Readers in 007

Is this true? Regarding the asshole who fired his gun off-duty triggering a Shot Spotter alert, heavy police response and attacked responding officers?
  • A lieutenant and 4 POs were stripped in 007 last night. It turns out the rocket science LT decided to "release without charging" the piece of shit copper that fired off his weapon and battered several of the POs last week.

    He felt 4 white cops on a black OFFENDER was racist on the part of the white coppers. He convinced the 4 POs with no time on the job to not sign a complaint.

    The moron has only been a lieutenant for 2 weeks.
Not good if true. Not good at all.

Obviously the blame lies on the turd who created this mess. He has had mire than one incident that required investigation by IAD, and it’s part of a “pattern and practice” of failed investigations on certain individuals. Some officers always find themselves in repeated ugly jams and surprisingly always find their way out. Only the chosen ones though.

Now moving on. I don’t know the Lt or officers in question.
But I DO know that this “boss” failed the officers under his command, in every sense of the word.
Your job is to make sure that proper lawful protocols are followed, and to protect the officers under you from civil and criminal issues by giving them proper guidance and direction.

In your attempt to be “politically correct” or whatever it was you were doing, you placed a handful of officers who trusted you as their supervisor directly in the motherfucking trick bag.

You did the exact opposite of what you are supposed to do as a supervisor.
In my opinion you need to fall on your sword, take the heat yourself, and then put in your papers and find another profession.
You have no business as a supervisor on the Chicago Police Department.

About this whole incident, I have more questions than answers.

In the olden days that might have worked...IF the knucklehead was smart enough to realize he got the break of a lifetime and he tucks his tail between his legs, behaves and drops the issue.

The Lt. could be looking at Obstruction of Justice, Official Misconduct, a slew of UUW violations and who knows what else. And the POs too.

Who is to say it doesn't blow up and 6 months from now the coppers are stripped, looking at 30 pending?

I spent some years in 007 and loved it. A big part of what made it great was the supervisors. If this story is true, the days of good supervisors there must be over. For the group of us in 007,

We knew when this happened that phone calls were made prior to field supervisors reaching the location of the incident.
Apparently this goofy officer has plenty of bosses on speed dial.

At first the Lieutenant was going to process this as an arrest.
But then the phone started to ring off the hook.........
I would love to see the phone records of this incident?

For them stripping the 4 POs they are doing that to see who speaks up first?

I can never see why any current officer feels the need to take care of some other off duty officer when they are drunk or acting irrationally.
It always ends up with the on duty officer getting screwed for trying to help the Off duty and will take months if not years to find the TRUTH.

There was a time when I first came on job.......but those times are long gone.

As for the Sgt. who just got made Lt......Was his head up his ass?
Or was he making up a Favor to some ranking Boss hoping for the return
later on?

You see, “NO GOOD DEED, goes unpunished!”
I speak from experience.........
This Department will eat it’s young and then hire outsiders to investigate and handle the matter!

There is no loyalty.........so ends the lesson.

Once the smoke clears we will get the real story. From what I hear, from 007 he was on his property (at his home) did fight with the officers but only after they placed a cuff on him while obtaining his identification. Which they say he never did identify. No protective pat down was never conducted on him, which is related in the arrest report. He was forcefully ambushed when they saw a Suspicious bulge in his crotch, which was were the gun was. Not to mention the POs only turned on their body cameras halfway through the encounter. Call me silly but it don’t seem like the off duty is to bloom in this.

Was the LT Merit? If LT was Merit they should still put a stop on merit promotions. Especially if dad or mom is a boss or family members. Look the trends all The bosses kids go to units right after probation. Supt Brown look at the seniority in these units and family ties. Also the multiple merit promotion to the same people. How about clearing everyone in units and headquarters that are full duty officers that can work the street work. Leave those spots for officers that are on light duty or pregnant, or are also sick where they can’t work the street.

If you’re going to charge the piece of shit copper that already has a lawsuit against IAD and the department then you better make sure you can charge him and win it in court. Don’t rush to judge unless you were there, saw the evidence clearly and you we’re ready to take the stand against this piece of shit copper that from all accounts is only on the job due to our “police should reflect the community department policy”. I could see the LT being striped, but the POs? Under the current regime, most blue shirts are in fear for their jobs. To tell a boss, weather he is right or wrong to do something is career suicide in some cases. I have seen instance where a PO told a boss he was wrong. Turned out the PO was right, but it cost him a promotion on the next test. Brownie better figure out real fast how things work.

