New CTA Plan....BANG BANG!!!
- Chicago police plan to beef up patrols and investigations to address a spike in crime on the CTA’s rail system.
The department on Friday announced it will add 50 officers to the unit that patrols the “L,” bringing the total to 250. And, in a first for the department, each of those officers will be equipped with tracking devices for the department to better monitor and adjust how they’re deployed, interim police Superintendent Charlie Beck said.
That's right. Tracking devices. Real time monitoring. Has everyone heard about these new TASER body cams? Live GPS and remote activation of microphones so that the bosses can turn on the cameras/mics from their office and spy on you in real time. Don't believe them when they say "monitoring." They mean spying. Plain and simple.

- Chicago police shot a man at the CTA’s Grand Red Line station Friday afternoon, authorities said. The man was taken to Northwestern Memorial Hospital, where he remains in critical but "stable,'' condition following surgery, Police Deputy Supt. Barbara West told reporters at a news conference Friday night.
The shooting happened shortly after 4 p.m. in the subway as officers were calling a 10-1, code for officer in need of assistance. “The whole train stop is gonna be a crime scene,” an officer radioed from the scene after the shooting.
West said two officers assigned to the mass transit unit tried to stop a man who was moving between two train cars, which is a violation of a city ordinance. A struggle ensued when the officers tried to place the man in custody, causing both officers to deploy their tasers on the man. “At some point” during the incident - after the scuffle moved onto the platform - one of the officers discharged their gun striking the man twice, West said.
A couple of citizens filmed a bunch of the encounter, uploaded it around different platforms, and released it to the media. Look around and you can find it pretty easily. We did and ...... well, not much to say about it.

Like the fact that her partner said 'shoot him' then she pulled out her gun and shot this guy after he wiped her pepper spray out of his eyes and took a step toward her, then shot him in the back as he was running away from them unarmed. Those are the details but maybe nobody will be asking since the guy is white and the cops are black. This is worse than what Van Dyke did. If the guy dies she might get fired but they will not charge her. If this had been a black guy and 2 white cops this city would be going up right now. The Van Dyke incident spawned new training, policy changes, a consent decree. This shooting will likely disappear from the media within a week.

An unarmed Offender who was walking car to car on a CTA train in violation of city ordinance. Punishment fine only. Who actively resisted had just about every type of, use of force used on him. Will probably get one of the biggest pay outs the city has given involving the Police use of force.

The PO’s being detailed can only be there for 90 days (No PPO’s). It was reverse seniority from the districts. Many of them have less than 3 years on the job. After 90 days they must come back to their District of assignment. Patrol is down again, always robbing Peter to pay Paul. Just wait till 2021 10 PO’s per SGT. Then 2022 PO per citizen (not sure on the amount yet). All based on the consent decree.

And this has unfortunately, coupled with New Training leaves Officers with a "Reluctance" to use Force that might appear to be bad "Optics". The result is that you seldom see officers punching or kicking anyone, because they are pretty much trained to avoid such strikes. It is not easy to control an adult who is trying to escape your control unless you can control their head. But with choke holds barred; how is that done? 2.The Public has been so conditioned by Media and Politicians to believe and accept the premise that the police are the Enemy, and their actions are Wrong; to the point that rather than help; they will just become witnesses to Police Wrong Doing. So, if what has been in the media lately, that the CPD had 200 officers assigned to Mass Transit and hired off duty suburban police officers and security personnel to monitor the rails and buses, then it begs the question; Where in the hell have all of these people been all of this time? I would see a police officer or two at 95th Street and at State/Lake, but that would be it. I ride the rails now and then and so do many of my family members and it is rare indeed to see a uniformed police officer. Being retired CPD I think I could spot a tact team member on the trains and I have yet to see one. But, I do see plenty of pan handlers and pot smokers and pick pockets. What in the hell has passed for leadership in that unit the past few years? And, professionalism and pride in service?
In this day and age, why are police officers even attempting to stop someone for a local ordinance violation? Unless there’s an active shooter or other deadly threat it’s a bad career move to do police work.

I understand that you are not a cop, so let me explain you. When you stop somebody for violation there are to ways, a violator could be compliant or not compliant, the second case scenario is exactly when the shit start rolling down and a simple stop may lead to tragedy.

Six figures? This was a 100% bad shoot. It will be millions of dollars. The shooter should be fired and charged criminally. The partner should be sent to the academy to learn how to do his fucking job. Tasers didn't work so they just threw them on the ground and tried to wrestle. Wrestling didn't work, so they tried using the radio for help. Radio didn't work, so they tried pepper spray. Pepper spray didn't work to gain any kind of control or compliance, so wrestling continued. Guy breaks free and rubs his eyes, so dumbass shoots him. Guy runs up the stairs, so dumbass shoots him again. I only watched the video a few times, but maybe I missed some unmentioned gun or lightsaber this guy had. Maybe I missed him doing anything other than resisting and fleeing. Maybe yelling 7353 over and over into your partner's radio, while he struggles to control someone, is an effective means of helping. And all of this started because he walked between cars on the train? Just completely fucking stupid on all levels. I won't talk about the useless citizens who just stood or walked by.
GPS devices have to have a power source of some kind. What level is the radiation exposure to us while wearing these devices? They’re saying that our cell phones should not be carried on our person for long periods because of the radiation. Have they done any research to find out if this is a health risk for the cops to wear GPS and body cameras?

