Another Bright Groot Idea

  • Arguing that Chicago’s cannabis enforcement laws have “disproportionately impacted” communities of color, Mayor Lori Lightfoot wants to end the city’s practice of impounding vehicles found with marijuana inside and dramatically reduce fines for those caught using pot in public.

    Even after Jan. 1, when adult use of pot is legalized statewide, people will continue to be fined for consuming marijuana in places where public use is not allowed or transporting unsealed cannabis in a vehicle or school bus.

    But the new ground rules Lightfoot plans to introduce at Wednesday’s City Council meeting would establish a far more lenient approach to enforcement.
Driving while buzzed still qualifies as a DUI and CPD still (so far) impounds for DUI's. Are we entering a new era where those who drive high are getting a bigger play than those who drive intoxicated?

And once again, where is Groot going to find the money to fill the next big gap in the budget? For years, the City has been increasing fines and penalties to feed the growing government monster. Now Groot is singing from the "social justice" handbook without even suggesting cutting services that are/were paid for with these fines and penalties.

There are economic realities at work here Groot. Start paying attention.

And in Miami Beach. For the past three and a half months, marijuana has essentially been decriminalized. They call themselves a very progressive community but as Mayor Gelber said. "On the other hand, I know our residents expect a certain level of conduct." You mean values? Like Chicago Values? Maybe not, as the City of Miami Beach passed a municipal ordinance to discourage people from smoking weed in public. At a meeting last week, city commissioners unanimously voted to outlaw public smoking of marijuana and hemp. So anyone observed smoking cannabis, hemp, or marijuana on a public right-of-way is subject to a fine of up to $500 and up to 60 days in county jail. The mayor told commissioners that police would treat marijuana consumption similarly to an open-container violation. Police Chief Rick Clements said Miami Beach officers "are very good, if you will, at using discretion." Officers will still likely do nothing much about such a violation to protect their own livelihood.

The ACLU of Florida chimed in on cue to the new restrictions, saying the law could disproportionately impact young people and people of color. ACLU board member Jeff Hearne said in a statement "We know it will be enforced disproportionately against young people of color". These people just have one line, that's all they got. The organization argued that making the violation a criminal one was unnecessarily harsh since the city could deter people from smoking in public just as easily with a civil citation program. But perhaps they don't see that as enough of a deterrent.

So even progressive Miami Beach seems to understand the problem to some degree. But not Larry, Chicago's very own AOC.

Even Prop 64 in Commifornia there is still a fine of up to 100 bucks for smoking pot in public. If a juvenile perhaps also some required drug treatment program of four hours and maybe community service of up ten hours. Look at the amounts states like Colorado spend on their treatment programs. It's a huge amount. The fine goes higher if in a no smoking area or possession at school or daycare. Any subsequent offense at school or daycare gets a maximum $500 fine plus up to ten days in jail.

Will Groots's fine system be even lower? She wants de community to like her, partner with McWilson and just pass out pot like de money. Should be a real vote winner, think ahead McGrooty.

Come to think of it, robbery and murder have " dis proportionally effected people of color" , either through being a victim or being an offender. I have heard Preckwinkle and some other progressives speak on this issue and they say that white and black people use marijuana at equal rates, but black people are arrested at a higher rate because of the number of police officers in the black community and their aggressive attitude. I have to admit, that does not logical.

Cannabis Dui's are getting more common, and the public sentiment no longer sees getting stoned as taboo. Case in point, I have several Cannabis DUI's going in court right now, and they are setting them for JURY trials. Anyone who does traffic knows how uncommon Jury trials are for DUI's, so the defense must be assuming social acceptance for their clients.

