There's going to be some openings shortly when all the exempts start retiring under the old terms of the PBPA contract. Here's what's waiting in the wings:
A lot of political favors being paid off with these promotions.

UPDATE: Media notices the stunning lack of diversity:
- The latest class of Chicago Police Department lieutenants hand-picked to go through training in order to be considered for promotion to captain is getting a close look by those dedicated to diversity.
While two of the 15 lieutenants are African-American and one is Hispanic, 13 of the 15 are white. Additionally, all 15 are men.
According to the CPD, there are 159 lieutenants who have applied to be captains. The current 15 who will begin training come from that list.
- Brown said that he is committed to diversity in all ranks of the department and he will have the final say on who gets promoted to captain.
Former Chicago Police Supt. Garry McCarthy told WGN he was shocked by the lack of diversity in the latest captains class selections. McCarthy expressed support for Brown.
“I feel for David on a number of levels,” McCarthy said. “I’ve known him for 15 years, he’s wonderful but first, he walked into a pandemic. Second of all, going into the summer months as violence increases in Chicago, and third of all the riots that we had. He is competent. He will get it where it should be but it’s hard to do that walking in the door.”

Captains make huge overtime To pad the retirement account. All said and done, make more than commanders without a lot of the BS.
Lt. Muniz is the epitome of company man. What are real piece of work this guy is, always acting like he knows so much and always came to roll call to try and educate the troops on directives (which he knew nothing of). Don't know the rest of these guys but Muniz will be another company man looking to jam officers up just to make himself look good.

Muniz is a pain in the ass, but those "little girls" are police officers and were lucky to just get the SPAR. He did them a favor leave it at that.
The bad part about this list is that with Kelly making making Capt, it's doubtful he'll make commander. One of the good guys.
I worked with O'Malley in 13 and then again in 18. Solid policeman and boss who's not afraid to make a decision. That's a trait that's missing from this department. We've got a whole command staff that uses the "time as an option" or magic 8-ball for their action plans.

Except for allowing them to get the golden parachute pension fund which was eliminated by the fire department they get the highest tested rank which is Lieutenant, why are Pension Board still allows this captain above to get the lavish pensions, when you’re given that are in those positions is beyond any reasonable thought! And if the fraternal order of police after being asked to look into the Pension Board to look at a pension fund the president a new president said he’s not gonna get involved in it. Maybe they forget how many retirees are still members of the fraternal order of police and how many coppers are counting on getting that pension how about a John can you do something about it just asking you? We all know your plate is really full but how about looking into this also we paid for the lawyers you have a retainer with our dues we still pay how about it?

met Reynolds when he was a Lt in 005. I was filling in on Midnights. He came in on days and made some off the wall comment because I was leaving.. I looked at him and walked away. Figured it wasn't worth a response. Was told by other Lts I did the right thing. I guess he has not changed in the 12 years that have passed. No one liked him then either.

Made Sergeant and had a side piece that worked the oldest profession in the world. Made lieutenant and learned how to be hated by the most hated of all....CYNTHIA WHITE. He absolutely hates police officers and the fact that he is now considered CPD royalty speaks volumes about how bad this job has become. LT RM needs to stop sending his favorite dolly on station assignment's to burger king for his nightly Double Whopper meals. If he leaves the Double Whipper on his desk unattended I have witnessed it start to orbit his midsection, which seems to have developed its own gravitational pull.

Let them sue. Might be an interesting case just to see how they are chosen. Would like to see the process, their credentials, experience, family and political connections, police work, etc
Please sue, the reason why this list will stand is the scoring for captain was foia'd. If they put in another side piece who scored at the bottom due to a complete lack of street experience or any experience at all, then they will have to explain why. Every merit promotion should be be accompanied with a foia request. Then when someone like sharon price gets promoted even though she is beyond stupid, then they will have to answer why.