Never had a watch commander release a Police fighter without charges. Back in The day our watch commander told us if anyone fights the police that person, no matter who they are better be going to the hospital before he is brought into the station for felony charges. I hope the investigation goes higher then the lieutenant. Who called the lieutenant and what did they say? Did some higher rank order the lieutenant to not make an arrest or any paper? I worked in 007 for a few years back in the 90's when Ford was commander. He would routinely call the watch commanders and have charges dropped, to include felony charges, on connected people who were arrested. The watch commander then ordered the officers to release the prisoner. I can't blame the 4 officers on scene. When ordered to do this by a superior officer, what are they to do? It is easy to make comments when you are not the one who is under orders. Was this off duty officer brought into the station, paper made and released by signature of the WC, or everything dumped on scene?

the supervision on this job is horrible. supervisors are only looking out for themselves. they try to pass the buck to remove them from the picture. they avoid making difficult decisions and want you to be held accountable. it sounds like the LT just wanted to pass this mess along to iad or copa. there was no reason to call the street dep. unless the LT wanted them to tell him what to do. if there is evidence that this odpo recklessly discarged his firearm and then battered/resisted PO's, have him indicted or seek a warrant. this odpo can still be charged if someone pushes the issue as long as the paperwork and bwc's video support the probable cause for the crime. if not...enjoy your time in call back. if the LT was getting phone calls from other bosses not to charge him...then he shouldve docunented that and got a nuhmber on them.

Look, we all know how this works. It’s not in the best interest of any copper to sign complaints against another cop, specially a well connected cop at that. I know some of the cops who arrested this turd bag and they might not have the 10-15 years on the job some of you veterans have but I guarantee you they have the same or even more experience handling these types of cases. 007 is a fast and non stop district of guns, violence and drugs. 4 years in 007, 006 and 011 definitely prepare you for the grit of this job. It’s not fair that this happened to them and in a culture of clout what can be done? The 4 white cops are the furthest things from racist. The shit bad copper is questionable. I know him from 006.

From part of what I heard, the Lt didn’t know JC was whisked out by the IAD investigator & had to be picked up at his home. No sign of the commander, xo or street deputy. I feel bad for the officers they got screwed cause they refused to go through w pressing charges figuring the department would be better route in punishing JC. Code of silence rule.

The fact is the OFFENDER/ODPO was DRIVEN HOME by the IAD SGT --since he was drunk---without the victim POs knowledge who were busy doing mountains of paperwork. Wether the IAD sgt was ordered to do that, or did it because he wasn't told the whole story and only thought he was dealing with an allegation of a drunk ODPO, finished that part and called it a night we will see. But by the time the street deputy got there, HOURS later, then watched the video and ordered the arrest, the ODPO was LONG GONE OUT OF THE STATION. The POs didn't even have a chance that night to do an arrest. 1st watch then went to his house to lock him up and he wasn't there. This was no fault of the POs involved

I don't care who shows up, calls, emails or begs. MAYBE, we don't go with a felony, but the actions of this off duty member merit his arrest, especially if a firearm was discharged. Add in the fact he resisted detention (lawful by the way) makes it necessary he is arrested and charged. There are many people on this job with misdemeanor arrests, and some with convictions, so if in fact the POS state attorney even considered it, it would not be detrimental on the criminal level. Deservingly so, the administrative investigation SHOULD give him the crack across the nose he deserves, and if it is found the arresting officers made mistakes, well, they would get disciplined based on the circumstances. Obviously not to the same level of the off duty guy. For any supervisor, you need to realize it now, you cannot, and should not kill anything. Some people do not belong on this job, and you can actually be the deciding factor in that. People mess up, they have to be accountable, and no level of intervention should pick whose career gets saved. It's a no brainer, it's the guys who didn't mess up intentionally.

