- A Chicago police officer who fired dozens of times at a fleeing teenager in 2011 should lose his job over the fatal shooting, but will only serve a monthlong suspension, according to a report from the department’s oversight agency that reverses a ruling made by the department two years after the shooting.
Officer Macario Chavez and two fellow officers were cleared of wrongdoing in the shooting death of 19-year-old Calvin Cross after an investigation by the now-defunct Independent Police Review Authority in 2013. Chavez fired a total of 31 shots — 28 from an assault rifle— as he and two partners on a South Side tactical unit chased Cross through a residential neighborhood in West Pullman.
The investigation was reopened in 2016 after a revamp of IPRA amid the fallout of the fatal shooting of Laquan McDonald. In June, IPRA’s successor agency, the Civilian Office of Police Accountability, ruled Chavez violated department policy by firing multiple shots with a high-powered rifle at Cross as the teen sprinted through a residential neighborhood, and that the final volleys of shots Chavez fired as Cross lay prone on the ground — and perhaps dead— were unjustified.
And we will guarantee they aren't just looking at shootings.

copacabana's recent strategy has been to use statements made in law suit depositions or court testimony to jam up officers with a rule 14. Bottom line, any report whether written or oral, statement to copa/IAD/IG, court testimony, deposition, etc better be the same. Had there been no lawsuit for this shooting, copa likely would not have reopened the investigation. They used the settlement and whatever court findings came of it as leverage in order to imply that the shooting was "bad". Another example is the Patrick Kelly case although he should have been fired long time ago. copa used the civil lawsuit depositions, testimony, etc to support their "findings". Trust me their "investigators" cant tell the difference between pouring syrup over shit and pouring syrup over pancakes. Theyre reyling on the loevy and loevy's to do the legwork for them.
SCC: Please don't fall for the gun-grabbers word games and use terms like "assault rifle". It is a tautology as all rifles are designed to do the same thing: shoot projectiles.
If it was an AR15 (semiauto) or an M16 (full auto), then use those terms. We all need to stick together to combat these semantic encroachments as the commies try to shift the Overton Window. Unfortunately, words matter in this day and age.

I think it’s time to look for a connection between COPA and the ghetto lottery lawyers who repeatedly sue the City. Sure seems to me that COPA is shady, incompetent, are cop haters, have no credibility, has ties to the “community” and their rulings open the door for pay-outs. And this being Chicago....
