Unqualified SWAT?

You would think that this was important, especially for the coppers who would be responding to a shit-hits-the-fan type incident:
  • OT: I got a friend on the SWAT team and please listen to this. The guys started complaining trough email that they haven’t trained in OVER A YEAR and that it is a big officer safety issue for swat and patrol as well. They are not meeting their training standards and the guys performance dropped dramatically. They are not even qualified with their rifles. It is supposed to be biannually and they haven’t even qualified once this year. Here is the KICKER:::::: Their boss told everyone that all emails sent trough department email have to be approved by a sergeant. The reason is because they are Discoverable and inflammatory to the department. This is so f....d up.
So now you need the approval of a sergeant to complain to higher-ups about how taxpayers are being fucked out of even a reasonably trained police force. Makes perfect sense.

It's the old "you work here, so I own you" theory.
In case of a citizen fuck-up, the sharp lawyers would
hoover up all emails for past 3 yrs or so. Any complaints about
lack of training count as strikes against p.d. So, use the phone,
anonymous U.S. mail, or in person. The IT belongs to dept.
infrastructure and is part of discovery, as are training logs and
range times. Big, big mistake on their part.

What are they complaining about again? SWAT’s a zero liability, LAST to respond, purely phone call unit. If you're all that worries and scarred there’s always a desk position. The watch ain’t for you boys/girls either. As a patrol officer you’ll be the FIRST to respond to a potentially very dangerous job. But of course patrol is the backbone of the department, right?, and each watch receives “HighSpeed training and ballistic shields” needed to handle any potentially dangerous job.

The JVD/LMcD incident was a tragedy compounded
by Rahm al-Ghoul's and McLousySpouse's deliberate
curtailment of hands-on Use Of Force training in
their effort to put CPD on a "diet" in order to
re-allocate monies earmarked for expenditure on
such training and cynically gifted to Dude Inc.
and the Catered-To Constituency...

When Policemen aren't enabled by their employer
to train/drill in a wide variety of scenarios,
Use Of Force incidents will continue to be
viewed as "excessive" and "illegal."

That's where/how the "take money from da Poleece
an' gibs it to US!" dumbshit got started.


Especially when corrupt, incompetent and poorly
trained command and review are charged with
"translating" for the public how/why an Officer
is adjudged reasonable (or not) for the action(s)
they took.

Shortshanks and Rahm al-Ghoul both should be on
live video feed rotting to skeletons in USBOP
custody for what they've done to this city and
Police Department.

We would have one small color TV dedicated
to that channel with the knobs broken off...

If we couldn't do shit else, we would sell
peanuts at I-290 & Central to keep the electric
on just to point and laugh at the screen.

Yet another big fucking can o'worms
local media will joyously poke around
and stir in to titillate and tantalize

The IGs office DOES investigate anonymous complaints.

Also remember to Cc the complaint to many other places like the Mayor's office. Media outlets etc.

Any reporters that read this blog want to step up?

A few calls to some of the street level police to verify the facts. A few hours perusing Police Standards and maybe contact the National Police and SWAT organizations to verify if the standards and best practices are being met. Maybe call some other cities SWAT Teams to see how they do it, and if Chicago is out of line? Get your facts laid out and straight about what is not being done to make sure Chicago has the best SWAT Teams to keep the public safe.

Then ask the Mayor and the Superintendent to comment. Ask everyone, aldermen, police supervisors, SWAT supervisors on and off the record about this.

A little work and you have at least one story; and maybe a whole series as you branch out to look at all the police training.

And when it works out, be sure to tip the chaplain too.

Not sure about the whole email thing, but the rest about the training is 100% true. I have an ex partner that went to SWAT earlier this year and has not been to any training since SWAT school, hasn't shot his rifle or pistol since then. And the whole reasoning behind that is the city switching them back to the 6-2's rotating watch schedule. How messed up is that?

This is pretty amazing. I can't imagine kicking in doors without spending more than a little time in the kill house, as well as practicing before and after the op. Hell, I'd have transferred to a pogue unit before doing something so asinine. Doing a high risk team related job without knowing instinctively where your team members are? Most units are unqualified and lack training! Others include latent print examiners, Evidence technicians, firearms lab desk dollies - how many accidental discharges have been covered up in there!

