You know CAPS when first started did work because we had proper staffing levels and time to interact with citizens instead of now 911 backlogs and running job to job. Then CAPS turned into party and gift giving entity instead of sitting down and finding solutions to crime and disorder problems in the communities. So until we get up to proper staffing levels and focus on the main goal of CAPS its not going to succeed.
