- SWAT team officers described by Interim Supt. Charlie Beck as the “best and the brightest” in the Chicago Police Department started riding CTA trains Friday to get an immediate handle on mass transit violence.
Beck said he and Mayor Lori Lightfoot plan to unveil a more extensive CTA security plan next week. It will call for “a vastly increased presence” that includes “some technology” and “some participation by the CTA,” he said.
But to underscore the urgency of the problem, Beck announced an extraordinary temporary step, effective Friday.
“We’re gonna be putting additional police resources onto the train lines, including SWAT officers. Not SWAT officers in full tactical gear. But SWAT officers that are the best and the brightest of my police officers to make sure that the trains are safe,” Beck said, after joining the mayor at Wendell Phillips Academy High School, 244 E. Pershing Rd., for a related crackdown on gun violence impacting young people.
So the "best and the brightest" but not allowed to carry the gear that they're allegedly the "best and brightest" with?Where is that gear going to be stored in the meantime and what happens if there's a call-out somewhere far away from downtown? Did Beck just add an hour or more to SWAT response times...which are already too long as it is.

I was a Sgt. assigned to Mass Transit for 20 years. My assignment began when Bob Dart took over Mass Transit following several serious crimes on the System, including the slaying of a prominent attorney on a train. (That homicide still remains unsolved, almost 30 years later.) The CTA is a limited area, and Dart deployed a system of Zero Tolerance. For several years the CTA was safer and cleaner. Mumbles Daley and Huberman deployed cameras, and the court system employed Catch and Release, then ANOVs (Administrative Notice of Violation) became credited the same as physical arrests. The result is now it is virtually impossible to get anyone arrested or off the System. The Homeless, or "Unhoused" live on the System. You cannot just throw them off; you must have an alternative sleeping spot for them. If you arrest a juvenile, you will be stuck with the kid for hours. There was a time in the late 90's and early 2000 when the CTA was improving and Middle Class and Working Class were using it. Today it is in shambles. Those who can afford it Uber. Putting SWAT on CTA is a Major Blunder, because if they are needed somewhere else; how are they going to get to their vehicles? Aggressive Enforcement and DETENTION, is the only way to improve CTA. But that would mean arresting too many Registered Democrats; Bad Optics. Stay Safe and Strong. Baby "G"

Every time some bozo police leader talks about the best & brightest I get a stomach ache. It doesn't take superior brains to do policing and no unit is any better than any other. Many just have to have different skill sets. Here's what the real best & brightest would say. Unless you put cops on every platform 24/7 crime will happen. The other option is to go back to zero tolerance, broken windows policing, but no police leader or mayor has the balls to do that because then you would have to admit there people break the law.
That has former Dep Chief Ryan, now with the CTA, all over it. He was another one who thought every problem could be solved by having SWAT deal with it.

SWAT aka “Don’t Know SQUAT” is a joke just like the CPD. But seriously, something,anything, needs to be done about the CTA crime. Here’s an Idea Beck, and I won’t charge you or take credit, but VRI for the CTA. No not CTA Special where you do absolutely nothing, but a time and a half program where PO’s ride the trains. You know assign 2 PO’s to every platform and have them ride to the next one and the next one. Have them call it in when they get on post, after 30-40 mins ride to the next post and call it in etc... have officers just ride the lines for an hour then switch. You can be very creative where it doesn’t turn into a mundane stand around boring time. Just a thought.....

I know a lot of people don’t like SWAT, but to throw the Mercy Hospital incident in there is ridiculous. Were you there? I suppose if you were you could’ve done better?!?! Why don’t you take the test to go to SWAT then?

For light rail, the SWAT vehicle followed as closely as possible and/or on parallel streets. If needed, the bus stopped and the SWAT vehicle immediately picked up SWAT Men on bus

100% this decision has that goblin written all over it. It’s a PR move to make people think something is being done while they try to figure something out. Becks comment doesn’t bother me so much, because like I said, it’s a PR move. What is he going to say “I have some of my fittest but dumbest guys on the trains”? No, he has to sell the PR move made by our goblin mayor. It’s all just a show. It’s like the Seinfeld episode when George walks around a lot looking stressed, carrying stuff to make it seem like he’s working when in reality he’s doing nothing. Same thing here, nothing is actually being done, just a lot of moving around, saying lots of words, looking concerned, but in reality? Nothing is happening.

The brightest and the best are the true first responders in the trenches and front line. Most of us see it first hand on a daily basis and it goes back to the days of S.O.S. and their motto of " Guns and Part Ones ". That's why many of your upper echelon white shirt supervisors are clueless and were never really beat coppers who handled every shitty job thrown their way. Yet Mass Transit officers and bosses (again, minus a very few that actually do DO work) continue to get away with doing nothing because it's a biddable Unit and they can't get dumped.

To the non-LEO's, CTA decoy teams were extremely effective at removing the predators from the system. But, you had to find tough heads-up PO's for the frequent toe-to-toe's that result from enforcing laws in that special environment. Not to mention, you have to have the support of the Bosses, City Hall, Courts, and Press to have your back, for this difficult form of policing. But, One or Two Doctors or Lawyers or Politicians gets robbed and killed downtown; I'm thinking the support miraculously appears. Better plan early, it might be a warm dry Spring for Chicago.

Retired now. Had a call or two over the years were a SWAT car was flagged to on view and there was an arrest to be made. The passed it off to patrol as they were too important to be bogged down with minor arrests.

