FOP Prez Lobs a Bomb

  • Fraternal Order of Police President John Catanzara on Wednesday called Mayor Lori Lightfoot’s bluff — saying if she’s serious about making disciplinary changes to the police contract, she’ll eliminate the requirement that Chicago Police officers live in the city and give them the right to strike.

    One proposed disciplinary change would allow anonymous complaints — without a sworn affidavit.

    “If they want to get rid of the [sworn] affidavit, then take the residency requirement out of the frickin’ contract and also take the no-strike clause out of our contract and then, let’s see how serious you really are. Give us the same ability that teachers have and give us the ability to live outside the city and then we’ll entertain the conversation about getting rid of the affidavit,” Catanzara told the Sun-Times.
This is a good move. There's no way Groot is going to allow either of those - and one of them is against State Law anyway - but it shows Groot isn't serious about finding any sort of middle ground. It's her way or the highway....and she can go fuck herself sideways with that sort of attitude.

Perhaps he should have addressed this nonsense at the same time?
  • The City Council’s Black Caucus has threatened to block ratification of any police contract that continues to make it “easy for officers to lie” by giving them 24 hours before providing a statement after a shooting and also prohibits anonymous complaints (by requiring sworn affidavits) and allows officers to change statements after reviewing video.
As we've stated here and elsewhere, the FBI gets 72 hours. And it's well established Constitutional Law to be able to confront accusers - that's why the State Legislature codified the Sworn Affidavit into law. Just because democrat politicians spend their entire lives pissing all over the oaths they took doesn't mean that everyone gets to do it without consequences.

Groot is not a serious partner. We've know this for years. Now she's proving it once again. Arbitration isn't far away.

Are you actually going to put everyone in jeopardy by getting rid of the no affidavit and other discipline? Don’t you dare trade a single thing for discipline. I don’t care if they give you $1 million a year to be a police officer, don’t trade anything including residency. She does not really care about residency. She believes that the northside and the 19th Ward should be gentrified and the only way to do that is to get rid of residency for city workers and she is prepared to do that in the name of residential equality throughout the city. Dumb in my opinion to even put it out there that you will trade anything or allow anything to change of what we already have. The people who scream residency Are the idiots who grew up in the suburbs, decided to become the Chicago police and realized it’s not everything they thought it would be. This is an old Brooke Orland Park or whatever subject you grew up in. If you don’t like it here then get out of here and stop trying to destroy the contract.

Maybe the Cops should seize a few areas of the city and declare their own autonomous zones for them and their families. Just get the 7ft square sand-filled Hesco boxes that the military uses when they are forced to live in the 3rd world, constantly surrounded by pesky, armed, unreasonable savages. The City does not spend 33 million on the Schools for Police, Those officers are assigned to a District and will go in a Beat Car if they are not at the Schools.Basically you put money in the other pocket.

I wouldn’t offer that up JCAT. She very possibly will give us residency anyways going from what the fire department union people are saying. She doesn’t really care about residency for city workers, she has already made that clear with her staff. Don’t give up anything that she may already be willing to give up. Especially big disciplinary things. Remember, many people are less than 5 years away from maxing out and leaving so discipline isn’t a huge deal. I’m at about 18 years and 11 left to go. It’s still a big deal for me and an even bigger deal for people with only 5 years on. Don’t sell them out so you can sell your house quicker.

She’s not only in it for Affidavits clause, that’s just to open the door. We had anonymous complaints before and fought to eliminate the fictitious bullshit which plenty of us still have on the books - IN VIOLATION OF AGREEMENT. I don’t recall what at was given up in exchange, likely it was wage or benefit. Tack on 10 anonymous complaints they’ll have an option to fire you.

Larri is a lying conniving weasel far more treacherous than Shanks and Rahm.

Nobody here thinks they’re going to get a fair shake from Larri, or any civilian lead group, one that is outright biased and the other a real estate cheat.

Residency, I’d be surprised if 20% would take advantage of that. Takes an hour to drive from 51st to 016 during either rush hour, screw that traveling another hour from suburbs just to work the ghetto for a 12 hr tour.
I think it would be doable for maybe a house mouse or a short timer. Lifting residency will more likely apply to newbies when they can’t find locals to sign up for the New World Order Polizei.

