A small whisper, barely a buzz, has reached our ears - it's going to be Aurora Chief Kristen Ziman.

I didn't even know that there had been interviews yet, but I was out to dinner with the family the other night. A small hole-in-the-wall joint, and who do I see? Groot and Ziman. I look around some more and recognize one of her detail. We worked together years ago so I give [...] a nod and get a text message a short time later.
"New boss."
Catch up with [...] after dinner and they tell me this is the 3rd one-on-one meeting between the mayor and Ziman. Might be an announcement this week or next.
We wanted to get this rumor out early in case it was true and the media were sitting on it. Plus, it'll be entertaining to see what everyone else heard.

This women might be a great leader, but I think she will be overwhelmed in short order. A watch commander in 007 or 011 has more experience then her. But,it is fashionable to have a women police chief and our mayor is all about fashion, except in the suits that she wears. Buckle up and hope that this is wrong and Beck stays around for another year or so.

describes Aurora as more corrupt than Chicago. So what
we're thinking here is a 2-for-1 contract. So whatever the
advertised salary is, don't forget to add that of the "partner".
What would be the chances that 2 outsiders could find jobs
here together? BTW, nobody back in 2015 could tell you what
the job description for the "partner" was.

Can't grasp the concept that the head of "our" dept., who represents and leads CPD is APPOINTED by the person who is out to get us in every contract negotiation. It's asinine. Like Ford or GM appointing the head of the auto workers union! Our supt. Should be elected by all CPD membership and objectively sit across from the mayor and city in regards to policy, contract, etc. THEN maybe we could get a contract, policies and practices that are best for the rank & file. UNTIL then (which will never happen) I really don't care who's stupid enough to take that position. They may talk a good game and say they have OUR interests in mind, but as long as they're appointed by our contract negotiating for, it's a fake position.

PERF is the group that is evaluating the department, particularly the Detective Division. They are a group of police and academics who do evaluations, training etc. Similar to CALEA, bunch of small to mid sized chiefs pushing standardization. It’s all “Best Practice”, get used to seeing that phrase, it will be the new buzz word

Whoever keeps referencing this Openline blog spot, I’d be a bit cautious. That blog doesn’t entirely seem to be a fan of the police & there are several posts on that blog that slams Ziman when she defends officers & pushes back that the “media” displays anti-police bias. Some of those posts are 3-4 years old, so is that what she was selling then? I don’t know, but if you’d take a look at a few other posts, they are slamming Ziman for being in defense of police.

