever face responsibility for their misdeeds in proportion for how much they cost taxpayers in civil judgements;
  • Shootings? CPD ends up being involved in under one-tenth of one percent of all shootings and an even smaller percentage of fatal encounters. There isn't (and never has been) some sort of "epidemic" of officer involved shootings, here or nationwide. It's a bullshit narrative.
So pardon us if we don't celebrate with Rahm the official death of policing in Chicago. The price will be paid in blood by the "community" who believed the years of lies for an agenda they think is real.

So we have COPA whose boss said to lie on officers to falsely get them in trouble and COPA has been falsely accusing officers because they have no idea or knowledge of laws officers use every day. we have corrupt judges that gangs brag about owning that rule no probable cause on all gun arrest and search warrants. we have anti white/anti police politicians that would rather see the citizens of Chicago suffer in gang violence than support the police. we have crooked anti police cook county state attorney supervisors with rap sheets longer than the guys we arrest. we have a media that spreads lies and does not cover the truth in an attempt to sell newspapers and ratings. Chicago police department are the only ones combatting the street gangs. officers need continue to believe in yourself and continue to do the right thing like we always do. not everyone is against us. most citizens every day in all neighborhoods black, Hispanic and white appreciate what we do. The anti police/pro criminals just happen to be the ones in front of a camera, they don't represent the majority of citizens.

What I have seen is total incompetency from this regime, much like the last, and I guarantee I will not vote for anyone from this crew either. You guys have shown us nothing. Do us all a favor, and take a page from the 9.5 fingered hobgoblin, and don’t run again. Don’t come out to roll calls this time next year, and try to court our vote. Don’t send your minions out, giving half-assed answers, or the “we’ll get back to you” line. For a while now, there have been a few people saying that we should get rid of FOP, get a different organization, get the Teamsters, etc..I used to say, “no, we can’t do that.”. Now, to be honest, I think it’s got to be a better option than what I’ve seen from this organization these last 15-20yrs. People wonder why morale is in the dumper. Can’t get a day off, the ridiculousness of the promotional process, asshole bosses still demanding numbers and pulling their nonsense if they don’t get their way, endorsements of know corrupt politicians...and that’s just the start of it. Now, we have a consent decree that you could’ve opposed, but you waited too long. Great strategy. I can’t wait to see what is next.

I feel sorry for people that have to live in Chicago. Worked (?) 31 years, retired in 2012. Just about the next day sold our house, and moved to a calmer Red state, the old Indian Territories. A shocking lack of diversity is the only drawback…heh.
Spent the first 52 years of my life in Chicago,had great times in a once great city, and I didn't want to watch it devolve into Detroit. Thought I would be there forever, but the democrat operatives section8 garbage was the tipping point, had to get out. We are happy and content and shop and visit and chat with a whole bunch of nice people. And nobody is spitting on the sidewalks when you walk by.
This 'consent decree' forced on us by obama will have more ill effect on the city, and the citizens' quality of life. Good luck to you all that have to be there!

The authors of this consent decree were never the police, never humped a beat car, never took a police report, never pinched anyone. This will be the bible and template for our reform. The chicago police department does not need reform. What needs reform are certain people in this city who gang bang, shoot people, sell drugs, and steal. Yet in spite of this tact will still be lights/sirens to jobs, foot chasing, etc because they are sweating going back to the uniform and beat car. Is what you should always have been doing. "Proactive policing" is just a different way to say "unconstitutional policing". The courts have become pretty clear over the years that a lot of these practices just are no longer acceptable.

Nothing says you can't go after people actually committing crimes. You just can't go after people because you have some vague suspicion or just for the heck of it.

Car chases are usually a terrible idea. Putting the public at risk over trivial crap is a horrible judgement call.

Foot chases are a different matter. As long as you are chasing someone who is reasonably suspected of having committed a crime, and you do it in a safe way, you won't get hung up. Keep in mind it is not illegal to run away from cops. Nor is it a lawful order to tell someone to stop just for running away.

I want to know is where are the Chicago Police Department police officers on the CTA in the evening, for example the Jackson Red and Blue line stations and the train cars?