Which they say he never did identify. No protective pat down was never conducted on him, which is related in the arrest report. I was in court once on a motion to squash on an agg batt police charge, defense motioned the arrest was unlawful, but see, had an ASA go into court, and say it's never lawful to fight the police even if they are wrong, or made an improper arrest- motion denied. In Illinois you must submit to an arrest & cannot fight, or batter the police, that's what court is for " smoke clearer". see his problem & yours is the belief that it is ok to fight on duty police officers- which is a felony, even under the circumstances you've explained. & note there is a caviat that a bwc does not need to be activated in an extraneous situation- an ambush by an armed offender falls under this.

Supervisors who cannot put in any effort to read any general orders or study, but instead believe they are the best and brightest and earned their merit spot by who they know. What if the brand new Lieutenant (with 3 days as an Lieutenant) called, say the Street Deputy ( with tons of experience) and asked that he come to the scene and advise how to handle the situation? And what if the Street Deputy never answered the request and did not show up until 6 hours later? And what if the new Lieutenant had the Off duty PO’s weapon confiscated and inventoried? And what if the new Lieutenant prevented the off duty PO from washing his hands in order to preserve any potential GSR? And when he did appear, what if the Street Deputy refused to order or approve a GSR test? What if the Detectives who responded , failed to advise and conduct a GRS? They have available very expensive, portable GSR test kits for this very reason.
What if the new Lieutenant called IAD and asked for advice and they did not show up for more than 2 hours, and offered no advice?
What if the new Lieutenant had the area canvassed for a witness, in order to determine if the Off Duty fired a weapon, and no witnesses could be located? What if the new Lieutenant had the responding officers search in earnest for a shell casing and none could be found?
What if the new Lieutenant realized that the CPD and the SAO has 3 years to bring the charges against the off duty PO and decided that rather than rush into the situation and let his 4 “New Guys” become the next YouTube sensation, he would have IAD and the Department all help conduct a more thorough investigation and then bring charges that Crimesha would be less inclined to ignore?
And tough guys, (and you pussy IAD , ‘fuck every copper’ types) what if you were the one, with 3 days as a Lieutenant, on the scene and were abandoned by the Street Deputy (whose job it was to handle) to figure out, how would you have handled it differently?

I’d say the guy was placed in an unenviable position, tried to fully memorialize all that which occurred, protected the on-duty coppers and as a result is now being targeted by Chief of IAD, Karen Konow (sp) (who, incidentally has not worked the street since having her gun taken from her as a scared little recruit in 021st). He is being targeted because IAD believes this was their best opportunity to fire the off-duty PO who they have been after. There is no reason to have jumped to charging that evening. The Lieutenant had the off-duty investigated and charged for his over intoxication, had ensured that all that happened was memorialized in the Case Reports and the TRRs and preserved all the evidence that was found.

There's another story from 007 in the 1990s when Ford was commander making calls on behalf of thugs. Ford seemed to have a habit of releasing thugs from felony charges. However, one time one of the victim officers also had a phone call, and the detectives arrested the thug a few days later. Felony charges approved. Ford was angry! The case went to court, and it was continued every month until the victim officer was on furlo. The officer did not appear and they demanded trial. Charges dropped. My rule was unless I was out of town, I went to court on furlough too. Most times you could turn in a lot of yellow slips with lots of hours on it during furlough.

Of all the comments above regarding this incident, one stands out: the officers did not turn on their BWCs until halfway through the incident.

If true, and I repeat, if this is true, shame on the officers. The state's attorney rarely if ever approves felony charges for a case in which officers are assigned BWCs and the officers did not turn on the cameras to capture the entire incident.

Why won't the ASA approve charges when the BWC does not capture the entire incident? I can only guess, based on experience, that it boils down this: if you have a BWC and don't turn it on, then you are violating a department order. If you violate one department order, how many more are you violating? A defense attorney will be over this all day, and rightfully so in the interests of their client. This is hard to beat in court, especially if the original call is an OEMC call. You had plenty of time to turn on the BWC on the way to the call. If you have a BWC and it is not recording, then what you say is not trusted in court. Don't blame the ASA, blame yourself for not following department orders. If you have a BWC, then the camera is believed and not you. If the camera is not on, then you are not believed. Sad but true. Fact of life.

So I won't cry for the officers who did not turn on their cameras if that happened. (Below I blame supervisors and department's hiring practices.)

