Sun Times Lies

Fran and Frank have company to see who can bury their noses the farthest up Groot's ass. Meet Ben Pope and Sam Charles. They wrote this the other day:
  • The FOP board voted in December to turn to an arbitrator to help settle the contract negotiations, but Catanzara said he wants to table arbitration for the remainder of the pandemic. He said he’s willing to compromise on the issue of CPD disciplinary procedures, a sticking point for Lightfoot, to initiate more productive negotiations.
This has triggered the usual outrage in various social media circles, claiming Catanzara is a sellout and the Contract is doomed.

The trouble is this is a lie. What Catanzara actually said:
  • I didn't say I would compromise any discipline. I said I would listen to everything the city wanted to get the ball rolling because I know discipline is the starting point for all of it.
There's nothing wrong with listening to everything the City offers.....and then telling them to stuff it up their asses. In fact, we will be one of the first voices (and among the loudest) should the President of the FOP even consider negotiating/surrendering a single disciplinary Contract protection to Groot and the City. It's a non-starter and would lead to an immediate attempt to decertify the FOP as the bargaining agent.

Beware of any media reports as to what Catanzara is "reported" to have said, especially by the dishonest lying media. A bit of of advice to the news guys at the Hall (take it or leave it) - should you give any sort of interview to the media:
  • make sure you are reading from prepared remarks
  • provide a copy to the "reporters"
  • have witnesses
  • get a pocket recorder
This will provide irrefutable backup when the Slum Times pulls another stunt like this one.

The article wasn't that bad. It presented the whole story warts and all. JCat has a contract core team that is loyal to blue shirts. Don't believe the hype...the FOP will give some things up in order for the city to give things up. Ex. Give up summer furlos and in exchange a property tax credit for a single family house in the amount of 5000. That's how deals work. The city gets a benefit and the officers get a benefit. Some will complain and others will smile all the way to the back.

If Catanzara listens to any of the changes the city wants regarding discipline he is opening the pandoras box. If he listens it can be brought into Arbitration. Why do you think Graham did not even entertain listening to the cities plans on discipline changes, because he wanted to keep them out of the Arbitration. If he allows this to happen I will be very upset that I actually voted for Catanzara. I was led to believe from his own words that he knew what he was doing. Listening to the cities ideas on discipline actually means he does not know what he is doing. Here we go again with a wild roller coaster ride because some cops think they are always the smartest person in the room. Word to the wise don't listen to the cities ideas on discipline. Also, before I begin to criticized, I know I'm not the smartest person in the room most of the time. I just happen to know better then to believe any thing the city says about the CPD.

Arbitration is still on the table. What I’m hearing is Tuesday’s board mtg. Reports are that the City’s lead negotiator, the FOP labor lawyer the CPD contract person have all agreed to met with Cantanzara. Apparently the city was stalling till after the FOP election. They stopped responding to Graham for the most part since September.

This is just another reason the Suntimes will be gone soon, look at the Chicago tribune they have laid off workers had new ownership cut many salaries, strangely due to the economic situation they have done the right thing unlike the city of Chicago the county state of Illinois keeping all of these people sitting on their ass is at home getting fat full paycheck full benefits pension paid into, incredible how this works. Just the other day teachers again and again keep doing these parades throughout the neighborhoods on the southwest side saying they miss their children and then you see some idiotic parents standing out front cheering them on many of them have lost their jobs or Will soon as their jobs! Why are they still being paid along with all the administration look at your tax bill in the city of Chicago especially approximate 3/4 of the textile goes directly to the Chicago public schools for what for what?

Biggest issue these days it the all lying from the politicians and the media. They’re all doing it with impunity. Seems to have really picked up since 2008 and out of control since 2016.

The City never said what exactly discipline (FOP Art. 6) reforms they want. Did they?

Remember how we got screwed in the 2009?or 2010 contract. Daley went back on the proposed deal claiming the economic realities had changed. We went to arbitration as a result and received crumbs, maybe 2.5% over four years or something like that. Thatcher is being set up now. City can legitimately cry broke at arbitration. We're being set up for crumbs.

We already are divided, there's the connected officers and the beat officers. Then you have the young and the veterans. Youngsters will vote for the RETRO check but screw over the veterans' pension, medical or other benefits. Similar tactic the city used during the last contract negotiations when the vets voted for their RETRO check but gave up duty availability. In turn screwing over the new officers. Now the 4-6 year officers make up a huge chunk of the force. It is too late for their duty availability and too early to worry about their pension. The city knows this and will offer a generous retro so the young can vote YES. We are our worst enemy with the "As long as I get mine" mentality. Pretty soon there won't be anything left.