All of us can't carry guns and flash a gun to get someone to back off or just shoot anyone that harasses us, we couldnt afford a lawyer after such an event.

A CTA transit patrol is desperatly needed especially in the evening on the CTA between 6PM and 12AM.

I detest criminal scum as much as you CPD police officers do and have been a victim of crime myself.

I completly agree there should be NO fking "consent degree".

But we do need a larger more visable CPD Transit Detail, many of us citizens rely on public transportation and need a police presence.

leader of a large congregation. R.I.P Good Sir)

Perhaps they were taken aback because a "big, strong,

January 1, 1913 -- The Chicago Daily Tribune begins 1913 with this headline, “Murders Spread as Police Fail.” The city coroner reports that through December 1, 1912 there were 237 homicides in Cook County for the year, all but 14 of them inside the city. The city of London, according to the paper, “with a population three times that of Chicago, reported only thirty-three in 1910.” There were more murders in November than in any November in the preceding eight years. The coroner’s jury determined that 168 of the 297 homicides could be classified as murder. Of that number only 32 people had been convicted. At 29 and a day, the pension stops increasing, and along with it, any little reason to stay stops also. Lord, give me the strength I need.

Don't read this as anything but what it is. A candidate piggy backing onto a hot issue in order to use it as a platform to bash an opponent. If he, or any candidate, was a true supporter of police (ala. Jane Byrne), the consent decree would be renounced based solely on the ridiculousness of it, and the negative impact it will have on policing and thereby the citizens of Chicago. This was an opportunity to steer votes away from McCarthy and the other candidates who were part of the Rahm fan club. They're all politicians - not to be trusted. There is no good choice for this election. There's no such thing as the lesser of all evils.

It’s not that simple The pension does not stop increasing, only the percentage stops at 75%. Pay raises increase your pension so it’s a good idea to see what kind of pay raises are in the new contract. A few extra pay raises can add a lot to the pension. Remember it’s not only the year pay raise, but the year that gets dropped iff

When the consent decree was first brought into court Kevin Graham met with his attorneys and met with Lisa Madisgan and her minions . There were several members of the Fop who talked with Graham but he wasn’t listening . He was gonna get the “carve out “ language . Kevin at the October Board meeting was able to influence other members of the Board to allow him time to get the language . A vote was taken to intervene whereas eight members voted to intervene . They were Murray , Preib , Tamlo , Flores , Dougherty ,Donahue ,Underwood and Trevino . The motion to intervene was made by Bella . For seven months Graham attempted to get the language and was duped by Madigans attorneys . When it became apparent the vote was to intervene which was unanimous . Even Deans crew voted for it .
Kevin Graham then attempted to get the Board to pull out of the intervention . Ten members voted not to pull out which were basically the

I so agree. The suburbs don't restrict where you live, offer greater educational/training/swat style opportunities, better practice ranges, funding, leadership, (though I've heard some grumblings), nicer, well behaved citizens, and prettier, safer work environments. Though the citizens do sometimes use the "do you know who I am" or Caren (from Mike the Cop videos) attitude. They're less likely to take you down.

Many have citizen involvement/training options, with pleasant ride alongs or people just walking up and saying hello. Suburbs have their share of ferals, but usually they're simply attempting to pass through town leaving a bit of mayhem behind.

Sadly, HUD is insisting on set aside, affordable, aka feral, housing. So the ferals will light up the town a bit. They ferals do offer drop off service to boost cars, personal items, etc. Bad behaviors aren't much tolerated.

Sure it's a little boring, but there's always walking with your family enjoying each other, instead of running for cover. There are so very many advantages. If you miss the city, you can always drive in armed with your bullet proof vest. Suburban PO's pride themselves on keeping crime low. You know, like real community policing.

Where ever you land, do it OUTSIDE of Crook County. You can own a nice sized property, decent house, usually normal neighbors, and your children experience a better education with usually well behaved children and knowledgeable teachers. Drugs are prevalent, but needles, beer cans, condoms, trash and mayhem don't flow along like a waterfall.

