LAPD Refuses Overtime
- While many who participated in “protests” in Los Angeles over the last few weeks are probably being paid to stay home and not work, thousands of Los Angeles Police Department officers have put in more than a hundred hours of tactical alert overtime each and are now being told they won’t be paid for it.
LAPD Chief Michel Moore sent an email June 12 to “Department Personnel,” a copy of which was obtained by RedState, informing them that “During this extraordinary time…the Department has expended more than $40 million in overtime expenses,” exceeding the budgetary reserve, and that “as of June 7, 2020…compensation for overtime shall be in the form of time at the appropriate rate.”
This runs afoul of a number of Labor laws and Federal statutes. If you ain't paying, rest assured, we ain't showing up. That's not a job action.

Use up all the sick and vacation time you can. I had a buddy that ordered himself a new set of company paid uniforms on the way out the door. I settled for a couple of nice professional books I needed, and that I collected all my pay due left before the bottom dropped out.
I think they have to pay you, even if you requested time. Due to fsla, once you hit a certain number of hours worked, it’s cashed out.
LA has plenty of money. I don’t think they can say they are broke.
The LAPD has just found out how much they are needed and respected.
There are lots and lots of other LA City Departments with lots and lots of payroll funds available.
Unspent OT Funds
Unspent Training Funds
Unspent Travel Funds
Even, (gasp!!) Executive Entertainment Funds
There are also Emergency Funds too.
What happens if they have fires and earthquakes?
Then they will find the money.

If they are not even trying to find the funds elsewhere, they are just crapping on the entire LAPD.

Cops should announce in advance a date that everyone is calling in sick. Let the criminals run wild for 1 day and see how terrified the liberals and politicians get. I guarantee if this was done people would respect police again!

Is this even legal?! How can an employer not pay you for working? Especially like “surprise! You’re not getting paid” I bet a lot of people spent that money already. And if it’s anything like CPD, when can they use time off? Besides never? Pay us out in furloughs maybe. But still you can’t not pay an employee for working. That’s insane. They need to strike.
LAPD is 9000 sworn. Can this happen in Chicago with 13400 sworn? Officers on the medical were smarter than me.
Last time i checked if a person has a contract and the payee doesnt pay the contract is void.

Perhaps the money tree has roots in denying due overtime.
As far as the courts ruling that LA can't deny the overtime. I think the cops are screwed because of the national "defund the police" movement. This will just be seen as the first step in the defund movement.

Can’t tell you how many people I’ve run into absolutely crying about 12 hour days for 15, 16 or more days in a row. Crying about being tired, crying about scrambling to find child care... just crying about everything. Just goes to show you how far this job has sunk in terms of the snowflakes getting hired.
Obviously 98% of the people on this job today have never worked a real job. Have never worked and balanced this job, court and one or two side jobs while being a parent with kids’ after school activities, sports and social activities. Have never been in the military. Have never cared for elderly parents in addition to some or all of these things.
Any comp time you accrued used to be wiped away at the end of the year. And unless you were tight with the bosses you never got a chance to use it before you lost it because they would routinely deny your time off. We didn’t get paid for court appearances. They could change your day off group at will: just when you were ready to hit your weekends, guess what? Day off group switcharoo and it’s enjoy your Monday and Tuesday RDO... AGAIN. And then there was that pesky little thing called rotating watches. A different schedule every 28 days to throw your sleeping, eating, shitting and complete body a curveball just when you were getting it dialed in to the previous 28 day schedule.
You knew what you signed up for when you took this job. Or at least you should have if you were paying attention. Quit crying and grow the fuck up or find another profession more accommodating to your M-F / 9-5 “work ethic”.
What they’re doing is not a contract violation. Emergencies, schedule change and call back are clearly delineated in our CBA. I’m all for grieving and trying to bury it in the administration’s and city’s asses if harmed, but this ain’t one of those times.

I can still vividly remember the CFD strike! They said fuck you, you are on your own! We are more important than you, your family and your property! They also jammed up coppers that were guarding the abandoned firehouses, by setting fires and damaging their workplaces!

whatever Union they have out there needs to file a complaint with the federal department of labor immediately. they're entitled to the overtime and if not paid the employer's responsible for significant amounts of damages, double or triple I believe...
and just in case somebody at the DOL decides that the union doesn't have standing, each and every officer ought to file a complaint on the same day. then have their union hold a press conference that says exactly what they did. used the same BLM tactics against that asinine city.

What happens with all of this comp-time if you can take it because days-off and vacations are cancelled? I know with my vacation time (PTO) I can only accumulate 200 hours and then it just stops accumulating (i.e. they get to stop giving it to me).
Watch for this to be their sneaky way of not paying overtime.

As I understand what he said, is that they will no longer pay overtime, any overtime will be paid at straight time.

An LAPD friend told me it was written into their contract as a trade off for something that was near and dear to Reed & Malloy. They never thought it would actually occur. Time for it to be sent to the US Dept of Labor

Today, LAPD Transit Division/MTA services, which is paid via OT, had 43 officers cancel their shifts today, and they are now averaging 12-18 cancellations per shift. In another division today (6/15/20) every officer called in sick.

I care, but I don't trust the grifter leading the charge. There's been a lot of money collected but not even close to what a forensic accountant would cost to go through the books. Nowhere near.

I know where you're coming from as I, too, can remember going around the clock each month, but we only had 12 months at the time, not 13 periods. I used to take a January furlough because it was one of our midnights and had 31 days and I couldn't get anything else anyway. We also lost any time due not taken by the end of the year and overtime was hour for hour, no time and a half,time only, no money.
During the King riots and the Democratic National Convention we also worked 12 hour tours with no days off (midnight-noon) (noon-midnight). Also, the cars and the stations did not have A/C, but we survived and these guys will also.
The article about the overtime pay is not clear.
Is it that the officers are not getting OT cash but comp time only? Is the comp OT straight hour-for-hour or hour-and-a-half for hour?
What a douche the mayor is dropping this less than a week after he announced a $150M budget cut for the police.