You’re forgetting that cpd doesn’t qualify its patrol officers for the rifle unless you have a phone call. Also they don’t give us shields, go bags, extra ammo, rifle plates and legitimate active shooter training.

In 1997 My old partner applied for swat. He was a navy seal. They told him he was not qualified.
He applied again, they told him he was over qualified. He had no phone call to help him either.
Enuff said about swat! He retired with 20 years in 2015 on a beat car. What a waste of talent.

Our merit led cps educated leadership got pissed at SWAT for asking for the training that's needed. So they showed them who's in charge. The put SWAT in 6-2 day off groups and they rotate watches like we did years ago. If you were on the job back when we rotated in 6-2's it was fucking brutal. What fucking leadership we have.

And is anyone surprised here? CPD runs everything into the ground. I was in a unit, and trained by Homeland Security. We were told that training ideally should be done three days a week ideally if not everyday. Training should be interrupted for any call out into the field. And that's where readiness comes into play.

Well we got back to CPD and trained for a few hours once a week at first. And sometimes never. SWAT isn't formed to sit around. They should train regularly so that when the call comes out, they can execute with complete precision the task before them. Complaints about training only got you listed as a troublemaker. I imagine it is the same all over. Supervisors who were never trained accordingly, and dictated policy based on the whims of the command staff. I left and was glad for it.

New guys take this into consideration. CPD fouls everything up! Forges paperwork, and qualifications. Adds training to your personnel jacket that you never heard of. (just look on the CPD Intranet)

In Summary, CPD needs an Enema. A real good whistle blower to blow the lid off. And when someone does blow the whistle, others need to come forward to substantiate, or it all gets covered up.

I was not in SWAT, but the model does apply all over.

Reminds me of the Fred Rice regime. In order to "save money" we did not have revolver qualifications for over one year! And another cost saver was purchasing "Zero" brand ammo from an unknown Arkansas vendor instead of Winchester Western ammo. Several squib rounds would surface in each box. I ended up purchasing my own ammo and used Dept issued ammo for the range - never the street.

That arrogant fuck had the audacity to say that the tactics that swat uses were better than the Navy seals. Later on I found out that this ass clown made merit sgt and is back at SWAT. That should show you how fucked they are. They actually believe their own BS.

Wow. To bad our DOJ is compromised also. President Trump is being harassed on all sides but maybe someone should go to the White House site and post some details. This is really a disgrace - voters are somewhat to blame but those of us who are in the know don’t really have a lot of choice. We followed the Police recommendation for Lori. Look what a joke she is.

It’s hard to believe that together the Police, Fire, knowledgeable City and their families and supporters cannot come up with some decent human beings to take our city back. The State is being destroyed also by the Chicago effect. The investigations into Burke etc. sure seem quiet.

Some cops only worry about residency. As a huge supporter of law enforcement that’s one thing I disagree with. Residency was there when you took the job. If you no longer understand or agree with that, move on.......

Yes some SWAT member should go to DC and become a WB.

If all of you care about training that much, send an email to the superintendent through your chain of command. That might be a wake up call for 35th street if the team did it. But you won’t. You are like the rest of CPD that work in specialized units. You care more about your spot and take home car.

She gets things done, offers constructive advice and many apologies for those seeking assistance “for a friend”.

Anyone in SWAT having a problem with training could file a safety grievance and look forward to the reassignment.
Management sets the training. Mgmt. will have to respond if that concern get in the right hands, but it won’t be from the CPD Merit Command.
However, grievances for what-ifs don’t count.
What-ifs include what to do in a fire alarm drill, spider bite triage, flooded viaduct rescue. Good luck.
Understanding that when the SHTF they always use the lack of training.
Of course there’s always the option to leave if not satisfied with management.

Unless things changed, how many in Patrol are routinely trained in room entry beyond the Academy?
Shoot-Don’t Shoot, Active School Shooter are these still offered?
Nobody is getting the kind of training they expect.