You can walk outside at night without gun fire or a feral fist in the face (well in most suburbs). Ok, so sometimes kids with firecrackers or drunks or suicides happen. There's the occasional big city style crime. However, the agencies work together and as long as you're honest, everyone strongly supports you. Citizens bring treats to the CLEAN and somewhat modern stations. Most importantly: Residents respect you and all you do for us.

I never thought I'd ever again live in a suburb. You'll love it and won't miss the sirens, the verbal assaults, the filth, the insane, lying leadership, or plethora of lying media stories.

I've heard some areas have accessible onsite CONFIDENTIAL counselling and outside ERP. As far as I'm aware, white shirts are earned and you're not fed to the wolf pack. There's usually lots of cool toys, well maintained cars, excellent neighboring back up, fellow PO back up. You'll sometimes find crappy computer systems/wifi, but that happens everywhere. If you become homesick for shitcago chiraq, you'll still have the outrageous state DMV system and paperwork from hell.

It's not Utopia, nor is it Mayberry, but you'll have space to park your car without chirpy house mouse "love you not" notes. You'll have a chance to really be police and make a positive difference or stay safely fetal whilst doing paperwork.

Let the city destroy itself, and not you.

It’s not that simple The pension does not stop increasing, only the percentage stops at 75%. Pay raises increase your pension so it’s a good idea to see what kind of pay raises are in the new contract. A few extra pay raises can add a lot to the pension. Remember it’s not only the year pay raise, but the year that gets dropped iff

Don't read this as anything but what it is. A candidate piggy backing onto a hot issue in order to use it as a platform to bash an opponent. If he, or any candidate, was a true supporter of police (ala. Jane Byrne), the consent decree would be renounced based solely on the ridiculousness of it, and the negative impact it will have on policing and thereby the citizens of Chicago. This was an opportunity to steer votes away from McCarthy and the other candidates who were part of the Rahm fan club. They're all politicians - not to be trusted. There is no good choice for this election. There's no such thing as the lesser of all evils.

I agree with you but I'm not surprised. I watch his page and he is really going after the black vote and of course saying anything in favor of the police would make him a white racist in their distorted reality. And as you say, they are all politicians. At that church forum they asked them all if they were in favor of the decree as it was and McCarthy said yes as did almost all the rest. With regard to the lesser of all evils as related to the candidates, I'd rather have Vallas as mayor than the rest. Look at the other choices that could make it much worse. Toni, Lightfoot, Amara, Mandozer, Ford, Daley, that stupid 60/40 kid, McComstat, and Willie Wonka. And Joyce is also a connected one that doesn't seem to have any real plans. It can always be worse and would be with the likes of some of the alternatives. Vallas is better than the rest but he would still bend into a pretzel for da community you can bet on that. And likely have mostly blacks and females as his staff for all the wrong reasons. Even though it's "MAGA Country". lol Vallas took down his post denouncing the alleged hate crime to that lying punk from that crappy TV show as he got some heat from it and needs money. Sad what's become of the 1st world countries.

At this point, I would pay $100,000 out of my deferred comp to buy 10 years towards retirement. 10 years from now would put me at age 55 and maxed out, with the 2% medical.


Just think of it - the City can get rid of all the (in management's view) dead weight 20 year coppers who refused to be "re-trained" (reprogrammed, brainwashed, untaught everything their initial training and 20 years experience has taught them, common sense, surviving the street and this job, etc.), refuse to do the job or are unable to do the job the way the City wants, and raise $100,000 per copper wishing to buy the 10 years forward. 500 coppers retiring would get the City a quick 50 million, create new openings for younger officers who can be trained to do the job the way the City wants while pushing older officers onto the pension fund and not have to pay their benefits any more. It's a win-win.

What say you, City? Come on, buy out all of us old assholes who refuse to go along with the new model of 21st Century Policing.

Orders and Directives are being rewritten at a furious pace, just check the new or revised Directives that we are supposed to read monthly. This job is being changed right under your feet. The way I was taught to do things has changed 5 different times in my brief 20 years. I can't keep up anymore.

Hell, I challenge any human being to master the voluminous number or orders and directives governing our job. I seriously doubt that the skipper of a nuclear submarine in the US Navy has as much written on how to do his job as a Chicago Police Officer does. Please.

