Mental Health at Center Stage

We see lips moving, but we don't think the message is reaching people who need it:
  • Responding to that trauma is now a top challenge for the Chicago Police Department, where alarms are sounding after six officers killed themselves over the last eight months.

    Last week, after the most recent suicide, Superintendent Eddie Johnson convened a small meeting of command staff and told them officer wellness was now his priority. To keep neighborhoods safe, his officers need to be healthy, he told the group.

    Johnson formed a task force to examine the department’s mental health services, according to his spokesman, Anthony Guglielmi, who was at the meeting.
    After killing an armed suspect, a Chicago cop — and his department — struggle with PTSD

    And in a sign of changing attitudes, Johnson also sent his officers a note about the latest death, saying, “we must do everything we can to ensure that our fellow officers have the support needed to get through the challenges of this very difficult job.”
Support? From this administration? Are you joking?

Two years without a Contract (three for supervisors) and no meaningful negotiations. Not to mention that the City only wants to gut Contract protections, making it easier to lose our jobs, which is stressful enough without the added pressure of being fired for offending the "community."

Meaningless training for officers instead of demanding the "community" behave properly - and no meaningful punishment (like prison) when they don't.

Little-to-no opportunity for advancement....unless you possess the proper DNA, are willing to sleep around or service certain persons, or you manage to cheat in a secret study group - again, available only to the chosen or those who choose the appropriate bedroom partner.

And speaking of partners, how about if/when you find someone worth working with, some asshole lieutenant or captain can break up car assignments for activity reasons that no one is willing to put down on paper. At least in the old days, we could bribe the Watch Secretary to work with a regular partner.

Special Ed's "changing attitude" isn't really believable seeing who he has promoted and who he has protected.

What happened to all of the Quiet/ Meditation Rooms in the districts.
I actually had the benefit of using ours for a few minutes once, and it was helpful.
I can only speak for my district, but within a year of its inception,the room was converted into office space, for some connected detail.

Great points SCC!! This department has no intention on doing the right thing. Let’s see.... I would say there is a lot more stress coming from the department than there is in the streets. We can not trust our employer, COPA is headhunting, Fox’s hatred for the police clouds her judgement especially when we are a victim, no community support, the hypocrisy of these white shirts is the cherry on top. They walk around with that smirk on their faces like they actually deserve respect. It’s disgusting. The department is the biggest reason for stress when it comes to officers. And in my opinion it’s that stress that pushes officers in making that poor choice.
But no one wants to talk about that. ☠️

The second to last paragraph really is the key. The Cmdr’s are being nit picked to death at compstat for every little number. In turn, they’re constantly on the Lts to have their officers produce more and more. I believe compstat is the root of most evil on this job.

How about time off? This 15% shit or whatever it is sucks. Sometimes that means only 3 or 4 people can get a day. At least leave it up to the watch. Some districts are in a perpetual backlog and in all districts the calls never stop so who cares and just give coppers time off. I don't mind picking up the extra slack if it means a cop gets his day off.

100% right SCC! Has anyone ever considered how the city continuously says “screw you” to their police officers when it comes to contact time? For many decades the city does this without blinking an eye. Soon it will be another two years without a mention of any attempt to think about the contract. Now with a new mayor it could go another two years. So possibly 4 fucking years??? Anyone ever consider financial burdens compounding the already stress of this job? It also sends a continuous message of “we don’t care about you” We are forced to live in Chicago while the city continues to raise the cost of living on everything around us with no adjustment in pay. Oh yeah, then they tell us your earned and contributed to pension fund is in bad shape. All this does not help. Something needs to change. PS... No ducks either! We’re watching the GPS. Only for blue shits though. Now go be proactive. Did I forget to mention 15% only time due? Again only blue shirts.

of a suicide hotline was a recording after business
hours directing the veterans to leave their name

So every day we come to work and hear more bad news about how the department is watching you, restricting your time off, no manpower, more fake missions(so the ones not on them carry the load) inspectors are out, COPA hammering you, no ducks(except for supervisors), everyone swipes(except special people), they’re watching GPS(again, except for supervisors), more blue cards, no contract, our bills increase, and just an atmosphere of constant negativity every time we come to work. Can anyone remember a day coming to work when we heard something good? Just one good thing for the troops? Ever? More time off allowed? Raises? Anything? It’s always, “you can’t” “No” or “we’re watching” or “we need more” Then they head back to the office and watch tv and surf the net. This is the problem. Is it that hard to just be nice sometimes to the troops? Blue shirts aren’t peeons!

