Get Rid of "Gold Braid"

  • The Illinois Supreme Court once again has illuminated for Illinois taxpayers the need to amend the rigid pension clause of the state constitution. The justices on Thursday upheld as constitutional a teacher pension for a retired lobbyist who substitute taught for one day.

    Sub for a day. Pension for life. It’s outrageous. The Supreme Court continues to interpret the pension clause to the extreme.

    The ruling upheld a controversial state law that allowed a lobbyist for the Illinois Federation of Teachers, David Piccioli, to become certified as a substitute teacher in December 2006 by working one day at a Springfield elementary school — and to buy pension credit for his 10 previous years working as a lobbyist. That sweet deal qualified him for a pension windfall from a teachers retirement fund that as of late 2018 carried an unfunded liability of more than $75 billion-with-a-B. Because he also draws a pension from a previous job as a House Democratic aide, Piccioli’s total pension income now rises to nearly $100,000. His pensionable income from the Teachers’ Retirement System is based off his salary from the IFT— another questionable pension loophole, which the Supreme Court upheld last year.
There has been a suggestion presented in our comment section numerous times and it might be about time for the FOP and PBPA to turn it into an actual proposal:
  • Eliminate the "gold braid" provison;
  • Any pensioner tops out at their earned civil service rank. 
  • Merit babies must revert to their EARNED spot.
There's no reason to have 50 or 70 or more Captains earning a higher pension at a spot they were gifted by politicians. Twenty years ago we had 6 Deputy Chiefs, and now we have 18, all due to earn inflated pensions that have nothing to do with their ability and everything to do with who they know/blow/spawned from/contribute to.

Special Ed would revert to what? Sergeant pension? Three-and-four-time merit morons would revert to Patrolman salaries, and rightfully so.

"Earned, not Given" is a punchline, not an entitlement to a system that is already overloaded and thisclose to going bankrupt.

If they open the Constitution, everyone is going to take a haircut. Better to sacrifice the political animals to save the rest.

This state is finally starting to collapse under the weight of it's own bullshit. Don't get pissed or stress about it cause the entire political scene downtown and in Springfield is more rigged then harness racing on a Monday night. The 1's downtown doing their "funnin" do so at no regard and no fear that Kim Foxx will do anything. Remember bond reform is a fancy term for let violent offenders out early. What could go wrong.

You're gonna get to keep what you've earned, up to the point the constitution is changed. After that, you will be stuck with whatever new laws the democrats pass. So anybody that has half a brain will retire "prior" to the constitutional change, therefore locking in your pension under the previous "cannot be diminished" constitutional interpretations. That's what I'm doing, along with moving from this shithole democratic run state.

Term Limits
• 2 terms at a time (then you have to run for another office or better yet, GET A JOB before you return to politics).
• No campaigning for one office while occupying another (My job won't let me look for another job on their time, why should the taxpayers?)

A maximum of ONE government pension
• Okay, make it the highest one. That's fair.

Prohibit pension fund antics such as that of Little Dick Daley, who increased his pension amount by briefly rejoining the General Assembly plan, guaranteeing him 85% of his mayoral salary, before returning to the city plan.

Reduce elected official's pensions by the amount they make in private jobs after their departure from office.

Right here is the opening for white the pension will unravel— once the judges say this pension is invalid or that pension is invalid; only when they decide to self destruct and allow a pension to dissolve— then their own pension is going to dissolve as well. Things will get there though

Funny how they ruled regarding state employees retired health care in 2014. Said it was protected in the state constitution declaring the retirees benefits couldn’t be diminished. Then in our retirees case which mirrored the state retirees case, they decided not to hear the case

The idea of capping the pension For retirement at Lt.is the best idea yet . This will allow us to be seen as willing to compromise . I feel that the increase for pay during your career is enough and people who are fortunate to rise up through the ranks should invest the extra money, not spend it. Most will not get promoted , so any reduction in pension will effect them more . I say make the highest pay out Lt. , I'll vote for that .

Retired from Indianapolis Metro Police Dept. EVERYONE here retires as a patrolman! No gold braid pensions. Indiana pension fund is also 100 percent funded. Although I make less in retirement, I have every expectation of getting my retirement. Any younger officer over there might consider coming to republican Indiana!

