Three Phone Calls
- Cook County officials are pushing legislation that would require police to allow arrestees three completed phone calls within an hour of their detention.
Failure by police to provide the phone calls would be considered “official misconduct” — a class three felony punishable by up to five years in prison.
Cook County Board President Toni Preckwinkle, County Public Defender Amy Campanelli and others unveiled the proposed legislation at a press conference Tuesday.
“If a person is hospitalized, among the first steps taken is to notify the emergency contact,” Preckwinkle said. “An arrest is no less disruptive to a person’s life.”
You know who else's life crime is disrupting to? Crime victims. We're just saying. But three phone calls? Anyone else thinking that at least two of the calls will be to accomplices to destroy evidence, intimidate witnesses, move anything that might incriminate others?
This is (once again) Prickwrinkle looking our for the criminal, not the victims and will contribute to an even lower clearance rate. And by threatening police with five years in prison for what is essentially a bullshit pander to the criminal class and their supporters, you drive even more working cops to decide not to make the effort.

Lockups can become quite busy. Trying to print & photo an uncooperative prisoner while other prisoners are having their fake heart attacks, females that want to go to the hospital cause I just found out I am pregnant and my water broke, prisoners barfing all over their cells, baloney feedings, dets. wanting to take prisoner out for interviews. Releases to bond. Street guys bringing more prisoners. So does all that stuff wait so pokey gets his three phone calls? You bet it does because the lockup keeper does not want to charged with a felony even though he would get three phone calls. Did that gorgon dummy ever think of any of that?

Why not just give the arrestee a special cell phone, specifically kept at the lockup for this situation, and let him have at it for an hour? What difference does it make. Does Toni realize that the law states there is a presumption of believability (excuse the word) toward victims, that's when when some dummie says "he hit me" we can immediately make the arrest. SO when some arrestee says they got 2 phone calls, and not 3, technically, we can be immediately arrested, and now the burden is on us -technically the burden is always on the state, but its always nice to be able to prove you allowed 3 phone calls

Once in lockup, you better believe the offender gets to talk for as long as s/he likes and as many calls as they like. No questions asked and no hassle phone call policy. Hospitals are already required to make family notifications and in a lot of cases, have access or obtained the injured arrestees information well before the police during triage.

My father, who worked a couple years of his career in what they called the cell room, told me of a story where one not so bright young cop allowed a dangerous prisoner to make a phone call after an ambulance had already been dispatched to take them to the hospital for some phony baloney ailment. Since the city only used one hospital for prisoners and everyone In the city knew which one, they had to detail 6 officers to the hospital, instead of the usual two, in case of an attempted escape. Nothing happened but they could have been scared off from the show of force. I can see this happening if Chicago makes this law.

If one of your loved ones were arrested wouldn’t you want them to be able to make several phones calls? I think that when the police or detectives arrest someone we should also have a city credit card so that we can buy them a decent meal (they currently get bologna and water). If they are in custody for twenty four hours we should be required to buy them a meal every 8 hours. It’s the decent thing to do.

That's interesting. If Prinkwanker takes in cats then that's the one thing decent about her. But she sure doesn't seem like the type. If she is breeding them for show or just letting them reproduce then that's something else altogether. She should at least be able to control the problems mentioned, she certainly has plenty of money. Given the number of cats euthanized every year in shelters one can't blame people for taking them in. Most of the time it's folks that don't have a lot of money to spare. Are you sure she has that many, I thought there were laws about how many animals one could have in the city.
