There are schools, and churches, so that's good. There are stores, or there would be, if they weren't all looted or burned down. So that's another problem, theft, robbery, and arson. There are clubs, but we call those gangs...so there's another problem.
So there's illegal shooting, illegal guns, robbery, theft, arson, and gangs. Yeah, I don't think "resources and investments" are the cure for these things. The cures are either having a DAD, or...arrests and long-term confinement.
