Interesting Scandal
Once again, a "merit" white shirt gets caught in an investigation of their own making:
- Chicago police are investigating if an on-duty sergeant forced a transgender woman to perform a sex act in a marked police vehicle in a secluded West Side location, according to documents obtained by the Chicago Tribune.
The woman reported the sexual assault at Rush University Medical Center shortly after the alleged incident in March, police reports indicate. At the same time, she handed over what she said was DNA evidence implicating the officer, the reports show.
But police weren’t able to talk to her until several weeks later. She told detectives that she had been sexually assaulted by a “white shirt” — a common reference to Chicago police supervisors because of their uniform. He had threatened to arrest her unless she performed the sex act, she told authorities.
Rather than face an internal investigation, he resigned.

- Documents obtained by the Tribune through a public-records request show this same officer had been recommended for firing more than 20 years ago after an investigation by the department’s Internal Affairs Division. That investigation found the officer and a partner had threatened to throw a convicted felon back into prison on bogus drug charges unless he handed over an illegal gun.
The officer was ultimately given just a 30-day suspension.
Shouldn't that disqualify someone for "merit" consideration? In this case, it appears to have been a recently retired Deputy Chief of CAPS / former 011 District commander who recommended the Sergeant for promotion. Which is interesting because the retired Deputy Chief also recommended the Baby-Sitting Pilot Program Commander for lieutenant years ago. We have numerous witnesses who related how this Commander laughed at how easy it was to trick the Deputy into recommending him over other candidates.
The Baby-Sitting Pilot Program Commander was also investigated while on tact in 011 for planting guns on felons to the point where IAD cut his locker open, recovered contraband and opened a rather largish CR investigation. We haven't confirmed this, but we're told that the Baby-sitting Pilot Program Commander and the alleged Tranny Assaulting Sergeant were on the same team at the same time and were part of this same investigations.....before both being recommender for "merit" promotions.

But, I will tell you that in spite of the failings, I know that the citizens in 011 got a million dollars of good police service every day; whether they wanted it, or not! Here’s how it all went down:
Sgt. Perv (JS) and his partner (MF) went to meet a guy they squeezed for a pistol DAYS EARLIER. Dude couldn’t come up with one the day of, so he bullshit them into giving him a day or two to come up with one. Dude goes to IAD and explains how they held him against his will and demanded a gun for his freedom. IAD gives dude a gun without a firing pin and sets up a location for a meet for dude to drop the gun off to JS and MF. IAD has the location wired for video, but the audio for some reason doesn’t record. Now here is the best part...
By happenstance, Escamerit was 3rd man on the car the day. I forgot where his partner was that day, but he jumped in with those two clowns, and knew nothing about it until they pulled up to retrieve the gun and that’s when he first became aware of what was going on. However, when internal affairs hit all three of their lockers they found a few pistols in Escamerit’s for which he had no explanation. This is just one instance where Escamerit’s juice via Mommys boyfriend saved his pathetic ass.
Unfortunately, there are still morons out there (ALLEGEDLY) pulling this type of shit because they think they’re slick. GPS on cars. GPS on your cell phones, pod cameras on every other light pole and HD cameras on every smart phone recording the police everywhere, everyday and the tactical heros still want to roll those dice.

What do you expect from this department? How many merit Sgt's were complete disasters as PO's but still managed to steal a promotion? You have a merit Sgt (PJ) who has a Rule 14 against him. They not only gave him a promotion, they put him in a unit that they are asking PO's to still be proactive. The kicker is, he can't be overly involved in anything they do because he can't testify about it in court. If the public only knew how fucked up this department truly is with some of its clout bullshit. Take a deputy chief to Notre Dame and Green Bay games and you get yourself a promotion despite the fact you should have been fired.
This is the kind of bullshit in the police department that needs to be reformed. Mayor Lightsprite can gain the police trust if she would focus on the real problems within the department. The merit system and the corruption within IAD and the exempt rank - this is what destroyed the morale. Just like she is attempting to stop the corruption within city hall, she needs to stop the corruption with the department. And it starts at the top. Her first bold move should be cutting half of the unneeded exempt staff. That will not only raise morale, it will save the city money - an added bonus for her. That could be her first win/win. Wipe out merit promotions or knock it down to 10 percent; allow only one rank merit promotion per career. That could be her second win/win.
Right now, the working officers have enough reasons to hate the department as it is. The mayor is propagating our hate for her, for the department, and for the city with her constant vocalized personal hatred for us.
It's quite ironic that she has berated the POTUS numerous times claiming that Trump is a hater and a bully. The Mayor of Chicago is projecting...she is the hater and bully.
That is why he has merit portion of his name.
Nepotism, cronyism, parochialism--- all hallmarks of the most corrupt promotional process of any police department on the mainland. Transparency is just window dressing just like accountability and earned, not given. We could have been great but did not exploit the natural talent displayed by so many outstanding street coppers.