Teacher issue makes sense.
No work - No pay or commensurate to hours and operations. There was no reason for teachers to stay at home. They should have been required to show up to empty classrooms and conduct the elearning from the school, Mon thru Fri.
City gives CPS their budget, saving on 3 months of operational costs and services that were suspended during the lockdown should be deposited into the Police budget. All teachers aides, clerks and assistants that stayed at home, were they getting paid too?
CTU has a Strike Fund, mostly goes to fund political campaigns but that fund should have supplemented any wage offset for StayAtHome.

They like the boogeyman there to take the heat when these asshat kids act out. Then they can blame the police when shit goes south.

Why are the local suburban mayors enforcing the mask rule on businesses? How do you politicians have absolutely no proof of the effectiveness of wearing masks in public, and her violating constitutional rights by forcing store and restaurant patrons to either wear a mask upon entry, or not be served. That is a violation of civil rights Time for numerous class action lawsuits. Put up or shut up. Show proof that masks have effectiveness or else it is logical to assume that it is all contrived political bullshit. It is time to lawyer up and start lawsuits

While we worked 12 hour days and had our days off cancelled, and while the city continues to be under attack, she left town for a nice weekend of coffee shops, antique shops and outdoor dinners and wine.

Based on what I’ve read over the past couple of weeks, Lori’s constituents think so little of the police they’d probably prefer they all move out of the city. She just got put in a really tough spot considering how nobody in CPS lives in the city whether they’re required to or not, and this is part of her opportunity to devote police reform that she ran her campaign on. Her office didn’t know how to respond to the request for comment, and conveniently failed to comment on the only reason they were asked for comment. I wonder how Lori and her team feel knowing they’ve been backed into a corner? Good thing her staff doesn’t get paid overtime because they’re going to be spinning the clock to figure out how to craft a real response.

Well, John just showed his hand full tilt. Let’s just say that the mayor now calls John on his offer. She says no problem, I’ll give you residency and the ability to strike and we get everything we want with discipline. Now John is in a bad spot. If he turns it down all of the residency cryers which there are TONS will blow a gasket if he now turns around and turns it down. If he accepts it then he destroys the department and folds to the mayor and many, many officers will be fired for things never imaginable before. I think people are not thinking about that. The guy giving the finger won’t get fired even though she wants him fired. The “loungers” she wants fired but they can’t be fired for that. Change it all up and believe me they are gone and fired yesterday. He said a dangerous thing because now she can put it all on his lap and let him either accept or turn it down and either way he will be burned at the stake. If Lightfoot had any brains or financial sense she would embrace an extension of the time after a shooting and would be working to preserve the signed complaint requirement.

The case for preserving and even extending the cool off time time is that contrary to what the media portray, cops are generally not cold blooded psychopaths. Who casually stroll out to the middle of the street with a hand cannon in one hand and hotdog in the other and calmly blast away offenders is movie fantasy.

Having responded as a paper car to several police shooting and having seen the officer involved very shortly after the incident, they are in a state of shock. They have just survived death. A "what just happened" fog.

They need time to decompress. The mind is overloaded with adrenaline and emotion and need time to calm down. They need quiet time.

They don't need to be debriefed right away. There is plenty of other stuff to do.

There have been numerous studies by psychologists studying critical incidents, like police shootings, and they find that when given time to relax and decompress the officers give much more accurate and detailed accounts of the incident. This is critical for future proceedings. Especially the inevitable civil litigation which will cost the City much money. A cooling off period could save the City considerable money. Not that any of our politicians care about that.

Extending the interview time to 72 hours is not an unreasonable request or delay in the investigation. It will probably take that long just to collect all the video.

72 hours is probably the minimum. 96 hours might be better.

As for the anonymous complaints, they are waste of time and money.
Every complaint called has to be processed. Logged, numbered, assigned. A member has to be assigned to follow-up. While there is little if anything that can be done, the motions must be gone through, however pointless. This takes time. Man-hours. That is money. A complete waste and diversion from what could be more productive ventures. I am sure that there are real cases that could use some investigative time.

But this is contingent on Lightfoot having financial sense. Don't old your breath.

Regarding property values dropping if the residency requirement is lifted. There are 13,000 officers out of a population of 2.8 million, officers account for <0.5% of the population. Even if every officer sold their home (which they wouldn't, at least not at the same time), it would be statistically insignificant. Also, not every officer owns a home, some rent & some are living with family, so it would be even less than that.