Off topic but be aware: Article in Bloomberg News 20 Mar 19, "Ford Explorer Owners Say Their SUVs Are Making Them Sick". Three thousand complaints have been received by Ford and Federal Government saying that carbon monoxide is getting into the vehicles causing migraine headaches, fatigue and dizziness. This affects vehicles produced from 2010 to 2018 and includes POLICE VEHICLES.

Like everything else on the job, this latest charade of compassion was concocted reactively and only because they HAD to do/say something.

Even if anything is actually learned by Special Ed’s “task force”, little to nothing meaningfull will ever be implemented as a result. This issue will quickly fade from front and center because coppers, as a general rule, have short memories. Not to mention we’re quite the pessimistic bunch knowing where the lowly blue shirts and unclouted others rank in the eyes of this city and department.

And then it’ll happen again...

Followed by more outrage. More calls to look after one another. More exploring cause, effect and solutions. More calls for education on prevention. More promises that they care and are always available.

Lather. Rinse. Repeat.

Unless you’re hooked into Club CPD Untouchable via DNA, clout, nepotism or sexual favors, do NOT trust anything this department says, does or promises. And NEVER volunteer for shit. They all have agendas to promote and angles to work, none of which will benefit PO Average Joe.

I work in the mental health field and one week of cit training is inadequate. Besides, no cop is going to use it, or attempt to use it properly. I am retired CPD, and took the training. No one cares, really. Think of how many drunks are tolerated on your watch. The hiring and screening process is shit. That is why you get people on the job that develop suicidal ideation. Clout people get protected. Three times I knew of officers who put a gun in their mouth, and were allowed back on with no further action by the city, no treatment, no record in their files.

What other occupation has to work everyday and read in newspapers and watch on TV about how corrupt and evil you and your livelyhood are. There is no other job in the world that is harder to do. Most police officers came on the police department having worked as truck driver factory workers and other everyday job. They send you for training for 6 months and then send you out to do not only the hardest job but the most impossible job in the world!!! This is now more true than ever for police officers one mistake or one moment of bad judgement and your toast. Doctors can get malpractice insurance the police have a union that try's to do the right thing but is a pebble in the sand. God Bless those who wear the blue suit who work an impossible job everyday!!!

Anyone check out the AMFN message for SGT Merit packets issued a couple of days ago, look at attachment it gives how many nominations each commander, director, etc. can nominate. One unit that has only a commander a sgt and a po (secretary) gets 1 merit nomination, basically he can nominate 100% of his eligible command. She isn't Greek so he may have to nominate outside of his command.

A direct result of this is Cmdr’s and Lts coming back to the district breaking up happy partners because they aren’t producing enough “blue cards.” It’s just fucking ridiculous.

Hey legit, you're right.
That's the way most hospitals work. When JACO comes
around for inspection all the time is checking that individual
licenses are up to date, that each professional is current on
C.E. credits, refresher courses on CPR, minority interactions,
"boundary" instruction, fire training. Oh and they do check
(after the fact, of course) on morbidity and mortality to
compare you with other hospitals of the same kind. They
really don't care about patient outcomes, they just like to
see the numbers line up to cover their own asses (the
inspectors).

Quiet rooms are just a bandaid. It costs them nothing to
"give" you a room; just says they did something. And what
benefit is it if you can't talk to a medical professional. That's
like leaving the officer alone with his own deamons, which is
the environment found at the suicide. Quiet rooms put the
burden on the officer who has enough stress anyway. The
Dept. is essentially treating you like a child. Here is your
time out room. Go into it, calm down, and come out all
better. BULLSHIT!

Let’s see what’s causing us stress. The refusal of the city to settle a contract. The constant articles that are pension is not funded properly and may not be there when we retire. The fact that Rahm screwed a lot of retirees out of health insurance and we might be next. Promotional exams given years apart, we’re not talking 2 or 3 we’re looking 5,6 or 7. If you come on at the wrong time it might be 10 years before your eligible to take a promotional test. Time off. If officers can’t get time off and miss family event such as milestone birthdays, family weddings, graduations not to mention holidays then yes this builds stress on the home front and this is carried over to the workplace.

