JISC Failure?

  • A $4.8 million-a-year city program that was supposed to divert juveniles away from the criminal justice system and toward social services “may actually re-traumatize” young people or “increase their likelihood of re-offending,” Inspector General Joe Ferguson said Tuesday.

    Fourteen years after the Juvenile Intervention and Support Center was created, Ferguson concluded that it’s impossible to determine whether the goal of reducing juvenile recidivism has been accomplished in exchange for the city’s investment.

    That’s because of a host of problems ranging from poor record keeping, destroyed case records and lack of collaboration between Chicago Police and the Department of Family and Support Services to inadequate training of police officers who bid for their jobs based on seniority — not on “experience or aptitude for working with youth.”

    Ferguson acknowledged it’s “unlikely the program is leading to a greater number of arrests.” But his audit also concluded: “Components of the design do not align with best practices of youth diversion programs and may actually re-traumatize youth or increase their likelihood of reoffending.”
All of which was raised at the time, but dismissed because everyone knows police don't have any experience working with troubled youths or even with the criminal justice system.

We're actually thinking this is a veiled attack on the seniority system as well.

There’s a female juvy who has had many police encounters over the years. The encounters range from missing person, trafficking, battery, prostitution, theft, etc. On our 6th police encounter for stealing cellular phones, she told me that she attended the diversion program at the JISC and they played softball and they had a pizza party scheduled for the following week. It’s a waste, get rid of it. These juvy are commiting dangerous crimes, they don’t need softball game.

There is no way that merely being processed at the JISC causes a juvenile to re-offend-other than perhaps the JISC is TOO EASY on these asshole kids.
The JISC is relatively quiet, there are no bars on the cells, it’s a lot cleaner than a regular lock-up, if you are processed there, most likely you’re going home, and he’ll, if mamma says she can’t pick you up, you’re even given a ride.

Lemmer creates and then destroyed the JISC. He got greedy. Instead of balancing out the districts and including some in good areas where parents actually gave a fuck about their kids and would force them to go to counseling, he insisted on all of the worst fucking districts citywide, resulting in almost no participation in counseling sessions. Lemmer would then send JISC personnel to the fucked up homes and threaten kids and their parent with re-arrest for not participating. It was an empty threat.

Lemmer then took away all detective discretion and just about all arrests would be assigned counseling, which overwhelmed the handful of civilian counselors there. They then began slowing down and found any reason possible to refuse the kid, such as minor errors on paperwork.

Finally, the relationship between the police and public is a contentious one. It has to be. The police are the ones who try to catch you when you do wrong. It is a cat and mouse game. The police will always be in that role, no matter how much “working WITH the community” bullshit is out there. Having the police, who have caught you doing wrong them immediately try to be the person that will inspire someone to turn their lives around will never work.

Let the police just be the police

I was in several meetings when this nonsense was presented and EACH one of these issues and MORE were brought up and dismissed by Daley’s people, including some ranking fools on this Department. The fact that Lemmer was allowed any command position in this organization is possibly one of the greatest management errors that can never be undone. The citizens and officers deserve better.

What in Cover-up Joe’s mind equates to “experience’ with juveniles?
Why is the finger pointed square at the CPD and not Shortshanks who
instituted this program. Where is the blame at the alderthieves for not
properly funding training for this program.

Why are the police involved at all? It should be that police deliver juveniles
to social workers for evaluation with no police facilities involved.

Just another dumbocRAT smoke and mirrors feel good program.
Ferguson’s job is that of providing cover for the mayor.

The jisc is one of the most pointless things this department has. The detectives are some of the biggest crybaby, butter A holes out there. Lazy, lazy, lazy!!! They don’t have to get hand outs or an inbox from the area then they complain when an arrest comes in and they have to screen them. The screening process takes half a brain, a phone call and about 5 min or less of “paperwork” ie a fillable PDF form. The place is a pain and draws manpower away. Put the useless POS back in districts and send the useless detectives back to SVU or general assignment where they can’t bother anyone. The place is useless. If every district is getting more detectives why not have one SVU detective in each district just to deal with juvenile arrests. One detective on each watch. That’s it and that is their only job. It would expedite the process and be easier instead of process in the district, bring to the jisc, get into an argument with the bitter detective, wait an hour for a 20 min process then have to take the juvy to the Audi. Process, finger print and photograph and Detective in district screen him and released or sent to audy all in district. Jisc does nothing except slow the process up.

To be fair, while seniority is a valuable tool for determining SOME assignments, I’ve always thought that seniority can’t be used in every situation. This is common sense.

For things like VRI and CTA, or bidding from district to district, Or even certain units (Airport, Mass Transit) it absolutely makes sense. When the skills required are (or should) be possessed by every member potentially bidding, them the fairest way to decide is seniority.

When determining selection for some things though- like in this situation at the JISC- someone with training/experience in dealing with youth may be better suited than some guy who’s only qualification is managing not to get fired over a 28 year career.

Not hating on seniority, but now that I’ve finally got some, I realize that I’m just not necessarily cut out for every job just because I’ve managed to stick around longer than someone else.

However when it comes to those OT programs, step to the back of the line young buck, it’s my turn at the trough!!!!

Seniority should not matter until anyone applying to those units can prove they have the experience or qualifications for the job. 20 year vet that only worked the desk should not disqualify a 7 year Po that has worked previously with teens.

Being assigned too the JISC wagon is the best gig in the city! You ride around the Dist doing nothing all day waiting to see if you have to transport some Juvenile home! Simply because his parents refuse to come pick him up. We'll at least in my Dist it is they are not assigned jobs.