I just hope J.C. is serious and follows through on his residency lawsuit. Graham crackers told me right to my face when he was visiting districts several years ago running for president that he would "chisel away" at the out dated residency requirement. He flat out told me that he would work to at minimum allow residency to be lifted after 15 or 20 years on, but of course he lied and did nothing about it. I, as many in this department, have had enough of this residency. It needs to go away like every other department in America has done!

The media has only two archetypes: heroes and villains. Cops are rarely heroes in the media. Media favorite politicians are heroes. The downtrodden are always heroes. Don't expect factual reporting from the media. Factual reporting is not entertaining and does not sell well.

You have to bargain in "good faith" or you will lose at arbitration (Unless you're the city.) If he said he won't listen then the FOP is losing any arbitration and all public perception will be negative.

First order of business should be:
1: Get the contract settled as fairly as it can be.
2: Start negotiations for the next contract as this will be expired a year after it is finished.
3: If the city refuses to negotiate before the expiration of the contract, go to arbitration immediately because the city is not negotiating in good faith as required.
4: Reduce retirement age for insurance.
5: Grieve that anyone put into DOG 4 who isn't in the contract like tact or IAD, etc. get paid for their changes in schedule.
6: Comment on order changes before they come out and try and stop them from coming out by injunctions if they violate members rights. Stop doing it backwards.
7: Reduce the salary of all FOP board members to current PO or Sgt salary with overtime for meetings or call-outs.
8: Be aggressive about trying to get more active members to meetings.

John you came a long way without my advise but I am going to give you some anyway; before you do anything go back and review and study all previous contracts between the FOP and the City. See what was won and/or gained by the FOP and then see what was lost and/or given up by the FOP. The next thing to study/review, whether or not the city abided by and/or lived up to what they agreed upon. Did the city abide by the what the Arbitrator ruled on. In the past the city has not lived up to their part of the contract. In the past the FOP has lost some benefits including the "ME TOO CLAUSE". Be careful my friend be careful.

Sorry kids but anyone over 8 years on this job isn’t going to go for that. The reason being is that many of them already have summer furloughs or are only a year or two away from summer furloughs. Most people on midnights with over 6 years are getting summer furloughs. Most people with 8-10 years on 3rd watch are getting summer furloughs and most with 15-18+ years on days are getting summer furloughs. Tac teams and gang teams who have more than 6 years can get a summer furloughs. And the people on these watches who know in the next year or two aren’t going to give up their future chances of never having a summer off. Don’t be bitter because you have 3 or 4 years on days by management and are stuck with a winter furlough. If you want a summer furlough go to midnights. Otherwise enjoy the gift you have been given to be on days and shut your mouth and get some time on the job. I’m happy to say that I have 15 years and waited patiently now for my two summer furloughs. 6B and 7B. Enjoy humping in the heat.. one day you will be enjoying the same as us with time on.

The article wasn't that bad. It presented the whole story warts and all. JCat has a contract core team that is loyal to blue shirts. Don't believe the hype...the FOP will give some things up in order for the city to give things up. Ex. Arbitration is still on the table. What I’m hearing is Tuesday’s board mtg.
Reports are that the City’s lead negotiator, the FOP labor lawyer the CPD contract person have all agreed to met with Cantanzara.
Apparently the city was stalling till after the FOP election.
They stopped responding to Graham for the most part since September.

Your wrong I have been on the job for 23 years and have been through a few contracts in my time, and if you speak about something during the negotiations, that can then be brought into Arbitration. So it is not a good idea for the FOP to begin speaking about disciplinary issues this late in the game. Just go to arbitration, at least discipline will not be in the contract because it was never spoken about when Graham was in office. Catanzara should focus on the next contract that expires next year. He should get a solid game plan in place for the next contract, this 1 is lost because of Rahm and Lightfoot, they would never negotiate in good faith.

The 2nd floor old uniform shop needs to be converted to a media room for all interviews. Start to shape the narrative that needs to be portrayed to the public. All interviews recorded on audio and video. President should have the ability to record the his calls from his office phone. Never trust what someone is going to say or write. Having direct video evidence of an interview not only changes the conversation it shows the public the liars they trust.