The FBI considers 150 and above to be a large department with the top ten largest departments as exceptions. They are in their own category of "largest".
As is typical in any organization, the opinions on Chief Ziman are diverse. But Groot has had her eye on her since the infamous Chiefs meeting at MCCormick Place last fall. That’s when discussions began.
I met Ziman last summer and found her more competent than most bosses at CPD. Of course, given our current roster of bosses, the bar isn’t set that high.
Aurora is a great department. Why the fuck would she want to come to this stupid fucking shithole?
Who knows? Maybe she could be what's needed.
A few reality checks here (from a wheel gunner).
Anyone who doesn't think that politics plays a role in this must also think there was no gambling at Rick's in Casablanca. Get over it.
Anyone who thinks self-promotion is entirely evil should get over it as well. It can make you suspect -- and rightfully so -- but it can also give us a bigger window. I've read stuff she's written on her blog. If half of it is true she maybe she deserves a change. The city could do worse.
Another reality check. There is no perfect boss. Imagine having to deal with an inept mayor, a ridiculous city council and thousands of dogs looking for a fire hydrant. Coppers piss and moan about just about every boss. Sometimes it's valid criticism and sometimes it's just bitching.
By and large law enforcement is an inherently screwed up business. Think about it for a minute. Where else do we reward good performance by removing people from the job they do well? We suffer from one-size-fits-all-bureaucracies (and worse) and then the only way to reward a good street cop is to remove him or her from the job done well and promote them to one that they may not be good at. The best managers and coaches in sports were not necessarily the best players. The skill set is way different. Of course, knowing what it's like to be a street cop is a plus, to be sure, but it isn't everything. The job of management is to get work done by others and the duty of management is to secure the resources and support to accomplish it. Any of us military vets can tell you that. This leads me to the next point: politics.
Politics can be a dirty word. Can, but not always. The chief of a major police department isn't out there taking auto theft complaints (although some good chiefs do in fact go on the road a bit, even in larger departments). They are out there dealing with the politicians to get the resources and support necessary for the troops to do their job -- or at least they are supposed to be. Someone who is publicly visible and has great p.r. skills can be a plus. When I went to the University of Wisconsin there was a sheriff in Madison who had no law enforcement experience but he was beloved. How did that happen? First, he let his chief deputy run the department but he was the guy who was at the county board meetings plugging away to get things for his department. The sheriff in a county of 500,000 people isn't out there running radar.
In doing investigations I don't always put a lot of stock in what people directly tell me but I look at the peripherals. From reading what she's written this chief sounds like she cares about her officers as people, is approachable to their ideas and works well with her city hall. Yes, it's a smaller place but management skills are essentially the same. Maybe someone from a smaller place that has fewer layers of bureaucracy could be the person to streamline the bureaucracy and get rid of some dead wood. Maybe.
I know I'm being optimistic but also I'm trying to be fair. The prior succession of hacks haven't exactly been God's gift to law enforcement. And while it's usually good to promote from within that hasn't always worked well, either. That said, finding someone who's 30 miles away in the same state could be better than bringing in a total stranger.
If hired, of course, she could turn out to be a dud. But nonetheless she deserves a chance and, as I said, the city could do worse (and has a pretty damning track record of doing just that).

As is typical in any organization, the opinions on Chief Ziman are diverse. But Groot has had her eye on her since the infamous Chiefs meeting at MCCormick Place last fall. That’s when discussions began.
I met Ziman last summer and found her more competent than most bosses at CPD. Of course, given our current roster of bosses, the bar isn’t set that high.

Whoever keeps referencing this Openline blog spot, I’d be a bit cautious. That blog doesn’t entirely seem to be a fan of the police & there are several posts on that blog that slams Ziman when she defends officers & pushes back that the “media” displays anti-police bias. Some of those posts are 3-4 years old, so is that what she was selling then? I don’t know, but if you’d take a look at a few other posts, they are slamming Ziman for being in defense of police.

It is a big leap going from Aurora PD to Chicago PD, but maybe she has more diverse experience coming from a smaller department. By that I mean, maybe she’s familiar with patrol, the detective division, narcorics, gangs, etc.
Lets face it, a lot of the bosses in recent years have been put in spots they don’t belong in. I’m not saying they’re not smart, but it’s difficult to learn how detectives operate if you’re going in as a boss and have never been a detective.
I mean can she really be any worse than the last 3 supes? Give her a chance.
Maybe she will lift residency so she can still live in Aurora?
So, the mayor is taking a police chief of a department less then 275 officers and putting her in charge of nearly 13,000 and the 3rd largest city in the USA? This women might be a great leader, but I think she will be overwhelmed in short order. A watch commander in 007 or 011 has more experience then her. But,it is fashionable to have a women police chief and our mayor is all about fashion, except in the suits that she wears. Buckle up and hope that this is wrong and Beck stays around for another year or so.

