Groot Finds $100 Million

  • City Treasurer Kurt Summers announced the Chicago Community Catalyst Fund in 2016 with much fanfare — the city would earmark $100 million to jump-start investments in struggling neighborhoods, providing the seed money needed for ventures in places where many banks had been reluctant to put their money.

    None of it was spent. In fact, it wasn’t until Summers was about to leave office this May that he moved $75 million of the earmarked money into a bank account where it could be administered. But upon taking office, Mayor Lori Lightfoot deemed that move improper and pulled the funds back, while not accusing Summers of doing anything illegal.

    Now, Lightfoot herself is looking to reboot the program and finally deliver on its promise. Last month, she was given the names of possible people to fill vacancies on the fund’s board, and along with new Treasurer Melissa Conyears-Ervin is looking to fund projects on the city’s South and West sides.

    Questions remain, however, about how the Catalyst Fund, also known as Fund 77, was set up to begin with.
There ought to be some Pension Funds and union officials wondering how many other pots of money are lying around, un-utilized or improperly accounted for.

In fact, maybe a bankruptcy judge would like to take a look?

Once again vacant lots cleaned.. new buildings built.. and community based businesses will go in them. The feel good souls food kitchen story or ghetto yoga studio and hair salon will all be the big success stories about these funds.. but in a year or two, after the fan fare and novelty wear off and the community decides that it was cool to try they will all go out of business.. the community based businesses will move out and the landlords will put up for lease and for rent signs in their place. Before you know it it will be prestige liquors, abc cellular, Sir Vontays fade shop and the chips,pop and cigarette sto’. I’m not saying this to be a pessimist. I’m saying this because in 32 years of working in the ghetto I have seen this dozens and dozens of times over and it all ends the same way. If you put lipstick on an ugly girl she will look pretty only until the lipstick wears off. Exactly what happens in the ghetto. Sad, but true.

Spending money in the communities means votes. Pensions funds mean drain on budget and no return in the form of votes. Find an aggressive lawyer who can initiate a suit that will stop the expenditure of any monies until prior financial obligations are satisfied.

Actually, that money wzs most likely stolen from te pensions. The city soent pension funding money on everything BUT as designated for the pensions.

Pensions were robbed. The politiliar demonrays changed the laws to rob the pensions. Ask anyone over the age of 40 who paid attention.

The way I have mapped out my retirement is thus: If I see some pension money, great, but I am not going to depend on it. The pension fund obligations are too far from being properly funded. Despite phenominal Stock Market returns, it appears all the State, County and City funds will never see proper fundng.

I hear the talk of changing the State Constituion, see the spending priorities of Elected Officials and can see the grim writing on the wall. Get a side-hustle and save or we all will be competing for WalMart greeter jobs in our 70's.

The fact that this new crop of Politician is clearly Socialist does not bode well for pensions: They want to break the System so the large number of gov employees left pensionless will have no other choice but to enbrace the progressive/collective initiatve.

God help our children.

typical governmental mismanagement , people elect politicians who have no executive management experience and of course their decisions are made for political purposes with no concern for long range consequences ,regardless of Mayor Lightfoot's intentions the fact remains she doesn't have any management experience to measure up to being the CEO of of a corporation with a budget of that of some small countries, the politician who will say the right things gets the votes regardless , our previous mayors were politicians first last and always that's why the financial position of the city only gets worse rather than somebody making hard but necessary decisions that would cut their own throat politicly

The south and west side might benefit from spending these funds as intended. But the ENTIRE CITY would benefit by using it to shore up the pensions. Not to mention that money was essentially STOLEN from the pensions in the first place, due to the politicians failure to fund the pension funds as required by law.

So Lori, show some fiscal responsibility. Do the right thing and prove your critics wrong to show that you are more than just an Affirmative Action Triple Play who can only pander to your base.

Chicago governance shouldn't include taxpayer-funded "seeding" of any private business venture, whether corporate or sole-propietor. This fund is nothing more than cash-bribes to a constiuency already receiving many "freebies". Let's see how many grants are giving to Lincoln Park residents, or Streeterville residents, or Jefferson Park residents. Nope, it's another "people of color" gimme. As a taxpayer, I'm past disgusted. Let's focus on obviously declining home-prices here in Chicago, due to rising taxes and economic uncertainty, coupled with Chicago having the largest out-migration of white-collar workers in USA. Chicago is losing its taxpayer base, and if head-tax goes ahead, if sales tax on business services goes ahead, await a business out-migration as well. Detroit, here we are, as Crains Chicago Business predicted maybe a decade ago. Same root causes, same results.

Spending money in the South and West sides will help buy the support of activists, community organizers and reverends, but it will have less positive impact on those communities than would happen if they simply flushed the money down the toilet.

Enriched activists etc. will stir up “the community”, leading to more crime and violence; flushing the money down the toilet has no appreciable effect on the community, which would be a net improvement over giving millions to the race-baiters.

