Low/No Bail UPDATE

  • Cook County Chief Judge Timothy Evans for months has defended the bail reform he ordered by citing an analysis produced by the office he runs.

    His report, released in May, noted that Chicago saw no increase in violent crime after judges began implementing those reforms by reducing or eliminating monetary bail for many pretrial defendants. Far more of these defendants were released from custody, yet only “a very small fraction” were charged afterward with a new violent offense, the report states.

    But a Tribune investigation has found flaws in both the data underlying Evans’ report and the techniques he used to analyze it — issues that minimize the number of defendants charged with murder and other violent crimes after being released from custody under bail reform.
But the Tribune seems to have memory-holed the article (removed it from the main page) in a rather expedient fashion since it reflects rather badly on the Machine and pretty much proves Judge Evans a bald-faced liar:
  • One central conclusion of Evans’ analysis was that only 147 felony defendants released from custody in the 15 months after bail reform went on to be charged with new violent crimes, or 0.6% of the total. He has called this a “rare” occurrence.

    But Evans’ definition of violent crime, while acceptable to criminologists under some circumstances, was limited to six offenses and excluded numerous others, including domestic battery, assault, assault with a deadly weapon, battery, armed violence and reckless homicide.

    Hundreds of these charges were filed against people released after bail reform took effect, according to data Evans provided after the Tribune filed a public records petition to the Illinois Supreme Court. If those charges were included in the analysis, the total would be at least four times higher, the Tribune found.
Gee, a Chicago politico using manipulated data to draw the completely wrong conclusion. Who wouldn't have thunk it?

And get a load of this bullshit:
  • In an earlier interview with the Tribune, Evans said: "My heart goes out to the families who’ve been victimized by crime.”

    But, he added, “The only way you can guarantee that no one will commit a crime while their case is pending, and that no one will miss a court date while their case is pending, is to keep them all in jail. … That’s not the solution.”
Um, that's EXACTLY the solution dumbass. And you're victimizing the most vulnerable members of the community all over again with your crap.

And we were contacted by one of the authors of a study that seems to show that crime actually goes up after more offenders are released on low/no bail provisions. Here's their article - with links to their scientific studies:
  • In a study posted on SSRN today, my colleague Professor Richard Fowles and I explore the public safety implications of recent Cook County bail reforms. We review the Cook County Chief Judge's study of these reforms, which sanguinely asserted that as more defendants were released pretrial no additional crimes resulted. We believe that, properly assessed, the study's own data suggests a significant increase in crimes as a result of the changes. Our conclusions may have broader implications about the public safety dangers of bail reform.
Remember, these are professors, so they're way smarter than Cook County politicians and judges.

If one released felon on no bail commits a crime, crime went up . There is 1 crime more than there was before his release. Decking idiots.

Also, has anyone checked the background of the human excrement that committed the CSA on the 3 year old girl in the bathroom at the Rock and Roll McDonalds?

He was sentenced to 4 years and 6 months in IDOC with an arrest/in-custody date of 29-Jun-2016.

I’m no math major, but if not for parole, he would still be in and couldn’t have penetrated a 3 year old girl in public.
And how does his parole status get to a “discharged” status before the specified sentence?
Wouldn’t he have to at least have to be on parole for 4 years and 6 months?

WHEN WILL PEOPLE BE HELD ACOUNTABLE?

Friend of mine works in the house arrest unit for county...says their director just purged all the pending checks/jobs they needed to catch up on. Fast forward 5 months and one of the savages kills a 15 year old during a robbery. The new boss swept the dudes em violations under the rug wvwn tho he went out and committed a murder while on the bracelet

Releasing criminals with no/low bail must intimidate witnesses.

Put yourself in the shoes of Jon/Jane Public: you see a crime. You can be reasonably sure the perp will be out on bail in a day or two. You say shit, they're coming after you. Esp with recent changes to laws, allowing defendants to see witness PII.

That will silence a lot of potential witnesses. But the Dems will blame that on the Police, for not building community trust or some BS.