This is somewhat inaccurate... you see, PJ didn’t just take a Deputy to games, he took a former Sup to numerous bears games, as well as a det Sup & Ric Flare. What he did that jammed him up was nothing short of CRAZY- HE SHOULD HAVE BEEN FIRED.
Are we forgetting about the merit promoted detective, then also promoted to merit sergeant who had a history of molesting boys but that never stopped him from promotions? And then beat 2 men in a bar breaking their legs and still was able to keep his job until the Suntimes put him on their front page several times? CPD command staff and merit promotions are a disgrace looking the other way, over and over and over. And Internal Affairs taking 5 years to investigate a slam dunk case! The CFD's Local 2 negotiated very strict guidelines into who can receive merit promotions that qualify for "gold braid" pensions in their contractual and legal language.
So much so that due to attrition not a single Chief on our department currently qualifies for a pension based on their exempt rank "Brass" positions. Having to be born before 1955 and attaining the rank of Battalion Chief (actually passing all promotional tests) being the most important restrictions.
And the best part, if they ever want to change those numbers, like the born before 1955 restriction they have to come hat in hand to Local 2 and negotiate it

Can't solve the crime and morale problems until CPD rids itself of merit promotion policy, where unqualified folks are promoted to create "Racial Balance" and satisfy outside political forces (politicians rewarding their minions, reverends seeking "our share", SJWs demanding "Restorative Justice" inequities in policing-enforcement). The problem here in Chicago is that there is a BIG PROBLEM, but it's not BLM's agenda of "saving black men from police shootings", but rather ineffective policing due to inept and ill-trained white-shirt supervision and administration. There lies your problem, along with "restorative justice" policy of releasing offenders into community over and over again, stated as "equal rights", but actually all about saving money at County and State levels in regards to prison population management controls.
Rank-and-file need to organize, because FOP certainly isn't capable of effectively representing blue-shirt cops, whether due to its officers' incompetence, and/or own corruption via proximity to politicians and city hall. We also need a Chicago resident to sue, in civil court, for punitive damages, for harm caused by inappropriate bail procedures which release criminals back into public-domain without recourse, to commit more crimes while on bail, to harm more people with sanction of Cook County courts and Kim Foxx's unwillingness to prosecute crimes to extent they actually occurred rather than dismiss altogether or allow plea-downs. There's presently too little risk-exposure to prevent a nascent street-criminal from committing a crime, knowing they'll either "get away" altogether, due to ineffective follow-up on street-crime episodes, and if "caught", the high probability that they'll be released without charge, or with minimal bail amount, within hours anyways of being arrested. Makes us tax-paying law-abiding citizens seem like dupes; we do all the "paying", whether via taxes, via physical and emotional pain of being mugged and robbed and in some instances, beaten and/or shot-at.
It Seems Obvious to Me....Merit selectees are a major part of the problem. Once, a "merit" promotion has been made, that candidate is taken care of for the rest of his career. A blind man could see this. Why cant CPD? Make an example of a few of these self entitled hacks and morale will improve threefold.

Commanders wanted more weapons recovered than the previous year per period, but not by too much. 11 was famous for this. A couple of times these practices were investigated, but it never went above patrolman level. Everything worked out in the end.

I agree...12 days...could be on a cruise, out of the country...they have to be kidding. And if you were not available are they going to stop the next check? How much paper work will be required to reinstate your earned pension? How many months without a check before the mess is cleared up? Some retired officers live paycheck to paycheck and need that deposit every month. I can not believe that the Pension Board is doing this! I have no problem completing the form...anything to prevent any fraud, but the due date is nuts!

Requesting additional info this year and requiring notary is new. Has to be a result of some fraud and legal issue about requiring a notary

Because your average person mainly knows the neighborhood “Englewood” and the “south side”. Listen to national news talk about Chicago violence and it’s always in reference to “Chicago’s south side”. I’ll talk to my perfectly nice and intelligent friends who aren’t involved in anyway with police of fire, and they ALWAYS bring up “yah but isn’t Englewood the most violent”? For whatever reason, everyone knows that neighborhood. When it comes to Austin, I don’t hear that as much, maybe it’s just me (although 015 and 007 are reallll shit holes). Again, talking to friends who are completely removed from this type of stuff, NEVER bring up Garfield park, and a good chunk of them heard it in passing but have no idea where it’s at, and usually default to “that’s south side right!?”. Despite 011 leading the city in homicides in, what, 8/10 years? They’ve had two separate 4peats and are currently on pace to have that honor now for 5 years in a row. Basically, the 011th district is owed some recognition for their unreal levels of violence every year. These mopes aren’t out there shooting each other for their health!! Give dude inc in 011 some love!!! I had an old FTO once tell me “The west side is the best side”.

So let me get this straight: Both were recommended to be fired n 1998. One goes on to supposedly tap a tranny while on duty. Even if consensual, very disgusting. The other goes on to steal department resources and should have been fired according to the Inspector General. What were they getting away with in the 20 years in between?

I agree...12 days...could be on a cruise, out of the country...they have to be kidding. And if you were not available are they going to stop the next check? How much paper work will be required to reinstate your earned pension? How many months without a check before the mess is cleared up? Some retired officers live paycheck to paycheck and need that deposit every month. I can not believe that the Pension Board is doing this! I have no problem completing the form...anything to prevent any fraud, but the due date is nuts!
Will everyone just relax. That’s a target date to get the affidavit in. They aren’t going to stop your pension check July 1st. They probably set the date hoping the retired would fill it out and return it instead of putting it down and forgetting about it
One comment was they are threatening the retirees and the pension board also is aware of the lengthy process to cancel your check as you pointed out. They don’t want to get involved in that.

As if it isn't obvious this Mayor HATES CPD, like when addressing the $700 million budget gap and her input was pay cuts for CPD. When the others in the room informed her it has never been done before, her response was, "I Don't Care." We had better get our contract to an arbitrator while the economy is still good.