So to the first commenter, I agree bringing in someone from a tiny department to try and run this behemoth is probably not the wisest, but at the end of the day, Groot is looking for a yes man or woman. So it doesn’t matter where they come from. And I don’t really agree with hiring female chiefs is a fad, I think it’s more some departments just trying to be woke “look how open minded and tolerant we are”. Not saying that some of these female police chiefs don’t deserve it, but when the narrative of today is victimhood and affirmative action, people will always wonder why this person really got the job, deserved or not.

a tough job for sure. During the rollout of TSA at the airports in 2003, I was hired ( retired cop and vet), but not as a supervisor. All of the supervisors came from the post office and a few through city hall sponsored by Illinois Senators. It was a hot mess and the vets and retired cops promptly quit. Before I left, TSA put up a job notice for supervisory trainees and they wanted women only. The feds lost a lot of talent and leadership experience in order to be politically correct. No surprise that the CPD does the same .

wow!pretty viscous comments. I am hardly a hair gel and have been around a long time and have seen many come and go. The CPD has great talent and great people on the job but never given a chance. So in your opinion every Aurora cop is head and shoulders over CPD? Pretty stupid comment. You must be a Aurora ranger! Beck has a proven track record of success and running a very large police department. I just do not think a small town chief will have success nomatter how good she is. So, cool down and stop the name calling and try an adult conversation for once.
Didn't the Mayor state in a previous interview that the next Sup needed to have experience running a large police department? She commands a department of 241 officers. We have multiple districts with more officers then that.

The FBI considers 150 and above to be a large department with the top ten largest departments as exceptions. They are in their own category of "largest".

Jesus people, Ziman has lived her whole life in Aurora and been that Dept since she was 17 (cadet). She may be good and fair to HER people and she may be allowed to be that way. Do you think she'll get the same leeway by Groot and the aldermen? No way. I don't like her because she will be the perfect puppet for the micro-managing mayor simply because she knws nothing about big cities. And let's also be honest about this. Before her self-promotion tour after Henry Pratt no one outside Aurora knew who she was. She's probably at the top of the list simply because Groot see herself as a "progressive" and CPD hasn't had a female Supe yet. But if she gets it I'll make the prediction now - she'll be a failure.

In reality, 5 cops got shot that shouldn't have because their tactics kept pushing them to the doorway that the shooter made into a "kill zone", even though there were several other ways into the building. Sad to say, but like most of these tragic events that shooting was not as much a success as she brags to everyone at her speeches. What is she going to do when the Chicago murders on a hot July night are twice what her town has all year?
Cpd, having spent my first young life in the Marines when I joined the department I was expecting the same type of leadership, training and military type of department. I had heard so much about how great the department was and figured that's what I was looking for.Not so soon after I entered the academy I found how wrong I was. I learned how it's not the job you do its who you know, it's not the job you do it's what area you grew up in. It's not the job you do it's who you are related to. I couldn't understand how someone over weight, out of shape and looking like crap could get promoted. I couldn't understand how you could have a seasoned Lt. And he gets passed over and some wet behind the ear kid who was in college when the vet was out he kicking ass but he gets promoted. Basically what I am saying is this department is a joke, I hear more whinny as officer's complaining about doing nothing and wonder if they ever really worked in their life. I am leaving this department in a few months and the only thing I want to remind me about being Cpd is that check that comes once a month.
If it’s announced before the next class of Sgts and Detectives expect merit to be on the lists. Getting rid of merit from the beginning was all bullshit.

Agree with everything you said. CPD has to be in the top ten worst police departments in the USA. Sorry, but its true.
What added to the downfall of the job, besides merit, was the college education requirement and tuition reimbursement. Cops on the job started going back to school to either be eligible for promotion or to use the department to become a lawyer, CPA or nurse. I always hated hearing of a cop getting a pass at work because he/she had a class or had to study for a class. It seemed like college came first, and being the police became last.
From then on, people only came on the job for the money or to be able to further their education. Use the job for their own benefit. No one came on CPD because they wanted to be the police. CPD sucks big time, and it will never never get better, only worse.
Don't say cruiser.
No amount of money is worth kissing a mayors backside and being their puppet on a string. You will stand before cameras and lie through your teeth. Whoever takes this job in this corrupt city will have no credibility with the officers they are supposed to lead. We know what Superintendent means, a stand in for the real leader the mayor.