Another Way to do it , Lieutenants run Districts , Captain rank reduced to 15 run areas , Bureau , Create a Corporal rank to supervise Patrolman , Sergeants would act as Field District supervisor , use all extra money to hire patrolman
Inspectors should hold rank of SERGEANT not a coward captain For years Lieutenants were Inspectors and back then it should have been a sergeants assignment

I think this Illinois Supreme Court situation is simple, and another example of how corrupt and incompetent Illinois government (as is Cook County and City of Chicago) truly is. Judge Ann Burke should not be a judge, she's unqualified, poorly-educated, barely fit to be a storefront attorney, and yet "miraculously" elevated to the Illinois Supreme Court in a few short years of practice after attending a 3rd-rate law school as a career-retread, supremely benefitting from Ed Burke's political kingdom. She's the white version of Kimm Foxx. Neither is competent enough to execute their judiciary position. Both are causing grievous harm to Illinois/Cook County residents. Both perform their duties with minimal effort, motivated only by personal interests which conflict with the duties of their governmental positions. Of course Judge Burke rules in this manner on pension issues; she has significant conflicts of interest concerning this issue, concerning Ed's own police pension, her school teacher pension, et al. This same woman who attempted to legally steal a woman's child via foster-care program. The Burkes belong on Game of Thrones, because they are as evil, as corrupt as the characters on a television drama.

I dont think exempts should even be in the police pension!

They are appointed.

They are Mayoral staff.

They dont even have to be police officers certified by this state!
So why should they be in the pension?

If a person chooses to leave the Rank of LIE-TENANT they would be required to resign from that position. No further police credits should be allowed in the police pension.

A new pension could be created and they could also get rid of the mandatory 63 and out since the exempts would be management not police.
or they can retire at the last rank and then continue on as merit exempt.

Just picture 100's of merit exempts in the future all making over 150k in retirement
for a spot that the mayor put them in for .

Ask yourself why The unions would not fight this?

A nice thought, but you know that this will never happen. 1/3 of all detectives, sergeants and lieutenants and 100% of all ranks above lieutenant are appointed by the political class. Yes, they say that these merit promotees have passed a promotion exam, but unless things have recently changed, you only need a 40% correct score to be considered as " passing" the written exam. You do not need to test any further as you are now " qualified" to be promoted. I have known people who were told they would be merit promoted and did not test any further and never made any list. It is corrupt, no doubt and I do not think that the political class is about to give that perk up.Yes, I do think that they will end up opening up the state constitution and altering the pensions in some part.

If the politicians screw first responders Illinois will crumble to the ground. Already no one wants the job. Who will apply for it then? Can you imagine how demoralized police and firefighters will be after contributing to the pension their whole working lives and then being stabbed in the back by politicians that claim to appreciate them? It’s way too late in the financial planning game to make adjustments. If we knew that they’d diminish our pensions we could have taken another career. We could have planned accordingly. This would be devastating.

There is probably no other entity that is as egregious as the CPD in handing out very undeserved promotions along with the respective pay and pensions. There are many members of the Department who are incompetent idiots to begin with. Many of these so-called bosses actually look in the mirror and are impressed with themselves, even though they were given everything while earning nothing. This is shameful. The Department wonders why some members tragically end their lives? I don’t know the reasons but I do know that this job cannot help if someone is vulnerable. It is depressing. Special Ed, just look at your wife and her “study group” along with pretty much all of your hand picks. Good luck preserving life and safety in the crime ridden neighborhoods because you loaded the top of the Department with unqualified, undeserving and incompetent ingrates. Agree, there should be some common sense about the ability and arcane methods to collecting pensions through loopholes.
Didn't Looberman and JPud try to game the system but the courts didn’t rule in their favor?
Never had to pass a Part 2 of any exam Jugghaid SpecialEd, holding on to threads as he tries to make his 75%. Greedy old incompetent fool that he is.

It’s been my argument that IL Pensions laws will never be altered or diminished by politicians because Teachers Unions/Associations have the biggest lobby across the board. They also operate the most lucrative of all the IL pension funds, way beyond private and First Responder funds and maybe only second to the various other state civil pension funds.
Its why they (inept teachers) went bonkers with the Rauner Right to Work legislation. Less dues paid and collected mean’t it was going to cut into funding political campaign contributions, liberal social agendas, lobbying and a disinterested politician. Secondary issue would be less operating money available for union membership interests, less operational funds equals a defunct union and no representation and no more raises, benefits etc.
Needless to say, Home Rule stymied that farce by negotiating dues collection (fair share) into contracts.
Why else does only CTU/CPS contribute a scant 2% (new contract coming soon) ...and still eagerly endorsed tax monger Prickwrinkle?