Tim Evans is a political animal charged with keeping the institutionalized judiciary zoo moving along. Offenders and reoffenders cheerfully move through the Crook County Courts giving hat tips, smiles and pats on the back to Kim Fox and Tim Evans. Your contributions to the sky rocketing Chicago crime rate and the murders, shooting and chaos are noted. While you celebrate the success of your support to crime in the city, it is Groot who holds the wet bag of excrement and is stuck with the body count and horrible statistics. This goes to the heart of the crime matter and demonstrates the incompetence and poor decision making of the Imp. Actually she's just lying outright. He realizes that his policies have a negative impact on society. He is in a position to do something about it. But he doesn't.

This no bail bullshit was enacted in New York on the first of the year. They are ALREADY realizing that it is a problem quickly heading towards disaster. Cook County has been doing it for years and don't see it as a problem.

Someone from the outside CC should take a look at Foxx's BS data, too. And also please, please, please will the media go digging and call her out for NOT actually prosecuting more violent crimes and gun crimes by reallocating resources to those units and away from drugs/traffic/retail theft, like she keeps claiming?!? She hasn't increased anything, other than the size of her executive staff, the number of her "policy advisors" and "data"-related staff. Oh, and there are also the ASAs who will be assigned to expunging pot records (aka helping convicted felons) instead of prosecuting criminals. Courtrooms are still understaffed, but the 32nd floor of the County building is filled with people helping to market the Foxx brand and further the Progressive Prosecutor Project. You guys all know... Review ASAs aren't approving charges on more violent cases and gun cases than they did before. Foxx is straight up lying to the public and getting away with it.

I was driving into work one Sunday morning and listening to WBBM 780 and Chief Judge Evans was telling Craig Lattimore that the bond procedure was unfair to the poor and statistically speaking that under one percent of those given I bonds went out and committed another crime. I almost pissed myself. I couldn’t believe the lies that were coming from this old fools mouth. This revolving door that is going on at the County has to stop. These violent thugs are involved in every kind of crime imaginable and we shouldn’t have to be fooled into thinking differently.

There’s no recidivism, not here, not in Cook County. One crime, one charge, anything more and y’all piling on.
The past doesn’t count, that’s where the eggheads got it wrong. If the crime don’t fit, you must acquit rule.

Only Cook County is allowed to interpret IL law to fit its own agenda like their dashboard statistics and in those rare instances it’s probably less than 0.6% different from the Colonial Illinois Compiled Statutes definition, so what’s the dill?

“Jail is not the answer”, I think that was Jugghaid SpecialEd’s mantra back when he gave his inaugural swearing in speech.

Discussions about this on Next Door all the time since the local news now only advises how many gang-bangers are shot in their neighborhoods in the middle of the night & ignores the massive & growing crime downtown where the unsuspecting walk with phones, purses, computers... try to shop in peace. I can't comment publicly, even nicely, on anything or I will lose my job but if I had nasty left-wing things to say I'd be free to go with it. Now a SJW attorney from Northwestern is arguing with everyone INFORMING them that their opinions are lies, even about things publicly confirmed such as Foxx's refusal to prosecute less than $1k of theft from stores and I cannot say 1 word. Our ONLY HOPE is that some of the over 100,000 sealed indictments on the Pacer website are for 'officials' from our city & the perpetrators of disinformation in our media local & national who say the "debunked" "conspiracy theory" "already investigated and unfounded" or "untrue claims" when none of these are true. There are so many useful idiots in Chicago who believe what MSM tells them. Until & unless these indictments make major heads roll we are all doomed.

This started years ago, I started to notice the media no longer used the word rape to describe a rape.

The end goal is communism and we cannot publicly speak and are targeted. I try to say things to people to plant seed so if they think about it they will realize the truth. If there's a way to donate to this blog, I will, I can't find one. I would put this under my email so I could get a response but in this City if my identity got out I would be 'canceled' another pathetic and vicious practise by those who can't win an argument or defend their position with facts.