Better yet, the City should just build robots that can be programmed with all of these lovely and ever-changing directives and orders. Said robots can roll around town, printing tickets and spitting them out at citizens. Said robots can be spit on, kicked, shot, and there won't be any uses of force or TRRs or medical bills or anything because the robot will do and say everything it's supposed to within the rules, and it will all be recorded by the robot.

I just can't keep up any more. All I can do is go day by day and hope disaster doesn't strike in one of its many forms. Not for my sake, so much, but for the sake of my family, as in my ability to continue to earn and provide for my family, which is in jeopardy every time I put on the uniform and start a tour.

I've had retired coppers tell me repeatedly, "I couldn't do your job nowadays." And they had it harder in many, many ways. Each older generation was tougher than the one that came after, and if you're talking to guys who were the Police in the '50s, '60s, and '70s, you're most likely talking to guys who were not only military veterans but some bad asses on the street, who had to put up with different bullshit in their day.

Anyways, the FOP should be working on some kind of buyout for the next contract. There is too big of a gap between 1990s coppers and the new model of policing. It will only mean more liability for the City in the future given this Consent Decree and all its implications if there are coppers hanging on to the job who cannot do the job the way it is done in today's climate.

Take your deferred comp and walk away. There are plenty of police jobs in red states. Your young enough to start another career in another field. Cost of living in many areas is 1/2 of what you spend in city. Biggest problem is moving a2ay from good pizza and beef sandwiches. So STFU and start planning.

The Union does what it can, but unions are dying. That's just how it is, until the masses demand soemthing different. Unions are necessary, but not perfect. We are losing a lot, but we are getting more sophisticated and better training. My only complaint is we need more firearms training. We used to have a 3 hr practice knce a year, now we don't. I do practice on my own. Our population is changing, we are dealing with more mentals, and more elderly, and fewer social services. I have 22 years on, I will stay, learn more, and do my best until I can retire, though I don't see that happening for another 10 years.

True and you should be because you are getting the benefit increased pension and the increased 4 year average. I used a hypothetical salary of $90,000. If you assume a $2500 raise each of the previous years and a $2500 raise each of the additional 4 years when you retire you will be getting $72,187 instead of $64,687 or $7500 a year more. Just showing the difference between staying an extra 4 years and showing the pension doesn’t stop increasing because you are maxed out
It’s up to the individual officer to decide if the extra four years are worth staying. I did and every 1st of the month I’m happy I did and was blessed to have had good health and been retired for 12 years. Not saying it’s for everyone, but it worked out for me

Would work out for you but not the pension fund. Pension fund would be in worse shape than it is now. You are dreaming
I’d give the pension $290,000 the day I came on and would be able to retire at say $100000 to $150000 a year. Get my money back in 2 or 3 years and never have to work

Everyone chases that gold ring of maximum pension.

There are other things to consider to maximize your benefit.

1: Is 2.5% really going to change your financial situation? If yes, you have problems.

2: Leaving the job early may cost you a little money. But what is peace of mind worth? And quality of life. Instead of grinding yourself down dealing with a job you hate which is taking time off your life, get out and live.

3: The trick to getting the most money out of the pension fund is NOT to get the biggest check you can, but the MOST checks you can.

Fuck off.... FOP does not need to be dumped. The need is for the members to become more involved in THEIR union and elect officials who are going to be concerned about the officers and not their own political or personal agendas

I tried this many times only to be told I was out of order or to have the fLop act like I should be fired. Fuck fLop. They are not a union. ALl they are is a bunch of bargaining agreement puppets for the mayor.

The only way to get involved is to get rid of Flop

The overall goal is to make police officers into social workers. It's the next logical progression from community policing, which of course, was good on paper, but not in reality. Most of the policed communities reject any cooperation with the police, so, what's the point other than "saying we're doing something"?

Who are under investigation, being charged prosecuted or convicted for various corruption offenses. Lisa Madigan is a corrupt irreverent failure because she looked the other way while those like her father Mike Madigan, Alderman Eddie Burke, and perjury inducing governor elect JB Pritzker, pilfered and defiled Illinois to its current state of fiscal insolvency and bankruptcy.This is why police reform will fail.
