Not Going to End Well

This is a particularly bad idea (click for larger version):


As predicted by numerous readers not too long ago, they are going to start keeping track of when you point your weapon. Soon it will be when you unholster it. And after that, they will attempt to dictate, via some psychic process, exactly when and how you will be "authorized" to unholster, display and point your weapon - in essence, when THEY feel your life might be in danger....and not when YOU feel your life is in danger.

Some pencil pusher who never worked the street in the dark, answering a radio and responding to shots fired in a dark alley, will arm-chair Monday-morning quarterback you to suspension time and firing. Anyone want to bet there's already an internal directive floating around the "Force Review Unit" attempting to catch officers with unholstered weapons on body cam? Those officers will be undergoing counseling and retraining (before being fired) starting very soon.

There is a perfectly valid reason for this directive. In July 2020, and every year forever and ever, some "data analyst" can provide the race-baiting, bottom-feeding, political blowhards with the "proof" they need: officers "point" their weapons disproportionately at black people.

Here in DC we’ve had to do that for years, swear on body cam? Even if it’s just to another officer? Written up. Thanks to the NEAR act we have to do a full report each time we stop someone. The result of all of this madness? A 38% rise in homicides last year. This year, despite being a much smaller city than Chicago, we are only trailing you by three homicides year to date.

Don’t forget, you will also be required to complete an ISR after pointing your weapon at someone. They seemed to have left that out of the administrative message, but made sure to sneak in the following passage into the actual order:

“The pointing of a firearm by an officer is a factor courts have considered in determining whether or not a consensual encounter has elevated to an investigatory stop or an arrest. Additionally, courts have determined that when an officer points a firearm at a person to detain that person, an investigatory stop or arrest has occurred.“

I recall reading an article that stated Emmanuel and Madigan reached an “agreement” about the policy in that officers would only need to inform dispatchers and not fill out any use of force paperwork. So instead of documenting via a TRR, we will just be documenting via the ISR.

I foresee a new drop-down box on the ISR: “Was service weapon pointed at subject?”. Just another statistic for the ACLU to track and monitor.

The bad person/beefer (hope that is gender neutral correct) is always going to say you pointed your weapon at them even if you rested your hand on your gun in the holster. Display, holding firearm in low ready position could be construed as pointing a gun. Therefore I suggest that all member's weapons be equipped with a theodolite (which is an instrument that measures angles in horizontal and vertical planes which is used in surveying). This way the Department can specify at what angle from the ground you are actually pointing a weapon at a person (i.e. is it 20, 30, 45 degrees?) They failed to give you the parameters of what constitutes pointing. Also effective would be you holding a selfie stick with a camera pointed at you while you draw your weapon. This order needs to be sent back to Research and Development for them to contemplate it for a few more years. Also did they get opinions from the ACLU, Black Lives Matter, Antifa, Anti gun groups, the "rev-runs, the progressive/socialist Democrat Party?!!!!!!!!

Well all they've done with this is insure more P.O.'s ( newer kids) are more concerned about following directives so as not to be fired, sued, etc , than their own lives. Anyone who has any intention to go into law enforcement that comes to Chicago truly needs to have their head examined. The last thing this is is a police department , more like a "political action force" . 35th street demonstrates daily that they don't give a shit about P.O.'s well being and this none sense will get somebody killed ( and I don't mean shithead!)

The follow up memo in August will be to turn all your bullets exempt for one that must be carried in blouse pocket. You will become affectionately as the Barnes. Or a memo that requires you to turn in all weapons and be given a very loud whistle, you will then be dubbed the Windows. No more chases no more shooting helpless community members no more policing. First law suit will be from a community member that says your excessive whistle blowing will not let him get a goods days sleep after prowling the streets all night looking for victims. City will write him a nice seven figure check and take away those loud whistle and give you cricket clickers. Then new name for CPD will be the Crickets. Enjoy your future.

It really isn't so big a deal. No notification for unholstering, displaying or holding it at the 'low ready' position. In many agencies, an officer must notify a supervisor if they actually point their service weapon directly at an individual. I'm sure that your average officer doesn't have to do that on a daily basis.

I have no doubt that when reviewing body and vehicle cam they will look for anyone who is pointing a weapon and then check for a filed report. Whoa to those who fail to make these notifications. Body cameras are becoming the new search engine to catch cops in some type of violation.

You have to do the isr when you stop someone worth pointing your weapon at anyway. Pointing the gun doesnt make it an isr, that has to happen either way, but so far, the isr parameters still hold. No isr needed if you're indoors unless it's a public venue, never on private property, and not with probable cause, but in each of those exclusionary areas, you can still point a weapon at someone, and should always be prepared to do so. I don't care if they want paper every time I unholster, there will always be the appropriate explanation attached. Second guessers will always second guess, and so many more will formulate their opinion directly from their assholes.

there going be a lot of notifications. there are hundreds of shots fired and person with gun calls and felony calls every day. street gangs carry guns every day. black street gangs recruit black children into their gang and Hispanic gangs recruit Hispanic people into their gang, and Chinatown gangs recruit Chinese people. 99 percent of street gangs in Chicago are not white and street gangs carry guns every day. so in 2 years ACLU will falsely report cpd is racist because they pull guns on non white people more than white people. What about the video a couple days ago with the three mutts driving around with guns out talking about killing the officers in a passing police SUV? Who wants to walk up to a car with three community youth in it and not have a gun out after seeing that video? There were Midnight's in the ghetto when our guns were in our hands more then they were in our holsters for the whole night. Every time we got out of the car we had a gun out!

