Fifty years ago tonight, Area 6 Task Force Sgt. Jim Severin and Off. Tony Rizzato were murdered by sniper fire from a 6th floor bathroom window at the 19-story CHA high-rise at 1150 N. Sedgwick. They were walking across a softball diamond as part of a pilot "walk and talk" program to befriend the youth of that bloody hellhole known as Cabrini-Green.
As an Area 6 Homicide detective, my partner (Tom T.) were directed to Henrotin Hospital to strip the heroes naked and meticulously inventory their blood soaked uniforms and personal effects as evidence before they were taken to the morgue. Their revolvers were securely holstered.
Their doomed assignment was a predecessor to CAPS. Lesson learned? I don't think so.
I'll take the memory of that nightmare to my grave. May Jim and Tony rest in peace at God's side. After they're removed from prison in pine boxes, may Veal and Knights burn in Hell.

Less than 4 days later, he pulls a 180 because he realized that none of those officers wanted anything to do with his failure-in-the-works mobile unit. So what does he do? Reneges on the offer to stay as a team on a district level and forces these units to submit a to-from requesting to go to one of 4 locations: Area West, Area South, Central Control, or back to unit of assignment. If a to-from wasn't submitted at all, that officer is left to management discretion. The idea of allowing gang teams to exist on a district level is now completely off the table. Commanders are begging HQ to have gang teams in their districts because they know damn well they need that presence in places like 011, 010, 006, 007. The mobile unit that Brownie thinks will replace gang teams will never produce the results he thinks it will and the body count will rise.
People shit-talk gangs, but those people are also bitter and never really worked hard a day in their lives. Numbers don't lie - gang enforcement units recover (or used to recover, now) a LOT of firearms... firearms that could have put more bullets into children.. . or cops. Did these offenders end up right back on the very streets they were momentarily removed from? Yeah, but that's out of our hands. Foxx's catch and release program is to blame for that. Not CPD.

It’s true, but you forgot that he was also riding around 99 trying to make street stops too (not the first or second time doing that and needed help). He brings stupid and unsafe to a hole new level.
