- A Chicago Police Department commander this week was reminded of a very important rule: Never get on the mayor’s bad side. The consequences for Commander of Narcotics Ronald Kimble have been swift and unmistakable. CPD is famous — or perhaps infamous — for giving “soft landings” to connected leaders who go astray. Assigning the wayward executive to a do-nothing placeholder post is common.
But Kimble has taken an exceptionally hard landing. He’s been demoted to lieutenant, moved to the midnight shift, and reassigned to the 24th District in Rogers Park — giving him a daily 23-mile cross-city commute from his home on the Far South Side, according to a CPD source.

I’ve heard he’s gotten a bad rap here and there in the comments on here, but I take that with a grain of salt.
Was he overpromoted? I do think so. He was in over his head, and likely didn’t manage his position well.
I blame the city for that more than I blame him. He wasn’t prepared, and wasn’t made ready to succeed.
Would’ve been good at sergeant, and if you’ve gotta stretch it maybe lieutenant. But he had no business as a commander of a unit.
However in my dealings with him over the years he had always been approachable, had always been a fan of good police work and you know he had your back, and you knew what you were getting with him. Plus he’s been around the block in his career, and he’s not someone just giving rah rah speeches. He’s been through some shit.
I hope 024 gives him a fair shake. But I also hope he gets somewhere closer to his home soon.

The mayor does not fool around. She wants to invest in community policing big time. She had her own people do some analysis and look at the overtime that O.C.D. was accruing. Why was it that the same people were making huge amounts in overtime?
Hope this destroys the false impression that the police department has any autonomy, and is independent. It is and always has been an employment agency for the clouted of the democratic party. Just like any other city department. If you obey you advance and pad that pension irrelevant if you are qualified or not. If you are not a party member or related to a prominent one, and have no clout, Lt is the highest rank you can achieve on your own through testing, period. Is it uncharitable of me to wonder whether there was an undisclosed motive or some outside pressure applied to the commander to make him fall on his sword like that: that it wasn't just a case of him going to bat for his guys. It seems that someone who had risen to that level would have a better sense of the consequences of his actions. He had to know what he was risking by going to the wall - but why?

reminds me of the old days if you were a boss and they had a hardon for you, u were shipped as far away from were you lived as possible when i first made sgt in 77 i went to 5 which was at 115th and indiana and they shipped a capt there and he drove his mobile home there and lived in it.along side the station . Actually nothing new to this style of dumping. For all you new guys out there this has always been the norm when dumping someone, but the last 10-15 years dumps have been pretty civil, of course there were exceptions but were rare. Back in the day there was a Sergeant at some type of function who was overheard saying rather loudly (drunk maybe) that Hanhardt was an Outfit guy. Well for the rest of his career, this Sergeant was transferred literally every 6 months out of one district and into another (Long before PBPA) .... Is Groot incompetent? Yes!!! The police don’t need to change the community needs to change. Chicago doesn’t have a crime problem only sorta in neighborhoods have a crime problem. Why is that?
I absolutely love the fact that all of the dollies and connected folks who are “specialty” cars are now back to jumping jobs on the watch. No more dodging the radio or saying you can’t take jobs because you are assigned to some detail car. No more traffic car, no more PCI car, no more parks car, no more dignitary car, no more retail theft car, no more business car, no more premises check for corner churches car etc etc and every other made up car to appease aldermen. Also, no more parking lot security cars, the parking lot will be patrolled once an hour by the beat car of that district. Beat cars will be responsible for their own parks and we will have more manpower for take jobs.
I’d bet Downtown Brown got his butt chewed on. And again being told how to run the department and what to do. By now you’d think he was feeling just a little awkward in his position. What about the bosses clouted to Lori. That must be interesting.

What the hell is the fuss all about? Field Lieutenant! Let's see: If the situation is not serious, the field sergeant handles it. If the situation is serious, the Watch Commander handles it. Correct me if I am wrong (It has been some time since I retired) but a Field Lieutenant still conducts License Premise Checks and has to submit to a Shots Fired Investigation? AS far as the distance they have to travel, how many PO's have to travel the same distance daily Now, the demotion does come with a pay cut. That can hurt if either one of them started living high. The way the courts are today, they would probably win a law suit for some type of job discrimination.