Then there’s merit promotions. The icing on the cake. So after waiting years to be eligible for a promotional test, studying for that test you may see hundreds of people promoted before you because of the merit process. Most of these merit picks not only get one promotion but two making them eligible for appointed positions. A lot of these merit promoted supervisors have no business supervising anyone.

It’s also interesting and scary at the same time that both of the mayoral candidates have absolutely nothing Hong positive to say about the police department. It’s all negative. We need more discipline we need to build trust our clearance rate is terrible we’re racist. The department cost taxpayers too much money etc etc etc. I have not heard either of them say one positive thing about CPD. Think that may cause a little stress? Knowing whoever wins the mayors race is going to start day one demonizing the police even further into the ground. You want to make changes great bring it on but we need to be positive and all sides need to be involved in making healthy safe changes.

There are too many barriers to getting mental health treatment, when needed. Just taking the first step of seeking out counseling is hard enough...but the city makes cops jump through hoops if they want to continue services. The PPO plan only allows 7 counseling sesssions before the officer has to call Telligen and “open a new case” for themselves to continue getting the help they need. Then they are told their case needs to be evaluated and may or may not be approved. Just one more obstacle—and this “recertification” after only 7 sessions is not common practice for other departments’ insurance policies. FOP should look into this..

I agree the stress has increased on the job due to outside forces treating law enforcement as the root cause of all evil. COPA reopening investigations for fishing expeditions just to try and quantify their existence, the media constantly airing bs anti-law enforcement garbage, along with embellishing petty BS, and all the politicians giving any form of legitimacy to the so-called activists. That's where the stress comes in. It's not wearing a BWC, it's not getting felony charges denied by a political hack and her underlings, and it's most definitely not from any boss telling you to do your job. Your job is to produce law enforcement related activity. Traffic enforcement, whether blue cards or tickets, ISRs, curfews or physical arrests, that is the job. If the very nature of the job stresses you out to the point of suicide then quit for Gods sake. Just quit and go do something else. You're saying a boss telling you to do your job pushes you to the brink of suicide? You have far deeper problems than this job. Man the hell up and do your job, there will probably be a lot less stress if you stop ducking work or working harder at not working. Yes some outside forces are creating stress, so relieve it and put one of the sources in jail, write them a ticket. If they commit an infraction cite them. Traffic, anov, arrest etc. The inconvenience resulting in their actions will serve them some awareness and could be therapeutic for you. But again, if doing the basics of your job pushes you to consider suicide, then resign and move on. Or is that just an excuse for you to ride the bandwagon and a reason to do nothing? And you probably still expect to come in late and leave early and be rewarded for having a job. And if not what? You'll threaten suicide? Geesh!

how would a new contract affect some mentally ill cop's mental illness? suicide is mostly due to mental illness and not having a contract does not cause mental illness.

it may be that there are just some cops who need to find some other employment. better to find some other line of work than let the job kill you. although in reality, it is not the job doing the killing. it is the mental illness that is not being treated, possibly due to a legitimate fear that if the department finds out a cop has mental illness they will be removed from the force. this is what should be happening despite the unpleasantness associated with doing so. mental illness can be controlled but is all but impossible to cure so it just won't go away.

12 mental health counselors at EAP for 12,000 officers, can you imagine the work load. It’s probably worst than the medical section. I would not say anything to a blue shirt in there because they will tell a supervisor and put you on personal concerns and try to strip you. Politely ask anyone demanding activity to explicitly itemize precisely what they’d like from you in writing. If my memory serves me correctly, an old timer working housing in 018 did just that to a 1/W lieutenant some years back. The days of “Keep the Cappy happy” and “a mover a day keeps the sergeant away” are long gone. Back then bosses (NOT supervisors - BOSSES... there’s a huge difference) weren’t adverse to getting their knuckles scraped and putting some skin into the game when shit went sideways. Today? Pfffttttttt!! Too much college and not enough common sense on this job, particularly amongst the Stupidvisorsy ranks.

Refuse any order that’s illegal. This includes being pressured/coerced/threatened to produce activity. Keep copious documentation of date, time, location and others present and/or aware of such instances.

Ask them to accompany you to where activity needs to produced and to lead by example: establishing PC, effecting the arrest, proper handcuffing and searching procedures, required Miranda warnings, proper securing of arrestee(s) prior to transport, the completion of clear, concise and complete reports, approval of PC by DSS and WOL and escorting arrestee(s) to lockup. Remind them they also have the powers of arrest, court keys and that “Box 1” ain’t just for blueshirts.