A few years ago a big deal was made about a Target store opening in an 'underserved area'.

It closed a few months ago because it was losing too much money due to inventory shrinkage.

Both customers and employees.

The reason no businesses invest in those areas is there is no money to be made.

The city,county, and state are not bankrupt. They just refuse to budget correctly for the mandated expenses. Think of how much money comes in daily from your taxes and fees. All they do is collect and reallocate money on what they feel is important. It’s millions daily they collect. They all have plenty of money.

Hid it since it was proposed in 2016, funded in 2017 and only now the 130 Day Historic mayor King GrootFoot rolls it out as some sort of grand idea. I think Rahm planned on this Fund 77 to be his re-election springboard.
Furthermore the City strong armed private business to add another $300 mil into it.
So what happened to that? Business bailed out with Rahm ?
Even if $100 mil was socked alway, it didn’t earn a nickel in interest in 2 years of Trumponomics?

Nobody is checking the books and this sort of squirreling away of funds is common, plenty stuffed away for political advantages.

Take that that Sanctuary City ID program with a quick $1 million Rahm “found” to get it set up. Has any investigative fact finders looked into that office of the City Clerk to see how its operations has grown?

The 77 Fund was named after the 77 communities across the city, but now under The Catalyst only certain Zip Codes will see the funds distribution.

And since the original Fund 77 slush fund was to involve private business (apparently they pulled out) I’m sure it was tied to certain Developers, investors (SterlingsBay-LincolnYards) having to put up, it brings up the TIF Funds honeypot. Guess where the Groot Catalyst Fund is going tap for additional community investments. Mmmmm-hmmm...bingo, the surplus laden TIFs. Well, maybe no longer a surplus since Sterling Bay was guaranteed (by Groot) $1.3 billion in commitments. 2020 property taxes increases on y’all will restock the pond.

And did you know :
Speaking of pension funding being ignored, the last CPS/CTU Contract year 2015-16 there was a TIF $175 mil surplus and CPS was allowed to tap (Rahm gift) $88 million of it ? Guess where the rest went....Sterling Bay Lincoln Yards.
Imagine that. CPS is due a Contract settlement, got $88 mil last time around and Groot diverts $100 mil beforehand.

Call it Fund 77, Catalyst, or TIF... pattern of practice corruption by any other name is still corruption.

I just had "dinner": Mezzetta Garlic Stuffed Olives and Dole
Pineapple Chunks (in juice), both cold from the fridge and
some vitamins. I'll make a food run tomorrow, but I can't
help wonder what they are feasting on at Air Rescue 3.
Seems to me that would be like going to work at NASA
everyday. Really, how many airport fires and crash landings
are there? I would think the hardest problem is keeping your
weight down. Those guys sleep like babies every night
because there's no danger some freak will break in and
shoot them. It's like a firehouse in Beverly Hills. They
should be happy they have a job inside an essentially
double gated community. No vandalism or theft from
vehicles. That alone should lower your insurance.
There's money around but its quiet money. Money that's
always been there so you really don't see it anymore.

Am ridiculously disappointed in Lake County's slap on the wrist to Chicago's ferals misbehaving. We all know that lots of behind the scenes community whining and mess happened. I'm so sick of these ferals and their whining, abuse, and descruction.

Un-Fuckin believable...Just heard on the news that CTU refused the latest City offers, which in 5 yrs, an average salary for a public school teacher would be nearly $100,000. We deal with mentals, bbsit, act as psychologists (CIT) run to gun fire, clear buildings for possible active shooters, etc etc for diddly squat pay and continue to get shit on...What a joke, a failing school system, closing schools, declining enrollment and teachers, who for some, are not qualified and put 2% into their pension is an outrage!

OK, there's virtually no option for municipalities/local units of government to file for bankruptcy. Pretty sure it's only available for really small units of local government. The IL legislature would have to pass enabling legislation for units of local government to file for bankruptcy, and that's just not happening.

IF bankruptcy occurred, the fight will come down to the bond holders vrs. the pensions. Ain't happening in Chicago/Cook County. Democrats will never let that happen. They will go to a 'pay as you go' environment (pay obligations when money is available) rather that go into bankruptcy. And if the money never seems to become available to pay pension obligations, oh well.

Reason is simple. A court appointed federal bankruptcy trustee is equivalent of GOD. What the Trustee says pretty much goes. EVERYTHING is subject to the Bankruptcy Court - Contracts, pensions, bonded indebtedness, expenditures, revenues, you name it. I mean all of it. The mayor, alderman, etc. are all still elected - but in financial matters, they are on the sidelines. And btw, the Bankruptcy Court trustee review powers also will likely apply to past fiscal expenditures.

The really interesting part is what will happen with other closely related local government entities located in Cook County, such as MSD, Cook County government, a number of municipalities, etc. It could get really wild.