Rabino is a joke and no one respects her. Pontecore is respected and a lot smarter.
I’ve never worked for the guys, so I don’t know them to comment. However Larri didn’t understand how prosecutions worked at CCSAO, thought things were handled like US Attn. Office. She probably does not realize that some (not all) OT is reimbursed by the feds. So that does not effect her budget. Also some take home vehicles are provided by Feds. So in these guys defense the may have been explaining that to that moron.
The question that should be asked is why is she getting involved in these type discussions. That is what you have a police superintendent for, he handles police operations. That his been the problem here for at least 30 years, politicians trying to be the police. Suggestion Larri, let the guy you picked to run the police dept run the police dept. The mayor of this city needs to figure out how she is going to get this city up and running again. I am guessing if she concentrated on that, she won’t have time for much else.

I’ve read comments about Kimble being racist. I’m a white officer and I never got that vibe from him. From my dealings with him 005 I have nothing but good things to say about him. He did try to shake things up on the watch. It rubbed a lot of people the wrong way. He loved activity and rewarded those who did it. He took care of me knowing I’m a big cubs fan during the World Series.

Narcotics I still beleive is a completely necessary unit. Absolutely silly to get rid of it. 2nd or 3rd largest department in America, huh? Well, we've ALWAYS been at least a decade behind NYPD - at least. That being said narcotics has no reported crime - so it is a unit that pretty much cannot fuck up. Detectives have a shit clearance rate and there's no hiding that. But narcotics has no rate whatsoever. I suspect if you have highly motivated cops things go pretty well, but when all the cops are abusers - and I am not saying this is the case I have no knowledge of the place - things can be abused pretty easily. Seems to me a Sgt. making $250K should be put in prison - plain and simple.
Pigs get rich hogs get slaughtered. And the commander saying narcotics brings in X amount of $'s through forfeitures or whatever. Great argument you arrogant dummie - that's not how it works. You don't get to steal that $ through overtime.
I heard this and other things about Kimble. I can tell you that he has always been a classless and very ignorant person to deal with. He is not a good person and with the exception of one valorous incident, a real nothing. For the record, I worked with Bill Bradley many years ago as patrolman. He was not a merit promotion, at least not to Sgt. He took the test when he had four years on which meant at the time he didn't have enough time on to be promoted. He had to wait IIRC at least a year, maybe more until he met the time in service requirements or they had a class of new Sgts, I don't remember which. I haven't seen him in years so I'll admit he may have changed. He was a working policeman, good guy and a good copper back then. FWIW.

Aside from all that’s going on, Narcotics officers work hard and diligently to combat the drug war. Deal with those who are abusing the OT because trust me, it’s not everyone. Some of us played by the rules and some of us did not. Check the records, they know who they are and it should not be a reflection on everyone. I cannot understand why admin staff would require OT because they sit inside everyday and if they want OT, then they should hit the fields like everyone else because it comes with the territory.
Get rid of those fake ass robbery burglary teams. They don’t even have a interest in or even know about burg or robbery patterns. Such a waste of manpower to have the in civilian dressed Like a glorified tact team.

I spoke to a friend from 024 and I was told that Rubino is a complete joke and the officers in 024 don't know why she was promoted to commander when she got dumped off tact in 017 because she was a terrible supervisor, but who knows.
The current Deputy Chief O’Shea was Bradley’s Captain in 006
Eddie Johnson promoted O’Shea and the tact Lieutenant Tirado
because they worked for Bradley in 006. All 3 elevated to Deputy Chiefs
together thanks to Fat-Head Eddie Johnson and his friendship with EJ

The problem in 189 was that the egregious OT abusers were never dealt with on an individual basis. So the whole unit would sporadically be told to curtail our OT until the heat that the abusers brought to the rest of us cooled off. I'm not sure how these scammers still have a job.Did you hear the one about the guy who slept in the parking lot? The supervisors who signed the slips are equally responsible. How embarrassing and ball-less to let the abusers slide ever day.
I know it’s bad karma, but fuck it! I’m giddy that these merit pricks have gotten the axe in such a public manner!