A “civilian” is under no obligation to make a statement at any point in time. They can refuse to make a statement until they secure counsel, or if criminally charged, they can wait until trial. They can’t be compelled to make a statement like law enforcement is. So that’s what they get...

Other questions that need to be asked,why the department was so unprepared for the rioting? Why weren't the officers allowed to wear riot gear? Why don't all the officers have riot gear and gas masks? Why do we not have the longer batons used for riots? Why haven't the officers been trained to deal with riots? Why such a weak and pathetic gas system? Why weren't human needs looked out for the police officers? Who is going to be demoted and who is going to be fired for their incompetence?

Got on the job 20 years ago and came from a suburb that was right on the city boarder. Yep, I wanted to be the "real police," as some of you handjobs referred to it. Some copper I worked with when I was a rookie told me that veterans like himself resented us suburban guys coming on the job. I replied to him, "Sorry, I didn't grow up on the mean streets of Eddison Park like a lot of you badass Northsiders." He shut the fuck up because what could he say?

Listen peaches: No one told me all those years ago I'd have to wear a body cam, be treated like a child, and have to deal with all the speed cameras, bicycle geeks riding around, an increasing influx of stupid yuppy urban pioneers, along with ultra-liberal politicians that make the goofs from 20 years ago seem conservative. Face it, Chicago just keeps getting shittier and weirder.

And I sure never fucking thought I'd see riots where the police just stood down and let these idiots loot, pillage, and burn. Regarding property values dropping if the residency requirement is lifted. There are 13,000 officers out of a population of 2.8 million, officers account for <0.5% of the population. Even if every officer sold their home (which they wouldn't, at least not at the same time), it would be statistically insignificant. Also, not every officer owns a home, some rent & some are living with family, so it would be even less than that.

What your forgetting is it is not just the cops that would be leaving but any city employee would have that right. If you don't think that would change many neighborhoods and property values you have been taking too many yokes. That would bust up the few remaining nice areas of the city. Happened in the 60'same in very quick fashion. Austin went from a nice safe area, decent schools and parks to the hell hole it is today in about 3 years. Any decent area that has a lot of apartment buildings would go first then block by block the rest fall as the demographics change. Not if but when and how long it will take to make Mt Greenwood into an Austin or Englewood. They are already at the gates. Once it starts no stopping the change. I remember when to stop white flight the city passed an ordinance that made it illegal to have a forsake sign post3dmin a yard. Had to be put into window so it was harder to see. Didn't work. Once one home on a street sold the rest quickly followed. The first home got a good price but the rest sold at a lower price. Be careful what you wish for. Finally therected will be the tax issue if city workers are allowed to leave. Guarantee there will be sizeable tax increases as the property values fall and taxpayers leave to be replaced by lower tier wage earners. The trick will be raising the mill levy as the property values decline. Those that fail to study history are doomed to repeat it.

The public is completely ignorant about this 24 hr. rule. Even the American Conservative wrote an article about it, partially, to which I responded at length and they refused to publish my response in the comments section, even after I removed the swear words.

It is an administrative rule, not a criminal rule. If the Dept. orders you to answer, generally, and you refuse, you can be fired for refusing a direct order. You can't just play around administratively and refuse to answer. This just gives us 24 hrs. before we can be fired for refusing to speak. However, criminally, this does not apply. If a cop is arrested he gets his Miranda warnings like anyone else and he/she makes the decision on whether to invoke - a decision made completely outside of this 24 hr. rule.

And, really, what is 24 hrs.? Ok you don't have to talk today but when you come in to work tomorrow you'd better be ready to flap your gums. It's not a long time and it is not going to make a guilty cop look innocent, it just doesn't work that way.

Blood pressure will be elevated, and the Officer may become very confused. Now this is where the comparison to Detroit becomes more apt.City leaders and real estate people said this same exact thing back in 1968-70 when all of Detroit,s Police and Fire Personnel were allowed to move out of the City.If I recall my childhood memories correctly they were-They make up a very small percentage of the city population so it will not matter.Other City Workers will not move because its too expensive.No one can afford to live in those fancy towns outside of the city.Crime will not be effected.We still have good people here.48 Hours after the order went into effect,the City of Detroit was on fire and in a short few weeks was destroyed as a mass flight from the city ensued.Fast forward to today and you have hundreds of residential blocks within the City of Detroit that are less than 20% inhabited and receive little to no city services.