But I’ll tell you right now what’s gonna happen. You’re going to continue to jump through hoops, performing like an activity-driven circus seal because you can’t be inconvenienced by working a rapid car, occasionally bouncing between start times and partners or having to be pulled off the ‘06 car when the watch is short. You’ll keep your mouth shut when they violate your CBA regarding changing start times, the use of compensatory time and seniority-based issues.

The old timers had no issues with telling jagoff white shirts to go pound sand when fucked with back in the day. You pups today need to grow some balls and take these pricks to task when they’re wrong. And if they’re dumb enough to retaliate, deal with the temporary inconveniences that’ll come with it, and then hammer all involved. Trust me, the smart ones will get the message loud and clear and will lay off quickly.

So quit crying here and handle your business. It’ll get real nice and easy once you put them on notice not to fuck with you.

Johnson first step for mental health was to start a 8 hr class for recruits; YOGA! The academy took out 8 hrs of control tactics and used it for yoga. When recruits hit the street they have yoga to help with PTSD. Johnson's reaction was political. Create a panel to study how to improve mental health for officers on the street. Maybe a few exempts will visit roll calls. OIn the meantime commanders will deny time off and split up partners for lack of activity. Move along, nothing to see here.

I've mentioned it here before, I remember from a conversation I had many years ago with a superior officer while in the Marine Corps in which he explained Marine Corps logistics and he said something that stuck with me to do this day and it juxtaposes so well the antithesis that this department is "Every single unit of the United States Marine Corps is set up to SUPPORT the grunt in the front lines of war" guess who the grunts are in our department, and we are at war. In my 20+ years on this job, 20 as a beat car pusher, I have never truly felt like management cares about the troops. I've heard a lot of lip service but not much follow through. Until this department instills a paradigm shift in which police officers view working a beat car as an honor and not a burden or something to be looked down upon not much will improve.

One unit that has only a commander a sgt and a po (secretary) gets 1 merit nomination, basically he can nominate 100% of his eligible command. She isn't Greek so he may have to nominate outside of his command.

If you work 1/W you know you are working for the following day. Therefore if you have training in the morning or afternoon you know very well you are given the night off before. I actually appreciate getting an actual night of sleep vs 3-4 hours of nap time that most midnight officers only get during daylight hours.

I worked first watch for several years for family reasons.
Each District could have sent one officer for training,
during the hours of 2300-0700. Total 25 people.
The instructor would have to work those hours too,
but still have the weekends off.
But NOOOOOOO, better to fuck over 25 people so the
daytime dolly, kiss ass, suck up, clouted instructor could
remain on days.

None of our exempts, pass & present, could ever become a Star Fleet Officer.

I survived 2 years of depression after becoming disillusioned and disgruntled by the ridiculous hostility and lack of support from politicians and the news media. I even seriously contemplated suicide on several occasions. My advice to officers who want to avoid or mitigate depression is: 1-avoid or stop drinking alcohol. It numbs the psychological pain short term, but can trigger or worsen depression. 2-Regular cardiovascular exercise helps to improve your mood and even your outlook on life. 3-Do not take this job personally and don’t allow it to become your identity. It provides a stable income and benefits, 4-Reduce your jnteraction with hostile people, especially hostile supervisors. Tune out the hostile news media and bid to a different district If necessary. 5-Pray. When everything seems hopeless, reach out to God and ask for strength and wisdom.

Ponce asked Preckwinkle several questions. Preckwinkle disregarded the question and recited a speech on any other subject to avoid the question. I don't like either one, but Lightfoot answered all questions put to her.

When the DOJ report came out a couple years ago, Kevin Ryan came to our roll call room and talked about all the changes that were gonna happen in the CPD. One in particular, he said that coppers were gonna have a better opportunity to get promoted. It was all BS!!! The bosses on the CPD are complete shills for the establishment.

Kevin Ryan is one of the biggest stroke I've met in 10+ years on the job. The fact that CPD had no better option than to send his incompetent ass to your roll call shows you the state of despair that CPD has been in for some time now. A guy who's as dumb as a box of rocks and who didn't earn sh*t in his career is gonna tell you that you'll have more opportunities to earn a promotion. Now go out and hit those streets hard boys and girls. You might be one of the lucky ones to squeeze in a spot on the next merit, errrr Sgt exam.