Might be ancient history, but if you ever worked the projects, sometimes the only way you got out of there without a riot was to to have your weapon "prominently" displayed.

Now when you arrive , assess situation , wait for back up , locate and interview victim before you send any flash message , any injury or complaint of distress request paramedics , write report , make all notifications and for sure , stay off air and tour area for offenders
Please Back each other up , go home safe to your loved ones
take this advice . I survived over 30 years on CPD , working the streets . Family First , Protect yourself , fellow officers and real victims . Do Not take the job home . If you see a Fellow Officer struggling with personal problems , invite them out after work , meet up with them for coffee during work , let them know you are there for them . If they seem suicidal tell someone . Advice I received from a Old Turkey Bird in the 70's (Old maybe late 30's)LOL Kid , remember one thing today if anything I try to teach you " It's All Bull Shit Kid" Never forgot it and survived.

They got their foot in the door with this one. Soon enough cops will be required to fillout a ISR-type of report or TRR when they point their weapons. And eventually it will be too hard to distinguish or controversial for them to determine when you just pull out and display your gun and when you actually point it so reports will become mandatory in both instances.

Don't forget, they know its you (or your partner)....All that is required is your beat number,which has your pc# and star # associated with it. Then they pull the body cam footage to see what really happened. The FRU will then be in contact with you to serve a CL# if they don't like what they see....I'm sure OEMC will automatically pull an event # for a new job type, "point". The only question missing at the moment is the race of the 'pointee', which I'm sure will be coming.

Then they can start spewing all sorts of useless statistics, I'm sure the ACLU is salivating.

As a retired P/O (36 years on the job) who lives in 022, I anticipated this coming and I have recruited well over 200 additional retirees who have all agreed and signed a "consent" form that any active, on-duty, (have to stress the on-duty thing because I don't want anybody off-duty at Blackthorne doing this) officers who desire to point a gun at us, we are completely good with it. It SHOULD screw up the ACLU's "end of the year" % when 70% of the "pointees" are M/2's.

They are developing a holster that will register your star number whenever you take your weapon out of the holster and will be downloaded or uploaded to the watch commanders computer. My recommendations:

1. Don’t rush to radio calls - if you get there after the bad guys/gals/persons of non-binary gender have left, there’s no reason to draw or point your weapon.

2. Develop near-sightedness. Don’t see people being robbed, beaten or murdered when you’re on patrol. After all, it could be a cultural event that you aren’t “sensitive” to, and you wouldn’t want to upset someone. If there’s a crime being committed, the victims can call 911 and get you to come take a report.

3. Only draw your weapon when your life or the life of someone you REALLY care about is in danger.

Sadly, “the community” is about to get exactly what they asked for, which rarely ends they way they thought it would. After a couple years of gangs and criminals running rampant in Chicago, “the community” might be ready for a change back to real policing. Until then, don’t get yourself in trouble doing them favors they say they don’t want.

Here in DC we’ve had to do that for years, swear on body cam? Even if it’s just to another officer? Written up. Thanks to the NEAR act we have to do a full report each time we stop someone. The result of all of this madness? A 38% rise in homicides last year. This year, despite being a much smaller city than Chicago, we are only trailing you by three homicides year to date.

If it makes you guys feel any better, years ago when changes were made and I’m surely not saying they were as dramatic and the ones you guys are facing, many of the old timers said we would never make 20 years. And every 5 years after that when additional changes were made, they reiterated the same thing. But guess what 99% of us made it and you guys will too. Might require some changes on your part but you will adjust and have a good career. I have all the confidence in you being able to figure it out. We did and you will too. Stay safe

You’re absolutely right! I’m in great shape, great shooter, not a complete idiot. I’ve had a pretty nice run with part-1 offenses. The “change” you have referred to was already achieved by this guy about 2-3 years ago. I’ve had zero CRs since, no major arrests to speak of, virtually zero court. I make no traffic stops or foot pursuits, I cut paper like a warm knife through a stick of butter. I freely admit that my existence is utterly for show and pointless. Just counting down until my 20 year sentence is up. So, Mr. Silver Linings, great pep talk, now go help CPD hose down the blood from person shot calls...I’ll be down on lunch.

I spent my last two years with cpd doing zero traffic stops and I believe 10 arrests total in two years and all on signed complaints.
Had no court. Left cpd, in the burbs and have had 1 court date. Though cant wait until I leave law enforcement.