All pension matters will remain status quo, up to a point and taxing them is the only way JB Squeez DeezNutz can conjure revenue for sanctuary entitlements.

But if we First Responders at some point are the only ones going to be subject to limits of pensions, then the Gold Braid must remain because the likelihood is great that further amendments would trickle down right to the flunky patrolman.
The course they’ll follow is that the Police are bad and just a represent a different agenda than that the consistent Democrats narrative.
As long a these people continue to favor the Teachers Retirement Fund, we should be ok, but a weakened fund will likely be first to fall.
With JB Pignuts and a weaseling 3/5’s majority only time will tell just how deep they’ll willing to reach into our pockets again or not require funding the shortfalls.

Here's what is reasonable and fair.
I want what was promised plus the 3% cola as promised.
I want my pension over "99999" and continued by 3% every year.

The pension is NOT a gift or charity from the city. It is money the city OWES us.
It is OUR money the city took away, with a promise to contribute to it and return
it to us at 75% of our salary when we retire, plus 3% cola.

The city has money for Rahm's & Obama's legacy projects,
the city MUST find the money that it OWES us.

Lt should be the highest grade you can collect a pension on. Lt is the last testable rank. If you’re lucky enough to have your boss friends make you a Captain, commander, Deputy Chief or higher, we’ll then you’re making a very big salary for many years until retirement. You should be able to save boat loads of money and retire very wealthy on a Lts pension.

Gold braid is a massive corrupt unfair drain on the pension. Many bosses collecting $100,000 and up in yearly pension because they were connected. I believe Phil Cline and Hilard are collecting $140,000 or more. How fucked up is that? These guys are making double what a street cop is making working all year. What about the merit Sgt that is promoted to Lieutenant by score? What’s his pension going to be? There are to many exception to ever make this work... the only reasonable, true and fair solution is to eliminate the Gold Braid pension. If we have anything to rally around that “might” fly will be the elimination of the gold star pension pad.

In reality, The “haircut” is going to happen and we are the ones who will be sitting in the barber-chair.

A nice thought, but you know that this will never happen. 1/3 of all detectives, sergeants and lieutenants and 100% of all ranks above lieutenant are appointed by the political class. Yes, they say that these merit promotees have passed a promotion exam, but unless things have recently changed, you only need a 40% correct score to be considered as " passing" the written exam. You do not need to test any further as you are now " qualified" to be promoted. I have known people who were told they would be merit promoted and did not test any further and never made any list. It is corrupt, no doubt and I do not think that the political class is about to give that perk up.Yes, I do think that they will end up opening up the state constitution and altering the pensions in some part.

The "Gold Braid" solution is already here in the form of Tier 2 employees.

Everyone hired AFTER 1 January 2011 including FUTURE exempts will NOT get a pension more than $104,000 in 2011 dollars.

That $104,000 is in "2011 dollars" and to find out how much that is in today's dollars (or future dollars) you need to go to the "CPI calculator" below. (It would be $120,000 in 2019 dollars)

They are trying to come up with ways to win in court regarding the "cannot be diminished" clause, and one of those ways was to grant officers whatever they've earned, in effect not diminishing anything, but then switch them to whatever new law gets passed. Read the fucking national and state news articles regarding police pensions. They're all over google.

When they do the math I think you will find giving the top scammers a hair cut will not make up enough $, that means the guys at the bottom will take a good hit if you are already retired or not. The political calculus for changing the state constitution is very problematic to the political health of any elected proponent. The new mayor can look at the books and say" wow didn't it was this bad" take the city into bankruptcy, blame previous administrations, and the federal judge whom will cut up the pie and dodge any responsibility.

you guys are not alone. city employees lost their retiree medical also and the muni pension fund has about3 more years of money left. way more goes out than comes in. most dont recieve social security. so we have thousands of people in their 70s and 80s who may lose their pensions and have only medicare. what are they supposed to do? by the way i keep looking but i cant find the date that welfare is forcast to run out of money? as scc always says reward bad behavior, get more of it. hope we have enough sturdy light poles to hang these politicians from when the revolt comes.
