  • There is an effort underway to change how arrested juveniles are handled through the processing process-one of which is prohibiting officers from handcuffing arrested juveniles. Another is not allowing officers to use ANY force (other than on an assailant). So if your uncuffed juvenile runs out of the processing area and onto the street, you will soon not be allowed to tackle them and drag them back to be processed. You must either let them go or convince them to go back to the station with you.

    No bullshit. If anyone thinks I’m full of shit...well...just wait and see. The effort is already underway. Some at the top are fighting it, but there is a definite push for this
A definite possibility, given the tenor of "training" that's been underway this year.

But you will be writing reams of paper on why you failed to keep them in custody. So if they take off and get run over by a car or get shot or battered you will get charged with child neglect and rule violations for failing to pacify and shield them from danger while in your care! Wait till the yutes hear about this!

Don’t know how it is now but years ago some people would would steer clear from ever arresting a juvenile. The officer would be the one punished because you had to wait forever for the youth officers/SVU to arrive all the while you are having to listen to the smart aleck juvenile. Then you waited and waited for the parents to show up to pick the kid up. Then they didn't show up so now the youth officer adjusts the kid and you end up driving him home. So why subject yourself to all that stress and abuse?

I mean we don’t need to go into why this is incredibly stupid. Juveniles can and often times are combative, shooters, car jackers, homicide offenders and overall violent criminals worse than their adult counterparts because they’re so young and stupid they don’t think of what can happen to them, example, being shot in the face by a CCL holder. Anywho, id like to know who is pushing for this? Brass or politicians? Neither would surprise me.

There will be special equipment issued for juvenile arrest active resisters.
Mace will be replaced with Koolade, tasers with ticklers, and batons made out of marshmallows instead of maple.
The good news is that the City will pay for the the first issue.
The only thing holding up the issue is the indecision on the flavor of the Koolade.

I worked in A/S youth and most of these kids need to be cuffed. Also they should be released to someone who can prove they are the parent or guardian or they should go to the Audy.

So, now when ever I get stuck with a juvie arrest, all I have to do is leave the interview room door open, and I am done? Not transport to JISC or waiting for a Youth dick? Sounds like a plan! in fact, I wont even lock the car doors. They can just get out at any light I stop for. I wont even have to go to the station.
Technically, this wont even be an escape if we cant hold them against their will. "Squad, my prisoner decided that he didn't want to be arrested, so 19-P"
This police work is getting easier by the day. Now, where is my neck pillow, so I can take a nap in the squad.

The new rules are that no one can be arrested anymore, unless they want to be arrested. If they are a minority, the police have no authority to arrest them because that's racist. If you do attempt to arrest them and they are injured or killed, you will be subject to a civil suit.

Cpd will implement a demerit system. If you get more than 50 then you won't be able to pick an item from the weekly treasure chest. If you get more than 100 then you won't be able to participate in the monthly pizza party. If you get over 500 then you won't be able to go on one the 5 field trips of the year.

Old Retired Guy Here, Again !!! Have to stick my two cents worth in on this one. From my personal experience, "Youths" should be handcuffed, most of the time, all of the time. They have the most energy, they may be the most fearful of what awaits them, usually nothing, etc. etc. etc. Bottom line: Very Dangerous; Make sure all weapons are secure.

Also from the CCSA debate last night, there was a question from the moderator about the high number of persons of color being incarcerated. All of the candidates just spewed the usual talking points about more resources, bail reform, criminalizing poverty. All of those cowards are pandering, trying to say the right thing to placate instead of just saying the unpopular truth:

Statistically, a certain group is responsible for the majority of all categories of crime in this City and County. People are being incarcerated based on committing crimes, not some conspiracy to lock up people of color.

This City and County are doomed, do your (prison) time here, make as much money as you can, and leave.

Wrong. They have training courses for gov workers going overseas. Duct tape is really easy to break out of, no matter how much you use. I guarantee one of those people that had the training put it on Youtube. They are dumb like that.

(128 cleared, or29%) (There were 943 in 1992). The 2011 data lists the race of the offender only in regards to cases that have been cleared. That leaves open the (improbable) criticism that police concentrated on arresting predominantly from one race, but here are the statistics nonetheless. As an aside, 88% of murder offenders were male. Usually that number is in the 93% range. In 2011, 70% of offenders were black, 25% Hispanic and 4% white. These ratios are consistent since 1991 (and probably longer – no data), with blacks hovering around 80%, Hispanics 20%, and whites 5%. (see page 54 of Chicago Murder Report).