Years ago my partner & I got a CR number for excessive force. My partner was the alleged actor; he did this, and he did that. The beef on me was my alleged inaction; I didn't report my partner's alleged wrongdoing, I didn't stop him, I didn't call an ambulance for the offender.
It was all BS, but when it came punishment time my partner was going to get 30 days, and I was only going to get 20.
We appealed the punishment, and Superintendent Hillard upheld the punishment. We appealed again and in the interim, Hillard was replaced by Superintendent Cline, who in his wisdom, unfounded the CR.
Lesson learned: It's better to do nothing than to do something.
New York City Emergency Services Unit Officers carry all of their gear including AR15s when they patrol. Can't understand why SWAT can't do it here.

We actually are, when we can. But because our staffing levels are so low we aren’t effective. We are budgeted for 130 officers for 3 watches. Another 30 on tact. On a good day for 3rd watch we’ve got 22 officers for 244 miles of track. That’s including 4 people assigned to a fixed post at 95th st. 2 people assigned to midway station. And 2 people assigned to the ohare station. Most are assigned to the loop. Nobody on the brown line. Nobody on the blue line north. Nobody green line south or west . You might get 4 people assigned to red line north. Nobody riding the trains red line south. If we were staffed properly, I’d guess around 320 we could manage to ride the trains all day on every line and be a deterrent. But the unit has atrophied to the point we are at with brazen crime everywhere.
All this to address the inaction of the unit designated for the purpose of crime prevention on the transit lines? So crime is through the roof on the cta, others have to come and do their jobs. Swat gets put on the forefront of the dog and pony show, and they get bashed. What about the unit responsible? Why isn't the "commander" demoted, why aren't there major changes in the unit to address their incompetence? The big question is, you are having outside units ride the trains, why weren't the public transportation officers doing that in the first place? Has city hall run their numbers to see what they have done to address the meteoric rise in crime? Have arrests gone up? What strategies did they come up with? It's time to rid this department of the vestiges of the Ed Johnson reign. He did enough damage, dont let his leftovers continue to further destroy this department.

There might only be one real time I need them in my career. But when I do, I want them there. I give a fuck what they do with the rest of their time.

That’s not what happened. The “Best and Brightest” shot himself in the foot, not in the ass. He then burned down the hostage’s house down with a flashbang. Now he’s merit Sgt at SWAT. Only the “Best and the Brightest” on SWAT.

My old partner told me the WHOLE story. Blame the MERIT promotions NOT the rifle. Lt Lamb, Cmdr Doss and Eric Carter made sure the
truth wouldn’t get out about what really happened. The SWAT guy, E.T., whose rifle malfunctioned, was promised MERIT SGT so he didn’t
make a big deal of it. He got screwed over, but they gave him days and weekends off, as part of the training cadre. He’s a DP and not to
bright with very little sense of honor. As long as he gets his OT and doesn’t have to work midnights he is very content. Merit promotions, or
promises of merit promotions will keep mouths shut.

Lol, if their bosses tell them to, or in the least, hint at what they want them to come in with, you bet they'll have activity. SWAT, like every other unit, is an invite-only gig, therefore do as they ask or you get launched to the...God forbid...dreaded watch & beat car. In order to be in swat and every unit, team, etc. all you need to know is how to ask "How high boss" when they ask you to jump.
The Marine Unit has a 4th watch tact team with their own Sgt. who would be very beneficial to curbing crime on the CTA. They are highly trained and vastly experienced from hiding in covert areas ( NEAR NORTH POOL ) for months at a time and springing into action out of nowhere after swiping started citywide. By springing into action I'm referring to showing up to the unit of assignment and moving from the rollcall room to the backroom hideout in an attempt to look busy or like something is actually happening. They would be a great asset to mass transit as long as they can still work in a SAT/ SUN dayoff group together , and the best part is that this elite group were just fitted with new vests from the get behind the vest program. Who are they kidding , they'll never be on the street again let alone go in the water for a dive job of any type !

Why did the rifle at Mercy Hospital fail? Was it the SWAT Officer’s personal rifle or dept issued? Was it cheap dept ammo? Was the rifle not properly maintained by the officer or pieced together with hodgepodge parts? Are the dept carbines safe to use? Is this an officer safety issue? Why do we have to find out officer safety issues on the blog and not in the Daily Bulletin?
SCC could you please start a separate thread concerning this issue. Handguns and rifles don’t just malfunction without reason. Is CPD in cover up mode and are more PO’s lives at stake? Hey Chicago Media, how about a story and some FOIA requests on this topic? Many Officer’s are scared to check out the dept rifles since that rifle malfunctioned! I can’t afford to buy my own at this time but I’m not going to carry a piece of junk. Why does this dept not care about us?

Nice, that you call another copper a “shit head.” You SWAT guys are full of yourselves. He or she asked a legitimate question. Why don’t you just answer it like the professional that you are suppose to be? Are you mad, because you actually have to do some police work?
SWAT requirements include the ability to smoke oversized Cuban cigars and to wear an earpiece and a Bluetooth while bragging about all their overtime.

Go to the credit union kid and get a loan. CPD always bids to the lowest vendor. Quality or training is not really a priority. I would never trust any equipment that this city issues. SWAT should be ashamed of themselves to have a rifle fail during a shooting. This city will never tell you the truth because they would rather you get hurt. Our rifles never failed on HBT. Just some advice from an old SOS/HBT copper.

That’s not what happened. The “Best and Brightest” shot himself in the foot, not in the ass. He then burned down the hostage’s house down with a flashbang. Now he’s merit Sgt at SWAT. Only the “Best and the Brightest” on SWAT.

Laughing hysterically. SWAT, what a bunch of clowns that never made SOF in the military but get to play “operator” at home, phone calls required of course, which don’t really happen in the military (sorry, Tier-1 operators). Reading the above story is a whole lotta assfuckery packed into a few sentences. It reminds me of a synopsis of a spoof film. One thing is for sure, I appreciate SWAT for all the laughs.