Chicago is approximately 1/3 black, 1/3 white and 1/3 hispanic as of the year 2010. https://en.wikipedia.org/wiki/Demographics_of_Chicago In 2011 there were 433 homicides in the city of Chicago. (There were 943 in 1992). The 2011 data lists the race of the offender only in regards to cases that have been cleared. That leaves open the (improbable) criticism that police concentrated on arresting predominantly from one race, but here are the statistics nonetheless. In 2011, 70% of offenders were black, 25% Hispanic and 4% white. These ratios are consistent since 1991, with blacks hovering around 80%, Hispanics 20%, and whites 5%. (see page 54 of Chicago Murder Report).

In 2010 NYC was 44% white, 25% black, 12% Asian, and 27% hispanic. In 2014 the population was 8.5M.

DO NOT make any arrests for marijuana. Not even if there 6 adults each with their own loaded bong and smoke is pouring out the windows like a housefire, and there is a hefty bag of MJ on the front passenger floor.

It is a legal product and you will go down for a Civil Rights violation..

OT: just read that Groot accused Uber (the ride-sharing company) of offering $54 million to various Chicago “rev’runds” in return for helping them lobby Groot and Co.

Uber retorts that the $54 million was the amount of revenue they said they could bring to the city.

Who do you believe, Groot or Uber? (Note: I pick Uber; it seems unlikely they would be stupid enough to give $54 million to the “rev’runds” - only government can be THAT dumb)

I can imagine Groot would be angry: “YOU can’t pay off the rev’runds; WE’RE the only ones allowed to do that!”

Just be done with it already. Forgiving parking and traffic fines. Then the County setting low to no bail, raising criteria for felony theft.

True...but not accurate.
What they never mention is that, while the state is raking in the cash, the cities and counties are being bankrupted by the skyrocketing costs of providing emergency services in pot-related cases.

The state has taken in $200mil...and local governments have had to shell out $350mil.

What a great system.

True and you also probably read about the problems schools in Washington and Colorado are having with their budgets despite the massive pot revenue. Lots of good articles on these states and the pot panacea. They don't want to talk about how much they spend for treatment. Still the Colorado Governor loves it and has signed two bills that legalized cannabis delivery services and social-use areas, which will be "kind of like cigar lounges, which also help get the smell out of neighborhoods," the governor wrote on Facebook. Cannabis delivery services? Corporate taking over hood activities, sounds racist to me.

It's so marvelous but around 200 municipalities have outlawed pot retail shops, even though possession remains legal. And health professionals lament what it''s doing to the children. You mean children of color, well call Al and all the other demon-cratic phonies. "Horrible things are happening to kids," Libby Stuyt, is a psychiatrist who treats teens in southwestern Colorado and has studied the health impacts of high-potency marijuana. She went on to say, "I see increased problems with psychosis, addiction, suicide, depression and anxiety". What say you Grooty and Mr. LA Horsehead? People of color, that's the cue line, wake up Groot. So what do you think about all this, eh? One democrat seems to be sane out there at least on this subject but I wonder how he voted back in 2012. "[Colorado's legal pot industry is] in many ways stamping out a black market that doesn't care whether they sell to kids," Colorado state Rep. Jonathan Singer, a Democrat from the community of Longmont, said in a NY Times interview in May, 2019.

I'm firmly on the side of legalization, but selective enforcement is not the answer--especially when it's in the name of flagrant pandering to Dude Inc. In fact, the existing double standard around the various Boomer-approved social drugs is one of the main reasons I'm for legalization in the first place. Access and restrictions should work like booze.

MJ usage by itself , is no judgment of criminality(although that drug and possession of it are illegal)where there are other crimes or just societal mores involved . Blacks get dinged for MJ possession in higher percentages simply because those blacks, at that time, are usually out in public and caught with it ,while breaking other laws(either public nuisance or traffic or more serious ones) , and already have criminal records/standing bench warrants.

As to greater police coverage, I am all for even 50/50 coverage of black and white areas. However these race pimps would soon complain there are not enough cops in their areas, and too many blacks are getting arrested in white areas for crimes. Because that is exactly what would happen.