Notice the cops and firefighters you’ve worked with or associated with that retired and never left. It’s kinda shocking how many never leave Chicago. This is just not true. You still sell the home for the market price. The new owner still pays taxes. Their are many officers who will NOT move. Either they are close to retirement and are planning an out of state move and dont want to move twice within a short period of time, or the young officers who enjoy the nightlife the city offers. It won't be a mass exodus as you think. Most guys/girls bitch but when it comes time to do something they DONT.

Residency could be phased out. Establish a threshold like 15 or 20 years on the job or when you are eligible to retire. It will at least crack the door open to start with and there would be no cop flight. I know plenty of retired guys that never moved, so there would not be a mass exodus anyway.

Some of these "handjobs" like me saved so many suburban guys from beefs and tickets I'd need a calculator to keep count of them all. In the nightclubs, on the streets, with banana's of every kind. I even saved them when they were jagoffs, mostly from themselves, even when they didn't deserve it. I never hurt their family's either.

We were, and are, all Blue. I know things have changed and the entire shit job is a video recording but we are still all blue and I was never but a gentleman when stopped in the suburbs or by the State.

I consider it my greatest achievement of my career. Everything else but that was all bullshit. A "real" Police lives by codes.

What your forgetting is it is not just the cops that would be leaving but any city employee would have that right. If you don't think that would change many neighborhoods and property values you have been taking too many yokes. That would bust up the few remaining nice areas of the city. Happened in the 60'same in very quick fashion. Austin went from a nice safe area, decent schools and parks to the hell hole it is today in about 3 years. Any decent area that has a lot of apartment buildings would go first then block by block the rest fall as the demographics change. Not if but when and how long it will take to make Mt Greenwood into an Austin or Englewood. They are already at the gates. Once it starts no stopping the change. I remember when to stop white flight the city passed an ordinance that made it illegal to have a forsake sign post3dmin a yard. Had to be put into window so it was harder to see. Didn't work. Once one home on a street sold the rest quickly followed. The first home got a good price but the rest sold at a lower price. Be careful what you wish for. Finally therected will be the tax issue if city workers are allowed to leave. Guarantee there will be sizeable tax increases as the property values fall and taxpayers leave to be replaced by lower tier wage earners. The trick will be raising the mill levy as the property values decline. Those that fail to study history are doomed to repeat it

Tell the Pres to check the union emails as he was sent detailed info on 20-25 Steinmetz HS employees in violation of the CPS Residency Policy and others from Taft, Curie, Lane, and few other schools. If he can't find it, post an email to send it to tomorrow.

Some of the violators are heads of depts, been doing it for 15-20 years, and are close to making $100,000.

Nope you're wrong. Several teachers and other need basis employees get residency waivers. Asst principals are now able to get waivers if they were getting one while they were teaching or working in a need basis area.

The catch to get a waiver is youm ust be a non-Chicago resident at the the time of your hiring and work in a need basis area.

Some areas are (get this): PE, Shops, SPED, ROTC, All Foreign Languages, Math, Science, Counselor, Librarian, Nurse, and Speech Pathologists.

Not many subjects aren't need basis areas anymore. They are: English, History, Clerks, Security, Principal, Business, Art, Music, and a few others

Funny,I remember back in the mid 70,s that smarter than everyone else people on this job also called people morons when they warned all of those Officers that the Austin Neighborhood was about to crumble due to Police residents fleeing the area in mass.It took about a year and a half for the destruction of that 12 by 12 block neighborhood.When it happens it is like a runaway locomotive.Like dominoes,Police flee first,then fire,then all other City workers,and finally the few hundred or so Public School Teachers that actually abide by the residency rule leave and the northwest side of Chicago neighborhoods resemble those in Detroit.Want to be shocked into reality?Go to Google and take a drone flight over a Detroit neighborhood.And the flight from their city happened about 50 years ago.

It was my first meeting at FOP. I was very impressed with the new President and he clearly was not what I expected. His whole team were spot on. They seem to get along and not fight. Every police officer will NOT move out of Chicago if RESIDENCY passes. Many will still stay in Chicago. Not every police officer owns,many live at home,many rent. So it's not true that EVERY police officer is going to move out of Chicago.