For the supervisors. I would venture that this was probably not the first time the officers did not turn on the cameras. We've had over three years to get used to them. If they did not turn on the BWC, then I criticize the supervisors for allowing this pattern to continue. Supervisors who do not watch over their officers and ensure the cameras are always turned on in compliance with orders, are doing their officers a disservice and are themselves violating department orders for not correcting them.

And any higher ranking boss who made a phone call to protect said piece of garbage who never should have been hired, know that your credibility as a boss has just tanked. You may not care about that as you collect your big salary, attend meetings with like-minded sycophants, and have cute dollies lounging around your office, but you are degrading the police department as a whole and the city at large. You are violating your oath of office. You are insulting all of the honest and hard-working officers in this department who go to work everyday to make a difference, and whose hard work makes you look good (though that is not a hard-working copper's intention).

And to the superintendent and mayor, by allowing the CPD to hire unqualified people into the police department, make merit promotions not based on actual merit, and then promote morons to exempt level, you are subjecting the city and its taxpayers to future lawsuits with big settlements. Isn't this one of the things you are trying to avoid? Don't you want a better police department? Isn't there a Consent Decree you have to follow? Give those clouted jobs to Streets and San, or some other department. The Police Department is too important to the well-being of the City and has too much of a public face to have incompetent people with sorrid pasts as employees or in high-ranking positions.

He discharged his firearm without legal justification and therefore he is responsible. Period.

Hey everyone HE NEVER DISCHARGED HIS WEAPON!!! Stop assuming things that are not true. There is NO report of him discharging his weapon. He was not arrested for discharging his weapon. There was a shot spotter alert 4 blocks west of the arresting location. All officers did a canvas of the location and the vehicle and there was No shell casing found. Furthermore there was no GSR done. Please state facts. The report never mentions illegal discharge. You all are clearly judging this situation based on what you’ve heard and not seen. Present the facts at hand. The report does however state that the off duty never identified, which he clearly does, on camera. The off duty officer did identify himself as soon as/during when he was ambushed for having a gun. Actually 1 officer onscene stood back and watched the entire situation happen, never approaching because he heard the off duty say he was an officer. Not to mention another officer had the off duty star and ID in his hand the entire time. He even told the other three to stop and placed the star in their face. When they wouldn’t unhand the off duty this officer walked off too. Again when the smoke clears the truth will come to light. Until then continue your speculation circus!

It's in the orders that the Commander respond and if not him/her, the Captain to shots fired by an Officer in their District on or off duty. IAD will respond to do the blow. The new LT should have read the orders while sitting at home.

Not Merit , but No Balls. You don’t cover for an ash—- that puts his hands on the police . Dude looks like a gangster with goatee beard and tattoos. Was weapon inventoried , sent to crime lab , why wasn’t he charged with aggravated battery to a police officer ? Resisting Arrest ?

Hey everyone HE NEVER DISCHARGED HIS WEAPON!!! Stop assuming things that are not true. There is NO report of him discharging his weapon. He was not arrested for discharging his weapon. There was a shot spotter alert 4 blocks west of the arresting location. All officers did a canvas of the location and the vehicle and there was No shell casing found. Furthermore there was no GSR done. Please state facts. The report never mentions illegal discharge. You all are clearly judging this situation based on what you’ve heard and not seen. Present the facts at hand. The report does however state that the off duty never identified, which he clearly does, on camera. The off duty officer did identify himself as soon as/during when he was ambushed for having a gun. Actually 1 officer onscene stood back and watched the entire situation happen, never approaching because he heard the off duty say he was an officer. Not to mention another officer had the off duty star and ID in his hand the entire time. He even told the other three to stop and placed the star in their face. When they wouldn’t unhand the off duty this officer walked off too. Again when the smoke clears the truth will come to light. Until then continue your speculation circus

You have a brand new Lt from the elearning class without any formal training left to manage this cluster alone. obvious bad decisions were made and guidance was needed by higher rank. what's not being asked is where was the captain in all this? He was notified but never bothered to come out. WHY?? Maybe if he shows it’s cleaned up and better decisions are made.

If you don't know what you're doing, you call somebody who does.

He did. He called his Capt. Capt told him he was coming in. Never showed up. His more experienced co LT for the tour went home early after intervening in the situation. Called the street deputy. Street deputy took 4 hours to respond. IAD even gave the shit bag copper a ride home.