Continual pro-active training isn’t on the docket, never will be either.
Beside bullets costing money Groot won’t part with, big black guns are pure evil.
Legitimately, cultural apology, bowing, verbal judo, tolerance and diversity acknowledging is the scope.

I have been on swat for six years and the above is sadly true. I haven’t fired my rifle for almost 6 months. I’m not even sure if it works. We do not train at all. We do not even meet the standards put forth by the NTOA for a part time swat team. It is clear that Swat is not a priority for the city. At this time I would not trust this team to save my family. Please don’t expect much from us. I am very ashamed but it’s true.

The Lt and all the SWAT sergeants except for one (DP) really don’t care about training. They care only about getting promoted. The coordinator (TL) and his lackey (JH) are all about the overtime and kissing ass to make rank.

The team is very young and inexperienced. Most of them are good guys but don’t have a clue to what their doing. The old timers undermine the younger team members anytime the word training is mentioned. These dogs are so disgruntled that they filed a law suit and the rest of the team is paying the price for their selfishness. The cancer spreads from these dishonorable dogs to the young guys every day. Don’t even get me started on the training staff and what a joke they are.

We are not going to be much use to you or the public. Several of us are considering going to the media.

Train more swat guys and put them in the districts on all 3 watches. This way you won’t need take home cars or 90 guys sitting around bitching and complaining. Response would also be faster.

How does that change anything? Send them to school on days if the city doesn’t want OT. Officers on different days off go to training and qualify. So do tact guys who change shifts

100 percent right. The action the beat guy takes initially usually determines the outcome of the incident. Probably 95 percent are handled by the beat men prior to SWAT arriving

Solidarity? That’s a word that doesn’t exist at Homan Square. The sergeants and Lt are stabbing each other for their next promotion. You have suck ass blue shirts at A4 who have no problem throwing you under the bus. The trainers are to good to rotate watches like the rest of us. They have to have straight days and weekends off. I had more solidarity on my tact team than here at swat. We are screwed.

We're they ever qualified. I qualified with the rifle and my pistol. Am cit trained and respond to all incidents. Even trained in clearing buildings. But I can't make it bc no phone call. Stop whining like little babies. But your taking the consent decree really serious.

Spoiled clouted brats. I would hate to depend on this 100% merit unit!
In 1997 My old partner applied for swat. He was a navy seal. They told him he was not qualified.
He applied again, they told him he was over qualified. He had no phone call to help him either.
Enuff said about swat! He retired with 20 years in 2015 on a beat car. What a waste of talent.

Bull spit dude, back in 1997 CPD did not have a swat team. They had a part time hbt team. Some of us on this blog are in fact old enough to remember those days so easy on the lies. But you are right about one thing, that was a total phone call gig.

I remember that Fred RICE era of cost saving/stealing.It was over 18 Months without Weapon Qualifications and when they did begin the Qualifications again if you went to Qualify in the last 2 months they did not have ammo and you shot 3 rounds.Those were some incredible days on the job.

The watch ain’t for you boys/girls either. As a patrol officer you’ll be the FIRST to respond to a potentially very dangerous job. First to respond worked so well at 500 W Madison (2006), and Mercy Hospital (2018) active shooter incidents. Both were resolved by SWAT, who according to you are slow to respond. You prove your ignorance by not studying history. The team is made up of solid individuals who are the victims of poor leadership. The same can be said for this whole department. This should be the best department in the country, but politics and jackass exempts continue to hold it back and keep it at the bottom. SWAT and CPD as a whole will never reach their full potential until there is a complete changing of the guard at the top...which means never!! Keep promoting bosses based on who they know and allowing them to make decisions that they have no idea how to make and this is what you get. A shit show of a department.

Yeah hard chargers. Your Dept issued rifle failed on an active shooter. How did a 3 man SORT response turn into a lone wolf with a defective rifle. Go blow smoke to the other ladies on swat. Did you forget there’s a Detective Division that investigates homicides? Fuck ups that’s what you are. You don’t even know if your own rifle works? Buy your own assholes, if your gonna do the job.

You’re forgetting that cpd doesn’t qualify its patrol officers for the rifle unless you have a phone call. Also they don’t give us shields, go bags, extra ammo, rifle plates and legitimate active shooter training.