The city improperly staffed the JISC when it opened because no one wanted to work there. Detectives who weren't even youth detectives were assigned to work there. There were grievances filed because seniority wasn't used to pick the "honored" alumni who were selectively assigned.
IMHO, I never though the JISC was a necessary unit. Since it was a federally funded program, it cost the city very little to no money to open, and operate. I don't see where all the dollars are going to be quite frank. When the JISC opened, it had it's own vehicles. Marked, unmarked, and full size vans for their own transports. It also had a full staff. Now it is running at half staff of when it first opened. Also it came to encompass the missing persons section for some unknown reason. Their staff numbers include that missing persons staff, and have entirely two different functions to perform. Since the JISC processes almost half of the city's juvenile arrests that must seem like a bargain to the city for only 4.8 million dollars. They then took away all their vehicles and half of their staff. Then they added more districts to process from, and brought in the missing persons section. The civilian youth counselors are all short timers who don't stay too long. Many of the juveniles processed there have over 10-15 arrests. Recidivism? What a joke!
The records keeping is all electronic, so I don't know how records can be "lost". It's more likely the city just did not want to share any info. Doing so would shine the light of day on some very dark numbers and records keeping.
The whole concept of the JISC was "shale" from the beginning. It continues to this day because of the federal funding it received because it "was all for the children." I suspect that if the funding was cut, things would soon revert back to the areas as in the "Olde" days.
Oh, and I love the attached articles comment that the JISC is "John Burge's" Old stomping grounds. That irrelevant fact makes the article more credible I assume. The JISC is broken because the Department is broken. The Department is broken, because the city is broken.

How does someone judge, " experience and aptitude for working with youth"? Are there written guidelines and a solid working definition for that label? Is there a testing process to determine the " aptitude"? Or is this just someone's judgement on the issue and how does Joe get the knowledge and experience to judge this entire matter?

At the beginning of the JISC program there was an optimistic agenda with realistic potential. The format was to have a NEW way of providing outreach for the youth that were involved. The officers working out of the station were decent and a working relationship was being established. Granted there were some shitheads but for the most part everyone was respected. Commander Johnson didn't take any bullshit either. She made sure to call out the bullshit if the caseloads didn't measure up. Well, SOCIAL SERVICE pundits entered into the equation and began resorting back to the same old ideology of case management and pitted case managers against the outreach workers at the expense of the youth to be served. Male workers who were with proven credibility and a working knowledge of the city and streets were subjected to being undermined by social service bimbos who became jealous. Ferguson is partially right in his assessment but where is Sinai Community Institute? Why was SCI not mentioned? Ferguson should seek out individuals who were at the JISC in 2006! Seek out the insight from those who saw firsthand how screwed up the program was bound to become and maybe Ferguson would have a bit more objective bitch and gripe review of the JISC. I left and have never looked back! I now work at a damn zoo! I am treated the same though....like shit!

She thought she was truly a scholar but was NOTHING more than the typical nut job (😉) that kissed as much ass because she came from an agency where she made $7.00 an hour. The JISC had some characters there. Shitloads of Target gift certificates were given damn near on an hourly basis! I remember working with a Junior Urban Terrorist and his lazy ass mom went behind my back to contact this dumb ass skank who called herself flexing by lying to a supervisor about my work. Leave the JISC alone! When I was there at its infancy in 2006 it was a great side hustle! One your brothers in blue who was a dumb as a bag of rocks worked there along with county zookeeper! Damn, those were the days! Free WiFi with a cheap ass take home fell computer. Being able to clock in with your schedule as long as it amounted to at least 40 hours weekly. Many a 20 hour days were nice (if ya know what I mean)

SCI is long gone. They have been replaced by an agency known as SGA. They actually had some good people working there but had a hard time keeping them. Part of it is the immense case load and part crappy pay. Unfortunately the JISC has the same issues from when it started. (I was there with you at the beginning wink wink) They were supposed to have CPS, DCFS and a SA from Juv court there. Either never happened or did not last long. Per usual the burden was left on CPD and when it didn't work they were the ones left to point fingers at. As you know the JISC was designed to serve 5 districts with the juvenile age then being 16 and under. Well, as time went on the dept gutted the JISC of manpower to the point they moved missing persons from HQ into there and counted them as manpower to make it look like there was more personnel there. Then the politicians changed the Juvenile age to 17 and under. Then 11 and 12 were added then sometime later 1,3 and 15 were added. This is a total of 10 of the worst districts in the city with a high demographics of blacks and Hispanics. This is why the JISC numbers are messed up towards minorities. Around this I got out but from what I understand they are shoving the Social services down the JISC detectives throats, even for violent criminals. Also, from what I understand, there are automatic expungments of Juvenile records so a kid may have been arrested numerous times but they are erased and get a brand new IR#. I am so glad I am out of there. No matter what you do your wrong.

Oh, and the failure of the jisc happens on multiple levels. State (Raising the juvenile age), cook county (not prosecuting or judges letting violent offenders go free or on EM so they can offend again), DCFS (Ever deal with DCFS? What a dont give a fuck agency, always trying to deflect back on the Police) And lets not forget our local politicians. They pander to the communities for votes, tell them how nothing is their fault and they will take care of them. They enable bad parenting for votes and use the Police as an excuse. These kids know nothing will happen to them. Thats why they go wilding downtown and carjack at will.

SCI did have me with that cheap mass Dell computer and case too along with business cards!!! I still have them with a few placed over my toilet!!!!

2: This is an intentional hit piece to get rid of the jisc and put "detectives" back in the districts. Sell the building for $1 to the violence prevention group, and call it a day. (Think the overtime hit piece before "swiping.")

3: There were supposed to be 2 (North and South) but no one wanted to pay for it. Great idea on its face, but doomed to fail from the start because, well...it is Chicago.