This tragic outcome is the result of poor training at the academy. This police department is stuck in the 1970s with the ineffective control tactics we are taught. How about jujitsu techniques tailored for policing. How about training and testing that really test the recruits competence instead of a rubber stamp. The clout and corruption in this department, city, and state are also the blame for the outcome. Because CPD made a decision to keep 2 year officers in Mass Transit where young officers have little supervision/learning/experience we have a poor outcome. Because the FTO program is a joke where the FTOs have no teeth to recommend retraining or termination for bad recruits. If the officer/s where fired, they might not now face criminal prosecution. Too bad none of the bosses can be prosecuted criminally for pushing out BS CYA training instead of effective techniques. Too bad the bosses that decided to keep the young POs in Mass Transit for activity instead of looking out for the young POs by sayIng “they need more experience in the districts before going to Mass Transit.” GOD HELP THESE POs.
De-escalation means step back and call for more help. There was no immediate treat of safety. Department members need more and better training. No reason to shot someone who wants to flee for an offense that is a fine only who is an active resister at best. Also what is with the media double standards.

The other really disturbing thing besides the video itself is the two idiots filming the incident and the one filming in the foreground can be seen grinning. I know it's not your job, but maybe if you put that stupid phone down and helped these officers get this guy under control none of this would've happened. Hopefully some day these amatuer cameramen are filmed while in the struggle of their lives calling for help and no one comes to their aid and just films the incident. I saw the video via the Twitter link on HeyJackass & there's a lot of comments saying the person taking the video should have "helped" the police officers. To the officers reading this, would you have appreciated an ordinary citizen trying to "help" you subdue this individual? Or would appreciate citizens just staying out of your way?

The PO’s being detailed can only be there for 90 days (No PPO’s). It was reverse seniority from the districts. Many of them have less than 3 years on the job. After 90 days they must come back to their District of assignment. Patrol is down again, always robbing Peter to pay Paul. Just wait till 2021 10 PO’s per SGT. Then 2022 PO per citizen (not sure on the amount yet). All based on the consent decree.

Question for LEO's. Was Tennessee v. Garner the end of proactive policing?
I am not a LEO or a lawyer but before that case if you told a suspect "Stop! You are under arrest!" and they didn't stop they were a fleeing felon and you could shoot them. Now "Stop! You are under arrest!" means the start of a fight with a double or nothing bet. If the suspect still gets arrested after fighting he will face resisting arrest charges and whatever the original charges were. If he gets away the charges will quite likely be nothing.
That is what I see happening on the video of the CTA shooting. The suspect figured if he could get away from the 2 CPD officers he would be free and clear. He didn't want to pay the fine for jumping from car to car so the took the double or nothing bet. If he lives I suspect he will get paid enough to be able to afford the fine for jumping from car to car many times over.
FWIW Had I been on JVD's jury I would have ruled not guilty on all charges. Too soon to tell what exactly happened here but its not looking good from the start.

Help the overpaid and understrength officers. Not my job better to stand back and watch, much more entertaining. Really surprised it doesn't happen more often given the physical shape of way over 50% of the CPD street officers. The no foot chase was instituted to prevent the overweight officers from a heart attack. The no vehicle chase was to protect the few remaining cars from the officers lack of driving skills.

It IS troubling to watch, but THAT is what separates US from THEM. I don't know a copper that wouldn't have jumped right into the fray. Society is full of scared sheep. The problem nowadays is that those same sheep are the ones telling us how to do our jobs, judging what we do & don't do. They're ALL full of fucking opinions on how to do police work EXCEPT when they have an opportunity to step in and make a difference. I support my fellow brothers & sisters in blue, but wonder if this scene will go the same way that it did for JVD. My money is on no.
I’d like to see more footage from cta cameras but they did try less lethal options against a much larger, stronger subjectprior to shooting and it did appear he was reaching into his jacket which caused her to shoot. Much more than the cellphone video is necessary for this one. Please remember that this started as simple stop for an ordinance violation but was escalated BY the offender who violently resisted, which isn’t in dispute. Hopefully the truth prevails.
The only story found of course does not mention that the white victim was shot in the back by a black female officer.

Only a complete idiot would step in to 'help' those officers. Tasers all over the ground, trigger-happy cops, anyone stepping in would be as likely to get shot as the suspect.
At least a seven figure check maybe much more depending on nature of the wounds. Nice job officers you stopped a real master criminal. By the way I support the police until they do stupid shit, this qualifies as that.
This I’ll be interesting given the demographics of those involved. Was t least two counts against the shooter. Very bad optics on the citizen video. When mayor uses the term criminal nature of shooting she wasn’t referring to the car hopping. Well on to plan C and D and F and so on until Z when they shut down the Red Line.
Saw the video, looks like Bozo and Cookie the CLOWN. UNBELIEVABLE!