If you think anything is going to change department wide regarding this issue, think again. We have to start having courageous conversations with one another and stop with the superficial friendship that are made on this job. When we recognize that somebody is struggling we say nothing to that person. we let them hang out in the wind. If we do nothing, nothing will change don’t expect it from the top.

Let’s see what’s causing us stress. The refusal of the city to settle a contract. The constant articles that are pension is not funded properly and may not be there when we retire. The fact that Rahm screwed a lot of retirees out of health insurance and we might be next. Promotional exams given years apart, we’re not talking 2 or 3 we’re looking 5,6 or 7. Current tests are you kidding me. Sgt tests and other promotional were given less. You had to have time in grade and you never saw people getting promoted this young. Nobody got promoted with under 5 years and the time between tests was the same if not longer.

12 mental health counselors at EAP for 12,000 officers, can you imagine the work load. It’s probably worst than the medical section. I would not say anything to a blue shirt in there because they will tell a supervisor and put you on personal concerns and try to strip you. A majority of these people are probably not even psychiatrists. Fat Ed can preach to BLM for he cares more about marching with them than his troops. It’s always been smoke & mirrors in this job. Beat officers are the grunts if this was the army.

People like you are the reason that people who need help don't get it. Know what you are talking about. They do not keep notes, they do not put anyone on Personal Concern or Behavioral Alert, they DO send people to facilities out of state if needed (to get around mandatory Illinois reporting--other states don't have to obey Illinois law). They are good, hard working people, but yes, severely understaffed. Give them credit for what they do...….A supervisor who has used their services personally, and recommended others to do so....Yes, true.

Do not perform yoga: you are performing worship positions honoring pagan Gods. Instead, go take a 20 min walk on tne beach or on your area. This has a fabulous benefit and actually really does help with depression. Walking barefoot on sand or grass is preferred, except lake front sand is filled with nedles and city parks are filled with dog p and p.


Find a buddy to walk with you. Also you can even park a couple of blocks away from a store and walk the rest of the way. Start a PO walking club, sou ds campy, but you never know what will hapoen. Pollyanna

One unit that has only a commander a sgt and a po (secretary) gets 1 merit nomination, basically he can nominate 100% of his eligible command. She isn't Greek so he may have to nominate outside of his command.

Not trying to be the asshole here, but this is covered in your contract. They can do it only 3(?) times a year and have to give you 7 days notice. Not the greatest thing but is it really the worst? Supervisors have to go to active shooter XVI, and it HAS to be on their day off, regardless of watch.

That dr that was referenced in article, she is wack herself. Hidden in a CIT office, a district commander's office, for more than half her career, not the street. Had so many name changes, can't keep track. Just ask her old partner from CHA, she even backstabbed them also. She was a snitch when she was in the academy too and in the north side district where she worked in commanders office.

You have got to rotate officers from on the street to inside spots and reverse. All on street duty with significant seniority should be detailed to academy to train for a month. A break from the street and the kiddies get the real scoop.

I also saw it and they both want civilian control of both the department and our contract. Not to mention the ability to have people file complaints against POs with anonymity. These new guys have no idea what they’re in for

Not the guy who wrote the comment and partially agree with you, but the note part makes no sense. They have to keep records of their work and time spent if only to be able to continue their counseling the next session. That’s why doctors take notes. With the number of patients they see, they have to have notes to refresh their memories

Pretty good advice all around but this really reminded me of my past situation. I actually bid out of a district to get away from a hostile supervisor as did my partner at the time. The thing is all the other supervisors knew the guy was a malicious jagoff and even sided with PO'so against him but this never stopped him. I was going through a particularly rough time. Breakup with long time GF,relative passed away,had to put down my dog. And every fucken day had to deal with this scumbag. Same DOG,same sector. I have to confess that the thought of harming someone was constantly on my mind. But it wasn't myself. I bid out and never regretted it for a second. Actually found a watch with decent bosses and good coworkers. Never be afraid to change if your work environment is really bad. And most current supervisors are nowhere near as bad as some of the Assholes we had in the past.

Sad. So very sad. Just how many career Chicago Cops have PTSD ? My guess, thousands. They see much more violence first hand than any peace-time Military Soldier or suburban or small town cop ever does. For many, it was an almost daily experience, for decades. City of Chicago drops the Ball again. As usual.
