- A 3-year-old boy was fatally wounded about two hours earlier when someone opened fire at his father while they were driving in Austin.
The toddler, identified as Mekay James, was struck in the back about 6:25 p.m. when someone in a blue Honda pulled behind the black SUV the boy’s 27-year-old father was driving in the 600 block of North Central Avenue and fired several rounds, authorities said.
A police source said the father was believed to be the intended target of the shooting.
The father is a known gang banger, felon and probable shooter in a few cases. He knew he was a target. You know why he had his kid in the car? Because he thought it made him less of a target....you know, a human shield. That gamble didn't work out. The three-year-old was just the youngest of multiple child juvenile victims - 13, 16 and 17 were some others who were killed. And not a single one by the police that everyone seems to hate and blame, evidence to the contrary notwithstanding.

WHAT THE POLICE DEPARTMENT NEEDS
The Chicago Police Superintendent said that the violence this weekend that saw 14 killed and 101 shot was because of gangs, guns and dugs. Then why for heavens sake did the city disband the Bureau of Organized Crime who’s sole responsibility is to target gangs, guns and drugs. Besides the city needing a real strategy for the addressing the long term social-economic issues that are the root cause of the violence, there is no substitution for an effective police strategy and strong community support. Unfortunately there is neither and City Hall is at fault, micromanaging the Police Department and diverting public attention from the escalating murder and shootings rates with petty press conferences to distract the public.
A return to the old discredited Violence Reduction Initiative in which Police Officers are stripped from their beats and dispatched to areas of high violence is not an effective strategy as you are undermining public safety in other communities and sending Police Officers to high crime areas were the their lack of familiarity with those areas and lack of trading minimizes their effectiveness.
This it what CPD needs. A repurposing of the Bureau of Organized Crime so it can focus on what the Superintendent says are the immediate cause of the violence, Gangs, Guns and Drugs. The creation of a Special Service Unit dedicated and especially trained for helping in high crime areas, protests and special events while preserving Beat Integrity in all Police Districts, which is critical to effective Community Policing. Ensuring officer vacancies are filled to keep a fully staffed department. Recruiting retired Detectives and Officers with investigatory experience to support the Detectives Division as analysts in order to improve the abysmal clearance rates. (Arrests made in only 20% of murders and 6%of shootings for the year). A witness protection program that can protect witnesses and victims. A closer working relationship with the federal government and a real public commitment on the part of the Cook County States Attorney to help get and keep violent offenders off the street. Of equal importance is to stop demonizing the police which only undermines their effectiveness, damages moral and diverts attention from the immediate issue which is to get and keep dangerous predators off the street.
Police accountability is important but so is an effective police strategy and public support.
I spent 20 years patrol/warrants/detective.
I didn't personally catch 12 homicide cases, let alone 102 shootings in my career.
There is absolutely no way that many cases in so short a time period can we handled.
